through joint endeavour.

3. To promote active collaboration in economic, social, cultural, technical, scientific and
administrative fields.
4. To promote assistance to each other in the form of training and research facilities in education,
professional, technical and administrative fields.
5. to maintain close and beneficial relationship with existing (existing) multinational and regional
organisation with similar aims and purposes.

The ASEAN Way
(Fundamental Principles of ASEAN)
1. Mutual respect for sovereignty, independence equality, territorial integrity and national identity of
all nations.
2. The right of every state to lead its national existence free from any external interference.
3. Non interference in internal affairs of one another.
4. Settlement of disputes and differences by peaceful manner.
5. Renunciation of threat or use of force.
6. Effective cooperation among themselves.
ASEAN Structure
ASEAN Secretariat
It coordinates ASEAN organs and implements ASEAN projects and activities. It is headed by a
Secretary General.
National Secretariat
ASEAN has national secretariat in each of its member states.
ASEAN Coordinating Council
It comprises the ASEAN foreign ministers. They meet at least twice a year.

ASEAN Community Councils


They consist of:
1. ASEAN Political Security Community Council.
2. ASEAN Economic community Council.
3. ASEAN Socio Cultural Council.
Committee of Permanent Representatives
It consists of permanent representative appointed by the member state.
They support the work of committees and ASEAN Sectoral Ministerial bodies, communicate with the
Secretary General on all subjects relevant to work and facilitate ASEAN cooperation with external
partners.
ASEAN Sectoral Ministerial Body
It has senior officials to undertake its functions.
Summits
It is the meeting where heads of government of each member country meet to discuss and resolve
regional issues.
They also conduct meeting with other countries outside of the bloc with the intension to promote
external relation.

East Asia Summit
It is a Pan Asian forum held annually by the leader of 16 countries in East Asia and the region with
Asean in a leadership role. This summit is usually focused on trade, security and energy.
In addition to 10 members of ASEAN, China, Japan, South Korea, India, Australia and New Zea Land
take part in it.
ASEAN Regional Forum
(ASEAN Regional Forum)
It is a formal official multilateral dialogue. In addition to ASEAN members there are:

ASEAN Plus Three


It is the meeting of ASEAN with China, Japan & (and) Korea. It is held annually.
ASEAN Russia Summit
It is the annual meeting between leaders of ASEAN States and Russia.
Performance of ASEAN
Most of the progress made by ASEAN is in economic sphere. ASEAN countries want to establish an
economic community by 2015.
The three pillars of ASEAN are: Security cooperation, sociocultural cooperation and economic
integration.
ASEAN Free Trade Area
(ASEAN Free Trade Area)
It was an agreement reached by ASEAN countries to reduce tariff. It is promulgated to increase the
competitive edge of ASEAN as a production base in the world through elimination of tariff as well as
non tariff barriers. It is also supposed to bring more foreign direct investment to ASEAN.
Comprehensive Investment Area
According to this agreement:
All industries are to be opened up for investment.
National treatment is granted to ASEAN investors with few exclusions.
Elimination of investment impediments.
Enhancement of transparency.
Stream living investment process and procedures.
Facilitating foreign investment.
Single Aviation Market
ASEAN member intend to increase freedom of the Air Space amongst themselves by 2015 to increase
tourism and trade.
Free Trade and Agreement
ASEAN has conducted for trade area agreement with China, Korea, Japan, Australia and New Zealand.

SEA Write Award


Literary given by ASEAN to South East Asian writers in poetry, short stories, novel, play and folk bore
religious writing.
ASAHIL
Association of South East Asian Institutions of higher learning.
Its purpose is to help Higher Learning Institutions in South East Asia in the field of training and
research.
Heritage Parks
ASEAN has established 35 heritage parks in member countries.
Critical Analysis
Over the years, ASEAN has evolved as South East Asia is voice in the Asia Pacific and in the world. In
recent years, the more frequent meetings of the ASEAN heads of state and government hare given the
organisation a higher profile on the regional and global stage.
The increased prominence of ASEAN can be attributed to its comprehensive agenda and its
commitment to economic integration.
However, it is criticised by Western countries for being too soft in its approach to promote human
rights and democracy in Junta led Myanmar.
International observers vice this organisation a Tanc shop and Big on words, Small on Action.
However as one ASEAN Diplomat has said
We hope that through these trade agreements, through collaboration in training, in manpower
development and what have you, ASEAN in, say 10 years ____ will be very different ASEAN.
ASEAN Scholarships
They are offered by Singapore to 9 other member countries for secondary school and university
education.
ASEAN University Network
It has 21 participating universities.
South East Asian Games
It is a biennial multisport event, Countries of South East Asia participate in it.
South East Asian Para Games
Para games are held for disables athletes of South East Asia.
