scale implementation of Senior High School, leading to multi-year
low enrolment in colleges nationwide.
CHED is crafting developmental packages to mitigate the adverse

DEPUTIZATION PROCESS
The HEI shall apply through the CHEDRO with a letter of application
and commitment together with all document requirements.
The CHEDRO evaluates the HEIs compliance with requirements and
recommends to the Central Office the appropriate action on the
application.

REQUIREMENTS
Recognition for private HEIs or equivalent authorization in case of
SUCs and LUCs of the straight/traditional baccalaureate program
being applied for
Certificate of Program Registration from TESDA for the TVET
qualification embedded in the proposed ladderized curriculum

shall be reviewed both by the CHEDRO and TESDA.

Higher Education Act of 1994
It is the mandate of the Commission to (1) formulate and
recommend development plans, policies, priorities, and
programs on higher education and research, and (2) identify,
support and develop potential centers of excellence in
program areas needed for the development of world-class
scholarship, nation building and national development.

The Enhanced Basic Education Act of 2013
The Commission is mandated to help ensure a smooth
transition to the new system by formulating appropriate
strategies and mechanisms, which may cover changes in
physical infrastructure, human resource, organizational and
structural concerns, bridging models linking secondary
education competencies and the entry requirements of new
tertiary curricula, and partnerships between the government
and other entities, along with ensuring the long-term viability
of HEIs, and the alignment of higher education with the new
curriculum in basic education.

RATIONALE
The Transition Period presents a once-in-a-generation opportunity to upgrade
the Philippine Higher Education Sector on an unprecedented scale
There is a need to carefully target the higher education sector, and increase
government investment in higher education
Therefore, it is essential to have a mechanism that will mitigate the effects of
the K to 12 transition, and also provide developmental support for higher
education to respond to the pressing factors aforementioned
This, while creating an environment that will support, nurture and further
develop the faculty and staff we are sending for scholarships and professional
development in the next 5 years.
