Introduction
Methodology
The Report captures enrolment data in the public sector through a return that each of the
ten PFIs submits to the Commission annually. For 2015, these institutions included the
University of Mauritius (UoM), University of Technology, Mauritius (UTM), Open
University of Mauritius (OU), Universit des Mascareignes (UdM), Mauritius Institute of
Education (MIE), Mahatma Gandhi Institute (MGI), Rabindranath Tagore Institute (RTI),
Fashion and Design Institute (FDI), Mauritius Institute of Training and Development
(MITD) and Mauritius Institute of Health (MIH).
Enrolment statistics in respect of the PSEIs was collected from a survey directed at the
private institutions registered with the TEC. As at December 2015, out of 60 PSEIs that
were targeted, 45 were deemed operational out of which 40 participated. Enrolment
through Self-study was, on the other hand, gauged from the examination statistics collected
in respect of 24 examination centers across the country. These centers which comprise the
Mauritius Examinations Syndicate (MES) and the British Council, the 2 most important
ones in the country, conducted examinations for a total of 92 overseas awarding bodies in
2015. In order to derive a best estimate of the number of students on Self-study i.e. those
enrolled directly with an awarding body overseas, the enrolment data from the PSEIs was
reconciled with the examination statistics.
Foreign embassies and High Commissions based in Mauritius were equally important
sources of information with regard to Mauritians pursuing higher studies overseas. In this
context, statistics on the number of student visas issued was received from the French
Embassy through Campus France, the Australian Embassy through the Australian Trade
Commission, the British High Commission, the Chinese Embassy, the High Commission
of India, the High Commission of Pakistan, the Russian Embassy, the South African High
Commission and the US Embassy. Secondary data sources were also consulted, namely
the Employees Welfare Fund, the Scholarships Section of the Ministry of Education &
Human Resources, Tertiary Education and Scientific Research and private recruiting
agents. In parallel, references were made to international databases on higher education.

studies, locally and overseas to the population in the age group 20 to 24 years. In 2015,
out of a total tertiary student population of 48,970, 96.9% or 47,446 were Mauritian
students.
New Admissions/Intake: New student intake added up to 14,627 (29.9% of the total
tertiary enrolment) in 2015: 7,892 students were admitted in the PFIs, 4,087 in the
PSEIs/Self-study and 2,648 in institutions overseas. Compared to the previous year when
student intake stood at 15,830, there was a decrease of 1,203 (-8.2%) students in 2015,
distributed as follows: PFIs (-676; -7.9%), the PSEIs/Self-study (-273; -6.3%) and
Overseas (-254; -8.7%). Table 2 shows the distribution of new admissions by source and
field of study.

Figure 2 shows the evolution of new admissions (Year 1) in the 4 public universities over
the period 2011 to 2015. As can be observed, new admissions at the UoM which peaked
at 4,846 in 2013 declined thereafter. In 2015, the UOM recruited 3,250 students which
represented a shortfall of 30% over 2014. New admissions at the UTM, on the other hand,
which showed a declining trend over the period 2011-2014 reversed steam in 2015. With
regard to OU, new admissions despite being relatively robust registered a fall of 11.7% in
2015 while at the UdM student intake remained sluggish compared to previous years. A
number of factors may contribute to explain this situation amongst which the growing
opportunities that exist for accessing tertiary education locally resulting in an increasing
number of providers and delivery modes and culminating in fierce competition within the
sector; a small and limited pool of prospective tertiary students locally; the enhanced
attractiveness of Distance Education and E-learning in terms of their inherent flexibility
for non-traditional/learners/mature students/working adults; and greater preference for
higher studies overseas amongst those who can afford.
Enrolment by Field: Accounting remained the most popular field of study, with an
enrolment of 9,864 (20.1 %), followed by Administration/Management 6,101 (12.4 %),
Information Technology 3,920 (8.0%), Engineering 3,705 (7.6%), Banking/Finance
2,655 (5.4%), Medicine 2,609 (5.3%), Education 2,331 (4.8%), Law 2,272 (4.6%),
Business/Commerce/Marketing 2,240 (4.6%), Languages,516(3.1%), Travel/Hotel/
Tourism 1,436 (2.9%) and Science 1,071 (2.2%) (Table 1).
Science & Technology-related subjects with 29.3% overall enrolment in 2015, showed
signs of stagnating below the 30 % mark in the last 5 years (2011- 29.7%; 2012- 27.3%;
2013 27.9%; 2014 29.3%). Of those S&T fields which witnessed a decline in 2015
were Engineering (-6.8%; from 3,974 to 3,705), Dentistry (-1.6%; from 243 to 239),
Information Technology (-3.3%; from 4,051 to 3,920), Medicine (-6.9%; from 2,804 to
2,609), Pharmacy (-7.6%; 172 to 159), and Textile (-7.5%; from 212 to 196).
Enrolment by Mode: 62% (30,364) students were studying full time, 19.2% (9,378) part
time and 18.8% (9,228) through the distance education mode. The corresponding figures
for 2014 were 60% (30,370), 18.4% (9,300) and 21.6% (10,938) respectively. The PFIs
enrolled a higher percentage of students on the full-time mode than do the PSEIs or 61.4%
as opposed to 54.7%. It is to be noted that all students on Self-study were studying through
the DE mode. In a similar vein, all those studying overseas were on full-time mode.

Enrolment by Level: 13.9% of students in the TEIs were reading for a Higher Degree
(Postgraduate Certificate/Diploma or Masters), 61.8% for a Degree or equivalent, 8.2%
for a Sub-Degree (Certificate/ Diploma) and 16.1% for a Professional award. At the
level of the PFIs, the majority of the students opted for a Degree (72.8%) or a Higher
Degree (16.8%) while Sub-Degree and Professional courses covered 10% and 0.4% of
enrolment respectively. In the PSEIs, on the other hand, enrolment was concentrated
on Professional (47%) and Degree (39.9%) courses and much less on Higher Degree
(8.3%) and Sub-Degree (4.8%) (Table 5 and 44).

Enrolment in PFIs: Enrolment in the PFIs constituted 44.1% of total enrolment in 2015
compared with 45.0% in 2014. The 4 public universities, namely the UOM, the UTM, OU
and the UdM made up for 84.3% (18,222 out of 21,621) of the PFIs enrolment. Both the
UOM (-14.9%) and the UdM (-7.3%) recorded a decline in enrolment in 2015 while at the
OU and the UTM, enrolment grew by +19.9% and +5.3% respectively. Of the remaining
PFIs, the MIE witnessed a slight decrease in enrolment from 1,976 to 1885 while the FDI
increase its student number from 308 to 345. As regard the MITD (from 541 to 536), the
MGI/RTI (from 631 to 625) and the MIH (8), the enrolment was more or less similar to the
previous years level (Table 3).
The Figure below depicts the enrolment trend in the 4 public universities for the period
2011-2015. As can be observed, despite the slackening pace of enrolment growth witnessed
by the UOM in the past 2 years, the latter remained by far the single most important
provider of tertiary education in the country, accounting for over 1 in 5 students in 2015.
It is equally worth noting the significant progress made by the OU over this short time span
which puts it at more or less the same level as the UTM in terms of enrolment.

Enrolment in PSEIs: Of the 45 PSEIs that were in operation in 2015, 5 had the status of
International Branch Campuses and 4 Awarding Power- 2 Degree and 2 Sub-Degree; the
remaining institutions were franchising programmes of awarding bodies based either
locally or overseas or both (Table 42). In 2015, a total of 92 overseas awarding bodies
were present in Mauritius. The overseas awarding bodies were from the following
countries: UK (66), France/Reunion (9), India (6), Australia (3), South Africa (4), Malaysia
(3) and Pakistan (1). It is to be noted that many PSEIs with awarding powers also ran
programmes of one or more other awarding bodies. The Table which follows shows
enrolment distribution by type of PSEI over 2011-2015.

Enrolment in the PSEIs stood at 10,967 in 2015 as opposed to 11,330 in 2014 (-3.2%), of
which 53.9% were female. Significant variation could be noted in the size of institutions
with the student population ranging from 3 to 3,485. An analysis of the distribution of
PSEIs by size shows that: 32% of institutions had less than 50 students, 25% between 50
and 100 students, 28% between 100 and 500 students, 10 % between 500 and 1000 students
and 5% more than 1000 students. Table 42 shows a list of PSEIs with their enrolment. The
students were studying full-time- 5,998 (54.7%), part-time- 4,582 (41.8%) and through the
distance education- 387 (3.5%) mode.
A total of 171 programmes were offered by the PSEIs in 2015 (Table 46). Some 47%
students were reading for a Professional award, 39.9% for a Bachelor Degree, 8.3% for a
Higher Degree (Postgraduate Certificate/ Diploma, Masters, PhD) and 4.8% for a SubDegree (Diploma/Certificate) (Table 44). Over 4 in 5 students were enrolled on soft
programmes and predominantly in the fields of Accounting (45.6%),
Administration/Management (11.6%) and Law (5.3%). Science and Technology-related
fields including Medicine (8.2%), Information Technology (6.9%) and Engineering
(1.5%), on the other hand, constituted the remaining 17.6% of enrolment.
Enrolment through Self Study: 5,283 students were undertaking Self-study directly with
an awarding body overseas in 2015, compared with 6,334 in 2014. The students were
following their courses exclusively through the distance education/e-learning mode mostly
in a non-Science & Technology related field (93.2%), which comprised inter-alia
Accounting (62.1%), Banking and Finance (6.2%) and Administration/ Management
(5.3%). Amongst the S&T fields, IT (5.2%) was the most popular (Table 47).
Distance Education: Overall, a total of 9,228 students were pursuing their study through
the Distance Education mode in 2015, representing 18.8% of the tertiary student
population. Besides the totality of students on Self-study, 3,558 DE students were based
in the PFIs and 387 in the PSEIs. Some 3,410 students (37% of DE enrolment) opted for
Accounting, 2,028 (22%) Administration/ Management and 647 (7%), Banking/Finance 832 (7.6%), amongst others. Table 47 to 49 show the DE enrolment by source and field of
study.
International Students Studying in Mauritius: A total of 1,524 international students
(44% female) were pursuing their higher studies in Mauritius in 2015 compared with 1,546
in 2014, which represented a drop of 1.4%. A majority of the international students were
enrolled in the PSEIs (1,367; 90%). Some 610 (40%) of the international students were
doing medicine and 12.7% were reading for a Masters. It is to be noted that in 2015, 2 of
the 3 institutions running medical programmes were not authorized to recruit new students.
Tables 51-54 show the enrolment of international students by institution, programme of
study, mode of study, gender as well as country of origin. Table 55 shows the enrolment
of international students in the PFIs and PSEIs in the field of Medicine and Biomedical
Science.
The international students came from over 70 different destinations (Table 53) with the
main source countries being India- 422 (27.7%), South Africa- 236 (15.5%), Nigeria- 169
(11.1%), Madagascar- 89 (5.8%), France- 63 (4.1%), Uganda- 52 (3,4%), Tanzania- 47
(3.1%) and Zimbabwe- 43 (2.8%).
Mauritian Students Studying Abroad: The total number of Mauritian students overseas
went up from 10,151 to 11,099 between 2014 and 2015. The United Kingdom remained
the preferred destination on the whole with 2,506 students (22.6%) followed by France/La
Reunion- 2,101 (18.9%), Australia- 1,911 (17.2%), India- 1,260 (11.3%) and China- 1,223
(11%). The most popular fields of study being pursued included inter-alia Engineering1,620 (14.6%), Medicine- 1,560 (14.1%), Business/Commerce/ Marketing- 868 (7.8%) and
Law- 815 (7.3%) (Table 57).
It is to be noted that for 2015, a lower number of Mauritian students went overseas for
higher studies or some 2,648 as opposed to 2,902 in 2014 (Table 56). Amongst the
destinations that were the most affected were the UK which received 402 new students
compared with 550 (-148) a year earlier; India, 135 compared with 541 (-406); China, 96
compared with 106 (-10); and Malaysia, 160 compared with 180 (-20). South Africa
(+149), Canada, (+16), France, (+107) and USA (+29), on the other hand, increased their
intake over the same period. In 2015, Australia was ranked first amongst Mauritian students
(944 students) followed by France, UK, South Africa, Malaysia and India respectively.

DEFINITION OF TERTIARY EDUCATION AND TERTIARY EDUCATION
ENROLMENT RATE
According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined as the
number of students enrolled in tertiary education (ISCED level 5 to 8), regardless of age,
expressed as a percentage of the population in the theoretical age group for that level of
education, that is the five-year age group following official secondary school graduation age
(taken in our case as 20 to 24 years)
i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100
UNESCO defines tertiary education to include universities, teachers colleges, and higher
professional schools, requiring as a minimum condition of admission the successful completion
of education at the secondary level, or evidence of the attainment of an equivalent level of
knowledge.
TECs definition of tertiary education aligns itself with that of UNESCO and encompasses all
post-HSC/ A Level or equivalent programmes leading, upon completion to the award of either a
Certificate- 1 full academic year; or a Diploma- 2 full academic year; or a Degree 3 full
academic year; or Postgraduate Degree or any other qualification recognized by the TEC.
However, the computation of GTER by UNESCO and TEC differs, as follows:
For UNESCO, the number of students enrolled in tertiary education includes all students,
local and international, enrolled and based locally and excludes all local students studying
overseas
i.e GER = Total Local Enrolment including international students divided by Population
aged 20-24 yr multiply by 100
= ((37,871)/100,168)*100
= 37.8%

For TEC, on the other hand, the number of students enrolled in tertiary education refers to
Mauritian students only, irrespective of whether they are studying locally or overseas.
As a result, our GTER reflects the participation rate of the local population in tertiary education
as opposed to that of UNESCO which gauges the local supply capacity with regard to tertiary
education.
Our GTER for 2015, accordingly, works out at 47.4%, as follows:
The attention of users is drawn to the fact that the GTER and not the Net Tertiary enrolment Rate
(NTER) is the most widely adopted indicator internationally, for obvious practical reasons. The
GTER refers to the number of students enrolled at the tertiary level, whether or not they belong to
the relevant age group for that level. The NTER, on the other hand, is the number of students
enrolled at the tertiary level who belong in the relevant age group as a percentage of the
population in that age group.
