I.

RATIONALE

Despite efforts and improvement in general health status indicators, the rates of
decline in maternal and neonatal mortality have decelerated in the past decade to a
point where Philippine commitments of the Millennium Development Goals (MDGs)
of lowering maternal mortality ratio (MMR) and infant mortality rate (IMR) may not
be achieved.
However, with pregnancy and childbirth continuing to pose risks to Filipino mothers
and their newborn, rapid reduction of these risks must be realized as quickly as
possible while considering that variations in health outcomes and program
performance across localities and population groups warrant targeted and locally
customized interventions in order to meet the rapid reduction goal.
Long term control of mortality and morbidity and improvement in the equality of life
require provision and use of a continuum of health services spanning each of the life
cycle stages. Provision And use of these services would require informed decisions
by mothers and their families (demand side), as well as health system (supply side)
that is responsive to their needs.
One of the strategy in the reduction of maternal and infant mortality is to
implement the administrative order 2008-0029 which includes the organization of
womens health team in every barangay and the Integration of Family Planning to
EPI, hence this training is conducted.

OBJECTIVES:

EXPECTED OUTPUT:

Functions of the WOMENS HEALTH TEAM (WHT)
To track every pregnancy occurring within the community using the pregnancy
tracking protocol.
1. To assist pregnant women accomplish a birth plan and monitor compliance at
each prenatal visit.

2. To provide the following maternal care services at a high quality; prenatal,


childbirth and postnatal.
3. To accurately record findings in the womans birth plan at every prenatal visit.
4. To counsel each expectant woman on;
Care during pregnancy,
Importance of newborn screening and the implications of its findings,
Importance of follow-up visit to the facility after childbirth,
Proper newborn care to include breastfeeding, nutrition and immunization.
5. To refer clients to the appropriate health facility.
6. To organize outreach activities for family planning, STI control, and
adolescent and youth health services.
7. To provide counseling services to clients and act as agents for behavior
change through interpersonal communication.
8. To identify women of reproductive age (WRA) with unmet need for PF and STI
services.
9. To provide the following FP services:
Re-supply of pills
IUD insertion
Distribution of condoms
Counseling
10.To discuss relevant womens health issues with the community.
11.
To promptly report maternal death that occurs in the community to the
Municipal Health Officer, who then reports to the provincial review team.

FUNCTIONS OF BHW AS MEMBER OF THE WOMENS HEALTH TEAM (WHT)


During Pre-pregnancy
1. List all women of reproductive age (15 to 49 yrs.) in the note book.
2. Report all pregnant women registered for the month.
During Pregnancy
3. FollowFollow-up all pregnant women to go to health facility during the first 3
months of pregnancy for pre-natal .
4. Explain Mother and Baby Book/HBMR.
5. To assist the pregnant women accomplish a birth plan together with the
Midwife and monitor compliance at each prenatal visit.
6. To assist the Midwife in providing the following maternal care services at a
high quality; prenatal, childbirth and postnatal.
7. Act as an advocate
To counsel each expectant woman on;
Care during pregnancy,
Importance of newborn screening and the implications of its
findings,
Importance of follow-up visit to the facility after childbirth,
Proper newborn care to include breastfeeding, nutrition and

from proper Langcataon to Bocbok, Don
Carlos via unpaved road with P60.00 fare.
Client will then take bus from Bocboc to Don
Carlos via unpaved road. The fare is P25.00
with waiting time of 1 to 2 hours.
Mother could avail of tertiary private hospital
in Don Carlos, this is Sto. Nino Simbulan
Hospital and Pahilan Family Clinic and
Hospital. Most of the time patient is referred
to BPH Maramag , a tertiary government
Hospital. Travel time is more or less 30
minutes by bus of public utility jeepney.
Waiting time is at least 30 to 40 minutes
with a bus fare of P15.00.
There is also a bus coming from Langcataon
going to Maramag every morning and will be
back after lunch depending on the number of
passengers.
