son Gil Baliuag y Cadangan, 27 years old, married, dead on
the spot, was shot by the suspect identifies as Andress

RIR in Homicide committed at around 4:00 AM of October
23, 2015 along Maharlika Highway, Namabbalan Norte,
Tuguegarao City wherein the victim is CHARLES JOHN
CODILLA y RIVERA, 43 years old, married, govt employee
while the suspect is ERNESTO ABUT JR y DE GUZMAN, 39
years old, married, driver and a resident of Nagattan,
Pamplona, Cagayan. Investigation shows that the suspect

while driving the MRC Golden Star Bus bearing plate number
ABG 4571 with body number 133109 owned by Celia Ringor
along national highway upon approaching Barucboc Bridge of
said place of incident, the victim is sitting on a barricade near
the said bridge. When the said bus was able to reach where
the victim is situated, the victim allegedly jumped in front of
the bus which caused the accident. Responding personnel of
Tuguegarao CPS immediately brought the victim to Peoples
General Hospital but pronounced dead on arrival by his
attending physician. Subject person who fled away after the
incident voluntarily surrendered at COMPAC-2, Tuguegarao
CPS. Investigation still going on and progress report to follow.

Shooting Incident transpired at around 8:00 PM of October
23, 2015 in Zone 5, Agaman Sur, Baggao, Cagayan wherein
victim is VICTOR CALIXTO y DE LA CRUZ aka Inggo, 31
years old, married, farmer and a resident of Zone 2, Agaman
Sur, Baggao, Cagayan while the suspect is RODEL ALIPIO
(ODU) a resident of Dalin, Baggao, Cagayan. Investigation
shows that prior to the incident, the victim together with the
suspect and other companions Johnyfer Salig, Roel Butac,
Recto Flores, Jun-Jun Dela Cruz were having a drinking spree
in the house of Barangay Councilor Boyet Flores. Later, after
they consumed nine (9) bottles of Ginebra San Miguel, the
victim and suspect had a heated altercation. Thereafter, the
suspect suddenly brought out a short firearm from his pocket
and shot the victim once hitting his breast but before the
victim was hit, the left index finger of the suspect was also
accidentally hit. After which, the victim was brought by
Johnyfer Salig to Baggao Municipal Hospital but was
pronounced dead while treated in thereat, while suspect
together with Recto Flores fled away after the incident. Joint
personnel of Baggao PS and RPSB based at Tallang,
Baggao, Cagayan is conducting hot pursuit operation for the
possible apprehension of the suspect. Investigation is still

Hacking Incident committed at around 12:00 PM of October
24, 2015 in Barangay Cabatacan West, Lasam, Cagayan
wherein the victim is ROBIN ORSUA y VELASCO, 33 years
old, single, a native of Bucac, Pangasinan while the suspect is
EDGAR FONTANILLA y SIMON, 44 years old, married,
unemployed both resident of Barangay Cabatacan West,
Lasam, Cagayan. Investigation shows that at around 12:00
PM of said date, the victim and the suspect had a drinking
spree in the house of Julian Ramil of said barangay. Later,
after consuming two bottles of Ginebra San Miguel a heated
argument ensued between them that prompted the victim to

drew his knife and challenge the suspect by repeatedly

averred the following remarks to quote: UMAY KA DITOY,
HAAN KA NGA KABKABUTENG. At that juncture, the
suspect picked-up his bolo and suddenly hacked the victim
several times. As a result, the victim sustained left back injury
and left thumb finger amputation. At around 1:45 PM of same
date the Barangay Chairperson of said place informed Lasam
PS that a hacking incident was committed at said place. Upon
receipt of the information, personnel of Lasam PS were
dispatched and were able to arrest the suspect and recovered
in his direct possession and control the bolo he used. The
suspect and the item confiscated were brought to Lasam PS

Recovered Hand Grenade (Vintage). Please be informed
that at around 7:00 AM of October 24, 2015 in Don Domingo
Market, Tuguegarao City particularly near the King See
Restaurant a hand grenade was found by the person of JOE
AGGABAO y BUNAGAN, 29 years old, married, construction
worker and a resident of Centro, Enrile, Cagayan.
Investigation shows that Mr. Aggabao together with his colaborer while walking at the left shoulder of the road going
east direction of said place chance upon and noticed a hand
grenade on the ground which prompted them to call for police
assistance. Personnel of COMPAC Don Domingo responded
and verified the veracity of the report there and then found the
said grenade which prompted them to immediately secured
the area and requested for Explosive Ordinance Disposal
(EOD) personnel which led by SPO4 Tito Decena, EOD
expert. Said grenade was successfully taken and turned over
to PSI PEDRO BERAN, EOD of RPSB, PRO2 for proper
disposal.

on Violation of RA 10591 committed around 8:30 PM of
October 24, 2015 in Barangay Dana-Ili, Abulug, Cagayan
wherein the suspect is EDWARD MAPPALA aka GASPAR.
Investigation shows that on the aforementioned date and time,
Barangay Councilor Natalio Quedado informed Abulug PS
that a commotion was transpired at said place. Upon arrival of
responding personnel of said police station Kagawad
Quedado turned over a one (1) .45 Caliber Pistol
(ARMSCOR) with SN 1358033, one (1) live ammo and one
(1) magazine for said pistol which according to him it was
voluntarily surrendered by the suspect before he fled away.

Stabbing Incident committed around 9:45 PM of October 24,

2015 in Zone 3, Barangay Natappian East, Solana, Cagayan

wherein the victim is CESAR PARYAOAN JR y BALANSAY,
29 years old, married, laborer while the suspect is JOEL
SAQUING y MALLILLIN, 38 years old, married, farmer both
resident of said place. Investigation shows that on the
aforementioned date, time and place the victim and suspect
are outside their house and both under the influence of liquor.
The victim extremely accelerated his service motorcycle and
shouted at the suspect who is about to take a bath which
prompted the suspect to confront and advised the victim to
stop from accelerating said motorcycle but the victim ignored
the suspect which resulted to a heated argument between
them wherein the victim picked-up a piece of bamboo and
mauled the suspect. The suspect got irked and suddenly
stabbed the victim several times with a pointed bolo. As a
result, the victim sustained multiple stabbed wounds to the
different parts of his body and was immediately brought to
Cagayan Valley Medical Center, Tuguegarao City while the
suspect was arrested by the responding PNP personnel and
was brought to Solana PS for proper disposition together with
the bladed weapon used. Investigation is still going on and

Reckless Imprudence Resulting to Physical Injuries and
Damaged to Property dated October 25, 2015 .Please be
informed that on or about 10:30 oclock in the evening of
October 24, 2015 at National Highway, Barangay Nappaccu
Pequeno, Reina Mercedes, Isabela particularly in front of
Mama Sinta Store, a vehicular incident was transpired
wherein involved vehicles were single motorcycle Rusi with
Plate No. 9506 QP driven by the suspect Jomar Pilar y
Pattung, 32 years old, single, farmer, Filipino with no drivers
license at the time of incident and a resident of Barangay
Dangan, Reina Mercedes, Isabela and a motorized tricycle
Racal with Plate No. BC 11838 owned by Ernesto Padual y
Salde. Investigation conducted disclosed that on
aforementioned place, time and date of incident while the
single motorcycle driven by the suspect was traversing the
straight dry cemented road towards North direction bumped a
parked motorized tricycle along right shoulder of the road
facing North wherein victim Agnes Padual y Capirma, 34
years old, married, Private Employee, Filipino and a resident
of Barangay Sinippil, Reina Mercedes, Isabela was sitting on
the passenger seat of said tricycle. As a result, victim
sustained minor injury on her left arm while suspect sustained
injuries on the different parts of his body and was rushed by
personnel of Rescue 922 at Cauayan District Hospital for
medical attention while victim declined to be brought in
hospital. Suspect was found positive in Alcoholic Breath Test
by his attending Physician. Both vehicles involved incurred
damages with still unestimated amount and were brought to

resulting in Homicide and Multiple Serious Physical
Injuries dated October 25, 2015. Please be informed that at
about 8:30 PM of October 24, 2015, a cellular phone call was
received by Diffun Police Station from a concerned citizen
informing that a vehicular incident transpired along the
national highway of Brgy. Aurora East, Diffun, Quirino without
precautionary accident signage and street light. Immediately
acted on such report, personnel of Diffun Police Station
forthwith proceeded at said reported place to verify the
veracity of said report. Initial investigation learned that a red
Euro 150 motorcycle with plate number XX 1555 driven by
Christian Jay Lacaden y Lacaden, 24 years old, single,
construction laborer, not wearing protective gear, does not
possess any drivers license and a resident of Brgy Luttuad,
Diffun, Quirino with his back riders Glen Tobias y Abunan,
19 years old, single, farmer and a resident of Brgy Rizal,
Diffun, Quirino and Baldomero Lacaden y Malaque, 16
years old, single, student and a resident of Brgy Luttuad,
Diffun, Quirino bumped from behind a red/black Kingston
farm machinery (Kuliglig) with one (1) reflectorized sticker
PNP Valley COPS operated by Benjie Taganas y
Rodriguez, 25 years old, single, farmer, with flash light on his
forehead and a resident of Brgy Liwayway, Diffun, Quirino.
Investigation further revealed that said Euro motorcycle was
traversing said highway in a fast speed unnoticed the farm
machinery ahead of them who also traversing same direction
causing them to bumped the rear portion of said farm
machinery (Kuliglig). As a result thereof, driver of said Euro
motorcycle with his back riders thrown from their motorcycle
and hit on the cemented highway causing them to sustained
body injuries. Furthermore, when driver of said Euro
motorcycle with his back riders were lie down at the cemented
highway due to the incident, a orange Rusi motorcycle with
plate number 4880JY driven by Rolando Miranda y Odonis,
26 years old, married, farmer, wearing protective helmet,
holder of Student Permit B01-14-S05906 and a resident of
Brgy Santo Domingo, Cabarroguis, Quirino was also
traversing said highway in a fast speed and was surprised
prompting him to evade immediately his driven motorcycle to
avoid hitting the victims but still he bumped the Euro
motorcycle that was rested on the cemented highway and
thrown thereat and sustained minor injury. The driver of Euro
motorcycle with his back riders were rushed by the 702
rescue of Diffun, Quirino at Quirino Province Medical Center
but said driver was pronounced dead on arrival (DOA) due to
severe head and body injuries he sustained while his back
riders were also sustained body injuries and they were found

inebriated with intoxicating liquor as manifested by the

attending physician. Driver of the farm machinery (Kuliglig)
was voluntary surrendered to Diffun Police Station together
with the driver of Rusi motorcycle and were brought to Diffun
District Hospital, Diffun, Quirino for their medical
treatment/examination due to minor abrasions and during their
examination driver of said farm machinery (kuliglig) was found
to be intoxicated with liquor as declared by the attending
physician and were subsequently brought to Diffun Police
Station for further investigation. All vehicles involved were
incurred damages of still unestimated cost and were brought

of a Suspect for Violation of RA 9165 by Ramon PS.
Please be informed that on October 19, 2015 at about 1:30
AM in Purok 4, Oscariz, Ramon, Isabela particularly at the
residence of RICARTE BARTOLOME Y BARTOLOME
(Listed #1 on Drugs Personalities-Municipal Level), 64
years old, married, jobless; and his son HONEY
BARTOLOME Y SYPNIO, 33 years old, married, jobless, both
residents of P-4 Oscariz, Ramon, Isabela was arrested by the
elements of Ramon PS for violation of RA 9165. Initial
investigation disclosed that prior to the incident, said office
received an information from their LAMBAT SIBAT
VOLUNTEER that suspects are selling illegal drugs
particularly at their residence. Acting on the said report, PCI
GENESIS C CABACUNGAN, OIC, immediately formed a
team to verify the veracity of the report and from it, they
launched Anti-Drug Buy Bust Operation against the suspects
in coordination with PDEA RO2 under control number 10000102015-0050 dated October 19, 2015. The poseur-buyer of
the team was able to buy two (2) pieces of heat sealed
transparent plastic sachets containing white crystalline
substance believed to be Methamphetamine Hydrochloride
commonly known as SHABU and marked money, one (1)
piece of Php 1,000.00 bill with serial number BU931371from
the direct possession and control of RICARTE BARTOLOME
Y BARTOLOME. While the other sales and other drug
paraphernalia were recovered from the direct possession and
control of HONEY BARTOLOME Y SYPNIO by the arresting
officer. After which, the arresting officers informed the
suspects the nature and cause of their arrest, apprised their
Constitutional rights and brought at Southern Isabela General
Hospital for medical/physical examination and brought to
Ramon PS for documentation and subsequently brought at
Santiago City Crime Laboratory for Drug Test. A Case for
Violation of RA 9165 are now being prepared for inquest
proceedings against the suspects. On October 21, 2015,
cases of Violation of sec. 5, sec 11 and sec 12 of Article II of
RA 9165 against the suspects was referred before the Office
of the Provincial Prosecutor, Santiago City, Isabela on
October 21, 2015 through Inquest proceedings docketed

Ilagan,Isabela wherein the victim identified as one CARLOS
MONTEREAL JR y CAPEA, 46 years old, married, farmer
and a resident of Purok 1, Brgy. Cabiseria 14-16, San
Antionio, City of Ilagan,Isabela was hacked to death by still an
unidentified suspect/s.
Initial investigation conducted
disclosed prior to the incident, on or about 5:00 PM of same
date, victim left at their residence and proceeded at his rice
field but failed to return home at night prompting his son
Jonathan Montereal to look for his whereabouts. At about
10:00 PM of same date, the victim was found lifeless
sustaining hacked wounds on his nape, left hand and even
mutilated his private part at the middle of the river located
about fifty (50) meters away from his farm believed to be
dragged and dumped by the suspect/s. Joint personnel of
Ilagan CPS led by PCI BONIFACIO C GANNABAN JR-DCOP
and SOCO team from IPCLO led by PCI GLEN TUAZON
conducted crime scene processing and pursuit operation for
possible identification and apprehension of the suspect/s.
The motive of the incident is yet undetermined. Case still
under invest and progress report to follow. Please be informed
that on October 24, 2014, Ilagan CPS conducted initial
investigation and shows that the victim is known womanizer
in their Barangay, thus the possible motive of the crime is
personal vendetta and or love triangle. Furthermore, said
office is still gathering pieces of evidence for the filing of a
case against the perpetrator/s. Progress report and final

Wanted Person for Rape (2 counts) by Cordon PS. Please
be informed that at around 1:00 PM of October 23, 2015,
elements of Cordon PS under the direct supervision of their
COP, arrested at their residence one Ruben Ancheta y Oligo
alias JOJO, 50 years old, married, farmer and a resident of
Purok 7, Brgy Turod Sur, Cordon, Isabela by virtue of Warrant
of Arrest with Criminal Case numbers 21-9321-FC and 219322-FC for the crime of RAPE (2 counts) issued by Hon
Judge Cresencio I Maliwat of RTC Branch 21, Santiago City
on August 19, 2015 with no bail recommended. Said wanted
person remains in the custody of said PS for documentation
prior presentation to the court of origin.

Wanted Person for Grave Coercion by Ramon PS. Please
be informed that on October 23, 2015 at about 7:00 AM,
CENEN PACIENTE y DE LEON, 40 years old, married and a
resident of P5, Raniag, Ramon, Isabela (Top 10 Municipal
Level on the List of Most Wanted Person in Ramon, Isabela
under LAMBAT SIBAT) was arrested by virtue of Warrant of
Arrest issued by Honorable Judge ALEXANDER V DE
GUZMAN of the MTCC, Santiago City for the Crime of

GRAVE COERCION with CC No. 15-154 dated September 4,

2015 with a bail recommended in the amount of twelve
thousand pesos (12,000.00) for his temporary liberty. Said
accused was turned-over to the court of origin and
subsequently released after posting the recommended bail
bond.

Physical Injury with Damage to Property in Roxas,
Isabela. Please be informed that a vehicular incident
transpired at about 4:30 AM of October 23, 2015 along
National highway of Brgy San Placido, Roxas, Isabela
wherein a Foton Tornado truck with plate number AMA-3783
registered under Melchor Palor and driven by Arwin Coloma y
Mabanag, 40 years old, married, reached 2nd year high
school, driver, holder of a Professional drivers license with
No. B09-95-013464 and a resident of Simbaluca, Santa
Teresita, Cagayan was bumped head-on by a Honda TMX
motorcycle with plate No. QH-3616 driven by Dominic
Dombrigue y Dela Cruz, 25 years old, single, farmer, no
drivers license with back rider one Roldan Pagana y WidAng, 22 years old, single, elementary graduate, unemployed
both residents of Ubao, Aguinaldo, Ifugao. Initial investigation
conducted shows that the Foton truck driven by Coloma was
moving south direction bound for Cabatuan, Isabela and
tRECORDEDraversing the one-way lane road which was
under construction. The motorcycle driven by Dombrigue was
moving in opposite direction and hurriedly entered the said
lane and bumped the Foton truck head-on. As a result, both
riders of the motorcycle sustained serious head injuries and
were rushed to Manuel A Roxas District Hospital [MARDH] by
the responding Rescue 333 for treatment. while both vehicles
incurred damages of still unestimated cost. Investigation is still

Physical Injury and Damage to Property in San Manuel,
Isabela. Please be informed that a vehicular incident
transpired at about 1:00 AM of October 24, 2015 along the
national highway in Barangay District no 1, San Manuel,
Isabela, wherein Ricky Bautista y Domingo, 39 years old,
married, farmer, HSG, native of Poblacion 3, Sta Maria,
Isabela and a resident of Barangay Sta Cruz, San Manuel,
Isabela was accidentally sideswiped by Toyota Grandia
bearing plate number EME 168 registered in the name Maria
Lourdes Littaua of 49E Aguilar St Brgy Bungod SFDM,
Quezon City and driven by Teddy Balinbin y Monte, 48 years
old, married, self employed, vocational graduate, holder of
professional drivers license number B09-92-000675, native
and a resident of Vira, Roxas, Isabela. Initial investigation
conducted shows that the Toyota grandia was traversing the
national highway north bound direction going to Roxas,

Isabela and when reaching said place, the victim tried to cross
along the national highway thus the incident happened.
Investigation further disclosed that the driver tried to evade it
but still sideswiped the victim. As a result, the victim sustained
body injuries while the driver of Toyota grandia luckily unhurt
during the incident and reported the incident at Roxas PS.
Said vehicle incurred damages of still undetermined amount.

FM PD, IPPO with CNR IPIDMB 2410-259. Stabbing Recorded

Incident in San Pablo, Isabela. Please be informed that at
about 10:00 AM of October 24, 2015, Mr Robert Taguimacon
y Poyo, 37 years old, married, construction worker and a
resident of Brgy Limbauan, San Pablo, Isabela personally
appeared to San Pablo PS and reported that his father
Bernando Taguimacon y Mallillin, 62 years old, married,
farmer and a resident of said place was being attacked and
stabbed by the suspects named Marlo @ Allo Frogoso,
Petacio Allam and Rosler Allam, all residents of Brgy
Limbauan, San Pablo, Isabela at about 10:00 PM of October
23, 2015 without any apparent reason for several times with
the used of kitchen knife hitting the different parts of his body
while he was standing at the back of their house. The reporter
further stated that he tried to pacify the suspects wherein he
was likewise assaulted by the suspects causing injury on his
head. The victim and said reporter (Mr Robert Taguimacon y
Poyo) were rushed to Milagros District Hospital in Cabagan,
Isabela for treatment and later his father Bernando was
transferred to Cagayan Valley Medical Center in Tuguegarao
City, Cagayan for further medical treatment. Suspects fled
away after the incident. The motive of the incident is yet to be
determined and the case is still under investigation. Progress

Wanted Person for Murder by Reina Mercedes PS. Please
be informed that at about 5:30 PM of October 23, 2015 at
Purok 3, Barangay Alibadabad, San Mariano, Isabela, joint
elements of Reina Mercedes PS led by PCI EDGAR
TUMALIUAN PATTAUI, OIC and San Mariano Police Station
led by PCI ARNOLD BULAN, OIC arrested Joseph aka Boy
Tuppal y Pawal (Listed no 2, Top Most Wanted, Municipal
level), 41 years old, married, farmer, native of Banquero,
Reina Mercedes, Isabela and a resident of Barangay
Alibadabad, San Mariano, Isabela by virtue of Alias warrant of
arrest docketed under criminal case no 3505 for the crime of
MURDER issued by Hon Isaac R De Alban, Judge of
Regional Trial Court, Branch 16, Ilagan City, Isabela Second
Judicial Region dated July 30 2009 with no bail recommended
for his provisional liberty. The accused was brought to San
Mariano Police Station for documentation and subsequently

brought to Reina Mercedes PS prior turned-over to the court

of Origin.

informed that after having been evaluated with the allegation

circumstances of the said incident to be within the jurisdiction
of the Katarungang Pambarangay Law (PD 1508).

Injury and Damage to Property in Benito Soliven, Isabela.
Please be informed that at about 1:13 PM of October 24,
2015, a concerned citizen reported to Benito Soliven PS
alleging that a vehicular incident transpired along the National
Highway of Barangay Punit, Benito Soliven Isabela,
particularly at the descending sharp curve part of the road.
Immediately, elements of said office responded led by SPO2
Fuguiao and investigation disclosed that at about 1:10 in the
afternoon of October 24, 2015 one (1) Kawasaki Fury 125,
bearing plate 6466 BF driven by Avelino Maramag y Rinion,
28 years old, single, PNP member, without helmet and a
resident of Barangay Maluno Norte, Benito Soliven, Isabela
was traversing heading towards, San Mariano, Isabela
direction and upon the reaching the said place the driver of
the SMC loose control of the handle bar, swerved and
occupied on the other lane and thereby collided to the
approaching one (1) SINOTRUCK, Mixer Truck, newly
acquired, C.R. no 219545163, O.R.No 774123125, registered
under the name of Greenbucks Enterprises of Pulilan ,
Bulacan and driven by Juanito Gelido y Tamondong, 63 years
old, married, truck driver, holder of Professional drivers
license no A07-80-003342 and a resident of Barangay
Baybay, Aguilar, Pangasinan. As a result, the driver and its

single motorcycle went beneath of the said truck causing the

victim sustained injuries of the different of his body and was
rushed by DART 831 to Isabela United Doctors Medical
Center (IUDMC) for medical treatment and while the single
motorcycle incurred damages of still undetermined amount.
The driver and passengers of Mixer truck were unhurt. Both
vehicles involved in the accident were brought to Benito
Soliven PS together with Juanito Gelido for proper disposition.
Investigation is still going on and progress report to follow.

Physical Injuries in Tumauini, Isabela. Please be informed
that at about 3:00 o clock in the afternoon of October 24,
2015 along the national highway, Brgy Ugad, Tumauini
Isabela a farm machine implement ( KULIGLIG) driven by
JAIME BALOLOY y ALEGRID, 47 years old, married, Brgy
Kagawad and passengers namely, RICKY SAGUIBO, 19
years old, single, farmer, RODMAR SALDIVAR y BALOLOY,
9 years old, MICHAEL BALOLOY, 19 years old, RYAN JOY,
21 years old, single, farmer, CYRUS BALOLOY, 13 years old
and ANGELICA BALOLOY, 15 years old, student and other
unidentified who left the place after the incident, all residents
of Sitio Tupa, Brgy San Vicente, San Pablo Isabela met an
accident. Initial investigation conducted disclosed that prior to
the incident, the farm implement (KULIGLIG) traversing the
national highway heading towards north direction and upon
reaching the place of incident, the driver applied mechanical
break in order to decreased the acceleration while passing by
the curved Malamag bridge while on the process fell and
rolled over hence; the incident. All mentioned above
passengers sustained body injuries and brought to Tumauini
hospital, Tumauini Isabela for medical treatment. However,
RICKY SAGUIBO and RODMAR SALDIVAR subsequently
transferred to Cagayan Valley Medical Center, Tuguegarao
City, Cagayan.for further treatment. Case is still under
