PREAMBLE
"We, the members of the UP Red Cross Youth, guided by the principles of Humanity, Impartiality,
Neutrality, Independence, Voluntary Service, Unity and Universality, in our pursuit to build a strong
organization that will cater to the Community by providing quality and relevant humanitarian projects and
services while concurrently promoting camaraderie, character building and empowerment among
ourselves, do hereby ordain and promulgate this Constitution."
ARTICLE I
Name and Emblem

The organization shall be known as the University of the Philippines Red Cross Youth,
hereafter referred to as the UP RCY and shall be based in the University of the Philippines,
Diliman, Quezon City.
The UP RCY shall adopt, as part of its official emblem, the internationally recognized
symbol of the Red Cross. This emblem shall include a red cross upon a white field, and
shall be depicted as such at all times.
The emblem, when displayed by the individual members, may be used as is, without
additional information. When used to represent the UP RCY, the name of the organization
shall be displayed with the emblem. The following will be the official logo of the UP RCY:

The UP RCY may adopt a new name and emblem provided that it is truly reflective and
symbolic of the ideals and principles of the organization, and that it is in compliance with
the rules of the Philippine Red Cross specifically pertaining to the use of the name and/or
emblem. The official logo may be subject to change by following the procedure stated in
Article XVII, Section 1 of this Constitution.

General Provisions

The UP RCY shall uphold the seven fundamental Red Cross principles of Humanity,
Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality, and all
relevant and pertinent laws conforming to the above stated principles. These laws include
the International Humanitarian Law, the laws of the International Federation of Red Cross
and Red Crescent Societies, and the laws of the International Committee of the Red Cross.
The UP RCY is a non-stock, non-profit, non-politically aligned, non-sectarian, volunteer
organization, which shall be duly recognized by the University of the PhilippinesDiliman.
The UP RCY shall be affiliated with the Philippine Red Cross and shall recognize its rules
and regulations.

g. The right to initiate disciplinary and impeachment proceedings against any member or
officer of the organization.
h. The right to withdraw and/or resign from ones membership and/or office.
This list is not exclusive and other rights accorded by this Constitution are recognized
as well.
Duties of Members. A UP RCY member shall fulfill the following duties:
a. To adhere to this Constitution and By-Laws of UP RCY
b. To always act in accordance with the principles of the Red Cross Movement.
c. To respect the name and emblem of the Red Cross.
All Resident members are required to attend GAMEs. If a Resident member fails to attend
a GAME without prior notice to the EC, the Executive Council shall send a Show-Cause
Notice to him/her. That member is given three (3) calendar days to reply to the ShowCause Notice. It is within the discretion of the EC whether to excuse the said member from
his/her absence.

General Assembly

The General Assembly shall be the highest making body of the organization.
The General Assembly shall be composed of Resident members.
For purposes of meetings as mentioned in Article VII, Inactive Resident members are not
included in the determination of the quorum unless if they are present in the meeting.
Method of Voting.
a. Voting to decide on the routine business of the organization shall be transacted by
raise of limbs.
b. The side/proposal that garners an absolute majority or plurality, unless otherwise
specified by this Constitution and/or By-Laws, shall win.

For a GAME to be considered official, a quorum of the Active Resident members must be
present. If an Inactive Resident member is present, he/she shall be counted in determining
the quorum. The number of people needed to reach a quorum may be reduced upon the
decision of the Executive Council (EC), provided that the number needed to continue with
the meeting would not go lower than the absolute majority of the Active Resident members.
The requirement on quorum as mentioned on the preceding section, however, does not
apply to Emergency GAMEs.
Regular GAME.
a. GAMEs shall be communicated to all members through the organizations officially
recognized communication channel/s.
b. Regular GAMEs shall be communicated at least seven (7) calendar days before the
day itself.
c. The schedule and number of GAMEs shall be set at the start of the academic term.
Special GAME.
a. A Special GAME shall be called for by any member, as listed in Article IV Section 2,
with endorsement from three (3) more Resident members plus that of at least two (2)
members of the EC. This must be embodied in a letter and addressed to the EC. Such
meeting is called beyond the Regular GAMEs as determined at the start of the
academic term.
b. It shall be called for and communicated to the members at least three (3) days before
the intended date. An announcement shall also be posted in the organization's
tambayan and through the organizations officially recognized communication

channels.

Emergency GAME.
a. Called by any Member
1. An Emergency GAME shall be called for by any Resident member. The said call
shall be endorsed by two (2) more Resident members plus that of at least one (1)
member of the EC.
2. Such meeting is called beyond the Regular GAMEs as determined at the start of
the academic term.
3. Such meeting shall be communicated to the members at least one (1) day before
the intended date. An announcement shall also be posted in the organization's
tambayan and through the organizations officially recognized communication
channel/s.
4. For this type of Emergency GAME to be considered official, an absolute majority of
the Active Resident members must be present.
b. Called by a member of the Executive Council
1. An Emergency GAME shall be called for by any member of the EC.
2. Such meeting is called beyond the Regular GAMEs as determined at the start of
the academic term.
3. Such meeting shall be communicated to the members at least one (1) day before
the intended date. An announcement shall also be posted in the organization's
tambayan and through the organizations officially recognized communication
channels.
4. For this type of Emergency GAME to be considered official, an absolute majority of
the Active Resident members must be present.
Department Meetings.
Department meetings shall be presided over by the Department Vice-President, or in case
of his/her absence, his/her assigned Officer-in-Charge, or the Most Senior Member of the
Department.
Agenda Setting.
The President, or the one who shall preside over a meeting, must communicate the
agenda/purpose of the meeting to those who are required to attend within a reasonable
time before the intended meeting. Otherwise, the meeting called for will not be deemed an
official one.

The UP RCY shall have four (4) departments namely: the Information Systems
Department, the Human Resources Department, the Projects and Operations Department,
and the Finance Department.
Information Systems Department.
a. The Information Systems (IS) Department shall be headed by the Vice-President for
Information Systems, otherwise known as the VP-IS.
b. The IS Department shall manage and facilitate the information and communication
processes of UP RCY.
c. The IS Department shall also create and maintain a system for records keeping of
internal and external transactions of the UP RCY.
d. The IS Department shall also facilitate academic term planning sessions.
e. The IS Department shall also communicate annual activity reports to the Philippine
Red Cross, and the UP Diliman Office of Student Activities.
Human Resources Department.

a. The Human Resources (HR) Department shall be headed by the Vice-President for
Human Resources, otherwise known as the VP-HR.
b. The HR Department shall undertake activities for membership recruitment, training,
development and motivation.
Projects and Operations Department.
a. The Projects and Operations (PAO) Department shall be headed by the Vice-President
for Projects and Operations, otherwise known as the VP-PAO.
b. The PAO Department shall undertake projects and activities consistent with the
principles, goals and objectives stated in this Constitution.
Finance Department.
a. The Finance Department shall be headed by the Vice-President for Finance, otherwise
known as the VP-Fin.
b. The Finance Department shall oversee the collection, safekeeping, disbursement and
accounting of funds.
c. The Finance Department shall also develop and supervise marketing and fundraising
activities for UP RCY.
d. It shall also produce a Financial Statement at least once per term to be presented to
the General Assembly.
e. All projects of the Finance Department shall be approved by the Executive Council.
ARTICLE IX
Executive Council

Executive Council. The Executive Council (EC) shall be the organizations governing
body, and shall be composed of the President, the Vice-President for Information Systems
(VP-IS), the Vice-President for Human Resources (VP-HR), the Vice-President for Projects
and Operations (VP-PAO), and the Vice-President for Finance (VP-Finance). Any decision
made within the Executive Council shall have at least three (3) votes for it to take effect.
No member shall serve in the EC for more than two (2) terms.
Assumption of office and transfer of power in an elected position shall take effect upon an
officer-elect's physical induction and oath-taking. The President and/or the Head of the
Electoral Tribunal shall facilitate the oath-taking.
Accountability.
a. The EC shall be accountable to the General Assembly.
b. The President, Vice-President for Information Systems (VP-IS), the Vice- President for
Human Resources (VP-HR), the Vice- President for Projects and Operations (VPPAO), and the Vice- President for Finance (VP-Finance) shall also be accountable to
the Executive Council.
Policy-Making Power of the Executive Council.
The task of policy formulation shall reside with the EC. However, policies shall only be
ratified upon approval of a quorum of the Resident members present in a GAME called for
that purpose.
Formation of Ad Hoc Committees
The EC shall have the power to create Ad Hoc committees as it deems fit for the operation
of the organization. The creation must be approved by an absolute majority of Resident
members in a GAME called for that purpose. Any member has the right to suggest the
creation of an Ad Hoc committee.
Powers and Duties of Elected Officers.
a. President.
1. The President shall head and preside over the EC.
2. The President shall see to it that policies and decisions of the organization are
implemented.
3. The President shall have general control and supervision over all officers.
4. The President shall have the power to appoint the officers who are directly under

ARTICLE X
Suffrage
Section 1
Elections.
a. Regular Elections.
Regular elections for the positions of President, Vice-President for Information
Systems, Vice-President for Human Resource, Vice-President for Projects and
Operations, and Vice-President for Finance shall be held within 30 days from the last
day of classes of the Second Semester.
b. Eligibility.
1. No member shall be elected unless he/she is willing and able to serve the whole
term of office.
2. He/she shall have been a Resident member prior to the academic term of the
election.
3. He/she shall also be an Active Resident member during the academic term of the
election. This requirement can be waived upon approval of a quorum of the Active
Resident members present in a meeting called for that purpose.
4. He/she shall be nominated during a GAME prior to the election.
5. The potential candidate must also adhere to and satisfy any other requirements
specified in the Election Code as formulated by the Electoral Tribunal (ET).
c. Election Procedure.
1. Nominations for the elections shall be made during a GAME scheduled not less
than a week prior to the elections. Afterwards, a list of all the candidates shall be
posted at the tambayan.
2. All candidates shall then be allowed to campaign up to 12 noon (+8:00 GMT) of the
day prior to the Election Day. No campaigning shall be allowed during the
afternoon of the day prior to the Election Day and during the Election Day itself.
3. Voting shall be conducted through balloting. The candidates who receive a majority
or plurality of the votes by the Resident members, whichever is applicable as
defined in Article II, shall then be proclaimed Officers-Elect. For the election to be a
valid, a quorum of the Resident members must have voted.
4. Those elected in any Executive Council (EC) position shall not hold any other
position in which persons thereof are originally intended to be elected in any other
organization within and without UP Diliman except for any position in the Chapter
Youth Council and in the National Youth Council of the Philippine Red Cross. This
rule applies for the whole Academic Year.
5. As for organizations or associations which do not have elected positions in its
Executive Body/Committee, those elected in any EC position in the UP RCY shall
also not hold any Executive position in the said type of organization.
d. Special Elections.
1. A special election shall be called by the ET to settle a tie in any contested EC
position and/or fill a vacancy.
2. In case the Electoral Tribunal has been dissolved, any Resident member may
initiate the formation of a new Electoral Tribunal to settle any electoral dispute.

Recall.
a. It is called upon for the purpose of removing any officer from office before the
expiration of his/her term through a Petition signed by 75% rounded to the higher
integer of the Resident members. An affirmative vote is equivalent to a vote of no
confidence.
b. Any Resident member may initiate the creation of the Recall Petition. The said
document shall contain the reason/s which gave rise to such move.
c. The Recall Petition shall be presented to the Most Senior Non-Officer Resident
(MSNOR) member.
d. The MSNOR member shall then furnish a copy of the Recall Petition to the officer
occupying the position sought to be declared vacant.
e. The MSNOR member shall then call for a Special GAME. The schedule of the GAME
shall conform to a certain degree of reasonableness to all parties concerned.
f. If the officer is present in the GAME, then he/she has the right to defend
himself/herself. If he/she is not however present, he/she waives such right.
g. Resident members may add or withdraw their signature in the same GAME.
h. At the end of the GAME, the MSNOR member shall then verify all signatures in the
Recall Petition vis--vis those signatures in the organizations records (members
profiles). When 75% of all Resident members have signed, the MSNOR member shall
then declare the position of the officer concerned vacant. The officers tenure in office
is cut off.
Plebiscite.
a. A Plebiscite shall be called to vote upon proposed amendments or revisions in the
Constitution.
b. The Proposal containing the amendments or revisions that is to be submitted to a
Plebiscite must first be made known to the General Assembly in a Regular or Special
GAME. It shall also be made known through all official channels of communication,
wherever practical, and in a conspicuous manner at the tambayan before the
scheduled Plebiscite.
c. The Plebiscite shall be supervised by an ET composed of at least three (3) members
who shall be appointed by the EC with the concurrence of the General Assembly.
d. The conduct of any Plebiscite shall be in accordance with the relevant provisions in this
Constitution and/or By-Laws.
Referendum.
a. The General Assembly reserves the right to review the actions of the EC or its
individual members. If deemed necessary and appropriate, the General Assembly may
overturn the decision/s of any or all members of the EC.
b. Any Resident member shall have the power to initiate a move to review the action/s
and/or decision/s of any or all the members of the EC.
c. Procedure
1. A Resolution must be submitted before the General Assembly in any GAME. An
absolute majority of the Resident members present in the GAME must declare the
Resolution to be of merit before the proceedings may continue.
2. If it is deemed that the Resolution has merit, an announcement shall be made of
the intention to overturn the ECs decision. This shall include the posting of the
Resolution in a conspicuous manner at the tambayan. Another meeting shall then
be scheduled within the next two (2) weeks after the decision to undertake a review
has been made. A Resident member shall then be appointed by the EC to preside
over the said proceedings. The said appointment shall have the explicit approval of
the General Assembly.
3. For the meeting called specifically to review the actions of the Executive Council to
be considered valid, a total of at least 75% rounded to the higher integer of all
Resident members must be present. In the said meeting, all sides shall be allowed
to present their case. Afterwards the Resolution shall be put to a vote. An approval
of a quorum of the Resident members present is required to overturn the decision
of the Executive Council.

Tribunals

Electoral Tribunal.
a. The ET shall be composed of three (3) to seven (7) Resident members, none of whom
shall be allowed to run for any Executive Council (EC) position within UP RCY.
b. The EC, with the approval of the General Assembly during a GAME, shall appoint the
members of the ET.
c. The ET shall supervise the elections. They shall be responsible for the preparation of
all election paraphernalia, approval of campaign materials, formulation and
implementation of the election code, presentation of the official list of candidates to the
members, tabulation of votes, proclamation of the winners, and the settlement of
disputes and protests over the election process and results.
d. The ET shall supervise Plebiscites as mandated by this Constitution.
e. The ET shall be dissolved upon proclamation of winners and after all protests have
been resolved.
Disciplinary Tribunal.
a. The Disciplinary Tribunal (DT) shall be created at the start of the Academic Year.
b. The DT shall have at least three (3) and at most five (5) members. The members are to
be appointed by the EC with the approval of the absolute majority of Resident
members present in a GAME called for that purpose. An elected officer or someone
who occupies the elected position cannot be a member of the DT.
c. The members of the DT must select among themselves a Chairperson who shall act as
the Head of the Tribunal.
d. A Petition for the imposition of any disciplinary action as mentioned in Article XII must
be filed by any member before the DT may act. All members indicted must be
accorded due process.
e. The DT shall decide within three (3) days upon receipt whether the Petition for the
imposition of any of the disciplinary sanctions mentioned in the preceding Article is
meritorious or not.
f. Investigations shall not last for more than 14 calendar days from the time of the
decision of merit.
g. Upon promulgation of the DT decision on the imposition of the disciplinary sanction, an
Appeal may be given by the adversely affected party within three (3) days from
promulgation. If no Appeal is submitted, the decision becomes final.
h. A penalty of expulsion must also be agreed into by the EC with at least three (3)
members thereof agreeing to such imposition.
i. The GA must decide on the Appeal within five (5) calendar days from the submission of
the Appeal to the DT. This decision shall be made in a GAME called for that purpose. A
Petition of a quorum of the Resident members is needed to overturn the decision of the
DT.
j. If a member of the DT is indicted, the Petition must be presented to the Most Senior
member, who will then present the said Petition to the GA, in a GAME, for further
discussion.
k. All DT decisions shall be made public.
l. The DT shall be dissolved at the end of the Academic Year.
ARTICLE XII
Disciplinary Provisions

Kinds of Sanction.
a. Suspension.

A member may be suspended for a duration not exceeding the academic term in which
he/she had affirmed/reaffirmed.
b. Probation.
1. A member may be placed under probation for a duration not exceeding one (1)
academic term. A member placed on probation will automatically become a
Probationary member.
2. Upon the imposition of the sanction, certain rights and privileges shall be
suspended for the duration of the probation.
3. Any infraction during or after the probationary period shall merit expulsion of the
member.
c. Expulsion.
1. A member may be expelled upon the approval of the Executive Council and the
DT.
2. Upon expulsion the person concerned shall cease to be a UP RCY member and
shall no longer be entitled to claim membership. He or she therefore loses all rights
and privileges in the organization.
3. An expelled member may be allowed to apply after a certain period of time if the
DT and the EC's Resolution indicate such.
Grounds for the Sanction.
a. Grounds for Suspension
1. Slight misuse of any logos used by the Red Cross Movement.
2. Slight maltreatment of co-member/s/applicant/s.
3. Unexcused absences of Probationary and Active Resident members in Regular
GAMEs.
i. Maximum Unexcused absences: One-third (1/3) rounded up to the nearest
integer.
ii. Unexcused: It is within the discretion of the EC.
4. Slight neglect of duties.
5. Slight general misconduct (As defined in the UP Rules of Student Discipline).
6. Any/all actions/violations deemed by the investigating body to be appropriate of
suspension.
b. Grounds for Probation
1. A Resident and Probationary member did not reaffirm his/her membership within
the designated period as set by the HRD for the academic term.
2. A member is guilty of violating the Constitution and/or By-Laws of the UP RCY.
3. A member has exceeded the number of permissible number of unexcused
absences in GAMEs within an academic term.
4. Commission of actions deemed detrimental to the name and reputation of the
organization.
5. Less serious and/or repeated misuse of logos.
6. Acts prejudicial to the general welfare of UP RCYs members or applicants.
7. Less serious neglect of duties.
8. Less serious misconduct.
9. All actions/violations deemed by the investigating body to be appropriate of
probation.
c. Grounds for Expulsion
1. The member did not affirm/reaffirm his/her membership for two (2) successive
academic terms.
2. The member is on probation and failed to fulfill the requirements set by the EC for
the lifting of the penalty within the specified period of time.
3. The member is guilty of serious neglect of duty and/or gross misconduct.
4. The member is guilty of serious violation of the Constitution, By-Laws or principles
of the UP RCY.
5. The member is guilty of multiple and/or serious violations of the Article on
Disciplinary Provisions pertaining to Probation.
Process of Imposition of Sanctions.

The Disciplinary Tribunal shall decide on what rights of members shall not be enjoyed by
the indicted member before the promulgation of its Resolution and after the imposition of
a guilty verdict. The duration of the penalty shall also be indicated in the Resolution.
ARTICLE XIII
Impeachment

Impeachment.
Any elected official may be removed from office upon culpable violation of the Constitution
and By-Laws, bribery, forgery, graft and corruption, gross neglect of duty, betrayal of the
organizations trust, and acts which merit probation and/or expulsion. (Refer to Article on
Disciplinary Provisions).
Impeachment Procedure.
a. Any Resident member may initiate any case of impeachment against any or all elected
officers and Tribunal members of the organization.
b. A Complaint for impeachment must be filed before the Disciplinary Tribunal. The
Disciplinary Tribunal shall then notify the elected officer/s concerned and shall give
him/her three (3) days to prepare his/her statement/defense. If the respondent official
fails to submit his/her statement within the designated timeframe, he/she is deemed to
have waived such right. If a Disciplinary Tribunal member is sought to be impeached,
the EC shall act as the DT.
c. Once the case has been filed, the person/s concerned notified and the statement
submitted, the Tribunal shall convene a meeting of the General Assembly within the
next five (5) days to discuss the merits of the case, and decide whether the case is an
impeachable offense. The respondent official shall be given a chance to defend
himself/herself during the said meeting. A vote of a quorum of Resident members
present in a GAME is required to deem the said case as being impeachable. If the said
number of votes has been reached, the respondent official shall be met with preventive
suspension and an Officer-in-Charge (OIC) shall be appointed to fill the position held.
d. If the case filed is deemed an impeachable offense, the official/s concerned shall be
placed on preventive suspension, and shall be barred from exercising the powers and
functions that are inherent in the office that he/she holds. This provision shall be
enforced unless otherwise directed by the General Assembly to protect the
organizations interests. The preventive suspension shall last until the case is finally
resolved. An OIC shall be appointed to fill the position held until the case is finally
resolved.
e. The impeachment will only mean removal of an elected official from office. The
membership status of the person concerned shall not be affected unless otherwise
specified. Any other disciplinary sanctions that maybe imposed must go through the
process as prescribed in the Article XII of this Constitution.
ARTICLE XIV

Any fine, fee and/or due that the organization wishes to impose shall first be presented in a
GAME for the approval of the General Assembly. This section shall adhere to the
provisions on Agenda setting. This shall be considered as routine business of the
organization.
The Finance Department shall be obliged to present the organizations financial books and
records upon request by any member of the organization.
Only members of the Executive Council shall be given the authority to approve the
disbursement of the organizations funds. An approval for disbursement shall have at least
three votes of the EC members. Any rejection shall be accompanied by a written statement

containing the reason for the decision and alternate courses of action.
All fund disbursements, including reimbursements, shall be made over the signature of the
VP-Finance and the President, or their designated representatives.
ARTICLE XV
Alumni Relations

Board of Advisers.
a. There shall be a Board of Advisers (BOA) composed of the faculty adviser, an
Alumnus/Alumna member, and the immediate past UP RCY President. The
composition of the BOA shall be made known to the GA at the start of the Academic
Year.
b. All pronouncements and resolutions made by the BOA shall not be binding and shall
be subject to the consideration of the Executive Council (EC) and the General
Assembly.
c. Recommendations by the members of the BOA may be made on their own accord.
Alumni Association.
a. The Alumni Association shall be formed upon the initiative of any Alumni member
recognized before and after the promulgation of this Constitution.
b. The Alumni Association shall seek the official recognition of the GA. The recognition
shall be upheld by a vote of a quorum of the resident members present in a GAME
called for that purpose.
c. There shall only be one (1) officially recognized Alumni Association of the UP RCY,
upon which an Alumni Representative shall be chosen through an election.
d. In case the alumni failed to form an Alumni Association, consequently failing to provide
a representative to the BOA, the EC shall choose who will become the Alumni
Representative.
Rights of the Alumni Association.
a. The Alumni Association has the right to have its member be declared as the Alumni
Representative to the BOA.
b. It has the right to receive official documentation, duly signed by the President of UP
RCY, including but not limited to financial statements and the official publication of UP
RCY.
ARTICLE XVI
By-Laws

By-Laws consistent with this Constitution and embodying additional provisions essential for
the government and routine operations of the UP RCY shall be adopted by a quorum of the
Resident members present in a GAME called for that purpose.
Formulation.
Officers are tasked to formulate the By-Laws of UP RCY. Any and all By-Laws shall take
effect only upon the approval of the quorum of the General Assembly present in a GAME
and shall only be applicable in the Academic Year of its approval unless otherwise
provided. It may also be amended by the General Assembly following the provisions of
amending the Constitution.
The process of approval of projects and activities to be initiated and/or undertaken by the
organization shall be outlined in a By-Law.

Any revision of, or amendment to this Constitution may be proposed by any Resident
member. The process of revision and amendments shall adhere to the following procedure:
a. The Proposal to amend the Constitution must be submitted to the Executive Council
(EC). The EC shall then take up the merits of the Proposal and submit their
recommendations to the General Assembly within two (2) weeks from receiving the
Proposal.
b. The General Assembly, in any Regular or Special GAME, shall then take up the merits
of the Proposal and the recommendation of the EC. The General Assembly shall then
establish if there is a need for an amendment or revision. A quorum of the Resident
members present in the GAME is required to establish such a need.
c. Upon approval, a Constitutional Commission (ConComm) shall then be formed to study
and formulate the proposed amendment and/or revision, and to assess its possible
implications to the Constitution and organization.
d. The ConComm shall be composed of three (3) to five (5) members for revision, and
five (5) to seven (7) members for amendment. The members thereof shall be
nominated by any Resident member in a GAME and approved by an absolute majority
of Resident members present in a GAME called for that purpose.
e. The members of the ConComm must select among themselves a Commissioner who
shall act as the Head of the Commission.
f. The ConComm may propose changes which were not covered by the Proposal.
g. The proposed revision/amendment drafted by the ConComm shall then be submitted to
the Board of Advisers (BOA). The said body shall be asked to give its
recommendations/comments on the Proposal within one month. BOA members may
individually give their own recommendations.
h. Accordingly, within the same period given to the BOA, the Proposal shall be presented
to the General Assembly for deliberations. All sides shall be given a chance to be
heard.
i. After concurrent consultations by the ConComm with the BOA and the General
Assembly, all recommendations and comments shall then be reviewed by the
ConComm. The ConComm shall then present the updated version to the General
Assembly within the next 14 calendar days. Within that same period, a GAME must be
held wherein the General Assembly shall decide whether to submit the proposal (1) to
a Plebiscite or (2) to end the process outright. The option garnering an absolute
majority of votes of Resident members present in the GAME shall win.
j. Once subjected to a Plebiscite, the Proposal shall be adopted by the organization upon
ratification by an absolute majority of the votes cast, provided that at least a quorum of
the Resident members has voted in such exercise of suffrage.
k. The ConComm shall be dissolved when (1) the General Assembly opts to end the
process outright or (2) the ratified Constitution, with the corresponding signatures of the
ConComm members, is presented to the General Assembly in a GAME called for that
purpose.
No amendment to this Constitution shall be made within a year following its ratification. No
revisions may be made within the succeeding semester after the ratification of this
Constitution. Subsequently, no revision shall be made more often than once a year.
No amendment/revision to the By-Laws shall contravene the provisions of this Constitution.
No amendment/revision to this Constitution and By-Laws shall contradict the principles
upheld by the Red Cross Movement and of the general rules and guiding principles of the
Philippine Red Cross.
ARTICLE XVIII
Transitory Provisions
Section 1
All existing By-Laws and organization policies consistent with this Constitution shall remain
operative until amended, repealed, or revoked by an absolute majority of the General
Assembly.

This Constitution shall immediately take effect right after its ratification. Accordingly, the
election for the position of Vice-President for Information Systems (VP-IS) shall
immediately be held. However, the functions of the Information Systems Department and
the powers of the VP-IS shall be exercised upon the start of the Second Semester of the
current Academic Year.
The foregoing Constitution of the University of the Philippines Red Cross Youth was approved by
the General Assembly on __ August 2012, and accordingly signed by the Constitutional Commission
members whose signatures are hereunder affixed.
