2. MODALITIES OF ADMISSION (M.E. / M. Tech. / M. Pharm.)


1.

Modality for admission to Master of Engineering/Technology and Master of Pharmacy Courses,


under Gujarat Professional Technical Educational Colleges or Institutions (Regulation of
Admission and Fixation of Fees) Act, 2007.

2.

Definitions.(1) In these rules, unless the context otherwise requires,-(a)

Act means the Gujarat Professional Technical Educational Colleges or Institutions


(Regulation of Admission and Fixation of Fees) Act, 2007 (Guj. 2 of 2008);

(b)

Admission for the purpose of these rules means admission of candidates in the first
year of the Master of Engineering, Master of Technology and Master of Pharmacy
Courses;

(c)

Admission Committee for the purpose of these rules means the Admission
Committee for Professional Courses constituted by the State Government for the
purpose of admission to the professional courses under the Government Notification,
Education Department No.GH/SH/7/PVS-102003-639-S, dated the 5th May, 2008;

(d)

AICTE means the All India Council for Technical Education, a statutory body
constituted under section 3 of the All India Council for Technical Education, Act 1987
(52 of 1987);

(e)

Appendix I appended to these rules, specifies the disciplines and the names of the
professional post-graduate courses/specialization and eligibility for admission;

(f)

Common Entrance Test (CET) means the entrance test conducted by the Admission
Committee, for determination of merits of the candidates for the purpose of
admission in the professional post-graduate courses, in the Professional Educational
Colleges or Institutions of the State;

(ff) Course means one of the branches of learning in programme which shall include dual
degree course and integrated course;;
(g) Graduate Aptitude Test in Engineering (GATE) means an all India examination
conducted by the Indian Institutes of Technologies and the Indian Institute of
Science, Bangalore, on behalf of the National Co-ordinating Board-GATE, Ministry of
Human Resources Development (MHRD), Government of India, for the purpose of
admissions to the professional post- graduate engineering courses;
(h)

Graduate Pharmacy Aptitude Test (GPAT) means an all India examination


conducted by the AICTE, New Delhi for the purpose of admissions to the post-

graduate pharmacy courses;


(i)

Help Centers means the center notified by the admission committee for facilitation
of the candidate for off campus online admission process;

(ii)
(j)

Level means Post-graduate courses in Engineering/Technology and/or Pharmacy in


professional educational colleges or institutions of the State;;
Professional Post-graduate Courses for the purposes of these rules, means the
Master of Engineering, Master of Technology and Master of Pharmacy Courses, in the
Professional Educational Colleges or Institutions of the State;

(k)

Qualifying Examination means a Bachelors Degree


(a)

in engineering or technology for Master of Engineering or Technology;

(b)

in Pharmacy for Master of Pharmacy, obtained in AICTE approved courses,


from(i)

any of the Universities established or incorporated by the Central or the


State Act, or
(ii) any institution declared as deemed to be University under section 3 of
the University Grants Commission Act,1956 ( 3 of 1956), or
(iii) any other equivalent qualification recognized as such by the Government;
(l)

qualifying marks mean the marks which have been declared as qualifying marks for
assistantship every year either by GATE or GPAT as the case may be;

(ll) Sanction intake means intake sanctioned by registering or statutory body and/or
recognized university;.
(m) sponsored candidate" means a candidate who is serving in the Government
Engineering College, Government Polytechnic, Grant-in-aid professional technical
college or institute, Unaided College or Institute, research and development
organization or industry; and who is sponsored or deputed for the professional postgraduate course under the existing scheme of the AICTE;

(2)

(n)

University Grants Commission (UGC) means the University Grants Commission, a


statutory body constituted under section 4 of the University Grants Commission Act,
1956 (3 of 1956);

(o)

Website means the official website of the Admission Committee to carry out off
campus online admission process.

The words and expressions used in these rules but not defined shall have the meanings
assigned to them in the Act.

3.

Admissions to Professional Post-Graduate Courses.(1)

Admissions to the First Year of the Professional Post-Graduate Courses shall be given as
under, namely:(a)

All the Government Seats shall be filled in on the basis of merit list prepared by the
Admission Committee.

(b)

All the Management Seats shall be filled in by the management of the respective
Professional Educational College or Institution, on the basis of inter-se merit list of
the students whose names appear in the merit list prepared by the Admission
Committee.

The Admission Committee shall guide, supervise and control the entire process of
admission of candidates to the Professional Post-Graduate Courses in the Professional
Educational Colleges or Institutions.

Seats Available for Admission.(1)

For the purpose of admission to the first year of the Professional Post-Graduate Courses,
available seats shall include,A.

B.

Government Seats.(1)

All the sanctioned seats of the Professional Post-Graduate Courses in the


Government Colleges or Institutions of the State,

(2)

All the sanctioned seats of the Professional Post-Graduate Courses in the aided
Colleges or Institutions,

(3)

Seventy-five percent of the sanctioned seats of the Professional Post-Graduate


Courses in the unaided Colleges or Institutions, and

(4)

All supernumerary seats of the professional post-graduate courses in the


Government colleges or institutions and in the aided and unaided Colleges or
Institutions.

Management Seats.(1)

Twenty-five percent seats of the sanctioned seats of the Professional PostGraduate Courses in the unaided Colleges or Institutions, including fifteen
percent Non-Resident Indian seats,

(2)

The intimation received, in respect of sanction of seats, by the Committee three


days prior to the commencement of the first counseling program, shall be
considered as available seats, and

(3)

If any unaided College or Institution requests to fill up the Management Seats


by the Admission Committee, three days prior to the commencement of the
counseling program, such Management Seats shall also be considered as
available for giving admissions.

Eligibility for Admission.(1)

For the purpose of admission, a candidate shall have,(a)

passed the qualifying examination in the relevant discipline, as specified in column 4


of Appendix I with 50% (45% of SC/ST/SEBC candidates) marks at the qualifying
examination, and

(b)

obtained the qualifying marks in GATE in the relevant discipline for engineering and
GPAT for pharmacy.

A sponsored candidate shall have,(a)

passed the qualifying examination in the relevant discipline, as specified in column 4


of Appendix I with 50% (45% of SC/ST/SEBC candidates) marks at the qualifying
examination, and

(b)

obtained the qualifying marks in GATE in the relevant discipline for engineering and
GPAT for pharmacy; and

(c)

minimum two years full time working experience in the academic, industrial or
research organisation in the relevant discipline in which the candidate is seeking
admission after passing qualifying examination as on 1stJuly, of the year in which
application for admission is made.

Notwithstanding anything contained in of sub-rule (1) and sub-rule (2), if seats remain
vacant after granting admission to the GATE/GPAT qualified candidates, such vacant seats
shall be filled in from amongst the candidates including sponsored candidates who have
(a)

passed the qualifying examination in the relevant discipline, as specified in column 4


of Appendix I with 50% (45% of SC/ST/SEBC candidates) marks at the qualifying
examination, and

(b)

appeared at Common Entrance Test (CET) in the current academic year for the
relevant discipline.

(4)

A sponsored candidate shall have minimum experience as specified in clause (c) of sub-rule
(2).

(5)

Notwithstanding anything contained in these rules, admission in the Post-Graduate


Courses in(i)
Dhirubai Ambani Institute of Information and Communication Technology,
Gandhinagar,
(ii) Pandit Deendayal Petroleum University, Gandinagar,
(iii) Nirma Univeristy, Ahmedabad,

(iv)
(v)

Centre For Environmental Planning And Technology University, Ahmedabad, and


all sanctioned seats including sponsored seats for the Welding Technology Course
conducted jointly by the Maharaja Sayajirao University of Baroda and Larsen and
Toubro Ltd, Surat, shall be granted by these institutions/ Universities on the basis of
the merit order obtained in any All India Entrance Examination of repute.
Reservation of Seats.(1) For the purpose of admission, the seats shall be reserved for the candidates who are of
Gujarat origin and falling under the following categories and in following proportion,
namely:(a) Scheduled Castes
: 7%
(b) Scheduled Tribes
: 15%
(c) Socially and Educationally Backward : 27%
Classes, including Widows and
orphan of any caste
(d) Unreserved Economically Weaker Sections : 10%"
(2) A candidate seeking admission on reserved seat shall be required to produce a certificate
of inclusion in the concerned category:
Provided that the candidate belonging to Socially and Educationally Backward
Classes shall be required to produce a certificate to the effect of non-inclusion in
Creamy Layer in addition to the Caste certificate.".
(3) No caste certificate shall be valid unless it is duly stamped, signed and issued by the
authority empowered by the Government of Gujarat.

No certificate to the effect of non-inclusion in Creamy Layer shall be valid, unless it is


duly stamped, signed and issued by the authority empowered by the Government of
Gujarat. Such certificate shall have been issued on or after the 1st April of the academic
year in which the candidate is seeking admission.
If a candidate fails to submit the certificates as required under sub-rule (2) within the
stipulated time, his candidature shall be considered for admission under unreserved
category.

(6)

If a candidate of reserved category gets admission on unreserved seat in order of merits,


he may be given admission on the unreserved seat according to his preference. The
GATE/GPAT qualified candidates, who are qualified based on reserved category score, shall
be eligible only on reserved category seats.

(7)

The admission of a candidate of a reserved category on a reserved seat shall be valid


subject to the verification of caste certificate issued to him by the authority empowered
by the State Government in this behalf. In case the caste certificate is found to be invalid
on verification, he shall not have right to claim his admission on reserved seat and if he
has already been granted admission, such admission shall be cancelled. Admission of such

candidate may be continued in case of availability of vacant unreserved seats, subject to


the condition of eligibility of merit.
(8)

After granting admission to all the candidates of reserved categories on respective reserved
seats, the reserved category seats remaining vacant shall be transferred to the
unreserved category seats.

(9)

Reservation for Sponsored Candidates.(i)

The seats shall be reserved for the sponsored candidate in accordance with the
guidelines of the AICTE issued from time to time.
A candidate seeking admission on reserved seat shall be required to produce the
sponsorship letter.
No sponsorship letter shall be valid unless it is duly stamped, signed and issued by
the authority as may be determined by the Government.
The seats remaining vacant against the category of Sponsored candidates shall be
filled up from the merit list of unreserved category candidates.

Reservation For Physically Disabled Candidates.Three percent of the available seats in each category shall be reserved, in accordance
with the provisions of the Persons With Disabilities (Equal Opportunities, Protection of
Rights and Full Participation) Act, 1995 (1 of 1996), for the persons with disability who can
perform the academic activities in the respective course. A candidate with disability shall
have to submit certificate of disability issued and duly signed by the Civil Surgeon.
Explanation : person with disability means a person suffering from not less than forty per
cent. of any disability as certified by a competent medical authority.

8.

Reservation for the Children of Defense personnel and Ex-Servicemen.(1)

One percent of available seats shall be reserved for the children of Defense personnel and
Ex-Servicemen, for admission.

(2) A candidate claiming admission against the Ex-Serviceman category shall require to submit
a certificate to that effect duly issued by the Director, Sainik welfare Board, Gujarat State
or by the District Sainik Welfare Officer. In-Service Defence Persons / retired defence
persons notified by the Ministry of Home Affairs, Police Division-II, Government of India
shall require to submit certificate to that effect duly issued by the Commanding Officer of
the respective unit in which they are serving or were serving just before the retirement
respectively.
(3)

The seats remaining vacant against the category of Defense personnel and ExServicemen shall be filled up from the merit list of unreserved category candidates.

(4) The admission on such reserved seat shall be valid subject to the veracity of the
certificate being confirmed by the authority by whom the certificate is issued..
9.

Distribution of Seats.For the purpose of admission, seats shall be distributed as follows, namely:A.

Government Seats.(1)

Notwithstanding anything contained in rule 4, ninety-five percent of all the


sanctioned Government seats of the Professional Post-Graduate Courses shall be
filled by the candidates who,(a) have passed the qualifying examination from any of the Universities or
institutes, or
(b)

have passed Higher Secondary School Certificate Examination [Std. XII (10+2)
pattern] from any of the schools, or obtained Diploma in Engineering from any
of the Universities or institutes, situated in the State of Gujarat.

Five percent of all the sanctioned Government seats of the Professional PostGraduate Courses shall be filled by the candidates who(a)

have passed the qualifying examination from any of the Universities or


institutes, and

(b)

have passed Higher Secondary School Certificate Examination [Std. XII (10+2)
pattern] from any of the schools, or obtained Diploma in Engineering from any
of the Universities or institutes, situated outside state of Gujarat.

Notwithstanding anything contained in sub-rule (2), if any seat remains vacant which
were to be filled by the candidate falling under sub-rule (2), such vacant seat shall be
offered to and filled up by the candidate falling under sub-rule (1) and vice-versa.

Management Seats.Notwithstanding anything contained in rule 4, out of the twenty-five percent management
seats of the total sanctioned seats of the Professional Post-Graduate Courses in the
unaided Colleges or Institutions, ten percent seats of the total sanctioned seats of the
Professional Post-Graduate Courses shall be filled in by the candidates who(a)

have passed the qualifying examination from any of the Universities or institutes, or

(b)

have passed Higher Secondary School Certificate Examination [Std. XII (10+2) pattern]
from any of the schools, or obtained Diploma in Engineering from any of the

Universities or institutes, situated in the State of Gujarat.


10.

Supernumerary Seats.The supernumerary seats shall be filled in accordance with the directions of the AICTE, New Delhi
and the Ministry of Human Resources Development, Government of India.

11.

Preparation of Merit List.The Admission Committee shall prepare and publish discipline-wise two separate merit-lists of
the candidates who have applied for admission in the prescribed form, within the prescribed
time limit and who are found eligible for admission under these rules, in the following manner,
namely:(1)

(a)

The first merit list shall include the candidates who are eligible for admission under
sub-rules (1) and (2) of rule 5 the merit list shall be prepared on the basis of
marks/score obtained by such candidates in GATE/GPAT;

(b)

The second merit list shall include the candidates who are eligible for admission
under sub-rule (3) of rule 5 and merit list shall be prepared on the basis of marks
obtained by such candidates in Common Entrance test (CET);

(c)

The Merit list of the candidates belonging to reserved categories shall be prepared
separately.

The criteria for deciding merit order in case of candidates having equal merit marks shall be
in the following sequence, namely:(a)

Percentage of marks obtained at qualifying examination,

(b)

Date of Birth (candidate who is older in age shall be given priority).

Correction of Marks. In case of change in marks of a candidate in the Qualifying Examination, such candidate shall
produce a letter to that effect issued by the competent authority or the corrected mark sheet
issued by the Institutes/Universities, before the Admission Committee at least one day before
the commencement of admission process (counseling program) but not later than seven days
from the receipt of letter or, as the case may be, corrected mark-sheet. In such case, he shall be
placed at an appropriate order in the merit list.

13.

Registration for admission.(1)

A candidate seeking admission shall apply on-line, for the registration of his candidature,
on the web-site, within the time limit specified by the Admission Committee.

(2)

A candidate who intends to make application for admission in more than one discipline
shall require to make separate registration for each discipline provided he is eligible for
admission in other disciplines.

(3)

The Admission Committee shall, by advertisement in the prominent newspapers widely


circulated in the State, by web-site and by such other means, as it may consider
convenient, publish the date of registration, the list of Help Centers, last date for
submission of registration form, courses offered and such other information as may be
necessary in this behalf.

(4) For the purpose of registration in any mode of admission either through Admission
Committee or at Institute level, the candidate shall be required to make payment of such
sum towards the registration fees, etc. as determined by the Admission Committee.
(5)

Where a candidate has made more than one registration in the same discipline, the
registration made at the later stage shall be taken into consideration for admission and the
other registrations in the same discipline shall be treated as cancelled.

(6)

A candidate shall be required to obtain the print out of the registration form and shall sign
and submit the same, along with the self-attested copies of the requisite certificates and
testimonials as specified in the registration form, at the Help Centre. The candidate shall
have to produce for verification, the original certificates and testimonials of the documents
attached with the registration form, at the Help Center, within time-limit as may be
specified by the Admission Committee. An acknowledgement receipt for the same shall be
given by the person authorized by the Admission Committee.

(7)

The application of the sponsored candidate shall be submitted by the authority sponsoring
the candidate along with sponsorship letter. The candidate may submit one advance copy
of the application to the Admission Committee.

(8)

The Help Center may retain any original certificate or testimonial which it considers
necessary until the admission process is completed and issue the receipt of the same. Such
Help Center shall return the original certificate or testimonial to the candidate after
completion of the admission process.

(9) The candidate who is unable to produce the original certificates and testimonials necessary
for the purpose of admission at the time of registration within the time-limit prescribed in
sub-rule (6), may be registered for admission, subject to following conditions, namely:(i)

(ii)

On payment of Rs.5,000/- (Rupees five thousand) to the Admission Committee as


security deposit by the candidate. If the candidate submits the required documents
within a period of five working days, the amount of the security deposit shall be
refunded after deducting Rs. 500/- (Rupees Five hundred) towards the administrative
expenditure;
In the event of failure to submit the original certificates and testimonials within the
time limit as aforesaid, the registration may be cancelled and the security deposit
may be forfeited.

14.

Admission Procedure.The admission procedure shall be off campus online in the following manner, namely:(1)

The Admission Committee shall prepare merit lists of the eligible candidates who have
applied under sub-rule (1) of rule 13, after verification of the documents submitted under
sub-rule (6) of rule 13.

(2)

The merit lists shall be displayed on the web-site of the Admission Committee and by such
other means, as the Committee may consider convenient.

(3)

The Admission Committee shall publish the schedule of online counseling program on its
web-site, by advertisement in the prominent newspapers widely circulated in the State,
and by such other means, as it may consider convenient.

(4)

The candidate shall be required to indicate his discipline wise order of choices of courses
and colleges or institutions, online. Allotment of seats shall be made on the basis of merit,
category of the candidate and availability of seats. The allotment of seats shall be published
on the web-site of the Admission Committee. The candidates are required to obtain the
print out of the Information letter and bank fee receipt copies from the website.

(5)

The admissions shall be granted in the following order, namely:(a)

to those candidates whose names appear in the first merit list,

(b) if seats remains vacant, to those candidates whose names appear in the second
merit list.
(6)

The candidate shall be required to pay such fee, as may be determined by the Admission
Committee.

(7) On payment of tuition fees as required under sub-rule (6), either online payment or in the
branches of banks as specified, the admission allotted to the candidate shall get confirmed.
The candidate shall be required to login to his account to get the print out of the
Admissions Slip. In case, the candidate fails to pay the tuition fees within the prescribed
time limit as aforesaid, the admission offered to him shall be treated as cancelled. Such
candidate shall not be eligible to get admission on same course in the same institute in the
successive rounds of counseling.
(8)

Where considerable number of seats falls vacant and it appears to the Committee to fill the
vacant seats, it may conduct the on-line admission process for upgradation/reshuffling of
seats. The candidate, who opts to partake in such process by giving online consent, shall be
considered for such rounds and the candidate may be upgraded in the choices given under
sub-rule (4). If the candidate gets the admission on the basis of up-gradation, then, his
admission granted earlier shall be treated as cancelled.

Fee.(1)

A candidate who gets admission in the Government or aided college or institution shall have
to pay such fees, as may be determined by the Government, at such stages, as may be
determined by the Admission Committee.

(2)

A candidate who gets admission in unaided colleges or institutions shall have to pay such
fees, as may be determined by the Fee Regulatory Committee constituted under section 9
of the Act, for unaided colleges or institutions, at such stages, as may be determined by
the Admission Committee.

(3)

If a candidate, who has paid the fees after getting admission, gets his admission cancelled
within time limit specified by the Admission Committee, his fees shall be refunded after
completion of the admission process, provided that the seat vacated by him is filled by
another candidate.

(4)

If a candidate who has paid the fees after getting admission and gets his admission changed
in another course and/or college or institution in the upgradation/reshuffling process, he
shall pay the difference of fees, if any, at the time of getting admission or, as the case may
be, fees shall be refunded after the completion of admission process.

Change of Course or Institution.Except as provided in these rules, no candidate shall, after getting admission, be allowed to
change his course or, as the case may be, college or institution in any circumstance.

17.

Documents to be Attached with the registration form.(1)

The candidate shall submit the self-attested copies of the following documents with the
print out of registration form at Help Centre, namely:(i)

H.S.C. Examination (Std. 12th) Mark-sheet,

(ii)

Diploma in Engineering Examination

(iii)

Qualifying Examination Mark-sheet/ statement of marks of final year, (% equivalent


certificate is to be attached if the marks statement is in Grade/CPI/CGPA or any other
format except in % marks)

(iv)

Degree Certificate,

(v)

GATE/GPAT Score Card,

(vi)

School Leaving Certificate or Transfer Certificate,

(vii) Caste certificate for a candidate belonging to Scheduled Castes (SC), Scheduled Tribes
(ST) and Socially and Educationally Backward Classes (SEBC), issued by the authority
empowered by the Government of Gujarat in this behalf,
(vii-a) Category certificate for a candidate belonging to Unreserved Economically Weaker

Sections (UEWS), issued by the authority empowered by the State Government in this
behalf,
(viii) Non Creamy Layer (NCL) certificate of the family, issued after 1st April of the relevant
academic year, by the authority empowered by the Government of Gujarat in this
behalf,
(ix)

Certificate of Physical Disability, issued and duly signed by the


Surgeon/competent authority, in case of a Physically Handicapped candidate,

Civil

(x)

Certificate of Ex-Serviceman, duly issued by the Director, Sainik Welfare Board,


Gujarat State or by the District Sainik Welfare Officer,

(xi)

A copy of certificate of In-Serviceman duly issued by the Commanding Officer of the


respective unit in which he is serving,

(xii) Sponsorship letter issued by the authority sponsoring, in case of sponsored


candidate,
(xiii) In case of sponsored candidate, experience certificate along with Form 16 under IT
Act, 1961, from the employer for last 2 years,
(xiv) Such other certificates as the Admission Committee deem necessary.
Note: The candidate shall attach only those copies which are necessary to be attached with
the application form.
18.

Ineligibility for admission on production of false documents.During verification of documents, if the Admission Committee/Help Centers finds any certificate
or testimony or information submitted by any candidate, incorrect or false, the candidature of
such candidate shall be cancelled for that year and he shall be disqualified for admission for the
period of next two years.

19.

Cancellation of Admission and Refund of Fee.(1)

In case of cancellation of admission or transfer of candidate by the Admission Committee,


due to administrative reasons, the college or institution in which the candidate was
granted admission shall refund the fee collected by it, to such candidate.

(2)

(a)

In case of a candidate withdrawing his candidature before completion of admission


process, for any reason whatsoever, he may login to his account on the web-site of
the Admission Committee for online admission process and put the request for
cancellation of admission within the time limit specified by the Admission
Committee. In such case, the fee collected, if any, by the Admission Committee shall
be refunded to such candidate, subject to the condition of such vacated seat being
filled up by the Admission Committee;

(b)

After completion of online admission process and before declaration of schedule of


admission on vacant seats, if any candidate who has withdrawn his candidature in the
manner as provided in Para (a), the fees paid by him shall be refunded, subject to the
condition of such vacated seat being filled up by the institution, as per the directions of
Admission Committee and prevailing rules of AICTE.

(c)

A candidate desirous to withdraw his candidature after completion of admission on


vacant seats, for any reason whatsoever, shall have to request in writing in person to the
college or institution in which he is granted admission but he shall not be entitled to get
refund of the fees paid by him for getting admission.

(d)

In case of cancellation of admission at college or institute level on the request of the


student, he shall liable to pay the fees for the current semester and no college or
institution shall demand fee for further semesters.

Vacant Seats.(1)

After offering admission to all the candidates whose names appear in the merit list or
after completion of the online admission process, if the seats remain vacant, such vacant
seats shall be filled by the college or institution by preparing common merit list, in
accordance with the directions of the Admission Committee and in the manner prescribed
in sub-rule (2).

(2) The Admission Committee shall, by an advertisement in the prominent newspapers widely
circulated in the State, by web-site and by such other means, as it may consider
convenient, display the details of vacant seats and schedule for admission to the vacant
seats. The candidates who are already in the merit list of the Admission Committee shall
have to give on-line consent in the time limit as specified by the Admission Committee to
participate for the vacant seats round. Whereas the eligible candidate who has not
registered earlier or if he has registered earlier but not appeared in Common Entrance
Test of corresponding year, conducted by the Admission Committee shall have to register
online as per the schedule declared by the Admission Committee.
A candidate who has newly registered or given consent as per above shall have to take
the print out of the registration form/consent form and approach the self-finance college
or institution of his choice for admission on the vacant seats. An acknowledgement shall
be given to the candidate by the concerned self-finance college or institution.
A candidate who has given his consent or who is newly registered shall only be
allowed to participate in admission procedure for the vacant seats. The concerned selffinance college or institution shall process the filling up of vacant seats among such
eligible candidates who have submitted the consent form/registration form by preparing
common intra-se merit list in the following order and the guidelines issued by the
Admission Committee from time to time:

(i)
the names of the candidates whose name appear in the merit list of the
Admission Committee;
(ii) after allotting the seats to candidates mentioned in Para (i) above, if seats remain
vacant, the college or institution shall fill such seats from the candidates who have
cleared the qualifying examination with minimum eligibility criteria prescribed in rule 5
and who have newly registered for the vacant seat admission. Such candidates shall be
eligible for admission though they have neither qualified in GATE/GPAT nor appeared in
the Common Entrance Test of the corresponding year, conducted by the Admission
Committee. The merit list shall be prepared based on percentage of marks obtained at
qualifying examination.
21.

Admission to Unaided Colleges or Institutions.(1)

The Management Seats may be filled, by the management of the respective unaided
colleges or institutions based on the inter-se merit list of the candidates whose names
appear in the merit list prepared by the Admission Committee:
Provided that no candidate shall be admitted against the management seat unless his
name appears in the merit list prepared by the Admission Committee:
Provided further that where any Non Resident Indian seat remains vacant, such seat shall
be filled in from the Management Seat:
Provided also that where any management seat remains vacant, such seat shall be filled by
Admission Committee as Government Seat.

(2)

The admission process for filling up of Management Seats shall be carried out by the
management of the respective unaided colleges or institutions in accordance with the
procedure as may be determined by the Admission Committee.

(3)

The unaided colleges or institutions shall collect the fees, as may be determined by Fee
Regulatory Committee constituted under section 9 of the Act, and such other fees as
provided under the provisions of the Act.

(4) No college or institution shall retain the original documents or testimonial of the candidate.
In case of breach of such provision, the college or institution shall be liable to penalty as
specified in rule 22.
22.

Penalty.Any breach of any of the provisions of the Act, these rules and any directions issued by the
Government, or as the case may be, shall be liable for penalty as defined in the Act.

23.

Interpretation.In implementation of the provisions of these rules, if any difficulty or question arises as to the
interpretation of any provision, the decision of the State Government shall be final.

3. INSTRUCTIONS/GUIDELINES FOR ONLINE ADMISSION


All the candidates hereby informed that all the activities of admission described in this chapter can
be performed within stipulated time limit as declared by Admission Committee, and refer the
admission schedule declared by Admission Committee time to time.
User ID and PIN can be obtained by the candidate by paying Rs. 1000/- in cash, from any of the
designated branches of Dena Bank. The details of the branches of Dena Bank from which User
ID and PIN can be obtained, are given in List of Bank Branches. Refer Annexure III
3.1

PROCEDURE FOR ONLINE REGISTRATION:


1. Candidates who have passed the qualifying examination as per eligibility criteria mentioned
in Appendix - I of amendment of admission rules, 2016 are eligible for registration.

The candidates seeking admission are advised to study the admission rules vide Education
department, Government of Gujarat Notification NO.GH/SH/37/2013/PVS/102013/404/S
dated the 26th June, 2013, Notification No GH/SH/26/2015/PVS/102011/335/S dated 16th
June, 2015 and Notification No GH/SH/31(3)/2016/PVS/102011/335/S dated 14th June,
2016. However in case of a candidate applying without being eligible his registration will be
summarily rejected and his registration fee will be forfeited. No correspondence will be
entertained in this matter.

Both GATE/GPAT qualified candidates and non GATE/GPAT candidates shall have to apply
online to become eligible for admission

Before applying online, the applicant has to purchase PIN cover containing User ID and 14
digit PIN costing Rs. 1000/- (non-refundable) in cash only from designated branches of
Dena Bank between 04/7/2016 to 11/7/2016 during Normal banking hours, except on
Public Holidays and Sundays. The list of designated branches is available in this booklet
(Refer Annexure III).

The eligible Candidate should apply to appropriate discipline for which he is eligible as per
eligibility criteria shown in Appendix I of amendment of admission rules 2016.

If he is eligible for more than one discipline, he can apply for as many disciplines, provided
he has to purchase a separate PIN cover for each discipline.

Eligible Students have to log on to the website www.gujacpcadm.nic.in from anywhere on


the internet for Online Registration. The window as shown in Fig 3.1 will appear on the
computer screen.

To register as a new user click New Users Click Here button. By doing so, New Registration
window will be displayed on the computer screen as shown in Fig. 3.2.

The candidate has to choose his course name by selecting the option of choice for M.E. /
M. Tech. or M. Pharm. from the combo and wait till the other details appear on the

computer screen as Fig. 3.3

After that, Enter User ID, 14 digit PIN (As supplied with pin cover) and Green number and click
SUBMIT button. Then, the Online Registration Form window will be displayed on the computer
screen as shown in Fig.3.4

The candidate has to fill up all the relevant details in the required format as displayed in Online
Registration Form (Fig. 3. 4). After mentioning name of passing degree, all the eligible Name of
discipline applying for shall appear, the candidate shall select, any one and go ahead and complete
the registration process for that particular discipline. In case he wishes to apply for another discipline,
the procedure for same is discussed below. For GATE qualified candidates separate details of GATE
details shall appear as shown in above screen of Fig 3.4
Similarly for Sponsored candidates, separate details related to Details of Experience shall appear as
shown in above screen of Fig 3.4.
After that, the candidate has to enter a password by entering with at least 6 (six) and
maximum 12 (twelve) alphanumeric characters with at least one special character and one
capital letter. Re-enter the same password at the space marked as Confirm Password. For
future login the candidate has to use the same User ID, PIN and password only. Thus candidate
has to remember the password for subsequent login.
The candidate has to upload his recent color passport size photograph in jpg/png/bmp format
of maximum 20 kb size.
*Caution : Please do not share your password, USER ID and PIN with anyone.
Verify the entries made and if every detail found correct and if the declaration is acceptable
then click I accept option at the bottom of the form. If the candidate selects I accept
option, he will be allowed to click the Submit Registration Detail button. In case any
mandatory information not filled then registration will not be completed. In such cases the
incomplete fields will be highlighted by * with red colour or message will be displayed.
Provide the incomplete information and go ahead with click Submit Registration Detail button.
By doing so, an Instruction window will appear as shown in Fig. 3.5. To get the print out of
Registration details click on Click here caption.

* In case of misuse disciplinary action up to cancellation of admission shall be initiated.


Thereafter a Registration window will appear on computer screen as shown in Fig. 3. 6 Candidate will
find a number against Select Registration No. This shall be the registration No. of the candidate for the
particular discipline. The candidates are advised to remember this along with User I. D. for all future
communications.

As soon as candidate selects the registration number candidate will get his Registration Details in
Registration Detail window as shown in Fig. 3.7

The candidate has to check all his details shown. If any of the details shown is not correct than he
can edit / update the details by clicking on option Edit Registration Details provided at the
bottom of window or at the top of window.
If candidate is sure than only he should click on confirm Registration Details. Once Registration is
confirmed the candidate cannot edit any registration details.

The candidate will be able to take printout of the Registration Details only after pressing Confirm
Registration Details button. The candidate can click the Print Your Details button for printing
Registration Details page, refer Fig. 3.8

If a candidate is eligible to apply in more than one discipline, at a time of On line Registration he will
get all the disciplines for which he is eligible to apply in Name of Discipline Applying for: option in
On-Line Registration Form. He can choose any one and can fill up the details. He can apply for other
discipline only after giving confirmation for at least one discipline. After giving confirmation for one

discipline he can apply by clicking on Registration for Other Discipline in Registration details as
shown in Fig. 3.9 and accordingly apply for another disciplines after filling details as shown below

To apply for other Discipline candidate has to enter Another User Id and Another Pin No
(Purchased from Bank) and click on Submit Registration Details button. By doing so he can apply
for another discipline. To get the Registration Details of other Discipline, he has to click on
Registration Details option provided at top of the window. Refer Fig. 3.10

By selecting respective Registration No. available against Select Registration No he can get the
Registration Details of that discipline and can get print out of Registration Details of that
Discipline.

For the confirmation of registration at Help Centre, all candidates have to take printout of the
Registration Details (two copies) for each discipline separately, self- attested copies of all
relevant documents (as per the list mentioned at the bottom of the Registration Details) should
be attached with the Registration Details. Candidate has to compulsorily sign the Registration
Details at the space provided.
The candidate then has to reach at any designated Help Centre (Refer AnnexureII) with
Registration Details and its attachments for each discipline separately, to submit at Help
Centre and to collect Registration acknowledgement Slip cum Hall ticket for PGCET 2016
separate for each discipline. He has to carry original documents for verification at Help Centre.
Thus if a candidate has applied for two disciplines, he has to submit registration form
separately for both disciplines and collect Registration acknowledgment slip separately for
both disciplines.
The process of verification of documents at designated Help Centre is mandatory for all
candidates, if a candidate fails to verify the documents within stipulated time limit as declared
by this committee, the candidature of the said candidate shall not be considered for further
admission process.
The candidates falling under following class/category have to report only at Help centre at L. D.
College of Engineering, Ahmedabad for document verification. This centre shall accept the
registration forms of following candidates ONLY. Accordingly, candidates of below mentioned
class are hereby informed to report at Help centre at L. D. College of Engineering, ACPC
Building, Ahmedabad only.

All GATE qualified candidates

All Sponsored category candidates

All outside Gujarat candidates


(Outside Gujarat candidates means a candidate who has passed both i.e. XII
(Science)/Diploma Engineering and B.E./B. Tech./B. Pharm. from schools/institute/universities
situated outside Gujarat state)
The officer at the Help Centre will verify the Registration Details and photocopies of relevant
documents with originals. The officer will retain Registration Details and set of self attested
documents, and issue the Registration acknowledgement Slip cum Hall ticket for PGCET 2016 with signature and seal to the Candidate. It is mandatory for all candidates even for
those whose results is awaited to confirm the registration at Help Centre and obtain
Registration acknowledgement Slip cum Hall ticket for PGCET 2016 without which candidate
shall not be eligible for the further admission process.
In case of Non GATE/Non GPAT candidates, the applicant has to appear for PGCET-2016 in the
discipline he has applied for and if he has applied for more than one discipline he has to appear

for the PGCET in as many disciplines as per his application for admission. The detail discipline
wise program for PGCET 2016 shall be available after completion of registration process on
committees website.
The candidates who have appeared in the final semester examination of qualifying exam. and
their result is awaited are also eligible to apply provided they pass the qualifying examination as
mentioned in Appendix-I of Post Graduate Engineering/Technology & Pharmacy Admission
Rules, amendment 2016 . However, the merit number in such cases will be allotted, if the mark
sheet and provisional degree certificate of passing of qualifying examination is submitted
within the scheduled time limit.

After admitting GATE/GPAT qualified candidates as per merit of the valid GATE/GPAT qualifying
marks/score, the vacant seats if any, will be filled as per merit secured in PGCET 2016.

The candidates who have passed qualifying examination with a mark sheet having SPI/CPI/CGPA/
Grade shall have to produce percentage equivalent certificate issued by university/institute from
where they have passed the qualifying examination.
For GTU candidates, the conversion formula for CGPA to equivalent % is follows:
% Equivalent marks = (CGPA- 0.5) x 10

All the GATE/GPAT Qualified candidates shall have to submit Self attested copy of GATE/GPAT
score card.

The application of the sponsored candidate shall be submitted by the Institute /authority
sponsoring the candidate along with sponsorship letter. The sponsored candidate also shall have
to apply online to become eligible for admission Further they shall have to attach copy of
experience certificates, Form 16 Under IT Act, 1961 for last 2 years from the employer and
sponsorship certificate (standard format) attached in this brochure in addition to other requisite
certificates/documents.

The caste certificate/Non inclusion in creamy layer certificate for SEBC category/Unreserved
Economically Weaker Section Certificate (Parishishta A in Gujarati version)/Medical Certificate
for Physically Handicapped candidate /Ex-serviceman category certificate /Sponsorship
certificate etc should be duly stamped, signed and issued by the authority empowered by
Government of Gujarat.

20.

The candidate belonging to SEBC category shall have to produce to the effect of non-inclusion in
Creamy Layer(Parishista 4 in Gujarati version), in addition to caste certificate; such certificate
shall have been issued on or after the 1st April 2016.

21.

The acknowledgement slip and a photo identity proof in original must be produced at the time
of the PGCET-2016 for verification. No candidate shall be permitted to appear in the PGCET-

2016 without the valid acknowledgement slip. It must be preserved even after the PGCET-2016
and it should be presented as and when required during admission process.
22.

The Examination number for PGCET 2016 is your User I. D. / Registration number allotted to you
by this committee. If there is change in the examination Number, the same shall be notified on
the Admission Committee Website one day before the PGCET 2016 schedule date.

23.

Incomplete registration forms and without self attestation or incomplete documents are liable to
be cancelled/rejected.

24.

No separate call letter shall be issued for appearing in PGCET-2016. The candidate shall have to
remain present as per schedule mentioned in admission schedule at his own cost.

25.

The candidates shall have to bring all original certificates/ testimonials/documents for
verification at the time of reporting at help center during registration process.

26.

The admission on Sponsored seats shall be as per Government of Gujarat Post graduate
Admission rules, guidelines and AICTE guidelines.

27.

After successful completion of registration process, conductance of PGCET - 2016, provisional


merit number (rank) will be allotted on a stipulated date. Candidate will be able to view
provisional merit number (rank) with his user ID on website www.gujacpcadm.nic.in under
Registration Details button OR can also view on website www.jacpcldce.ac.in After that
candidate can start filling their choices related to their Discipline applied for and
Course/Specialization based on B.E. passing degree and Discipline applied for.

28.

Important note for GATE qualified candidates: It is the responsibility of the admitting
institution/university to award the MHRD scholarship/assistantship to only those candidates who
have secured marks equal to or more than the qualifying mark in the concerned GATE/GPAT
discipline and for the corresponding category of the candidate. The management of the
postgraduate scholarship/assistantship is also the responsibility of the admitting
institution/university. The admission committee has no role in the award or disbursement of
scholarship/assistantship. Thus, mere admission as GATE/GPAT qualified candidates, does not
guarantees MHRD Scholarship/assistantship.

29.

The Name of Post Graduate Discipline and Name of course/specialization as mentioned in


the list of participating institutes in Annexure I of this booklet is for Admission
purpose only, it has no co-relation with the nomenclature of the degree awarded by the
Concerned Institute/ University. The Candidate are hereby advised to contact the respective
Institute/ University or competent authorities before securing admission, for the exact
nomenclature of the degree awarded, its detailed syllabus and employment prospects
for different courses / specialization as stated in list of institutes (Annexure I). The Admission

committee has no role in the nomenclature of the Degree awarded and their syllabus of the
concerned Institute / University.
30.

In case of GATE/GPAT qualified candidate the candidate shall be eligible as per his category in
the respective discipline based on qualifying scores as announced by GATE/GPAT coordinating
bodies. A reserved category candidate shall be eligible on unreserved seat provided he is
having qualifying score for unreserved category. However, he shall be eligible on reserved seat
if he is having qualifying score for concerned category and discipline.

31. If the information submitted by any candidate is found to be fraudulent, incorrect or untrue at
any stage (even after provisional admission), the seat allotted (if any) will be cancelled without
any further reference. Moreover, such candidate may no longer be considered eligible for
admission and will also be liable for legal/penal actions.

For filling up the choices, click on Available Choices and candidate can see all available
choices of his eligible discipline. There will be many options of available choices for
candidate. The candidate can sort his choices according to institute name, type and district
wise etc. (Fig. 3.14) If the candidate has applied for more than one discipline in case of
M.E./M. Tech candidates, choices of all disciplines as per his application and eligibility
criteria will be shown. The candidate can give priority from all the available choices
consisting of different disciplines as per his application. Based on his priority and merit
order the allotment shall be done. Since the admission is online and priority of choices is an
important parameter in allotment of seat, all candidates are advised to fill choices and
priority with utmost care and precision. It is to be noted, the allotment is done based on
choices and priorities filled by candidate himself. The admission committee has no role in
choice filling process by the candidate concerned.

The candidate can fill single choice as well as multiple choices at one time.
For filling up single choice, by clicking on ADD button in LEFT grid, one can
fill single choice at one time and the choice will be shifted and displayed in
RIGHT grid after the previously selected choices as shown in Fig. 3.15.

For filling up multiple choices, the candidate has to select all the choices by
clicking square box on the left side in LEFT grid and press the Add Multiple Choice
button, by doing so, all the selected choices will be displayed in the RIGHT grid.
The candidate has to give priority of choices by move choice function or by swap
choice function.
Using Move Choice Function, the candidate, by entering the current choice
number [5] in the box and the choice number to which it is to be shifted [2] in
the box, can get the current choice number [5] shifted between choices 1 and 3.
Using Swap Choice Function, candidate can interchange any two choice priorities.
For this, candidate will have to enter choice numbers which are to be
interchanged in the boxes provided.

The candidate has to press SAVE AND CONTINUE button for saving the filled choices. After filling
all choices he has to enter SAVE AND EXIT button (Refer Fig.3.16).
The candidate has to lock his final choices within the stipulated time limit. On clicking Lock Choices
button a message Enter your 14 digit PIN number will be displayed. By entering your PIN,
choices will be locked. After locking, and within stipulated time period, if candidate wants to modify
choice, he should click on Modify Choices button (refer fig 3.17) then he will be redirected to Choice
Filling page. If he wants to modify the locked choices, click on Unlock Choice button by entering
your 14 digit PIN number he can unlock the filled choices. Repeat the same procedure of locking of
choices mentioned earlier.

The candidate can also get print out of filled choices by pressing Print filled choice Button.

3.3

MOCK (TRIAL) ROUND :


There will be one mock (trial) round of seat allotment prior to the actual seat allotment
round. During the mock round the candidates have to fill their choices online within specified
time schedule. After that as per the counseling schedule the result will be declared. The
candidates can see their result by login to their I. D. on the website www.gujacpcadm.nic.in.
After the declaration of the result of mock round, candidates can go through the cut-off
marks/Rank of the different institutes as per his eligible course so that they can get an
idea for the filling the choices for the actual rounds. After declaration of result of mock round,
the candidates can add/edit/delete/modify their Choices for regular (actual) round of
counseling.

3.4

ALLOTMENT OF SEATS OF ACTUAL ROUND:


1. As per the schedule placed on the website, after completion of Mock Round as per above
Steps, the candidates can add/edit/delete/modify their Choices for regular (actual) round of
counseling during the stipulated time schedule. After the choice filling period is over for Actual
Round, the ACPC will process for allotment of seats and declare the status of allotment on the
website www.gujacpcadm.nic.in. The candidates can view their status of allotment by login
with their own user ID and password.
2. The statistics of the latest status of allotment of seats will also be available on the website
www.gujacpcadm.nic.in and or on www.jacpcldce.ac.in.
3. After declaration of results of allotment of seats, if the candidate gets any seat, he can get
Information Letter along with bank fee challan showing requisite tuition fees to be paid, by
clicking on the link Result and thereafter on Information Letter (as shown in Fig. 3.18). If the
candidate didnt get any seat then message will be shown as Sorry! You did not get any seat.
The candidate who has been allotted a seat, shall take the printout of the Information Letter of
seat allotment (two copies). The candidate wishes to pay fees at bank has to take print out of a
Payment Slip and those who wishes to make the payment online either using debit/credit card
or net banking facility can do so by clicking on Make Online Payment button. The allotment
of seat in any course at any institute shall be subject to approval from AICTE and affiliation
from affiliating university at the time of allotment. In case any course at any institute is not
fulfilling the above criteria at the time of allotment, no allotment shall be made to that
particular course/institute.

3.5 PROCEDURE FOR CONFIRMATION OF ALLOTTED ADMISSION


1.

The successful candidate has to pay by cash the requisite amount of tuition fee at any of
designated branches of Dena Bank or through online payment within the time limit specified by
the Admission Committee. By doing so, the admission allotted to the candidate get automatically
confirmed. The candidate has to login to is I. D. and click on Admission Detail, thereafter click on
Print Admission Slip link, by doing so, candidate can get the print of Admission Slip (Fig. 3.19).

The candidate, who has been allotted seat, but does not deposit the prescribed fee by the due
date, his particular admission will automatically be cancelled. Therefore, the candidates are
advised to deposit their fee within the stipulated time limit without fail. However he can take
part in the next round of counseling, if any, provided he has to give online consent during the
specified time limit but such candidate shall not be eligible to get admission on the particular
seat allotted to him in subsequent phases of admission.

3.

Those candidates whose Payment Slip generated with zero fee need not go to the bank. They
have to confirm their admission online by login to their user ID and password. For confirmation
of their admission such candidates have to click on Result > Information Letter, then a message
as shown in Fig. 3.20 will be displayed. To confirm their admission, click on Accept button. Those
candidates who click on Decline button, their allotted admission will not be confirmed, and such
candidates shall not be eligible to claim the particular seat allotted to them in the subsequent
phases of admission, if any. Those candidates who accept the admission can get the print of
Admission Slip (Fig. 3.19) after entering in to their login ID.

4.

If the admitted candidate is NOT willing to participate in the next round of admission in order to
upgrade his admission, he has to immediately report to the allotted Institute for enrolment with
Information Letter, Admission Slip Bank Challan / Online Fee Receipt and photo copies of all
documents. The candidate is not required to submit original certificates/documents at the institute.
Here, the candidate is not required to make any payment in any manner/on any head until and
unless the admission of the current year declared closed officially by ACPC.

3.6

TO CANCEL THE ADMISSION AND THEREAFER RE-INSTATE THE ADMISISON


1.

After confirmation of admission in particular phases of admission, if the candidate wishes to


cancel his admission within the schedule prescribed by the Committee, he has to click on
Admission Cancel (Ref. Fig. 3.21) button by login in the website with his user ID and
password. By doing so, his present status of the admission will be displayed and by clicking
the Submit for Cancellation button (as shown in Fig. 3.22), the details of cancellation can be
seen. If the candidate wants to cancel the admission which has already confirmed, he has to
click on OK button shown in Fig. 3.22. Thereafter SMS containing OTP (One Time Password)
will be sent on the mobile number which was registered by the candidate at the time of
registration. On typing the OTP number (See Fig. 3.23) the admission will be cancelled
online. Thereafter such candidate cannot take part in the further process of admission.

2.

To reinstate the admission: The candidate who wants to reinstate the admission, cancelled
by them as per (1) above, they have to give consent by clicking on Re-Admission button on
the Admission Detail menu (see Fig. 3.21) after login to the portal by using their login ID
and password. By doing so, OTP (One Time Password) will be sent through SMS on the
mobile number registered at the time of registration. On typing the OTP number as
procedure followed in (1) above the admission can re-instate online. The candidate has to
take the print out of the re-instate admission slip.

Note: The Candidate can re-instate his cancelled admission for maximum 02 (Two ) time
only during the entire admission process, within time limit specified by the admission
committee.

3.7

NEXT ROUND OF COUNSELING (Reshuffling Round)


1. After declaration of first allotment of seats by the ACPC and online confirmation of admission,
by the candidates within the stipulated time limit, the ACPC will declare Vacant Seats, if any,
on the website www.gujacpcadm.nic.in and on www.jacpcldce.ac.in
2. After declaration of Vacant Seats, if the Admission Committee decides to conduct one more
round of counseling, the candidates will be given certain time period to give consent online by
clicking Reshuffling button after login to their user ID and password on www.gujacpcadm.nic.in
for participation in the next round. While giving consent for next round of counseling, the
candidates can upgrade their choices and/or fill new choices if they want to do so, otherwise
their choices given earlier will remain unchanged and allotment will be made accordingly.
3. In case a candidate WILLING to participate and take part in the next round of counseling in
order to upgrade his admission choice, he is NOT required to report at the college allotted in
the previous round. In this case, the candidate can wait until the allotment of seat in the next
counseling is declared.
4. The candidates, who have not been allotted any seats in the first counseling, will have to give
online consent for participation in the next round of admission process. The candidates who
have been allotted seats in the first counseling and are still keen to participate in the next
round of counseling can also take part in the counseling process after giving online consent. To
participate in the next round of counseling process, the candidate has to login using his Login
ID on the website www.gujacpcadm.nic.in during the specified time limit and click on
Reshuffling button.

3.8 COMPLAINTS/GRIEVANCES:
Any candidate, during the period of admission process, wants to lodge complaint/grievance
against any institution; he has to register his complaint/grievance through online by login his
Login ID on the website www.gujacpcadm.nic.in during the specified time limit. To do so, the
candidate has to click on Complaint button at the menu bar on the top of the screen (Fig.3.24).
In the text box provided as Description of Complaint the candidate has to type the details of
complaints briefly. The candidate may upload document, if any, in support to the
complaint/grievance by clicking Browse button. Thereafter, the candidate can view the status

of his complaint by clicking View button at the menu bar on the top of the screen (Fig.3.25).

3.9

IMPORTANT NOTE FOR GATE/GPAT QUALIFIED CANDIDATES:


It is the responsibility of the admitting institution/university to award the MHRD
scholarship/assistantship to only those candidates who have secured marks equal to or more
than the qualifying mark in the concerned GATE/GPAT discipline and for the corresponding
category of the candidate. The management of the postgraduate scholarship/assistantship is
also the responsibility of the admitting institution/university. The admission committee has no
role in the award or disbursement of scholarship/assistantship. Thus, mere admission as
GATE/GPAT qualified candidates, does not guarantees MHRD Scholarship/assistantship.

4. MANAGEMENT QUOTA (M.Q.) GUIDELINES


GUIDELINES FOR FILLING UP MANAGEMENT QUOTA (INCLUDING NRI SEATS)
Guidelines for filling up Management Seats:
(1) Each institute will have to conduct admission process in a fair, transparent & non-exploitative
manner and non eligible candidate should be denied issuing or accepting his/her admission form.
(2) Each institute would nominate one Nodal Officer from their institute for granting admission on
Management Seats. Name of Nodal Officer with telephone number should be informed to the
Admission Committee. Candidate as well as Admission Committee may contact Nodal Officer in
connection with any complaint related to the Admission and Nodal Officer will have to solve all such
complaints within the time limit.
(3) Each institute would follow the time table given by the Admission Committee for granting
admission on Management Seats. The list of admitted students will have to be uploaded on PI
(Participant Institute) module of NIC web portal without fail.
(4) Individual institution or group of institutions on a common platform may conduct admission
process of Management Seats. All details regarding admission should be published in any one of the
leading news papers in the State having circulation of 50,000 or more copies and also on institutes
website. At least 7 working days are to be provided for filling up and acceptance of admission forms.
The schedule of admission process should include dates for distribution and acceptance of admission
forms, declaration of merit list and date and place for counseling should invariably be published in a
single advertisement and the entire details are to be provided to the Admission Committee.
(5) The institute will have to maintain a record of distribution and acceptance of admission forms in a
separate register. The institute will have to prepare merit list (inter-se) from the applications of eligible
students who occupy merit number of Admission Committee, display it on the institutes notice board
as well as on website and a copy of the same is to be forwarded to the Admission Committee. All the
students included in the merit list should individually be communicated by speed post or registered
post for counseling at least seven days prior to the date of counseling
(6) Every institute has to follow the said guidelines scrupulously for filling up of Management Seats.
Any complaint regarding violation of the said guidelines against the institute will be taken seriously and
penal actions will be initiated under provisions of the Gujarat Professional Technical Educational
Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007 (Gujarat Act No.2 of
2008) in such cases.
(7) Institute will not deny issuing or accepting admission form within the stipulated time limit to any
candidate. Even though, if any institute denies issuing or accepting of admission form, the students can
take print out of the admission form from the website of Admission Committee, fill up the form and
submit it to the Admission Committee with an Affidavit on a stamp paper worth Rs. 50/-. Such forms
and affidavit should be submitted personally at Grievance Cell of Admission Committee within the
time limit stipulated by the Admission Committee. Separate form and affidavit has to be submitted for
each institute. Thereafter such forms will be sent to the respective institutions. The institutions will
have to accept such forms and include such students in the merit list of the institute.
Guidelines for filling up of N.R.I. Seats:
In addition to the guidelines for filling up of Management Seats, the following points would also be
applicable for admission process on N.R.I. seats:

(1) The students who have passed qualifying examination from outside India shall have to obtain
equivalency certificate from Association of Indian Universities, Delhi.
(2) N.R.I. student who seeks admission on N.R.I. seat will have to submit copy of his/her passport
as well as passport of his/her mother and/or father, to prove himself/herself as an N.R.I.
candidate. N.R.I. sponsored students have to submit proof of his sponsor being an N.R.I. Copy

submitted. The relation of N.R.I. (Sponsorer) with the student (N.R.I. sponsored candidate),
sponsorers undertaking the responsibility for payment of tuition and other fees as well as the
entire responsibility of the candidates study should have been clearly mentioned in the

(3) N.R.I sponsored students shall have to be included in the merit list of N.R.I. seats as well as in

CENTRAL SECTOR SCHEME OF INTEREST SUBSIDY FOR EDUCATION LOANS BY SCHEDULED


BANKS - VIDYALAKSHMI YOJNA
Introduction:
One of the major concerns of the Government is to ensure that nobody is denied Professional education
because he or she is poor. The Indian Banks Association (IBA) had formulated a comprehensive model
educational loan scheme for adoption by all Banks aimed at providing financial support from the banking
system to deserving/meritorious students for pursuing higher education in India and abroad. with
initiatives of Government of India, RBI, NSDL and IBA, Common portal has been designed name as
www.vidyalakshmi.co.in
Objective of the Scheme
The Government of India has approved a scheme to provide full interest subsidy during the period of
moratorium i.e., Course Period plus one year or six months after getting job, whichever is earlier, on
loans taken by students belonging to Economically Weaker Sections from scheduled banks under the
Educational Loan scheme of the Indian Banks Association, for pursuing any of the approved courses of
studies in technical and professional streams, from recognized institutions in India.
The nomenclature of the Scheme is Central Scheme to provide Interest Subsidy for the period of
moratorium on Educational Loans taken by students from Economically Weaker Sections from scheduled
banks under the Educational Loan Scheme of the Indian Banks Association to pursue
Technical/Professional Education studies in India
Applicability of the Scheme
The Scheme could be adopted by all scheduled Banks and would be applicable only for studies in
recognized Technical/Professional Courses in India. The interest subsidy shall be linked with the existing
Educational Loan Scheme of IBA and restricted to students enrolled in recognized Technical/Professional
Courses (after Class XII) in India in Educational Institutions established by Acts of Parliament, other
Institutions recognized by the concerned Statutory Bodies, Indian Institutes of Management (IIMs)and
other Institutions set up by the Central/State Government.
Interest Rates to loan accounts
The interest rates charged on the education loan shall be as per the rates prescribed by Banks.
Period for which Interest Subsidy is available
Under the Central Scheme, the interest payable by the student belonging to EWS for availing of the
Educational Loan for Technical/Professional Courses in India for the period of moratorium i.e., Course
Period plus one year or six months after getting job, whichever is earlier, as prescribed under the
Educational Loan Scheme of the Indian Banks Association, shall be borne by the Government of India.
After the period of moratorium is over, the interest on the outstanding loan amount shall be paid by the
student, in accordance with the provisions of the existing Educational Loan Scheme of Bank and as may
be amended from time to time, whichever is earlier.
Income Limit/Proof
The benefits under the Scheme would be applicable to those students belonging to economically weaker

sections, with an annual gross parental/family income upper limit of Rs.4.50 Lacs per year (from all
sources). Income proof shall be required from the students from such public authorities which are
authorized by the
State Governments for certification of income status for this Scheme, including Central and State Sector
Schemes. The present scheme is intended to cater to the needs of students belonging to economically
weaker sections with prescribed upper parental gross income limit of the family from all sources, which
is based on economic index and not on social background. The scheme is independent of any other
schemes which may cater to EWS.
Eligibility for Interest Subsidy
The interest subsidy under the Scheme shall be available to the eligible students only once, either for the
first undergraduate degree course or the post graduate degrees/diplomas in India. Interest Subsidy shall,
however, be admissible for integrated courses.
Interest Subsidy under this Scheme shall not be available for those students once they discontinue the
course midstream, or who are expelled from the Institutions on disciplinary or academic grounds,
However, the interest subsidy will be available only if the discontinuation was due to medical grounds
for which necessary documentation to the satisfaction of the Head of educational institution will have to
be given.
Noting Lien of Education Loan in the Awards/Certificates
There would be tag/marker on the degree of the student indicating his repayment towards liabilities.
Electronic Tags will enable employers to identify loanees. (The Ministry of HRD has initiated the proposal
to dematerialize the educational awards/certificates, setting up of Depository for maintaining the
records in dematerialized form and providing service to the users. Banks can have online access for
verification process, which would eliminate fraudulent practices like forging of certificates and marks
sheets.)
Nodal Bank and web portal
The Scheme shall be implemented through Canara Bank, which is the Nodal Bank for the Ministry of
Human Resource Development. Modalities for implementation and monitoring mechanism shall be
finalised in consultation with the Canara Bank.
For the process of the same candidate has to register on web portal www.vidyalakshmi.co.in.
List of Technical/Professional courses
A list of Technical/Professional courses for which the Scheme shall be applicable, shall be brought out by
the Ministry of HRD in consultation with the concerned Ministries/Departments and the Indian Banks
Association and publicized from time to time. As regards list of accredited universities/institutions and
recognized professional courses, UGC and AICTE would immediately display the names of such
institutions and courses in their websites, which may be accessed for verification purposes.
Monitoring
A monitoring mechanism shall be evolved by the Ministry of HRD to monitor the benefits accruing to
different categories of loanees, such as, the Scheduled Castes, Scheduled Tribes, Minorities, Disabled,
etc.

6. CODE OF CONDUCT AND DISCIPLINE


RULES FOR CONDUCT AND DISCIPLINE FOR STUDENTS OF INSTITUTES COVERED UNDER THE
COMMISSIONER, TECHNICAL EDUCATION, GUJARAT STATE:
1.

Except unavoidable circumstances or due to health reason with which medical certificate or
request letter from the guardian suit to the occasion, every student has to attend his teaching
periods, laboratory since from the beginning of every academic session. In the beginning of the
session, late coming students shall be entitled for a fine @ Rs.10 per day.
2. Students shall not disturb the class in any manner nor shall misbehave with teaching fraternity
directly or indirectly.
3. No student shall act against the rule or misconduct in and around the campus.
4. Any person or group or party is prohibited from any activities which may disturb the functions
of the institute. Disciplinary action will be initiated against the student who indulges in to
such activities.
5. Any damage or destruction to the property/belongings of the institute, staff and students is
strictly prohibited. If any student found to be indulged in such activities, the cost of the loss shall
be recovered from the parents/guardian of the student.
6. It is anticipated good manners and proper conduct and gentleness from the individual as well as
group of students.
7. The student has to maintain sense of proportion in the extra-curricular activities and do not
make hindrance in the academic activities.
8. It is mandatory to obey the instructions given by the teachers pertaining to academic or other
matters, time to time.
9. The students shall not take part in the activities not authorized by the institution which
may hurt conduct and academic relations.
10. Every student has to wear the identity card issued by the institute as also produce as and when
asked by the authorized officer of the institute.
11. No student shall carry intoxicating or narcotic drugs/items with him and shall not consume it.
Those who breach the orders shall be liable for cancellation of admission / rustication from
the college.
Any student convicted to be the culprit in the breach of any of the above guidelines or other specific
instructions and the guidelines issued time to time by the authorities of University/Technical
Examination Board/Institute the Principal of the concerned institute shall be the competent authority to
impose suitable punishment and in any extreme case can put the student on suspension or debar from
the institute and the decision of the Principal shall be binding to all concerned.

7. PREVENTION AND PROHIBITION OF RAGGING


OBJECTIVES:
In view of the directions of the Honorable Supreme Court in SLP No. 24295 of 2006 dated 16-05-2007
and in Civil Appeal number 887 of 2009, dated 08-05-2009 to prohibit, prevent and eliminate the scourge
of ragging including any conduct by any student or students whether by words spoken or written or by
an act which has the effect of teasing, treating or handling with rudeness a fresher or any other
student, or indulging in rowdy or undisciplined activities by any student or students which causes or is
likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in
any fresher or any other student or asking any student to do any act which such student will not in the
ordinary course do and which has the effect of causing or generating a sense of shame, or torment or
embarrassment so as to adversely affect the physique or psyche of such fresher or any other student,
with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority
by a student over any fresher or any other student, in all higher education institutions in the country, and
thereby, to provide for the healthy development, physically and psychologically, of all students.
WHAT CONSTITUTES RAGGING:
Ragging constitutes one or more of any of the following acts:
1.
Any conduct by any student or students whether by words spoken or written or by an act which
has the effect of teasing, treating or handling with rudeness a fresher or any other student;
2.
Indulging in rowdy or undisciplined activities by any student or students which causes or is
likely to cause annoyance, hardship, physical or psychological harm or to raise fear or
apprehension thereof in any fresher or any other student;
3.
Asking any student to do any act which such student will not in the ordinary course do and which
has the effect of causing or generating a sense of shame, or torment or embarrassment so as to
adversely affect the physique or psyche of such fresher or any other student;
4.
Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any
other student or a fresher;
5.
Exploiting the services of a fresher or any other student for completing the academic tasks
assigned to an individual or a group of students.
6.
Any act of financial extortion or forceful expenditure burden put on a fresher or any other
student by students;
7.
Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping,
forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or
person;
8.
Any act or abuse by spoken words, emails, posts, public insults which would also include deriving
perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the
discomfiture to fresher or any other student
9.
Any act that affects the mental health and self-confidence of a fresher or any other student
with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority
by a student over any fresher or any other student.

MANDATORY DISCLOSER:
1.
Ragging is totally banned and anyone found guilty of ragging and/or abetting ragging is liable
to be punished.
2.
The Appendix-II should be filled up and signed by the candidate to the effect that he / she is
aware of the law regarding prohibition of ragging as well as the punishments, and that he/she, if
found guilty of the offence of ragging and / or abetting ragging, is liable to be punished
appropriately.
3.
The Appendix -III should be filled up and signed by the parent/guardian of the applicant to the effect
that he/she is also aware of the law in this regard and agrees to abide by the punishment meted
out to his/her ward in case the latter is found guilty of ragging and / or abetting ragging.
4.
A student seeking admission to the hostel shall have to submit another Form along with his/her
application for hostel accommodation that he / she is also aware of the law in this regard and
agrees to abide by the punishments meted out if he / she is found guilty of ragging and / or
abetting ragging.
5.
The first year students should desist from doing anything against their will even if ordered by the
seniors, and that they have nothing to fear as the institution cares for them and shall not tolerate any
atrocities against them.
6.
A student securing admission to a particular institute shall have to submit concern affidavits to
the principal of institute.
ACTIONS TO BE TAKEN AGAINST STUDENTS FOR INDULGING AND ABETTING RAGGING IN TECHNICAL
INSTITUTIONS:
1.
The punishment to be meted out to the persons indulged in ragging has to be exemplary and
justifiably harsh to act as a deterrent against recurrence of such incidents.
2.
Every single incident of ragging a First Information Report (FIR) must be filed without exception
by the institutional authorities with the local police authorities.
3.
The Anti-Ragging Committee of the institution shall take an appropriate decision, with regard to
punishment or otherwise, depending on the facts of each incident of ragging and nature and
gravity of the incident of ragging.
4.
Depending upon the nature and gravity of the offence as established the possible punishments
for those found guilty of ragging at the institution level shall be any one or any combination of
the following,
a.
Cancellation of admission
b.
Suspension from attending classes
c.
W ithholding / withdrawing scholarship / fellowship and other benefits
d.
Debarring from appearing in any test / examination or other evaluation process
e.
W ithholding results
f.
Debarring from representing the institution in any regional, national or international meet,
tournament, youth festival, etc.
g.
Suspension / expulsion from the hostel
h.
Rustication from the institution for period ranging from 1 to 4 semesters
i.
Expulsion from the institution and consequent debarring from admission to any other
institution.

j.

Collective punishment: when the persons committing or abetting the crime of ragging are
not identified, the institution shall resort to collective punishment as a deterrent to ensure
community pressure on the potential raggers.
An appeal against the order of punishment by the Anti-Ragging Committee shall lie,
1.
In case of an order of an institution, affiliated to or constituent part, of the
University, to the Vice-Chancellor of the University;
2.
In case of an order of a University, to its Chancellor.
3.
In case of an institution of national importance created by an Act of Parliament, to
the

Chairman or Chancellor of the institution, as the case may be.
The institutional authorities shall intimate the incidents of ragging occurred in their
premises along with actions taken to the Council form time to time.
