Investigate all killings, says bishop

ALL killings must be investigated and perpetra-
tors brought before the bar of justice. This was the
call of Melo Commission Member and Butuan
Bishop Juan de Dios Pueblos as he welcomed calls
for an all-out investigation into extra-judicial kill-
ings in various parts of the country.
In an interview with Catholic-run Veritas 846, he
said the investigations “should encompass all kill-
ings, especially those that did not follow the course
of justice, as the ones in Davao and Cebu.”
Asked of Chief Justice Reynato Puno’s call for a
top-level consultation to revisit the meaning of
“command responsibility,” Bishop Pueblos said,
“If the President would just make a statement that
says no to killings anymore and the military would
humbly take orders, I do believe that would end
all kinds of killings…”
He said he has tendered his resignation from the
Melo Commission as early as January based on an
earlier agreement with the Papal Nuncio to the
Philippines. He said he is also busy with the prepa-
rations for the Diocese of Butuan’s Ruby Anniver-
sary next month but his fellow commissioner said
there’s no need to resign as he can still participate
in the commission’s deliberations as his schedule
allows.

Pueblos said “our dependence on the United States
and other countries make it impossible for us to
have our own say because of earlier compromises
(with other countries).”
The 64-year old prelate said “these extra-judicial

Basic Ecclesial Communities


THE Second Plenary Council of the Philippines in 1991 has
encouraged the building of Basic Ecclesial Communities (BEC)
and its “vigorous” promotion “for the full living of the Christian
vocation in both urban and rural areas.” It was seen as a new
way of being Church.
At that instant the CBCP was mandated to issue “an official
statement on BECs, on their nature and function as recognized
by the Church, making it clear that they are not simply another
organization.”
The mandate included the mobilization of the laity “to participate
in the task of evangelization and look upon BECs as a means

of evangelization.” And, “a formation program for BEC workers


and missionaries, including a common manual (that) shall be
developed and made available to the dioceses through the
CBCP.”
Five years after PCP-II, the Episcopal Commission on Social
Action, Justice and Peace reported that only 30 ecclesiastical
jurisdictions in the country implemented the BEC program. On
the sidelines, the Church saw the flowering of faith communities
such as the Couples for Christ, El Shaddai, Marriage Encounter
groups, Neo Catechumenate and a bevy of transparochial
communities.
In 2001, or ten years after Council, a National Pastoral
Consultation on Church Renewal (NPCCR) was convened. It
affirmed the BEC as a “reflection of a renewed and renewing
Church” and came up with a more updated nine pastoral
priorities for the Church of the Philippines.
This month the BEC National Office will finally be operational.
It is located at the 3rd floor of the CBCP Headquarters in
Intramuros. According to its Executive Secretary, Msgr. Elmer
Abacahin, this office will “serve as the facilitating center
providing information on logistical support for BEC’s, to assist
in animating and strengthening BEC initiatives in different
dioceses, to coordinate national BEC activities, to coordinate
with other CBCP Commissions relative to BEC matters.”

tion, Service and Thanksgiving.
Thus, we work as one Church to follow and realize
our diocesan thrust.
Empowerment of the laity is the answer and clamor
of the present time. This is being realized in the diocese
though many ways, such as presence and involvement
of the Lectors and Lay Eucharistic Ministers in different
levels—down to the barangays and BEC levels; more lay
evangelizers/formators through catechesis for children,
families and adults; defenders of life, advocates for life
through witnessing-adopting the natural family planning
(NFP) way; growing phenomenon for prayer-charismatic
groups every where; principled participation in politi-
cal arena; promote political education; living Christian
family life through parents’ role modeling in the family,
community and workplaces; leading in non-violence dia-
logue and consultation; serving as resource for financial

Up to what degree should lay participation be especially

should be recommendatory, suggestive and consultative.
Consensus decision-making should be promoted. Dis-
cernment must govern any decision-making. Decision-

sponsive and acceptable to many. Decisions made should
be open for discussions to arrive at a win-win position.
And then, participation of the laity in decision-making
has to be based on one’s capacity and ability, practicing
prudence and tactfulness. They should always be open to

Can a marriage be annulled based on concubinage? What are the possible consequences of
this on the people involved? The couple married young, and on the decision of the elders
really, because the girl was pregnant and reluctant to marry but the boy’s mother wanted
her son to be responsible. They have one child, male, 36 years old and also married. The
man has a second family with three young children. He has another child (but no family)
abroad. All this is known and accepted by the legal wife. If their marriage is annulled,
what happens to his legitimate child? Will he drop his family name? May the man marry
his concubine in his second family, the mother of his three children? Will the presently
sole legitimate child of the man retain his status as legitimate heir if the second family
becomes “legal” through the new marriage? Whether or not the man remarries, how are
the properties to be divided among his children? What will the legitimate (first) wife get
to keep for herself? Our law says the conjugal property belongs to husband and wife: will
the change of spouse affect former agreements?
