Hi Michael,
The major reason to go through a GPP process rather than a ULURP is timing. In order for HRPT to
monetize the sale of air rights along the whole park (which starts at the Battery and goes to 59 th
Street), a ULURP has to be done that reviews that entire stretch of land. This will take 3-4 years at
minimum. The GPP can be done in 12 months which allows for the transfer of money to save Pier
40 and stabilize HRPT happen much quicker. I should also note that our client will not wait the 3-4
years for the ULURP as they have a reasonable as-of-right project ready to go. Finally, Pier 40 is
technically under state ownership so there is a jurisdiction for them.
Last point I would note is that we are fully committed to a thorough community consultation
process with the community similar (if not more robust) to a typical ULURP process.
