The 2016 Constitution of the Undergraduate Students of the Ateneo De Manila
Loyola Schools was ratified in a plebiscite in School Year 2015-2016. Article XV, Section 1.1
states that All incumbent and elected members of the Sanggunian shall remain in office
until after the newly-elected set of Sanggunian officers shall have taken their oaths of office
and comprise the Transitory Government which shall serve as the Sanggunian.
The Transitory Government has positions, departments, and committees which must be
filled in order to have a functioning Sanggunian. These positions and departments
are not covered by Article XV, Section 1.1 as these positions and departments either
do not have incumbent officials or are newly-established for the purpose of the
Transitory Government. Article IX, Section 1.2.3 of The 2016 Constitution of the
Undergraduate Students of the Ateneo De Manila Loyola Schools empowers the
Student Judicial Court to Review, approve and / or reject decisions of appointments
made by any members of the Sanggunian.
The Transitory Government has been functioning as the Sanggunian since the end
of the Second Semester of School Year 2015-2016 sans the formality of an appointment
from this Court.
The Transitory Government has submitted to this Court their proposed structure,
justification for the created positions, departments, and committees, job descriptions of
these positions, departments, and committees, and the process for nomination undertaken
by the former in ensuring that competent students have been appointed to the positions.
After a perusal of the afore-cited proposed structure, this Court finds the submitted
documents for its perusal as meritorious and of no adverse consequence to the student
body.

This Court therefore approves :

a) the creation of the positions Sanggunian Coordinator, Sanggunian Executive
Secretary, School of Humanities Liaison, School of Management Liaison,
School of Science and Engineering Liaison, and School of Social Sciences Liaison
to serve as part of the Transitory Government ;
b) the creation of the Department of Communications, Department of Finance,
Department of Formation, and the Department of the Secretariat to serve as part of
the Transitory Government ;
c) the creation of the Committee on Sociopolitical Affairs and the Committee on
Student Concerns to serve as part of the Transitory Government ;
d) the retention of the Department of External Affairs and the Department of Student
Welfare and Services to serve as part of the Transitory Government ;
This Court recognizes the fact that the appointments made were conducted by the
Sanggunian Central Board of School Year 2015-2016 and as such, relies on their discretion
on having scrutinized the competencies of every current officer of the Sanggunian
down to the very last Block Representative, Course Representative, and Department
Member, and as such has screened the nominees and eventual appointees.
This Court however recognizes the fact that the subsequent appointments not made
by the Sanggunian Central Board of School Year 2015-2016 were made by the
presumptive officers of the Transitory Government and as such, relies on their discretion
on having scrutinized the competencies of every current officer of the Sanggunian
down to the very last Block Representative, Course Representative, and Department
Member, and as such has screened the nominees and eventual appointees. Given this
responsibility, the Court earnestly hopes that all means were exhausted in appointing
officers into the Transitory Government from the existing pool of Sanggunian Officers, and
that appointees who were not a part of the Sanggunian for the previous school year have
proved to be an asset to the building of the new Sanggunian.
This Court recognizes that the Department of External Affairs and the Department
of Student Welfare and Services are not newly created departments. These departments
are existing departments of the Sanggunian in the previous school years. As such,

both departments have established Codes of Internal Procedures which provide for the
process of appointments for their departments.
After an exhaustive deliberation, this Court approves the appointment of the following
officers to serve only in the Transitory Government :
1) Ms. MA. CARMELA VINZON as the Sanggunian Coordinator of the
Transitory Government ;
2) Ms. ROXANNE NICOLE TRILLANES as the Sanggunian Executive
Secretary of the Transitory Government ;
3) Ms. BIANCA GABRIELLE ALVA as the School of Humanities Liaison of the
Transitory Government ;
4) Mr. EDWARD JOSEPH OFILADA as the School of Management Liaison of
the Transitory Government ;
5) Ms. NEICY MARIE PILARCA as the School of Science and Engineering
Liaison of the Transitory Government ;
6) Ms. AESHA RAE CRUZ as the School of Social Sciences Liaison of the
Transitory Government ;
7) Ms. CIERYL CARESSA SARDOOL as the Chairperson of the Department
of Communications of the Transitory Government ;
8) Ms.

REYCEL

HYACENTH

BENDAA as the Chairperson of the

Department of Finance of the Transitory Government ;

9) Ms. CAMILLE JOY LEONG as the Chairperson of the Department of
Formation of the Transitory Government ;
10) Mr. JANN RAILEY MONTALAN as the Chairperson of the Department
of the Secretariat of the Transitory Government.
This Court also approves the appointment of the following officers to serve for School Year
2016 - 2017 :

1) Mr. KRISTONI GO as the Chairperson of the Department of External

Affairs ; and
2) Ms. KIMBERLY LIM as the Chairperson of the Department of Student
Welfare and Services.
For lack of nominees, this Court is not making any appointments for the positions of
Chairperson of the Committee on Sociopolitical Affairs and Chairperson of the
Committee on Student Concerns for the Transitory Government.
All appointees, excluding the Chairpersons of the Department of External Affairs and

the Department of Student Welfare and Services, are directed to discharge the duties
and responsibilities of the positions they hold until the end of the Transitory Government,
which shall be determined by the proclamation and induction of the newly-elected
set of officers of the Sanggunian after the General Elections to be conducted
by the Commission on Elections.
The Chairpersons of the Department of External Affairs and the Department of
Student Welfare and Services are directed to discharge the duties and responsibilities
of the position they hold until the end of their term, as stated in their existing
Code of Internal Procedures.
The Chairpersons of the Department of Communications, Department of Finance,
Department of Formation, and the Department of the Secretariat are directed
to formulate a Code of Internal Procedures which shall guide the newly-appointed
set of officers of the Sanggunian Departments once they assume their respective
positions.
This Court directs the Transitory Government to establish the Sanggunian into
an institution in which the student body shall recognize its relevance and to facilitate
a

smooth

and

efficient

transition

from

the

Transitory

Government

into

the

Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo De Manila

by ensuring that efficient systems have been established for the Sanggunian to build upon.
The appointees to the Transitory Government are reminded that they are not merely
position-fillers but rather they are the transitory Sanggunian. As such, the Transitory

Government must discharge the duties of the student government, which is first and
foremost, to be the official representative of the student body to the school administration.
This Court expresses the gratitude of the student body to the Transitory Government,
who has been working tirelessly to serve the student body even without official appointments
to legitimize their existence. The Court also enjoins the student body to support and
participate in the initiatives of the Transitory Government in building up the eventual
Sanggunian.
This Resolution shall take effect immediately.
