CHAPTER 5 SUMMARY, CONCLUSIONS & RECOMMENDATIONS

5.1 Introduction
The purpose of this chapter is to give a brief summary of the thesis and offer
recommendations. The first part will focus on summarizing the whole study and the
conclusion while the second part will focus on giving recommendations.
5.2 Summary
The overriding purpose of this study was to show the importance of increasing
the wages of government employees to make it at least 70% of the wages received by
those employed in the private sector. The reason for increasing the wages is to improve
the excellence of the employees and give them more credit.
Many of those who work for the government do not earn enough to support their
daily needs. With the work they are doing, and how much they earn, some resort to
corrupt practices in order to support for their family.
By raising the salary of the government employees, we can lessen corruption in
the Government, the reason being that low salaries make a government more
susceptible to corruption. By offering higher salaries, the employees have a lot more to
lose if they are found to be corrupt.
This has a direct and indirect effect to those working for the government, and
those who work for the private sector, since the government employees play a large role
with maintaining the efficiency of the government and those working in the private
sector will benefit indirectly because, if the government workers receive more salary, the

chances of them being corrupt are lessened, and the efficiency they exert towards their
work will improve thus making the government better.
In order to understand the gap between the private sector and the government, a
survey was conducted to both government employees and those working in the private
sector. The reason for this is in order to compare is to know what part is lacking in the
government which the private sector has more.
In the survey conducted, all respondents were asked to rate the salary, benefits,
compensation and satisfaction they get with their job. In the four categories given, many
of those working in the government chose one which in the legend it means poor, while
in comparison, those working in the private sector chose three which in the legend it
means satisfactory,
Based in this short survey, we can already see that there is really a disparity in
the four categories given. An interview was also conducted and based from the
interview; one of the respondents said that although there was a recent salary increase
made, it did not include all of the employees and that those who were able to receive
the increase said that it was so miniscule it still wont be able to help them.
Another respondent said that they receive little to no benefits and that with all the
work they perform people still get mad at them just because of the fact that they want to
teach them the correct process and thus making the work they perform harder.
They were also asked to give their age and the disparity between the two sectors
was very apparent. In the government sector, the most populous age range for them
was 36-40. While in the private sector, it was the 20-25 range. Also, the oldest

employees in the private sector are in the 36-40 range while in the government sector,
this can be considered as in the middle of the age category since the oldest employees
in the government sector are in the 60-65 range.
One of the reasons why many people chose to work in private sector instead
working for the government was because of the fact that the compensation which
people receive in the private sector is better.
Although some may argue that when you are working salary isnt the main
contributing factor which motivates you, but when you have a family you need to
support, most of the times practicality is the one that prevails.
By offering a higher salary to the government employees, we can give make
working for the government feel more rewarding for them and also giving them enough
money to support their family.
5. 3 Conclusions
The study was set to show the importance of raising the compensation of
government employees. It gave various reasons for raising the salary and how this will
benefit everyone. A survey was also conducted in order to show that there is really a
gap between the salary of the government and private sector.
The following conclusions were drawn from the study. First is that raising the salary
of those working in the government is imperative in order to attract and retain capable
personnel which will better serve the Filipino people.

Second is that m Government workers are given substantial duties and


responsibilities so offering a salary which is up to par with the work they do will make
them more motivated to perform their duties and responsibilities.
Third is that the low salary offered by them government may be one of the
contributing factors as to why there are corrupt officials seeing that because of the low
salary, they do not attract that many workers and those they attract have a tendency to
be corrupt because of the low salary.
Fourth is that many of those working in the government were older compare to those
working in the private sector and one conclusion we can get from this Is that having
older employees, it is possible that because of this work may not be performed faster
because some of those who are old are not able to use computers as efficiently as
those who are younger and thus the job takes longer to perform.
Fifth is that although compensation is not a main contributing factor in which will
motivate employees, when you are supporting a family, having a salary which will be
enough to support them is more important than enjoying your job and that is why those
who want to serve the government do not do so because of practicality.
5.4 Recommendations
Based from the research and survey conducted, the salary of the government
employees in all grades should be raised because from the survey conducted, many
were not included in the increase and those who did receive said increase stated that it
was so miniscule they were not able to feel any difference.

With a higher salary, more people will be attracted to work for the government
and the government can also retain competent employees. One problem the
government sector has is that the lower salary they have may sometimes force an
employee to leave in order to be able to support their daily needs.
By offering a salary which is at least 70% of the salary received by private
employees; this may help retain employees who are forced to leave because of the
lower salary.
