A Modest Proposal

If youve ever taken a walk in Norfolk, Virginia, you would know that there are more cats
roaming the streets than people. This problem has come about from the lack of spaying and
neutering, and the cat population is continuing to increase. Rounding up all of the cats to be
euthanized failed as an option because some of the cats would be forgotten and continue to
reproduce. There is a better option for stray and feral cats that would prevent the population from
growing any further, and give these cats a stable environment. To keep the cat population under
control, some of the Section 8 housing in Norfolk should be turned into shelters for cats where
they can live without complete human interruption, but still receive services such as spaying and
neutering, vaccinations, and a healthy diet. In addition, the people living in those houses should
be placed in a work camp to care for the cats.
Although people will have to be removed from their homes, cats will have a better place
to go other than the streets where they are potentially unsafe. These types of housing are old and
better suited for the feline species rather than the human species. The people living in these
houses will be required to live in a shelter/work camp until they can afford another place to live.
They will be given hard labor jobs renovating the homes until they are able to get back on their
feet and off government assistance. If they are to break the rules of the work camp, they will be
removed from the program and thrown onto the street to fend for themselves. Some may become
cat caretakers for the SPCA. This will help save the government money because housing cats is
much more inexpensive than housing humans and these work camps will provide an hourly rate
of $5 to the workers. These cat shelters or homes would be open to all cats and will be checked
on daily by the SPCA who will neuter and spay any cats that have not already been treated. It
will also provide a better way to keep track of the cat population, and prevent disease. The SPCA
cat shelter caretakers will provide food and water daily, as well as keep a log of all the cats who
have colonized there.
The feline population in Norfolk is getting a bit overwhelming and needs to be controlled
immediately. In order to keep the streets safe and clean, people should be removed from their
Section 8 houses, and put into work camps so the houses can be turned into homes for cats. It
would help keep track of the population, save money, and prevent the spreading of disease
amongst cats. Section 8 houses are more suitable for felines, and will be used more efficiently
this way. These cat homes will also provide shelter for cats during the cold winter months and
the extremely hot summer season. Imagine a world where cats can have a clean and healthy
place to live other than roaming the streets and producing more kittens that society cant take
care of. Cats dont like being taken from their natural environment and are independent enough
to live partially on their own as a colony. People on the other hand, can be used to provide cheap
labor and other necessities. We should put them to work, while cats are free to do whatever they
please. Humans put evil into the world, and cats are just really cute and small animals. In order
to change society, we must take steps forward to making the streets safer for everyone, and
providing a better city to live in.
