A Staffordshire bull terrier that went missing 49-years-ago has


been reunited with his owner.
Thats 49 dog-years, but the seven-year stretch for owner Rob
Wittmer was just as long.
Mr Wittmers beloved blue canine Bear went missing from his
Kilmore property in 2009 and was only located in Ballan just
last week.
Bear was handed into Moorabool Shire Councils animal pound,
where a microchip reading revealed that previous attempts to
contact the listed owner had failed.
Councils Safety Officer, Shannon Walsh said the department
immediately swung into action by turning to Facebook to locate
Bears owners.
We found out Bears owner Rob was away in Canada at the
time, but he, and the entire family, were over the moon that their
pet dog had been found seven years later, he said.
We made arrangements for Robs brother Raymond to come
to Darley and collect Bear. He and Bear were both excited to see
each other, and we are thrilled to have reunited Bear with his
family.
Rob, who arrived home from his overseas trip on Friday
(September 2), said he was in total disbelief when he heard
the news.
As I was overseas without an Australian sim card, any efforts
by the Moorabool Rescue Centre to contact me hit a dead end.
My mum was down as the secondary contact so she was able to
tell me that Bear had been found. I said I cant believe it about
five times over, my mate asked me what was going on and when
I told him, he just thought it was insane, he said.
To get a dog back after that amount of time is almost unheard
of.
Bear was just eight-weeks old when Rob and his then-girlfriend
first picked him up.
Two and a half years later he went missing.
Maddy, my girlfriend at the time, put up posters all around
the town and put an ad in the newspaper with a $1000 reward,
we got maybe one or two phone calls, but that was it. You never
really want to give up hope when losing a pet, but as more time
goes by, it obviously gets less and less likely that you will find
them, Rob said.
Its funny because mum always used to say that Bear would
find his way home. I dont know what it was, maybe just a
mothers intuition, but she always said we would get him back
one day and here we are.
I can tell that Bear has been through quite a lot, but he has
remembered all the commands I taught him and he has really
started to familiarise himself with everything again. Hes like
my shadow, hes just one foot behind me wherever I go.

Taking Fiskville out of Ballan

A new Fiskville training facility
may not be located in Ballan despite
promises from the State Government.
The facility, which was shut down due
to high levels of toxins found in local
water, may be re-built near Bacchus
Marsh.
Ballan Brigade member Ian Ireland
said he was of the understanding
that an offer had been made on land
located in Parwan South a decision
that he believed would leave Ballan
economically worse off.
Its very disappointing to our
community
here
because
the
government and the CFA promised,
when Fiskville was closed, that it would
be built here to bring an economic
impact for what was lost, he said.
Economically, theres no benefit for our
community.
Its another kick in the guts for our
community.
Mr Ireland pointed out that the Parwan
South site was closer to Melbourne
than a Ballan site, and the impact of
that would be felt by brigades.
They were also talking about a

well Parwan South is certainly not a
Central Highlands Training Ground.
If it was the case that they couldnt get
land around Ballan, which is what they
were saying, then they should have
made it closer to Ballarat to make it
more central for the brigades that have
to travel.
Theyve put it right on the edge of our
district.
Member for Buninyong, Geoff Howard
said that any information identifying
Parwan South as the new permanent
site was just hearsay.
This rumour was put to me last
week and I have since met up with
Craig Lapsley, the Emergency Services
Commissioner, to clarify where things
are up to. We have been frustrated that
we cannot find land in the Ballan area
where the owner is prepared to sell,
but a new training facility is still a top
priority, he said.
Properties must be evaluated and that
evaluation must then be accepted to the
treasury, and thats when it becomes a
slow and evolved process. If we can get
an arrangement made at an evaluation
that is suitable to the treasury then

at this point, it could take another year
to purchase suitable land in Ballan.
As a result, Craig Lapsley and those
involved have been talking with
Moorabool Shire, who have put forward
two other sites one is in Parwan and
the other is close to Bacchus Marsh.
Mr Howard said both sites were
currently being considered, however a
final decision was yet to be made.
Obviously we would like to go ahead
in the Ballan area; if we can find land
that we can purchase quickly then that
would be the priority, but if thats not
possible, we are determined to have the
facility in Moorabool Shire at least. The
Emergency Services Commissioner has
been working closely with Moorabool
Shire to determine a suitable position.
Ballan is the priority and clearly there
is funding in the governments budget
to provide a new facility so we are keen
to get moving with it. We are really
hoping that a decision will be made
by the end of this year, we would have
liked to have made it at the end of last
year, but finding the appropriate land
has been a slow process.

Life continues its relay

Organisers for this years


Moorabool Relay for Life are
enthusiastic about the location change to Darleys Civic
Hub in Halletts Way.
Chairman and Team Development Coordinator, Gillian
Loughman said she hoped
the new venue would generate a new excitement about
this years event and encourage past teams, as well as
new ones, to participate.
[Relay for Life] has been
held at Maddingley Park for
the last eight years, but at the
last minute, the football club
needed to use the space so
it was no longer available to
us, she said.
I communicated with Anthony McGrath (Moorabool
Shire Council Recreation
Development Officer), who
said Council were eager to
help us find a new location.
He negotiated with the Darley Cricket Club, who agreed
to move some of their November matches to Ballarat.
It was very, very good of
them. We are very grateful
that they were able to do that
for us.
Ms Loughman said the
two-day event would now
be moved to November 26
and 27, which coincided well
with previous participant

years weve had people say

event to be held when the
weather is warmer and at

will provide new challenges,
as we dont have the same

facilities, but we are hoping


for another successful year.

Victoria will be the first
Australian state to ban
fracking and coal seam gas
mining.
The Labor Government last
week announced the permanent legislative ban, which
will come into effect later
this year.
A parliamentary inquiry
received more than 1,600
submissions, with most opposed to the fracking process, which involves injecting liquid at high pressure
into subterranean rocks and
boreholes in order to extract
oil or gas.
Premier Daniel Andrews
said the newly imposed ban
would help protect agriculture industries and workers.
Our farmers produce some
of the worlds cleanest and
freshest food. We wont put
that at risk with fracking,
he said.
Victorians have made it
clear that they dont support
fracking and that the health
and environmental risks involved outweigh any potential benefits.
Exemptions to the ban will
remain for other types of activities that are not covered
by the current moratorium,
such as gas storage, carbon
storage research and accessing offshore resources. Exploration and development
for offshore gas will also
continue.

Until the legislation is


passed by Parliament, the
current moratorium on unconventional onshore gas
exploration and development will stay in place.

Courtice said the ban would
ensure that farmland and all
areas across the state would
be safe from toxic chemicals
caused by fracking.
It means that all that gas,
which is a major greenhouse
gas, wont be burnt, and that
is a great victory, he said.
It also gives an extra impotence which will help to continue to deliver wind farms,
solar and clean energy in
order to replace old fossil
fuels.
Mr Courtice said whilst the
majority of Moorabool had
no proposals for fracking,
there was an area in Balliang
East that had applied for underground coal gasification.
That is where they actually set fire to coal seams
underground, it is very dangerous and that cannot now
go ahead in any way shape
or form. This ban is great for
Moorabool and the state as a
whole, people will no longer
have it hanging over their
heads that someone might
come and set up gas wells
on their property or around
their towns. Its just a magnificent sort of relief for communities across the state.

Windfarm one step closer

South.
Pacific Hydro, a renewable
energy company headquartered in Melbourne, will host
the information session at
Mount Wallace Public Hall
Reserve on Thursday (September 8) from 5pm 7pm.

Hydro staff and get information about upcoming
construction works, including road upgrades and site

Cruelty to animals
on the rise

Welfare concerns for dogs,
cats and horses continue
to make up the majority of
issues reported to RSPCA
Victoria.
Statistics released last week
showed there were 11,850
cruelty reports received by
RSPCA Victoria across the
state in 2015/16, with 126 of
them concerning the welfare
of animals in Moorabool.
Of those reports, 39 related
to dogs and two to puppies,
whilst 11 related to cats or
kittens and 45 related to
horses.
RSPCA Victoria CEO, Dr Liz
Walker said that geographic
analysis of cruelty reporting
data would support RSPCA
Victorias efforts to target its
prevention activity to the areas that need it most.
RSPCA Victorias vision
is ending cruelty to all animals, and we know that prevention is the key to ending
cruelty, she said.
Over the next 12-months,
we will be using this data
to help us identify the areas that would benefit most
from community education
and support.
Issues reported in Moorabool included 39 concerns
about hygiene, grooming
and housing conditions; 46
reports of underweight ani-

mals; and 19 issues involving sick and injured animals


not receiving vet treatment.
There were 12 abandoned
animals; seven concerns
about animals being beaten
or wounded; and 32 reports
of insufficient food, 27 with
insufficient water and 21
with insufficient shelter.
Dr Walker said even one
cruelty issue was too many.
Yet the number of reports
we receive is steadily increasing every year, she
said.
We know that the community is becoming more
concerned about animal
welfare, which may be part
of the reason for the continued rise in report numbers.
What is particularly disturbing is the fact that many
of the issues reported to us
involve very basic animal
welfare matters, such as
the way animals are being
housed and fed.
Moorabool
Shire
was
ranked 34th of Victorias 79
local council areas for animal cruelty.
RSPCA Victorias analysis
identified 15 council areas
that received more than 300
animal cruelty reports last
financial year, with the highest reports received from
Casey, Greater Geelong
City and Melbourne City
Councils.

Firefighters from across the state have
joined together to demand justice for
those exposed to Fiskvilles toxic waste.
The Justice for Fiskville campaign
was launched on the steps of Parliament
on Tuesday August 16 by firefighters
from the Country Fire Authority and
Melbourne Fire Brigade.
The campaign was established in
response to community concern that
victims of the Fiskville CFA training
facility had not been properly identified
and tested.
Firefighters are asking the Andrews
Government to take carriage of blood
testing and calling on those responsible
to be held accountable.
Senior station officer and exposure
victim, Mick Tisbury said the former
Liberal Government and the former
CFA board had failed to establish a
proper blood-testing regime.
I have unacceptably high levels of
PFOS and PFOA in my blood, and
nobody can tell me exactly what that
means for my health. These chemicals
are a ticking time bomb, ticking away
in our bodies, he said.
Many of the victims havent even
been identified. The CFA and MFB
have not been properly screening and
testing victims. We are calling on the
State Government to take over and set

The Andrews Government should


be praised for finally taking action to
protect the firefighter who worked and
trained at Fiskville, and who were let
down by the former leadership of the
CFA, he said.

This campaign is about ensuring


the victims of Fiskville are properly
identified, receive health support
and monitoring and that they receive
appropriate compensation to support
their families.
Those who were responsible for
Fiskville must be held to account and
we need to introduce strong laws and
regulations to ensure this can never
happen again.

Gettin dirty cleaning up

Darley Primary School students got their hands dirty


last week as part of the annual Gettin Dirty program.
Ten grade-six students attended a number of activities at various locations including Lake Dewar Lodge
in Myrniong, the Bacchus
Marsh Merrimu Centre, Darley Park, and the Lerdederg
Library.
The Gettin Dirty Program
was created by Moorabool
Leading Senior Constable
James Ross in 2006 and is designed for students in Years
Five to Seven.
Mr Ross said the program
aimed to promote supportive relationships between
young people and police,
whilst encouraging team
work and developing basic
skills and self-esteem.
At the beginning of the
week I met with the boys
and I had them fill out an
evaluation, where they provided their opinion on police officers and their own
self-image, he said.
At the conclusion of the
program, a second evaluation is undertaken and it is
incredible to note the difference in their self-confidence
and how they identify
themselves as a person and

also themselves within the


community.
Over the week, the students
enjoyed getting their hands
dirty through the clean up
of Darley Park, making their
own lunches, removing nails
from pallets at the Merrimu
Centre and participating in
archery and rafting at Lake
Dewar Lodge.

wellbeing coordinator, Sharon Spierling said it was
fantastic to see the students
getting involved and challenging themselves.
During the visit to Darley Park the kids met with
members of Councils Parks
and Gardens team and they
cleaned up the area by picking up rubbish, spreading
mulch and painting bollards
and seats. They all worked
really hard and it was just
really great to see.
Ms Spierling said after taking part in the Gettin Dirty
program in previous years,
she was quick to see the
schools involvement in it
again.
Normally there are students from all different
schools, but unfortunately
the program is no longer receiving funding. Darley Primary School funded the majority of this years program,
however so did the boys

which is really important to


note, because it shows they
have taken ownership over
their involvement, she said.
These students are in an
all-male class at school and
over this year I have observed some of the classes
and these were the students
that I believed would benefit
the most from this program.
Its about building selfesteem and breaking down
those barriers between
students and community
organisations.
Mr Ross said he was thrilled
with this years program
and hoped to see the kids
continue to get dirty well
into the future.

Raising the
profile of
farmers

One farm, at least in Balliang East, is rather wellknown to the states Minister
for Agriculture.
Jaala Pulford visited the
farm of Kate and Chris
Sharkey last month to speak
with members of the newly
formed food producers network, Farming Moorabool.
Ms Sharkey, who arranged
the meeting, said it was
great to provide the Minister
with a better understanding
of the diversity in food production, and the innovative
and progressive farm businesses operating across the
shire.
We have it all here. Dairy,
grains, beef, lamb, wool,
eggs, horticulture, viticulture and more and its all
sitting on the doorstep of
Melbourne, she said.
We are a farmer driven
networking group that
wants government at all
levels to recognise, value
and support the contribution food producers make
in a peri-urban shire such as
Moorabool, by better understanding the threats and opportunities that exist in the
farms sector.
Farming Moorabool was established in 2015 by a group
of local producers, with the
aim of bringing together a
network of regional food
producers.
Farming Moorabool president, Scott Young said the
government needed to better understand and value
the profession of primary
food production by looking
more closely at issues that
ultimately work against long
term farming sustainability.

has farewelled a devoted
volunteer, a beloved wife
and an outstanding human
being.

Municipal rates and water


costs are obvious examples,

It must be remembered
that the farm sector not
only provides employment
directly, but indirectly too.
The farm sector needs to feel
confident with its future because job security for many
service related industries are
highly dependent on [the
farm sector] too.
Primary producers are
those who with natural resources grow and harvest
primary products.
Ms Pulford said her visit
provided an overview of
the agriculture in the area
and an understanding into
the unique opportunities
available.
The discussion was positive and broad ranging.
There was a discussion about
how Moorabool could use its
proximity to Melbourne as a
way to educate people from
the city about farming and
farming practices, as well
as teaching children about
where their food comes
from, she said.
It is always encouraging to
see local producers working
together to share knowledge,
promote their communities
and grow their businesses. I
think (Farming Moorabool)
will benefit the broader community by everyone gaining
an understanding of what
farming is happening in the
region, and foster a relationship between producers and
non-producers.
The broader benefit will
be raising the profile of the
area and potentially tapping
into the greater interest in
food, food provenance and
agri-tourism.

Brenda
Frances
Shaw
passed away suddenly on
August 18, 2016.

The life of the 76-year-old


was celebrated by more than
400 people at a service held
at St Johns Anglican Church
on August 24.
Born
in
the
United
Kingdom, Brenda grew up
with her younger brother
David.
The family emigrated to
Australia in 1950 before
settling in Ballan two years
later.

Brenda attended Ballarat


Girls School and in 1955
moved to Geelong, where
she worked for a short stint
before meeting the love
of her life, Jim. They were
married on April 30 1960,
just three days after Brendas
20th birthday.
The couple moved to a

farm in Ballan, where they


welcomed four beautiful
children into the world, Phil,
Robert, Greg and Linda.
Over the years, Brenda
made a point of immersing
herself into the community.
She was a leader and member
of the local Brownies, the
Ballan Football Club, the
Ballan Limes Athletic Team
and Red Cross.

Things are
crook and up
the creek

A new 12-house development will be built in Ballan
despite the Mayor calling
the area a dogs breakfast.
The subdivision application, which was heard at the
August 10 meeting of councils Development Advisory
Committee, was for the development to be built off
Crook Court in two stages.
There was discussion over
the 12 proposed lot sizes
ranging from 477sqm to
1328sqm, multiple lots are
smaller than the minimum
600sqm size set out in the
Ballan Structure Plan.
The Plan, however, has not
yet been officially incorporated into the planning
scheme and is still with the
Minister for Planning.
One objector, Paul Yankos,
the original developer in
Creek Crt, (off Crook Crt)
spoke at the meeting citing
that he should be compensated for another development using the road that he

had paid for.

now? Mr Yankos asked at
the meeting.
A council officer replied that
costs could only be recouped
if a previous agreement had
been put in place, as the road
is now a council one.
Mr Yankos also raised
concerns about the water
retarding basin which he
originally had built at the
development, citing that it
has capacity for eight houses
and not an additional 12.
Central Ward Councillor
Paul Tatchell agreed that
storm water management
would be an issue, adding his concerns about the
width of the sealed road
connection.

potential problem with dif-

Tatchell said.
A council officer explained
that Crook Crt has only a
16 foot wide seal, and that
council is trying to achieve
a widening strip with each
new development that fronts
Crook Crt.
Cr Tatchell also expressed
concerns over already altering the minimum lot sizes
set out in the Ballan Structure Plan but a council
officer said that the recommendations made in the
plan are not yet incorporated
into the planning scheme.
Mayor Allan Comrie moved
the motion to approve the
development although he
pointed out his concerns.
I went out a few years ago
to have a look at the first
subdivision, and I thought
this could turn into a dogs
breakfast and it has, Mayor
Comrie said.
The motion to approve the
development was passed.

Region to lose valuable asset

The removal of vital firefighting equipment from
rural Victoria has prompted
concerns for the regions
safety this summer.
The 7500-litre Erickson
Air Crane will no longer be
based in Ballarat, after Emergency Services Commissioner Craig Lapsley announced
that it would be moved to
Moorabbin, in Melbourne.
Ballan group officer Shane
Cramer said whilst the decision to remove the air-crane
was worrying, the main
issue was about the inadequate replacement.
If they have to move the
air crane, they have to move
the air crane. However, the
intention is to replace it with

a 1200-litre helicopter and


from our perspective, that is
the main issue here, he said.
During previous fire seasons, when the air crane was
based in Ballarat, we would
get to a fire, or make an assessment on the way, and put
in a request to have the air
crane attend. There is about
a 15-minute start up procedure it has to go through before getting off the ground,
and the intention is to replace it with a helicopter that
would be off the ground a lot
quicker as we wouldnt have
to go through that request
procedure.
Mr Cramer said although
he had seen the instantaneous dispatch procedure implemented in regions such as
Bendigo, the smaller capac-

ity helicopter was of major


concern.
Bendigo uses a helicopter
with a 2600-litre water capacity, whereas we will be
running on just 1200-litres.
As we havent operated under this dispatch procedure
before, we dont know how
well it is going to pan out.
We will be able to get a small
capacity helicopter to a fire
15-minutes faster than an
air-crane with a much larger
water capacity, and Im not
sure if that will balance out.
The 7500-litre Erickson Air
Crane was used extensively
during the Scotsburn and
Mt Bolton wildfires, which
blazed through more than
6000 hectares of land and
destroyed 15 homes and uncountable livestock.

as an engineering Manager for the
Department of Defence, 45-year-old
DaveEdwards has served as an East
Ward Councillor for the past four
years.
Now that he is seeking re-election
in October, The Moorabool News
put the same three questions to Mr
Edwards as to the other councillors:

What achievements are you most proud of in the time you


have served on council?
Being able to bring forward and deliver over $15 million in
much needed infrastructure projects, including $4.2m to the
Darley Hub , $2.1m to the Halletts Way north extension, $11
plusmillionfor the Halletts way southern extension, $250k
for the Moon Reserve toilets and$1.1million for the Glenmore
Rd roundabout. These projects will provide for easing of
traffic congestion,reduction in waiting lists for kindergarten
places in Bacchus Marsh and safer roads.The current council
has achieved this and been able to reduce the projected
rate increases proposed by the previous council. Also the
development and adoption of a number of strategies and
policies including a housing strategy that will give Council
the tools needed to maintain the character of Bacchus Marsh
so that we dont just become another suburb of Melbourne.
These policy documents are evidence based and form the
foundationto challengepoor planning outcomes at VCAT.

What do you see as the top three issues facing Moorabool


ratepayers over the next term of council?
1. T
 he need for infrastructure to meet the expectations of
the community - this includes but is not limited to a truck
bypass, lack of ovals and netball courts, soccer pitches,
indoor sport stadiums, and the dilapidated pool.
2. I nappropriate development and the need to take the
strategic work carried out in the last four years and get
thatwork reflected in the Moorabool Planning Scheme.
3. The continued pressure to expand town boundaries and
the pressure this will place on our fertile farming land
throughout the shire.
Why do you think that ratepayers should vote for you
again?
Because Council is not about headlines, its about working
hard to achieve results and I believe thatI can put my hand
up and say that I have worked hard for the community to get
results and will continue to do so.

two terms as Mayor and one as Shire
President, the newly retired 75-yearold Allan Comrie intends to keep
on representing his community as a
councillor.
With elections coming up in October,
the Moorabool News put to Mr
Comrie the same three questions as

What achievements are you most proud of in the time you


have served on council?
The biggest achievement Ive been able to say is that I
like helping people; we have these deals done through
governments, and things like that, but my biggest
achievement is that Im always available if people have a
problem, and I try to solve it for them.
What do you see as the top three issues facing Moorabool
ratepayers over the next term of council?
The one thats going to hit them is this fight between the State
Government and the CFA about the fire levy that is going
to go through the roof if the state government gets their way.
The State Government wants all volunteer firefightersto be
paid staff; it costs about $400 million a year at the moment
to run the CFA, but itll push it up to $1.2 billion. Every
household pays that fire levy, and the fire levys going to go
through the roof, and council collects that fire levy on behalf
of the state government on the rates notices.
Why do you think that ratepayers should vote for you
again?
Because Ill be there to help them and do the best I can for the
community.

What achievements are you most proud of in the time you


have served on council?
Theres are a lot of things that occur, but principally rather
than single out a particular project or initiative, I think
it would be the betterment of the communities that have
occurred over that time; they are stronger, more self-reliant,
and theres a lot of champions in our small towns that are
really looking for the betterment of the communities, and
thats a stronger legacy - thats something that for me, if in
some small way Ive contributed toward that, Id be happy. I
think its more the collective than the individual.

What achievements are you most proud of in the time you


have served on council?
I am uncomfortable with this first question; I think self-praise
is no recommendation; being a Councillor is about serving
the community. We often cut ribbons for those who have
come before us; development and completion of projects is
an on-going process, and should never be attributed to one
person as an individual, thats the gig.

What do you see as the top three issues facing Moorabool


ratepayers over the next term of council?
The most critical one is to manage growth in a sustainable
fashion, to be able to ensure that the level of growth enables,
as growth comes into the shire, that it doesnt become a
burden on the rest of the ratepayers. We certainly need better
facilities and better outcomes, but we need to manage that
to ensure its for the betterment of everybody - for existing
ratepayers, and for future ratepayers. The finance issue;
trying to manage the growth of the municipality and be
able to ensure that we can continue to deliver services to
the community. And infrastructure - our roads and public
buildings and footpaths etc; we need to ensure that we have
good standards.

What do you see as the top three issues facing Moorabool


ratepayers over the next term of council?
1. M
 anaging our depreciating infrastructure
2. P
 lanning beyond Council terms to manage projected
growth; and
3. Prosecuting the State and Federal Government funding
argument - it is not sustainable for regional areas to
receive less than 6 per centof the infrastructure budget,
when over 25 per centof people live in the Rural Sector.
Rates have become pseudo- taxism - you cant develop a
Shire on the back of the ratepayer.
Why do you think that ratepayers should vote for you
again?
I am committed to the future of the region, and I recognise
the challenges ahead.

Why do you think that ratepayers should vote for you


again?
Hopefully they can feel that Ive done a reasonable job over
that period, and that Ive always sought to achieve good
outcomes for the communities communities big and small,
we have to recognise that Moorabool is not one homogenous
community, there are probably 20 small communities out
there, and I hope people will appreciate that over the journey
Ive tried to advance everyones benefit from the decisions
going forward.

What achievements are you most proud of in the time you


have served on council?
This current Council as a collective; I have advocated and
ensured that the full extension of Halletts Way will be
delivered in 2017. We will also open the Darley Early Years
Hub in November this year that includes a kindergarten and
toy library; I am proud to have been successful in advocating
for Council to sign the Moratorium against New Coal
Mining.I have achieved a new optional Green Waste Service
to be rolled out soon. I am also responsible for Council
recognising NAIDOC. I have also assisted numerous
sporting clubs in improving equipment and facilities.
What do you see as the top three issues facing Moorabool
ratepayers over the next term of council?
1. Improving traffic in Bacchus Marsh
2. Rate capping and service delivery
3. Meeting sporting and recreation needs of a growing
population.
Why do you think that ratepayers should vote for you
again?
I have given Council 100 per cent. I am active in the
community. I have listened to, assisted and advocated for
residents and community groups. I have always stood up
for what is right and helped people. I have been a voice for
youth, families, older people and those with disabilities. I am
independent; I have no conflicts of interest or alliances with
other people. My vote is determined by what is right and
what is the best outcome for residents.

Pat Toohey is looking to extend his
reign ofrepresenting his community.

What achievements are you most proud of in the time you


have served on council?
Representing Woodlands Ward with strong representation
over the last 12 years leading to improved infrastructure and
financial management. Leading the community as mayor on
two occasions, achieving the first purpose-built fire refuge in
Australia and the first mobile black spot constructed tower in
this state, making our fire risk areas much safer. Taking the
lead with our strong team on negotiations for major grants
eg bridges and community facilities. Strong budget policies
focusing on roads and community assets with accountability
for every rate dollar that is spent.
What do you see as the top three issues facing Moorabool
ratepayers over the next term of council?
To meet the demand of our growing communitys need
for improved and maintained infrastructure. Holding
accountable both Federal and State government to get a fair
share of our tax dollars to ease the burden on our ratepayers.
To maintain a strong voice in our community and our
region as one of the leading growth areas in the state to
attract business and government funding enabling us as a
community to attract more home-grown jobs.
Why do you think that ratepayers should vote for you
again?
I will endeavour to continue to work closely with my
communities, state and federal government representatives
to achieve improved outcomes for our families right across
the Moorabool region, and continue to be a leader with a
strong voice for our rights to make sure that we get the best
outcomes from all levels of government for our future.

Water may
become
liquid gold

Locals may soon be able
to make permanent water
trades of groundwater in the
Bungaree area.
However, the move could
see water moved to Ballarat,
according to councillors.
A proposal currently out for
public comment would see
the Bungaree Water Supply
Protection Area changed to
a Water Management Plan
area by Southern Rural
Water.
The Bungaree WSPA was
declared in 2001; the declaration was intended to trigger the development of a
statutory management plan
to manage licensed groundwater use in the area, but a
plan has not been prepared.
SRW has been managing
groundwater licenses in accordance with the local management plan, with groundwater licenses capped by the
permissible
consumptive
volume of 5,263 megalitres.
There are currently 107
licences in the Bungaree
WSPA, with 90 per cent of
the water used for irrigation.
In 2013/14 3094 megalitres
were used in the Bungaree
WSPA, with use varying annually according to seasonal
conditions.
If the WSPA is abolished,
permanent trade of licenses
will be permitted. This may
result in increased use as
currently unused licences
are traded, read a letter sent
to Moorabool Shire Council
by the Department of Environment, Land, Water and
Planning.
The letter explained that
regular monitoring, assessment and reporting inform
reviews of management
plans in response to changes
in resource conditions, and
pointed out that local management plans are more flexible and support adaptive
management more than statutory management plans.
SRW pointed out that the
current plan includes rules
such as metering, trading
and licensing however the
WSPA cap means that no
new groundwater licences
can be issued, although it is
also noted that the water is
currently fully accounted for
so that no new licences could

be issued anyway.
Under the current rules,
only temporary trade of
groundwater entitlement is
permitted in the area.
The proposed change
would allow permanent
trade of groundwater entitlement. The Water Supply
Protection Area would become a Groundwater Management Area and all other
management rules would
remain the same, said a
spokesperson for SRW.
This means customers in
the area (mostly farmers)
looking for more water do
not necessarily have to keep
temporarily trading every
year, which reduces red tape.
Where we have introduced
local management rules in
other areas, they have been
widely supported.
All trading applications both temporary and permanent - are assessed by Southern Rural Water in terms of
their potential impact on
the environment and other
users.
This would include any
trading applications for the
purposes of town drinking
water supply.
A report prepared by

council
officers
recommended that the change be
supported.
It is expected that the introduction of permanent
transfers will be a positive
outcome for the area and
local producers as it may
allow primary producers
to increase their access to
groundwater for growth or
to increase their water security during dry periods,
read the report.
By establishing more secure access to water, it is
expected that there will be a
flow on benefit to the wider
community as producers
may be more confident to
invest in new irrigation infrastructure and use of other
inputs needed for agriculture and horticulture.
Councillors voted in favour
of Moorabool Shire Council
supporting the bid to change
the management of the
groundwater with councilors Paul Tatchell, Tom
Sullivan and Tonia Dudzik
voting against it.
The proposal is out for public comment through SRW
until 14 October.

THE DEBATE
Councillors Toohey, Sullivan and Tatchell, speaking at
the August 3 council meeting when the proposal was put
forward, raised concerns about water being moved out
of the area.
Cr Sullivan said while both authorities are wanting council
to trust them, they wanted to take water out of Bungaree
to fill Lake Wendouree when it was empty.
I suggest we show caution and say no, Cr Sullivan said.
Central Ward Councillor Paul Tatchell agreed.
This country has made horrendous decisions in regard
to water; the safety net is not secure enough, Cr Tatchell
said.
Woodlands Ward Councillor Pat Toohey said that Central
Highlands Water has bores in the area.
They have systems in place and they can take the water
selling it or otherwise. You would hope they would come
to us and say do you need it? We hope they would make
sound decisions, Cr Toohey said.
A spokesperson for SRW told the Moorabool News that
the Bungaree aquifer does not physically extend to the
Ballarat township, adding water cannot be traded from
one aquifer to another.
Central Highlands Water holds licences for approximately
three per cent of the available water in the Bungaree.
Our records show this is used very rarely (to top up
town supply reservoirs in the area), and is more often
temporarily traded to local farmers, the spokesperson
said.
A concession made while council offered its support for
the change was that among conditions was an amendment
that the state government pursues improvements to the
environment and the Moorabool River.

Never late for an important date

The response times of Ballans CFA have smashed
claims
that
response
times around the state are
alarming.
A statement released by the
United Firefighters Union
made the claim, and cited
the previous Liberal Government and CFA Board as
the ones to blame for it.
The CFAs own data shows
the organisations alarming
failures to meet response
times, the statement reads.
But response times for
the Ballan Brigade are
impeccable.
Our response times are
fine we have 100 per cent
service delivery standards,
actually, said Ballan Brigade member Ian Ireland.

are the pre-defined response


time allowed for a brigade
to respond to an emergency
incident and have the best
chance of preventing loss of
life and protecting property.
The statement was released
amid the ongoing battle
between the UFU, state
government, and the CFA
volunteers and the Federal Government about proposed changes to how the
CFA is operated, under the
UFU EBA.
Recently, firefighters from
the CFA, as well as from the
Metropolitan Fire Brigade,
launched the Justice for
Fiskville campaign.
The campaign aims to
have the state government
take over the screening
and blood testing regime of
those exposed to toxins at
the Fiskville Training Academy, with those involved

claiming that testing so far


has been inconsistent, and
that victims are not being
properly identified or tested.
The launch noted that many
firefighters are not aware
that they are eligible for
blood tests.
The Moorabool News asked
Member for Buninyong
Geoff Howard if he supports
the campaign.
The Government provided
a reference to a parliamentary committee based on
concerns of exposure to
chemical contamination at
Fiskville over a long period
of time, Mr Howard said.
The committee has now
tabled its final report following its inquiry and the government is carefully assessing those recommendations,
with a response due before
the end of the year.

Bring back the bush dance

TOM

A couple of weeks ago, I


had the opportunity to take
a stroll down memory lane
when I was invited to the
Balliang Hall to commemorate the 56 years since the
power was switched on.
Having grown up in rural
hamlets, my fading memory
was taken back to a simpler
time when living in the
bush meant belonging to
an extended family called
community.
To paint the scene, there
were 150 people crammed
into the Hall using 44 gallon
drums as bar trees, most
dressed in a 60s theme listening to music from the era;
the locals danced and reminisced whilst the complications of the modern world
faded into the distant lights
of the urban sprawl.
It took me back to a time
when the only thing more
important than the region
you lived in was the people that lived in it, and the
monthly bush dance con-

nected communities from


the isolation of living on
the land. The sweet smell of
sawdust on the floor became
the leveller for the two left
feet as the un-coordinated
attempted to woo the fair
maidens that sat patiently on
the chairs that outlined the
hall walls.
With all the dancing co-ordination of a petrified duck,
I was more Fred Flintstone
than Fred Astaire, so my
dance card was thinner than
the G-string on a double
base; I figured if I couldnt
dance to the music I would
join the band and play it;
turns out I wasnt much
good at either as I massacred
four chords on the Fender
Stratocaster.
No one seemed to mind
that I was no threat to Jimmy
Hendrix, and that, as a musician, they thought I was
still tuning the bloody thing
after the dance was over;
it wasnt about that, it was
about people connecting,

and enough supervision to


make sure they didnt get
too connected, if you get my
drift!
I even took up dance classes;
I figured I couldnt lose. Not
only would it be a great place
to pick up girls, but I would
learn enough fancy footwork to make Gene Kelly
look like an amateur. I spent
the whole 12 lessons doing
the Pride of Erin with the
75 year old dance instructor,
because the girls refused to
wear steel capped boots; I
didnt even get the certificate
of participation!
Its not that I didnt like to
dance, buy the reality is my
soft shoe shuffle didnt even
look like dancing; it was
more like an ostrich wearing
gumboots on an ice skating
rink, and all the girls knew
it! However, I did come up
with what I thought was a
brilliant idea in restoring
parity by using a numbers
system to ensure equal
rights on the dance floor.

It was the old raffle book


system where all the girls
were given a ticket and the
boys would draw a matching ticket number out of a
barrel for a dance partner; it
all turned to custard when
the raffle tickets were traded
on the open market for the
more fleet of foot, and once
again I had resigned myself
to doing the Boston two-step
with a mop and bucket!
Imagine if you did these
things today, you would
be standing in front of the
equal rights commissioner
on charges of sexism and
discrimination, or at the
very least the office cleaners
union!
Even today when I ask my
wife if she would like to
dance, I get that look that
suggests she would rather
have an enema from a Scottish pole thrower; its not
that I dont have rhythm, it
just seems I give my dancing
partners the blues.

Environmental Opinion

Putting aside my obvious


lack of ability on the dance
floor the country bush dance
were a lot more than their
namesakes; they were fundraisers for people in the
community during hard
times, they brought people
together to share common
goals and sort out issues
in the district, and most of
all provided an adhesive to
keep communities together.
Country communities may
have changed with small
farms becoming large ones,
demographic change, and
our ability to travel large
distances relatively quickly,
but we cant ignore what attracts us to the rural lifestyle
in the first place; its about
using diversity to enhance
not divide; thats how communities survive.
Country people have long
mastered the art of balancing isolation and communal
living, but there needs to

I thought this week I would


include a little on a recent
action by most of Australias
top writers that reflects
badly on our federal government and its stance on life
giving and affirming people. Of course the most lifeaffirming groups are those
protecting our environment.
You might have heard that
most of Australias major
writers have recently produced a small book called
#SaveOzStories, which incidentally is FREE. Just try
your local bookshop and
see if you can obtain one.
These writers, including
some of Australias greatest
wordsmiths from Tim Winton and Christos Tsiolkas to
Tom Keneally and Magda
Szubanski, in conjunction
with publishers and bookshops, share beautiful stories
of why Australian stories,
and our publishing industry,

are important to them.


Last year the Turnbull government asked the Productivity Commission to examine Australias intellectual
property laws. Intellectual
property, as the name suggests, is basically ownership
of their own creative output.
I think these Productivity
Commissions as practiced
by this federal government
are a real and ongoing concern. Anyway this Productivity Commission had this
to say about our creative and
innovative writers and their
publishers,
The expansion of the books
production industries over recent decades has attracted and
held productive resources, notably skilled labour and capital,
that have thereby been unavailable for use in other industries.
The upshot will have been reduced growth in employment
and output in other parts of the

economy.
Need I say more? These
creative and innovative
people, and their publishers (some 25,000 of them),
are robbing our economy
by taking much-needed jobs
away. What a waste of jobs
and energy, the Productivity Commission is saying, in
being creative and engaging.
This, it seems to me, spells
out clearly the economic
rationalist thinking of our
government agencies. If they
have little time for book production in their economical
world view what chance do
trees and threatened species
and our precious climate
have?

Now for some good news:
the Andrews Governments
has just decided to reinstate the Greener Government Buildings Program.
As Environment Victoria
CEO Mark Wakeham said,

Buildings was a highly successful program delivering
environmental benefits and
cost savings to government,
until it was scrapped by the
previous Baillieu/Napthine
governments.
The state government is a
major user of energy and water
through its operation of hospitals, schools and large office
buildings. Issuing green bonds
to finance the retrofit of these
buildings is an important and
sensible step towards saving
energy and reducing climate
pollution.

John Olson, John Dawkins,
Helen Goonan and John Anderson are some of many former politicians now working
or consulting for mining and
energy companies.
Last
year the Sydney Morning
Heralds Anne Davies revealed a complex web of
interlocking networks of in-

fluence tying the NSW and


federal governments with
various energy and mining
companies. Even The Border
Mail (13 August 2016) noted
Gina Rineharts donations
to the election campaigns
of Coalition MPs including
then Deputy Prime Minister, Barnaby Joyce. These
donations doubtless encourage favours in the form of
generous subsidies for the
mining sector. So every year
billions of our precious taxes
are poured into the coal industry, which in turn pours
tonnes of pollution into the
atmosphere, which amplifies
disastrous climate change.

down the corridors of power
becomes one step easier and
the community battle to
move away from fossil fuels
becomes ever harder.

Reduction in days on the market

to July last year.

With the busy spring selling season


now upon us, more vendors will be
putting their homes on the market in
the coming months.

The coastal town of Anglesea recorded one of the largest improvements with homes in the town selling 55 days faster this year with a
median of 56 days on market.

While auctions are popular in city


areas, the majority of homes in Victoria are actually sold by private sale.

on market - with any declines signalling growing buyer interest in a
town or region.

Significant declines in days on


market were also experienced in
the commuter town of Longwarry
and Maldon near Castlemaine, both
down 46 days over July 2015 to medians of 39 and 61 days respectively.

In July, multiple regional towns ex-

respectively.

Melbournes outskirts and the relatively new Ballarat suburb of Lake

After a busy couple of weeks, last weekend was a little quieter on the competition front. Just
the Seniors to compete albeit in Frankston for their Bayside competition.
Competition number three in as many weeks saw the girls at George Jenkins Theatre on
Saturday evening. With competitions so close together this year there is only time to make
minor tweaks here and there to choreography or to make refinements to routines. This week
the girls competed in a combined division competition, seeing them competing with teams in
the division above them. They came away with the following placings: Highly Commended
(5th) - March & Rods Team 1, Honourable Mention (4th) - Song & Dance, 3rd Free Exercises,
Aesthetics and Calisthenic Revue.

by easily accounting for the
struggling Ballan Blue.

ond victory in a row after


narrowly defeating Invermay in a last gasp tiebreak
success.
In a fierce battle that could
have gone either way, Daylesford Red clinched a
slim 9-9, 4-3 triumph over
