by the City Council of the City of Oakland, requiring that in
return

City assistance to developers ( for example land
market financing, tax abatements, infrastructure
discounts, belowimprovements etc.), City of Oakland residents must realize
specific benefits such as local and minority
ownership, jobs,
affordable
housing, neighborhood commercial revitalization and
quality of life enhancements. The exact type and level of Agency
assistance as well as the specific benefits will be determined by
the Point System referenced in Exhibit B; and be it
