Localized Energy
Generation Costs
A GIZ study reveals Indonesias
utility energy generation costs
throughout the country. This is very
relevant since Indonesias electricity
grid consists of over a large system in
Java-Bali, medium sized grid systems
in Sumatra, Kalimantan and Sulawesi,
as well as 600 smaller isolated grids

Study

A desk study of the Indonesian grid to

identify suitable regions for the project
developers risk appetite and other criteria
Captive power
A regional study is done to identify high-level logistics
and project implementation risks and select a likely
region

Within the region(s) that have been identified, location specific

reports and preliminary discussions with PLN and potential
sites will be identified

Look for potential land to acquire, specific discussions with PLN and local
government. Perform pre-feasibility surveys on a few highly likely sites
with possible land agreements

Full feasibility study of the project site including grid interconnection study,
logistics and project management assessment, and other work as required

National Grid Identification

Each of the grid systems will be
studied to identify its relevant
features such as installed capacity,
peak load, likely limitations and/or
opportunities for utility scale solar
PV implementations and when
available, its frequency and duration
of consumer outages.
This study will allow for the client to
select several regions within
Indonesia for further study and
finally select utility scale solar PV
project locations
A comprehensive study of the different grid systems within Indonesia and identify the different geographical regions
or PLN business units that can benefit from solar PV project implementations. Include different business models
that will provide a win-win solution between developer and PLN

the previous study of
Indonesias national electricity
grid, several regions can be
selected for further in depth
study.
This regional study will look at
existing transmission lines,
regional cost of electricity
production, approximate
generation type mix and grid
conditions (frequency and length
of outages). Just as important, the
dispatch mechanisms used by the
local utility management unit will
be reviewed.
The results from this study will include insights and information about the region so that particular
areas of interest may emerge based on the risks and opportunities found from the analysis

Project Area Review

area

This study will identify very specific

areas within the regions that have
good potentials. Local experts will be
deployed on site to survey the regions
previously identify to narrow down the
areas that have a high probability of
success for solar PV projects.
Electrical utility substations will be
located and analyzed as possible
interconnection points, the suitability
surrounding land conditions will be
surveyed, and a study of the grid
condition such as load flow analysis,
substation specifications and system
single line diagram will be obtained.

Local PLN offices and local government offices will be visited to gather further information such as daytime
peak loads, future power plants, load flow data analysis, economic growth possibilities, and other risks and
opportunities specific to the area

Site Assessment
Our stakeholder engagement
experts and experienced
logistics as well as project
planners will also be more
heavily involved. They will
determine the suitability of
the site based on their own
area of expertise.
Solutions to challenges such
as logistics will be analyzed at
a high level and a
comprehensive site
assessment report will be
produced for site to be
considered for project
implementation.

Once the project area has

been identified, our team
can assist the client in
acquiring the land and the
permits necessary for the
project. Our connections
with PLN and the local
government allows us to
navigate through this
process smoothly.
The possible sites to be
acquired will be assessed for
project suitability including
shading, soil samples,
environmental conditions,
social and political risks, and
many other criteria.

Feasibility and Grid Interconnection Study

Once the location has been determined, a grid interconnection study and a
feasibility study need to be performed for PLNs approval. Because PLN is
also the grid operator, they have the final say on the size of the solar PV
power plant that can be installed.

Our team of experts and associates are experienced in performing grid

interconnection studies with PLN. They have spent a considerable amount of
time with PLN using the software and methodologies they utilize to perform
the grid studies.
Other team members of local and internationally experienced experts are
familiar with the opportunities and challenges present in Indonesia for
implementing utility scale solar PV projects. They will be assessing the
environmental impact, logistics, project management and other aspects of
the project.

Example Regional Study - West Nusa Tenggara

Based on the Indonesian government
reverse auction program in late 2013
through early 2014, there will be a
2MW grid connected solar PV plant in
North Lombok. The winner of the
auction was reported to have
submitted a bid for US$18.8/MWh.
There are some advantages in
developing solar PV projects in West
Nusa Tenggara. However it is prudent
to also be looking at other regions in
Indonesia at the same time.
In the region, there are about 400MW of power plants installed in three interconnected grids. The largest system is Lombok with
about 300MW of installed power plants.
By 2016, it is expected that a 50MW Mobile Power Plant running on dual-fuel (High Speed Diesel and CNG) will be operational.
Additional power plants are planned totaling over 950MW by 2024. These are expected to be coal, geothermal and hydro.
