SCOPE

This Specification defines the minimum requirements for the


Application of Coating Products for the Internal Protection of Tanks, Vessels,
Piping, Ducting, etc.
2.0

CODES, REGULATIONS AND STANDARDS

(a)
Reference to the Steel Structures Painting Council (SSPC), and the
National Association of Corrosion Engineers (NACE) Specifications, shall be
taken to refer to the latest edition of these Specifications.
(b)
All safety regulations of the OWNER and OSHA shall be strictly
observed.
3.0

GENERAL

3.1 Applicator shall mean the individual or firm engaged by the OWNER, or
by a Vendor, Contractor, or Subcontractor to provide materials and/or labor
for the installation of internal coatings in accordance with this Specification.
3.2 The surfaces of materials will be subject to various service conditions
following installation. These conditions will be as detailed on the applicable
Equipment Data Sheet.
3.3 Work shall be done by qualified and competent personnel in a neat and
workmanlike manner, conforming to all applicable OWNER specifications and
Occupational Health and Safety Association standards and regulations.
3.4 All coating shall be done in accordance with manufacturer's
recommendations. Where Specifications contained herein conflict with
manufacturer's recommendations, the conflict shall be referred to OWNER for
written clarification prior to the commencement of work.
3.5 Any deviation from this Specification must be approved in writing by
OWNER prior to the commencement of work.

4.0

DESIGN

4.1

Tank & Vessel Manufacture

All new vessels, tanks, piping, ducting, etc. shall be designed and
fabricated with adherence to the NACE Standard RP-01-78 "Design,
Fabrication, and Surface Finish of Metal Tanks and Vessels to be Lined for
Chemical Immersion Service".
5.0

MATERIALS

5.1 All materials shall be delivered to the jobsite in sealed and labelled
containers and shall be stored in a location that is protected from the
elements, well ventilated and free from excessive heat, open flame, or other
sources of ignition. Coating materials susceptible to freezing shall be stored
in a heated area. OWNER shall have the right to reject any material
designated to be consumed on the jobsite.
5.2 Coating type, number of coats and dry film thickness shall be as
specified on the applicable data sheet.
6.0

APPLICATION

6.1

Surface Preparation

6.1.1 All surfaces shall be prepared to insure that all areas will be holiday free
after coating application. All surfaces shall be prepared to the satisfaction of
the OWNER.
6.1.2 All organic substances such as oil, grease, paraffin, etc. shall be
removed in accordance with SSPC-1, "Solvent Cleaning" prior to
commencement of sandblast cleaning operations.
6.1.3 All surfaces to be coated shall be blasted to SSPC-5 (NACE #1) White
Metal Specification.
6.1.4 Steel surfaces shall not be blasted when surface temperatures are less
than 10C, or less than 3C above the dew point, when relative humidity is

greater than 80%, or when there is a possibility that the blasted surface will
be subject to wetting before the primer coat can be applied.
6.1.5 All surfaces must be blown down with clean, dry air: brushed or
vacuumed free of dust before the surface is primed.
6.1.6 No more surface is to be blasted than can be prime coated before
visible or detrimental re-rusting occurs. Blasted surfaces shall be prime
coated by the end of the same work day.
A 300 mm strip of uncoated blasted surface shall be left un-primed.
When additional blasting is done, this area shall receive a light brush blast in
order to remove any rust. Such cleaning shall be accomplished by holding
the cleaning nozzle in a direction away from the coated surface.
6.1.7 Only abrasive approved by the OWNER will be acceptable for use as a
blast medium. The sand used shall be graded 15/30 or 20/40 mesh to form
an anchor pattern 1.5 - 3.0 mils, and shall be a siliceous material, free of dirt,
clay, or other foreign material, or equivalent. OWNER reserves the right to
reject any abrasive during the operation. Samples shall be made available to
OWNER for the purpose of testing, prior to the start of abrasive cleaning
activities.
6.2

Coating Application

6.2.1 The method of application used shall be governed by the coating


manufacturers recommendation for the particular coating being applied.
Method of application shall also be considered by the immediate vicinity
where work will be carried out.
6.2.2 Traps or separators shall be provided to remove oil and water from the
air. The air from the spray gun impinging on the steel substrate shall show no
condensed water or oil.
6.2.3 All weld areas shall be hand brushed prior to the first spray coat
application.
6.2.4 All areas inaccessible to the spray gun shall be coated by brush, rollers,
sheepskin dauber, or other suitable method.

6.2.5 No coatings shall be applied to a surface at a temperature that will


cause blistering, separation, or otherwise be detrimental to the life of the
coating.
6.2.6 Only thinners specified by the manufacturer shall be accepted.
6.2.7 All runs, sags, blisters, etc. shall be brushed out immediately or the
area shall be removed and repaired prior to the next application.
6.2.8 All multiple coat systems shall be a two-color material application.
6.3

Drying and Curing

6.3.1 All drying and re-coat times shall be that specified by manufacturer.
6.3.2 Curing shall conform with the manufacturer's recommendations. Force
curing shall only be done in accordance with manufacturer's
recommendations.
6.4

Clean-up

6.4.1 After acceptance of coating, all masking, grease, etc. shall be removed
from all equipment which was not intended to be coated.
6.4.2 All unused material, containers, etc. shall be removed from the jobsite
upon completion of the project.
7.0

INSPECTION

7.1

Cleaning and Surface Preparation

The OWNER shall have the right to request tests, to witness the
performance of test, or to do tests as required in order to establish
compliance with this specification.

Temperature and Relative Humidity

Metal temperature, air temperature, relative humidity, and dew point


readings shall be monitored and recorded throughout the project to ensure
application meets coating manufacturer's parameters.
7.3

Application

Inspection by OWNER does not relieve the Applicator of any


responsibility of guarantee of the coating application.
Tests for compliance with cleaning and surface requirements shall be a
visual examination or a visual comparison with accepted standards (samples
or photos) such as NACE panels or standard samples agreed to by the OWNER
and the Applicator.
Each application shall be visually inspected for freedom of runs, sags,
orange-peeling, etc.
The dry film thickness shall be determined using a calibrated Mikrotest
Model FM or other coating thickness gauge acceptable to the OWNER.
7.4

Coating

The entire surface coated within a tank or vessel will be subject to a


holiday test to verify coating is holiday free. Voltage will be determined
according to material applied. DC type detectors are preferred. Failure of this
test will result in rejection until repairs are satisfactorily (as determined by
OWNER) made by the Appliator.
To test cure of coating, the solvent resistance test shall be used. A
cotton swab, or white rag, soaked with methylethyl ketone* shall be rubbed
fifty times back and forth over the coated surface at each test location. Any
resultant softening or gumming of the coating surface shall indicate a lack of
cure.
Note: *Coating supplier shall be consulted prior to use of this solvent.

8.0

SAFETY

All safety rules and regulations of the OWNER, applicable governing


bodies, and insurance underwriters shall be strictly observed in the storing,
handling, use and application of coating system material, thinners, solvents,
and cleaning agents.
9.0

GUARANTEE

Applicator shall guarantee in writing the coating for workmanship and


application. This guarantee shall remain in effect for the period of 1 year
from the date of acceptance.
10.0 ACCEPTANCE CRITERIA
10.1 The finished work shall not contain any runs, sags, or other application
flaws which could lead to premature coating failure.
10.2 No work shall be considered complete or accepted until the coated
surface thicknesses are within the required parameters.
10.3 No work shall be considered complete or accepted until all areas of the
coated surface are holiday free.
10.4 No work shall be considered complete or accepted until the coating is
fully cured.
