On Sunday, January 31, 2016, a LEP Spanish-speaking man called the Collier County
911 service three times to seek help for an emergency in Immokalee, Florida

The dispatcher did not speak Spanish, there was no other dispatcher available who
spoke Spanish, and the dispatcher did not obtain a telephone interpreter to
establish effective communication with the LEP caller ina timely manner during
this emergent situation, The Collier County Sheriff's Department was able to
identify the location of the cell and sent a deputy to the location. Although they
were able to locate the cell location, this is not always possible, and the fact
remains that the dispatcher did not speak Spanish or obtain interpretation
services in a timely manner for an emergency call.
Furthermore, based on the Spanish language used by the 911 caller, the Sheriff's
Department, should have reasonably known that a Spanish-speaking bilingual
officer or a trained and qualified Spanish interpreter accompanying an English-only
officer would be needed on site to effectively and safely manage the unknown
situation to which they were called as an emergency. According to the Statistical
Atlas (who obtains their data from the U.S. Census), 38,3k individuals in Collier
County reported "Speaking English Less Than Very Well" and 67.9 percent of the
Population or 13.7k persons in Immokalee reported living in Spanish-speaking
