3.1 BACKGROUND
3.1.1
Project Background
Urbanization is the most necessary index for development but the unplanned growth and haphazard
urbanization trending in Nepal is causing environmental degradation. Along with the development of modern
technologies, the living is very much easier but has adverse effect in the environment. For instant, people do
travel in private vehicles which is easier to use but the energy consumption and production of carbon
monoxide gas is higher. Similarly, the increasing factories has provided various daily needs to the population
but it consumes natural resources like water, trees etc. and produce harmful effluent. But the inability of
checking the production of harmful gases or the harmful effluent or inability to minimise the effect of them is
causing major problem. The toxic gases and liquids are left open in the environment and for the drainage,
water resources are the first choices to dump at. The pollution level of air is increasing along the development
of the city and similarly, the industrial waste and waste water are being mixed with river and ponds.
In the context of the Janakpur, one of the religious and cultural centres of Nepal, the pressure on the existing
infrastructure like roads, water supply, drainage, solid waste management and electricity are increasing with
growing incidence of overload and breakdown along with Urbanization. The consumption of natural
resources, along with population accumulation as a result of urbanization, has put the threat that what if all the
resources replenish? The alternative sustainable development is developing very slowly with respect to the
haphazard urbanization.
Moreover, the natural resources like pond have become places for discharging sludge, untreated effluents from
the factories and even damping solid waste. The cultural heritage of Janakpur has been degrading day by day
and the effective steps has to be implemented immediately to hault the environmental degradation especially
in the ponds.
On this regard DUDBC intends to procure consulting services for the preparation of Detail Engineering report
fot Integrated Development of Dhanus Sagar and Ganga Sagar of Janakpur as a Tourism Place in FY 072/273.

The project area Dhanush Sagar and Ganga Sagar are 580 m South west from Bhanu chowk of Janakpur and
are located 200 m east of the famous Janaki temple.
TECHNICAL PROPOSAL
To Prepare Detail Engineering Report for Integrated Development of Dhanus Sagar and Ganga Sagar of
Janakpur for development as a tourism place.
3.2.3
The objectives for the consultant's services stated in the ToR form the basis to our Approach and
Methodology. The project's logical framework hierarchy is thus summarized as follows (Table 1):

As discussed above, to halt the increasing haphazard urbanization and improve the scenario of the historical
and religious important ponds, the inventory of the pond and detail engineering report for the future
development of infrastructures shall play a vital role in upgrading of environmental situation of the Dhanush
Sagar and Ganga Sagar of Janakpur Municipality.
3.2.4.1
TECHNICAL PROPOSAL
From the Integrated development plan an overview of the programs shall be listed which will support on
overall sustainable development of the pond area. The management of the sewer and solid waste and provision
of important infrastructures like water supply, public toilets and bathrooms will help in development of the
pond area into an important tourism centre. The infrastructures also includes parks and recreational centre so
that the tourist coming to the area enjoy their time as long as possible. The electric lighting system for
lightning the area which will be incorporated in development plan shall assist to witness a spectacular view of
the pond for especial occasions like Chhath.
If all the proposed Development programs shall be implemented, the lifestyle of the local shall be uplifted
following the infrastructure development and the tourist visiting the area shall convey the message to visit the
area often in future.
3.2.4.2
The inventory of the pond will shall focus in existing situation of the pond area. The planning cannot be done
without existing site analysis and for the analysis, inventory is very appropriate tool.
3.2.5
Expected Output
The major output of the project is the Integrated Development Plan of the development of ponds which also
includes detail inventory of the ponds and detail engineering report showing proposed physical infrastructure
and structures along with design and cost estimation of at least two prioritized projects.
3.2.5.1
Report
The report will contain the introduction, methodology of data design, explanation of terms and definitions and
standards followed for the project, data description, design and estimates.
The report will recommend the implementation of the detail engineering plans.
3.2.5.2
Maps
The maps will show the existing condition of the project area and differentiate it with proposed development
plan in terms of infrastructure development.
3.2.5.3 Detail Engineering Report
The Detail report of any two projects will act as BOQ for tender purpose for instant implementation.
3.3 APPROACH
Our approach to the consulting assignment is based on information given in the Terms of Reference,
understanding of objectives, comments on Terms of Reference together with our experience gained in relevant
field in the last 10 years of working in the country.
The Consultant will adopt the following approaches:
3.3.1
The relevant literature review and analysis for following in the methodology shall be done. For the very
process not limiting the following literature, detailed analysis shall be done.

The vision and the mission should be clear. The vision should include the safe area, opportunity area, and well
run area. The budgets focusses on settling Five year strategic plan and in our scenario the tenure shall be 10
years. The analysis should include the public needs and the strategies shall focus the opportunity area.

The Integrated development should have six major benefits viz. effective use of scarce resources, speeding up
of delivery, attracting additional funds, strengthening democracy through effective participation of important

stakeholders, overcome the legacy of apartheid by integrating rural and urban areas and to extend services to
the poor and at last promoting coordination between local, provincial and national government.
Developing vision, objectives and strategies and project identification are the major phases of the Integrated
Development plan.

The methodology for the plan formulation process are secondary data and intensive field survey works.
Processing by GIS and statistical tools are important tools including series of meetings and discussions with
government agencies and stakeholders. Several community consultations and interviews with locals as well as
several workshops for disseminating the process of developing action plan and getting feedbacks are
important too.
3.3.2 Coordination with DUDBC, Municipal authorities and local stake holders
Coordination with the Client, collaborations and participations of the municipality and local community is the
most for successful implementation of different components of this project. Hence, following approach is
proposed for the coordination, collaborations and participation of the stakeholders:
Meeting at municipal level with local representatives, representatives of political parties, local
authorities, representatives of the public etc..
3.3.3
Data Collection
Preparation of Integrated Development Plan will be based on field visits and maps collected. This will be
supported by extensive field survey work. The collection also include municipal profiles, maps/ schematic
network diagrams, water supply network, sewerage, electricity and telecommunication system along pond
area.
3.3.4
Plan Preparation
One of the output of the study as a recommendation will be the plan for implementing Integrated
Development Plan of the ponds. This plan will be a roadmap for municipal office to implement for
infrastructure development, management. Following approach will be adopted in preparing the plan:

Field Visit
For the completion of the project, field visit and close coordination meetings with the local stakeholders,
municipality and the local community is essential.

3.4 METHODOLOGY
Based on the approach mentioned above, our methodology has been designed as a set of carefully considered
and interconnected series of tasks, whose outputs combine to achieve the project objectives, as stated in the
ToR. These objectives are related to activities detailed as tasks and task groups in Table 1.
3.4.1
The following are the study and analysis tools for completion of work to be performed by the consultant to
fulfil the TOR requirement are given below:
Under the desk study the consultant will perform the following activities:
3.4.1.1
The team leader of project will plan and manage the work making the schedule of tasks to complete the
assignment in stipulated time. We will mobilize staff immediately after signing of the contract and receiving
the notice to proceed from DUDBC.
The Team Leader will work closely and in full cooperation with DUDBC. He will maintain proper
coordination with project stakeholders and other authorities and bodies as required in approval or consultation
on different aspects of the project.
3.4.1.2 Preliminary Collection of secondary Data
Following secondary maps and data will be collected from the authorized sources. These secondary maps and
data will be used as ancillary data for the mapping and reporting purposes:

Preparation of Map
The maps shall be produced showing the inventory of the existing infrastructures and conditions at the project
area.
The maps shall be prepared in GIS format and the proposed infrastructures for development shall also be
presented in map for Integrated Development.

3.4.5
After consultation with the local stake holders, the detail cost estimate of any two programs of the Integrated
Development Plan shall be prepared by the consultant on the basis of rate analysis of the district.
3.4.6
The detail engineering design and cost estimate of the two prioritized projects shall be carried out after
finalized in consultation with DUDBC, Division Office, Municipality, local community and local stake
holders. The design shall be prepared in coordination with the Architect and modifications shall be made if
any required in accordance to the consultations. The drawings for detail design shall be prepared in autocad
format.

After the completion of mapping works, a separate quality assessment survey work will be undertaken
to assess the planimetric accuracy of the final mapping product. The accuracy will be in compliance
of 1:2,500 and 1:5,000 mapping scales. The accuracy assessment will be conducted suing Total
Station for prioritized project area for planimetric accuracy.
Besides the proposed experts, a team of dedicated and experienced supporting staff will be engaged to support
field works, data management, analysis and mapping works. The Consultant commits to engage full fledge
team with additional support staff for the assignment and that the team members are qualified and have similar
experiences in previous projects.
In order to perform the services at the site as well as in office successfully, backup team will be indefensible.
The backup team will help the consultants team with logistic support as well as technical support to its
professionals of various disciplines to ensure prompt and efficient delivery of quality services.
Along with our firms quality management resources, better office environment, we will follow following
activities to assure quality of the study in the assignment.

The following bounding will be adapted by the consultant to meet the quality plan
1. Commitment of supervision by senior staff
We, the consultant, assure to engage senior staff proposed in the manning schedule of technical
proposal for the overall supervision, monitoring and planning process for the study period.
Regular checking of assign task will be done by senior staff.
2. Commitment to engage a full team in the field
We, the consultant, assure to involve all proposed experts in the manning schedule of technical
proposal for the overall supervision; monitoring and planning process for the study period.
Transfer of knowledge/technology regarding the study will be also the major approach to the
study. From the technology transfer both client and consultant are benefited and it ensures
quality report preparation. Following activities ensures the transfer of knowledge/technology.

4. Involvement of DUDBC, DDC, Municipality Staff during study period
We, the consultant ensure regular interaction and involvement of personnel of DUDBC,
DUDBC division office, concerned DDC and VDC, stakeholder in planning process. Regular
meeting and interaction will be made with DUDBC, DUDBC division office DDC and VDC
personnel.
5. Consultation with stakeholders at Centre/District/ Local level during planning period
The consultant will work in close consultation with stakeholder at central, district and local
level. Regular interaction and meeting will be conduct with stakeholder during study.
6. Presentation of draft report in DUDBC
After the submission of draft report according to working schedule, Consultant will presentation
draft report in DUDB
7. Timely submission of study reports
As proposed in time schedule, the consultants assure that all the required report will be
submitted timely and in required number.
3.8.3 Draft Final Report (Three hard copies and soft copies)
The draft report will contain inventory map, integrated development plan and prioritized projects after
consultation in the site and shall be submitted within 9 weeks from the date of signing the contract agreement
for the consulting services. We will incorporate the feedback in final report.

3.8.4 Final Report (Seven hard copies and Five soft copies):
The Final Report shall be submitted after incorporating the comments from the Client and the Stakeholders.
The report shall be delivered in 7 sets of hard and 5 sets of soft copies at the Client's office. The Volume of
Final Report will be same as Draft Report. The Final Report all complete shall be submitted within 3 months
from the signing the contract agreement for the consulting services.

The organization structure including activity and staffing schedules have been prepared to concur with the
requirements of the proposed approach and methodology as described in Sections 3.3 and 3.4 above.
Work Program
The work schedule, presented in Form 3H, has been prepared based on the instruction given in the RFP. The
proposed schedule presents logical sequence of tasks on which the inputs of the proposed professional staffs
are based, and their respective task responsibilities.
It is proposed that the whole job be finished in 4 months and the schedule has been prepared accordingly.
3.9.4
The Consultant proposes a very competent and experienced team of professional staffs to undertake this
assignment, as listed in Form 3E. The proposed staffs possess outstanding quantitative and qualitative
backgrounds.
3.9.5
Staffing Schedule
To execute the services in line with the proposed work schedule, the Consultant has proposed key professional
staffs to the project according to the staffing schedule shown in Form 3G. The allocated time for each staff
has been logically distributed. However, the Consultant also presumes that there might be changes on the
schedule during the project execution. If such situation arises, the Consultant will refine its staff schedule
accordingly in consultation with the Project.

The Curriculum Vitae of professional staffs proposed for this Project in the format suggested by the RFP with
