The Introduction

Bharat Supply & Support of Military Material and Equipment's a company established, to undertake
Designing, Manufacturing, Assembling and Testing of Small Arms and Ammunition for supply to
Indian Army, Para Military and Law Enforcement, under Defense Make in India initiative of the
Government of India.
The Founder Promoters and Majority Shareholders are high-ranking distinguished, now retired
officers from services of Indian Army and Indian Police Services, possessing rich experience, expertise
and in-depth knowledge in this domain. They are joined in this initiative by entrepreneurs & experts
from varied sectors such as Telecommunications, Broadcast Media, Legal, Facility Management and
Finance.

The Market
The inventory of small arms in India is estimated at 5-6 million, with almost 85 % SAs in use by the
Military and Law Enforcement are 9 MM Pistols already aged an average of 32 Years, Taking into
account the overall requirement of small arms replacement by the military and para-military forces
estimated at 4.0 million, India would need an annual small arms production capability of 0.2 Million
for the replacement cycle.
The recent Arms Act Amendment Bill, 2015 enactment allows the private industries to manufacture
and proof test Small Arms and Ammunition including those being used by military. Indias defense
requirements are currently catered to largely by imports. The opening of the strategic defense
sector, with radical changes made in the FDI policy, for private sector participation enables foreign
original equipment manufacturers to enter into strategic partnerships with Indian companies, such
as BSS Materiel and leverage the domestic military and civilian markets as well as aim for global
market from here.
The Opportunity
About 85 % of the existing side weaponry (Hand Guns) used by the Army and Police here are old and
obsolete models of 9 MM pistols. Whereby it certainly makes a lot of sense to replace this old and
obsolete Pistols in use, with the new and latest model Pistols that reputed small arms OEMs has to
offer, those can be manufactured and produced in India under a license arrangement with the OEM
or its owned subsidiaries under a manufacturing JV setup with the OEM under the Defense Make in
India and Startup India initiatives.
Thereafter it will be much easier to convince the Government of India, to opt for service weapon
exchange offer, whereby the existing, old SA weaponry in use will be exchanged with the latest
model Pistols and Assault Rifles that are being manufactured within the Country, with an additional
offer on indigenous spare parts, supply and support. Also giving an excellent opportunity to the
small arms OEM to bring in, showcase and supply other products and accessories.
This offer will completely get rid of the tedious and time consuming tender process of calling SA and
Ammunition procurements bids from foreign OEMs eventually.

Whereas this old weaponry in use exchanged, will be refurbished for export to military and law
enforcement in other emerging markets within the SAARC region itself, also refurbished to refabricate for .380 non-prohibited bore for supply to the civilian market, which itself is pretty huge
here in India and SAARC region.
SA and Ammunition Manufacturing & Testing Facility setup
BSS Promoters and Shareholders are having adequate manufacturing experience, arms and
ammunition know-how and business acumen and are pretty resourceful within the Government,
where they also collectively own industrial land of about 80,000 Sq Meters in the Hill state of
Uttrakhand and about 1, 80,000 Sq Meters of mixed use industrial land bank in the State of Haryana,
thats about 3 Hours drive from the National Capital of Delhi.
That can be done with the right collaborations and JV partner in place and can be effectively utilized
for setting up a secure, advanced, state of the art, SA and Ammunition Manufacturing and testing
facility hub for the reputed OEM Company, under the Defense Make in India Initiatives of the
present visionary leadership of the Government, after obtaining all the requisite permissions and
industrial licenses from the Government of India and to effectively avail all sops and incentives like
tax holidays, FII fundings, FDI incentives and procurement priority and preference over foreign arms
OEMs.
Needless to say as has also been reported, in 2015, India surpassed Chinas economic growth and
stood as the worlds fastest-growing major economy. With an aim to transform India into a
manufacturing hub, the government has been easing investment norms and promoting foreign
investment. Hence in 2014, for the first time, India ranked amongst the top 10 foreign direct
investment (FDI) destinations in the world.
