The witness heard a loud sound outside of his apartment. When he went outside,
he observed a black male subject running west and carrying a white laundry
hamper. He got into his car a drove to the 3900 block of Fulton where he observed
the black male again. The black male was on a white moped which turned into the
Shadewood apartments. By the time the witness got to the backside of the
complex, the black male had parked the moped an ran into an apartment in the "L"
building. The witness didnt know which apartment. The moped was later found to
be reported stolen.
At 1133 Wimbledon Ct, the listed vehicle was observed with the rear drivers side
window shattered and the door standing open. The victim stated that the only thing
he believed to be missing was a white laundry hamper with assorted clothing in it.
The moped was towed.
The suspect could not be located.
The victim was provided a case number and a telephone number to the records
dept.

and 04:47, 09/01/2016. Reported: 09/01/2016.
Officers were dispatched to criminal mischief in progress. On scene, I observed
the OF leaning out of his second floor window at 2114 N Seventh Ave swinging a
golf club around. Officers ordered the OF to put the golf club down and exit the
apartment. Ofc. Jacobs made contact with the OF while I made contact with the
victim. The victim stated that he woke up to his windows being smashed out by
the OF. He advised that the OF was upstairs hanging out of a window when he
smashed out the windows to his apartment with a golf club.
The OF advised that people were out to get him. The OF advised that he smashed
out the windows so he could get the victim to wake up and call the police. Officers
had previous contact with the OF earlier in the night. Officers determined that the
OF was under the influence of a narcotic. The OF advised that he had smoked

Mr. Francis came out to his vehicle this morning and found the drivers side
window broken out. Inside the vehicle he had his Beats Headphones and his
billfold stolen. Inside the billfold was his drivers license and Social Security card,
a birth certificate, a credit card an other misc items. He has already canceled his
credit card.
No suspects at this time.

has a protective order, cause number 82D031608PO004245.

The reporter advised he parked his truck in front of house last night and he came
out this morning and found a cell phone laying in the seat. He advised he got home
last night and left his vehicle unlocked and the windows rolled down. He said it
did not appear anything was disturbed in his truck. The cell phone was entered into
evidence as found property. It is unknown who owns the phone due to unknown
security password.

The reporter stated that she was given a loaner vehicle by D Patrick while her car
was being repaired. She said that she returned home last night 08/31/16 at about
1930 hrs and parked the car in front of the house. She said that she locked the
keys (one set) in her safe. She said that she went to bed and when she woke up
this morning the vehicle was gone and so was her 26 yr old grandson. The keys
were missing from the safe. She said that the grandson has been living there. She
said that she has had problems with him in the past. She has been unable to reach
him or his girlfriend. She said that she is fed up with him and will pursue the
criminal complaint.

Victim advised she was sitting in her living room and a black male walked into her
apartment. She advised she did not know him but she was able to point out where
he lives. I went to the apartment and attempted
to make contact with the suspect to gather his information for the report but no one
answered the door when knocking. When I was speaking with the victim again I
was advised the suspect was now out of his apartment and arguing with his wife. I
went back to his residence and his wife informed me that the suspect had taken a
bunch of acid years ago and now has mental problems. She thinks he may have
gotten a hold of some more drugs and she requested an ambulance for him. The
victim was given the case number for the report. The suspect`s name was added to
the report.

registered the vehicle in her name. The vehicle is at a location of Miller`s
choosing. Miller was advised to file a civil claim against Cupp for the title. Miller
can not register the vehicle without the title. When Miller purchased the vehicle
he left the title open because he was going to work on the truck prior to registering
the vehicle.

Graupner while sitting near the front door observed the two making themselves
noticed by playing some type of loud music on their phones. As she watched on
video monitors the two selected clothing and shortly then went into the dressing
room. As they went to pay for certain items a loss tag was found where they had
just been. Graupner questioned the suspects believing that the taller of the two had
the new pants under his other pants. The two left the store on foot, but quickly
disappeared.

Auto Theft - Trailer Cambridge St, Evansville, IN, between 09:00, 08/28/2016 and 14:07, 09/01/2016.
Reported: 09/01/2016.
On 09/01/2016 at approximately 1407 hours, officers were dispatched to 2910
Cambridge St. #A in reference to a stolen vehicle report. Upon arrival, I, Ofc. R.
Smith, spoke with victim Shane Todd. Shane stated that his trailer went missing
approximately 5 weeks ago (07/28/2016).
I then spoke with witness and wife of Shane, Tammy Todd. Tammy stated that the
offender came to the residence approximately 5 weeks ago (07/28/2016) between
0900 hours and 1100 hours. Tammy stated that the offender pulled his vehicle into
the yard (last location seen by victim) and hooked Shane`s trailer to his vehicle.
Tammy stated that she then called Shane to see if he had let the offender borrow
the trailer, which was not uncommon for Shane to do. Tammy stated that Shane
stated to her that he did not allow the offender to borrow the trailer at that
particular time.
Shane stated that he gave the offender time to use the trailer and bring it back to
him, being that Shane did not have up to date registration or insurance on the
trailer. Shane stated to me that he attempted to contact the offender on several
occasions, but was unable to reach him via phone calls, texting, and Facebook.
Shane stated that he went to the offender`s residence, but it appeared that the
offender`s home was abandoned. Shane stated that he then began to contact
several of the offender`s family members. Shane stated that he heard from a cousin
(unknown name) of the offender that the offender was seen in Florida by an aunt
of the offender. Shane stated that he discovered this information on 08/30/2016.
Shane stated that the trailer has a red boar on the neck of the trailer that appears to
be running fast.

Victim stated that she was in her vehicle facing East in the parking lot waiting to
turn South on Green River Rd. Victim advised the offender was riding her bike
North on the sidewalk of Green River Rd. Victim stated the offender then stopped
by her vehicle and started to hit the passenger side window with her hand
demanding the victim to move her vehicle. Victim stated the offender then hit her
car with the bike and then spit on her vehicle. Offender then put her hand down
her pants and wiped it on the vehicle. Officers located the offender on the bike at
Green River Rd and Lincoln Ave. Victim was given a case number while onscene.
Victim thought the three black marks by her front passenger tire was from the
offender`s bike. There was no other observable damage on the victim`s vehicle.

Victim has an active PO against the offender, who is currently her husband. The
offender called her phone while officers were standing there. I spoke to the
offender on the phone and he stated that he has been calling her all day so he could
pick up a book. I advised the offender that the victim has an active PO against him
and he is to not have any contact with the victim. Victim was given a case number
on scene. There was an additional invasion of privacy report completed this
morning due to the offender coming by and getting his truck.

3351 N First Ave, Evansville, IN, on 09/01/2016, 17:04. Reported: 09/01/2016.
Officers were dispatched to 3351 N First Ave for a narcotics complaint. An
anonymous caller stated that it looked like the passenger of a white Ford Windstar
received narcotics from a black newer model car. We arrived and located the
Windstar but not the black car. We received consent to search the vehicle. There
was a clear bag with a green leafy substance in between the driver`s seat and the
center console. The driver stated the substance was his. The driver received a
citation and was released. The substance had a field weight of 4.1 grams and field
tested positive for THC on a field test kit in Records.

On 09-01-2016 at approximately 1640 FTO S. Toney and I, Officer C. Little,


responded to 723 E Florida for a criminal mischief report. On scene we spoke
with Shawn Loughary (VI). He informed officers the pad lock to the man door of
his garage had been broken off and missing, and someone vandalized a child`s
fourwheeler. Loughary showed officers pieces missing off the front of the
fourwheeler and stated he believes the suspect was likely trying to take it apart to
steal it due to it being chained to a motorcycle in the garage. Loughary stated the
pieces broken off the fourwheeler will cost more than $250 to repair.
Loughary believes the break in happened between 0000 and 0200 on 09-01-2016.
He stated around that time his dog was barking in the backyard which he considers
unusual.
There is no suspect information; Loughary was given a case number.

On 09/01/2016 at approximately 1633 hours, I, Ofc. R. Smith, was dispatched to


211 N. Heidelbach Ave. in reference to a theft report. Upon arrival, I spoke with
reporter, Dana Lancaster who stated that the two offenders stole approximately
$23,000 from the business. Lancaster typed up an agreement which was signed by
both offenders, stating that they will pay the money back to the business. Both
offenders admitted and agreed to the terms of the contract.

Officers were dispatched to 1202 N Second Ave for a suicidal person. The male
was on the roof of the house with a shotgun and a sword. The male would not
drop the weapons and told police they would have to kill him. The male was taken
to the hospital to be medically cleared for his injuries. He was found to be a
violent felon by Detectives. Crime scene processed the scene and detectives were
on scene.

An officer was dispatched to 800 N Green River Rd in reference to a theft


report. Upon arrival, the victim stated she and her daughter arrived at the mall to
shop. The victim stated she came back out to her vehicle and noticed that it had
been gone through. The victim stated the suspect took her small pocket book out
of her purse that contained her social security card. The pocket book contained
her kids ss cards, gift card, SAMsClub card, nursing I.D. The victim advised there
was no damage to the vehicle and believes they left the doors unlocked. The
victim stated she made contact with JC Penny`s who advised they would check
their video for her.

Officers were dispatched to a general complaint at 33 W. Eichel. The reporter,


Noel, said his girlfriend was acting crazy and she would not let him get his
things. Noel said he got home around 2200 hours from the 718 Bar with his son.
Jeanna met him at the front door and went off on him. Noel told me that Jeanna
swallowed the engagement ring. Noel told me he was going to sleep in the garage.
I went inside to speak to Jeanna. Jeanna said she woke up to Noel going
through her purse and that he took 175 dollars. She said she went to take a shower
and Noel followed her in there. Jeanna said she put the engagement ring in her
mouth but later spit it out and it is in her purse. Jeanna`s hair was wet. She said
Noel pinned her against the shower. She tried showing me marks on her face. She
pointed to her left cheek and right eye. Her face was red and flush and no marks
stood out at the time of the report. I told her if there were marks when she went to
the prosecutors office to have photos taken. She kept running her hands through
her hair and said she kept pulling hair out that he pulled but he must have flushed
it because she could not find any in the bathroom.
I gave Jeanna her ID back and handed the case number to her son, who arrived
before I did. She was told to follow up with prosecutor in the morning and that she
could check on a protective order through the clerks office.
Jeanna had a friend come over to stay with her instead of going with her son.
She was afraid things would be missing in the morning.
Noel went to the garage before I left. They were both to call if they needed us.
