How Can Indonesians Are Ready In ASEAN Socio-Cultural Community (ASCC)

Unless Have Just Fully Prepared The Characteristics Yet?!

AbstractASEAN Socio-Cultural Community(ASCC) 2015 are waiting in a month, people
in union countries commit the goals for making stability, prosperity in the area and
mutually reinforcing among ASEAN countries by 2015. The values, ideas, and forms of
interactions and communications which are happening people to people, contribute how
the social dimension looks like among its Member States. Inversely to what reality
reflected, The condition shows there are miss strategy and communication between
government and publics about the values of the cultural and social development in
reaching the goals. To fulfill its dream, We, as Indonesians, have to put much effort in
overcoming the problems of 6 musts of characteristic concepts from right now.

I. Introduction
While thinking of the word ready refers to the motion of the body or a matter in a situation
which is fully prepared or suitable to do an action. We, as Indonesian shall be faced a situation
that we, ASEAN societies, and develop together to be a strong union by 2015. Do Indonesians
know about the ASCC? Almost of the people, especially villagers, youth, and old people in the
middle-under economy class, do not know about ASCC.

Background Of ASEAN Socio-Cultural Community (ASCC)

In 1997, ASEAN Vision had agreed along with ten countries includes Indonesia by 2020. This
commitment in purpose to create stability, prosperity in the area and mutually reinforcing among
ASEAN countries. At 12th ASEAN Summit, they all (Indonesia, Malaysia, Singapore, Brunei

Darussalam, Philippines, Lao PDR, Viet Nam, Thailand, Myanmar, and Cambodia) on13th
January 2007 in Cebu, Philippines declared and signed the ASEAN Vision to be accelerated by
2015. The ASEAN Community comprised of three main pillars such as:
1. ASEAN Political And Security Community
2. ASEAN Economic Community
3. ASEAN Socio-Cultural Community
At the 13th ASEAN Summit on 20th November 2007 an ASCC (ASEAN Socio-Cultural
Community) Blueprint is agreed to be developed to ensure the concrete action to achieving
solidarity and unity. Among the union countries are responsible to build society the well-being
characteristic, caring the harmonious livelihood, and developing the friendly environment.
The socialization of the ASCC program promotion is only focusing on the people in middy and
upper economy class. While the primary goal is reaching all the ASEAN societies. It comes
inversely to what reality reflected. This condition shows there are miss strategy and
communication between government and publics about the values of the cultural and social
development.
Cultures has equaled to social, and vice versa. These two aspects are inseparable, they like the
two sides of a coin. Moreover, the values, ideas, and forms of interactions and communications
of people to people contribute the social dimension towards bridging the gap of development
among its Member States.

5. The differences in economic rate and phenomena among the ASEAN members are the
challenges for them in establishing great ASEAN Socio-cultural community 2015.
6. Human Development Sector will enhance the well-being societies in the South East Asia
in ensuring the integration of ASEANs development agenda on education priorities.
7. Committing to heightening the well-being and the livelihood of ASEAN societies through
ensuring social welfare and protection by improving the quality, coverage and
sustainability.
8. Values of promoting and implementing social justice and peoples rights based on the law
or applied-constitutions dispassionately into its policies and all sectors of life to raise the
quality of life and standard of living when aboard to other countries.

9. Working together with the members towards achieving sustainable development by


promoting both clean and green environment in facing global environmental challenges is
the way how to build the next ASEAN faces.
10. Socio-cultural community has targeted programs in building the ASEAN identity to the
world about their history, culture, religion, and civilization.
11. Strengthen cooperation to reduce the gap of development in every particular the social
dimensions of ASEAN union.

1. Characteristic 1: Human Development
ASEAN is committed in Human Development Sector will enhance the well-being societies by
facilitating the access like building education and human resource training, promote the use of
English Language, ICT and applied science and technology, and any socio-cultural development
activities.
In fact, we can see the lack of many human resources caused by all the aspects above have not
been implemented well yet. Based on the occupation of Indonesians, almost of them are farmers.
They have not got adequate education, better training, and neither English nor ICT skills in every
region of Indonesia. We do believe that most of them do not understand what is ASCC 2015
when it be asked for them. How can we fully prepared do Human development If the main
figures do not know it well yet.
1. Characteristic 2: Social Welfare and Protection
ASEAN is committed to heightening the well-being and the livelihood of ASEAN societies
through ensuring social welfare and protection by easing the poverty, building a safe area, drug
free environment, and increasing the health awareness area
In fact, Indonesian government still has many homeworks in case of all social welfare and
protection aspects. The poverty is still an old case which never been lost since past. If we look at

the almost publics in the east region of Indonesia that its still in the worst situation. They cannot
enjoy as same as what people in west region got. In addition, this area still unsafe completely for
them, and poor of health awareness. These problems make them at higher risks of criminal
includes the drug environment. In the results, societies run in the back and have less knowledge
of ASCC 2015.
1. Characteristic 3: Social Justice and Rights
ASEAN is committed to promoting and implementing social justice and peoples rights based on
the law or applied-constitutions dispassionately into its policies and all sectors of life. The groups
of people are composed of four main cicles such as children, persons with disabilities, women,
and the elderly.
In fact, when we heard about Indonesian labor and Female labors go to neighboring countries
like Malaysia and Singapore, societies will be scared directly and imagined about violence and
torture cases in which are shown in mass media. The existence of human trafficking (women and
children) adding other samples, which has proven us that we have a lack of social justice and
peoples rights to protect them. Do the victims know that ASCC 2015 promoting and
implementing social justice and peoples rights? If yes, it will never happen!
1. Characteristic: Ensuring Environmental Sustainability
ASEAN should work towards achieving sustainable development by promoting both clean and
green environment in facing global environmental challenges by 2015. The protections of water,
forest, mineral, energy, coastal, biodiversity, and marine resources is to improving environmental
problems.
In fact, what is happening now in Indonesia that people live and life without good management
in keeping natural resources. We still can see the trashes in the river in the capital city in
Indonesia, Jakarta. Other pollution problems which appear in the Kalimantan Island and Riau
which disturbs Malaysia and Singapore are the examples that Indonesia do not know how to
keep clean and green environment in ensuring environmental sustainability in South East Asia.
Societies still life and live without a better mechanism in loving the environment as one of the
ASEAN goals.
1. Characteristic 5: Building the ASEAN Identity
The ASEAN socio-cultural community program has targets in building the ASEAN identity to
the world. Identity is how it shows by looking at the collective personality, norms societies have,
values and beliefs. By ASCC, Indonesia will develop the mainstream of greater awareness and
values in the spirit of unity in diversity (Bhinneka Tunggal Ika) which is as our national motto.
In fact, societies do not know that unity in diversity means, what region, race, religion, skin, and
ethnic are you now can be separate the unity which ASEAN has committed. The real case is
when one of the government is not a Muslim as Indonesia majority now they demonstrate in the
ring road of Jakarta to fall down the governor just because different belief. This reflects that they

did not know the spirit of unity in diversity as Neither Indonesia nor ASEAN Community has.
So, how can Indonesian are fully prepared for building the ASEAN Identity?
1. Characteristic 6: Narrowing the Development Gap
Strengthen cooperation to reduce the gap of development in every particular the social
dimensions between the ASEAN-6 (Brunei Darussalam-Indonesia-Malaysia-Philippines,
Singapore, and Thailand) and the CLMV (Cambodia, Lao PDR, Myanmar and Viet Nam)
countries. So there is no isolated place and gap among these countries. In result, We, ASEAN
Countries, develop together to reach the goals.
In fact, When we see the real situation in Indonesia, compare how people in Jakarta, Bandung,
Surabaya (Big Cities) live and life to the other small region. For the example people in the
borders, and suburb cannot get good infrastructures as big Cities have. So, how borders people
will 100% know about the ASCC 2015 if they have not have adequate infrastructures.

V. conclusion
ASEAN members face quite a number of challenges of characteristics in ASCC towards
achieving their goal of setting up an ASEAN community. Despite all these, by seeing the real
situation or phenomena in fact which are happening in Indonesia now and compare to the goals
of the characteristics in ASEAN Socio-cultural Community, we Indonesians shall know it before
to prepare fully in facing ASCC 2015. To fulfill its dream, We, as Indonesians, have to put much
effort in solving the problems from right now. Then, the implementation of 6 musts of
characteristics concept which are going, shall be monitored, managed and reviewed well by the
ASEAN Secretariat to ensure that all the activities will be responsive.

The Violence in The School

The more intense violent behavior committed by adolescents has shown a very alarming rate.
The indication, this behavior has penetrated all the lines and foundations of social life, including
the world of education. The one that makes us more depressing, which is intended as a basic
educational foundation of character formation have also been contaminated by those harmful
behaviors. School as a virtuous character behavior has been tainted by numerous violent
behavior and it should be our responsible.
The death of Dimas Dikita Handoko, the first semester students in the School of Sailing ( STIP )
because of the bad treat of his senior in Jakarta last month and Renggo Kadafi, 5 th grade
students, who allegedly abused by his senior become a wake-up call for all of us. The violent
behavior has morphed into a culture. How could a man who was forging and preparing his future
die in the place and with all those bad faiths?
Our education history records many incidents of violence that occur in the school environment,
even on campuses affiliated with the official who intended to set up a powerful and high quality
state apparatus. Still inscribed in our memory how many young shoots in IPDN. Already dozens,
even hundreds, of students who died due to brawl and fights between them which are triggered
by trivial issues and almost every day we can see that. The question is why those violent
behaviors always repeat in our education?
Violent behavior in the school environment is caused by many factors. Nevertheless, the
following three factors can be used as an explanation of why this behavior is always repeated.
First, the method of the militaristic education, especially in schools official can be the culprit
violence. In the orientation, new students are trained physically so hard. As said, hazing that
includes physical violence is intended to instill discipline, patriotism, nationalism, and mental
toughness. Physical activity regarded as a panacea to make the students ready to study. Of
course, the reason this is a justification for the seniors to show power and dominance to their
juniors. If the purpose of schools is to print a capable apparatus in certain areas, why the badness
that promotes endurance and physical violence should be highlighted?

Second, psychologically, an individual who is educated and brought up in an environment that


supports violent is possibly to implement the same behavior when he gains power. The cycle of
violence finally become a tradition which always be repeated every year. New students who
passed the orientation with violence will implement the same thing when they become seniors.
Embedded in their brains that being a senior means entitled to treat the junior as the same
violence they ve experienced before. Tradition is of course very dangerous for our education
and become very difficult to remove when it is rooted and entrenched for many years.
Third, insensitivity, indifference, and indecisiveness administrators and teachers who are
entrusted with the responsibility to manage the school are the factors that most contribute to the
occurrence of violent behavior in education. School is the second home for students. Parents
send their children to school because they believe that school is a safe place for the growth and
development of children. Whoever is entrusted to manage the school should ensure that the
children are protected and safe from any threat of violence.
Violent behavior is still common in schools should be reflection of our failure in preparing the
next generation. Everyone should realize that violence will only take revenge and destruction. If
violent behavior is still exist in the school, the doomsday of our education will come soon.

STRATEGY TO INCREASE THE ENGLISH


LANGUAGE IN DAILY ACTIVITIES
On the day of our lives, we will not be separated from the activities we do. From the
start wake up until we go back to sleep, from the start at home, on campus and in
the outside environment, many activities that pass you by without us can take more
benefit from those activities. Without us knowing a lot of activities that could be
utilized to improve the English language we have. Varios kinds of strategies we can
employ to improve the English language in our daily activities.
Activities that we do at home so much just to spend time in vain, like when we
watch television try to get things better. not just watch, but watch while learning. By
watching who use English as news shows or even movies that speak english. Then
try to understand and pat attention to the conversation that they do. So in addition
we can also entertainment from our television to learning from him.
While on campus we also can increase the English language which we belong, apart
from the lessons given by the lecturer. with the way we speak on campus by using
the English language to train our conversation in English. because here is a great
place for us to train and try a conversation. plus the existence of professors and
friends who support, which can justify our wrong conversation. The most important

is that you should never feel embarrassed to try it because it just makes us lazy to
do it.
Outside the home and the campus is still a lot of daily activities that can be utilized
to learn English, like when we're looking for something on the internet. try to read
and understand an article or story in English. and further our understanding after
the article and try to create your own account with the English language. With it we
can increase our ability in writing.
So start from now to take advantage of activities that we do every day while we
improve our English language, wherever and whenever. Remember do not be no
shame and lazy to try to because it makes us no progress. Remember friends do
when there is a will there is way. That way we can get more value from every
activity of which we do daily.

The Problems of Health


Indonesia is one of the developing countries that have a lot of health problems. As people who
have a concern for this country, we should give a solution. In order for having an easier solution,
then we need to divide the health problems into several sections so that the solving problem is
easier to find. Some of these health problems include:
Health Behavior
The first thing that causes a lot of health problems is peoples behavior. They are always littering
and do not eating healthy foods. Basically, the lack of public awareness is also influenced by
education or knowledge about health that they get which is quite little. Thus, to change their bad
health behaviors, we should first change their mindset and set strict rules for people who harm
public health, such as for those who throw garbage and waste plants carelessly.
Environmental Health
Some of the health problems that often we find in Indonesia is rubbish, waste disposal arbitrary,
and the lack of clean water. One solution that we have developed is garbage recycling. Currently,
we have seen many entrepreneurs or institutions use waste to be recycled and then made as an
activity for earning money. There are many entrepreneurs who are successful because of waste
recycling into household appliances, furniture, and so on.
Health Expert

Health professionals are not put all over the areas in Indonesia and only focused on big cities. We
often see many villagers who lack health experts so they are difficult to be treated. There are
many deaths occur in the isolated villages due to a shortage of health workers.
Health Care
There are many health cares in Indonesia which are not good enough in human resources,
buildings, and facilities.

MORE ROLES FROM INDONESIA TO THE WORLD
Indonesia is a big country from its size. But Indonesia isnt a big
country in prosperity. I love my country but Im disappointed with miss
managements of it. Its so sad to see our generations are the ones that
mostly say this country isnt good, someday Ill runaway and live
abroad, not here. We as the generation are supposed to make a
brighter future for Indonesia. I promise myself to create a brighter
future for Indonesia and for the world, as possible as I can. And this is
my promise to Indonesia.
Before I can change the world, I have to change my country. Before I
change my country, I have to change the society, and before I change
anyone else, I have to change myself.
Graduate from high school is like a step to go outside of the house.
We'll find the real adventure. To get my dreams, I have to do some
things. Ill continue my education to university and take international
relation major. For about 4 years ahead, Im having a goal to be a
good student. I will concern with my major, join student organizations
and activities, and also be active in society.
I know that for now I still dont know for sure what Ill do for Indonesia,
but I believe, along my education while trying to be a good student,
active in organizations and society, I will find the way to improve my
country. But however I have to make plans for my life to reach dreams
for Indonesia.
Im 18 years old when I join in the university, and with this young age,
there are so many chances that I can take. I can be a good student and
active in the student council, be active in many student activities, get
a study visit in a company, and take a part in the society like joining
the society forums.
A good country isnt determined by the economy condition only, but
also in international relation. With this international relation major, I

can be a diplomat or a foreign ministry, and if I could become one of


them, Ill make Indonesia have more relations with other countries in
as many sectors as possible. For example, in economy Ill enlarge
Indonesias roles in international market, Ill fix the problem of TKI in
other countries. In education, Ill make more schools that have
cooperation with other countries, and enlarge opportunity for
scholarship aboard, and many more.
Ill make Indonesias relations with the other countries be better in
every sector, take more roles in international, and stuff. But most of all
Id be an agent of change for society around me and Ill use my power
and position to spread the power of education, give people real
example on how a high education can bring a bright future, and I can
only do that by gaining a bright future for my own. Thats the very first
step to create a bright future of Indonesia.

My debate as my starting point
I found my close friends in Junior High School, who introduced me with
a thing called dream. We made dreams together, one of them was
that we want to study aboard, succeed in life, and together we will
build an Indonesian restaurant in USA.
In my 1st grade of vocational high school, I applied for student
exchange from AFS, but I failed. I applied again from Nacel Open Door
organization and this time I was selected as Indonesian delegation for
1 year student exchange in USA but I couldnt take it due to some
financial problem.
My entire journey started since I joined English Debate Club. Almost
every day I come home late because of the routine training after
school. I joined debate competitions from regional until national level
for 2 periods. I joined national level in 2010, but I didnt in 2011. I
didnt lose my passion because of that and pay it by became the
Jabodetabek Best Speaker in SMAN 1 Depok.
To be a different student, I have to make more efforts in order to get
bigger results than the others. With this club, I get can go to many
places, know things about governance, politic, economic, world, war,
and stuff. And now, I become the coach for my juniors.
I learn that I have to keep trying my best, hoping high, and expecting
less, and the best achievement is the one that has gone through the
hardest struggle. And Im thankful for being in this club, because my
debate life is my starting point to my dreams.
