Conclusion
In order to somehow address all the issues and challenges that
the PHEIs are facing, the need to modernize HEIs could be
viable and beneficial. According to Buendia (2012), the main
priorities for restructuring and modernizing higher education for
this
programming
period
are:
i)
development
and
implementation of the national qualifications system and
quality assurance in higher education; ii) improvement of
university management; and, iii) improvement of correlation
with the labor market and knowledge-based society through
better study programs.
Therefore, the support and assistance for developing
qualifications and tools for quality assurance, evaluation, and
accreditation (e.g. methodologies, procedures, standards,
benchmarks), studies and surveys envisaged at system level,
will require a complementation of support from policy makers
as well as political and education leaders for their effective
transposition at higher education institutions level. In light of
the situation where almost only 46 % of the higher 56 Takeda
ASEAN Integration 2015 and the Philippine Higher Education
education faculty members possess the minimum requirements
to teach, there is a need to conduct and initiate massive faculty
development programs to upgrade and retool faculty members
in more than one thousand institutions of higher learning all
over the country. This should be a continuous and long-term
program involving various forms of faculty development
programs. This measure should be supplemented by
attendance in seminars, training-workshops, on-hand industry
trainings, and post-doctoral studies. More importantly,
management support is best needed in order to give much
attention and address this particular issue. Finally, the national
qualifications framework and the higher education programs
should be in accordance to the demands of stakeholders and
Stage 1: Eggs
In the first stage a girl butterfly lays eggs. A butterfly first starts

can fly, it will go look for food. The butterfly will also go look for
a mate. It will soon find a mate. It will then lay eggs. The
lifecycle will start all over again.
