The following is a list of chartered cities in the Philippines. Philippine cities are classified into three
groups: Highly Urbanized Cities (HUCs), Independent Component Cities (ICCs), and Component
Cities (CCs).

Overview[edit]
Highly Urbanized Cities are local government units autonomous from provinces that have a
minimum population of 200,000 and an annual income of at least PhP 50 million (in 1991 constant
prices). Independent Component Cities are cities outside of provincial jurisdiction (although some
are allowed to participate in the election of provincial officials) that have not yet attained the 'highly
urbanized' status, while Component Cities are those under a province's jurisdiction.[1] In addition,
each city is classified into six income brackets according to average annual income. For instance,
First Class cities have an average income of PhP 400 Million, while Sixth Class cities earn less than
PhP 80 Million annually.
Each city is governed by both the Local Government Code of 1991
charter, under the laws of the Republic of the Philippines.

There are 144 cities of the Philippines as of December 31, 2013. Thirty-five of these are Highly
Urbanized (HUC), five are Independent Component (ICC), with the rest being components (CC) of
their respective provinces. City charter documents, if available, could be accessed by clicking on the
related external link. Sorting of regional designations is done alphabetically to prevent confusion.
Location coordinates indicate the vicinity of the city center, and are sorted according to latitude.

City Classification
Highly Urbanized Cities - Cities with a minimum population of two hundred thousand (200,000)
inhabitants, as certified by the National Statistics Office, and with the latest annual income of at least
Fifty Million Pesos (P50,000,000.00) based on 1991 constant prices, as certified by the city treasurer.
Independent Component Cities - Cities whose charters prohibit their voters from voting for
provincial elective officials. Independent component cities shall be independent of the province.
Component Cities - Cities which do not meet the above requirements shall be considered component
cities of the province in which they are geographically located. If a component city is located within
the boundaries of two (2) or more provinces, such city shall be considered a component of the
province of which it used to be a municipality.

Urban planners work with policy that shapes urban development. For

Urban designers work with the physical form of cities. For example, an urban
designer can any day be working on designing street-scapes and major transportation
corridors; parks, open spaces, waterfronts, and plazas; architectural design guidelines
for neighborhoods & downtowns.

Karan Barpete does a good job summarizing the difference between urban design and urban
planning. Another way of thinking it:
In the City of Oakland Bicycle and Pedestrian Master Plan, the urban planner is
conducting policy research/analysis to identify the most effective strategies toimprove
bicycle infrastructure at a city-wide scale.
An urban designer would take the policy recommendations and create design
recommendations at a neighborhood, open space, or street-scale. In the case
of the Castro Valley project, the urban designer is designing an individual street & major
corridor. As Karan Barpete puts it, the urban designer goes into the details on
how to design the bike lane, street median, the rain garden, street trees, and even the
sidewalk.
The professions often mix and interact with each-other. However, in terms of day-to-day
responsibilities, there are many ways to be involved in urban design. It all boils down to
your strengths and personality.
Ann Forsyth, professor of urban planning at the Harvard Graduate School Design, notes in
her article: Urban Design Graduate Study for Planners
The key issue is to determine if you are really interested in policy with a design angle or if
you want to spend your days and nights actually drawing details of plazas.
Some people are very policy oriented and very good with words; they can shape urban
design through land use & municipal planning.

The same difference that is between a design and a plan. In most cases, designer has the
problem statement defined for them and they design a solution. Planners on the other hand
have the responsibility of identifying the issues and then they "plan" for it. A plan is not the
final step before execution. Whereas design has to be the penultimate step. Sometimes the
plan includes the problem statements that are then handed to an Urban Designer.
There is difference on the scale of working. Mostly urban design solutions are on a micro
scale, and therefore greater precision of details are expected from an Urban Designer.
Whereas Urban Planners work on a larger scale and mostly work on statistics that are less
deterministic and more probabilistic. Therefore the solution/plan has to accommodate for
the lack of precision.
Then there are fields of work that has nothing visual about it. Urban planners deal with
financial planning, economic planning, transportation planning, services that Urban
Designers don't work on.
In conclusion, Urban designers work is more visible like a drama act in a theater and Urban
planner's work is something that makes it possible, like the theater people who manage
lighting, sound, curtain and likes.

You don't need 10 paragraphs to differentiate the two. So I'll keep mine as short as possible.
One is design, the other is planning. One is based on creation, the other on rationalization.
Although both of their interest is 'the city', they don't tackle the same side of the problem or
ideally shouldn't if all systems are in place.
Planners are analysts, they collect data, they interpret data, they detect problems, they
suggest solutions. They do in depth research to find as many different data to translate them
into meaningful packages so that they can be used by others. Planners also try to unfold
latent interrelations of different systems and dynamics (means of transportation,
demographics, poverty, inequality, healthcare...)in order to put that in an action plan and
execute. Doing all requires knowledge of economics, policy, law, a full repertoire of projects
around the world.
Designers on the other side, integrate and incorporate information (usually comes in forms
of policies, vision plans, supply&demand, public needs) into a coherent system, that is
socially, economically and environmentally viable, and of course applicable to real life,
ultimately to be built. They give the last form of several ideas regarding what that specific
project aims to solve or improve.
Ex. city planning department decided to improve a run-down neighborhood. They know, it
would need 2 public parks, 3 hospitals, and 1 public library. They also have an estimate what
the capacity of each should be. They know it's financially feasible and they limit the budget.
They know the social and economic impact, in year one, year five, and year ten. If they are
good enough, they should also know who will benefit from it. If it's handed down to urban
designers, they can determine the routes for transportation, the exits and entrances, how
the parks will be, the width of the streets, the look of the buildings, and integrate the
program with more accuracy. Pedestrian traffic, density and character of neighborhoods,
liveliness of streets, safety of streets, location of car parks, and can design some buildings.
The limits of two disciplines intersect greatly and they can act interchangeably from time to
time. But methodwise, urban designer tends to think as a designer, urban planner as a
planner.
In short, planners set the number of variables in a math problem backed by a solid data, and
designers come up with the best combination of that data plugging in the right number for
each variable. Or you can say planners diagnose the -usually macro-problems, whereas
urban designers solve those problems to the smallest detail.
