Indira Gandhi National Open University


The Indira Gandhi National Open University was established by an Act of Parliament in 1985. Since its establishment,
IGNOU has contributed significantly to the development of higher education in the country through the Open and
Distance Learning (ODL) mode. Today, it serves the educational aspirations of about 3 million students in India and
other countries through 21 Schools of Studies and network of 67 Regional Centers and around 80 overseas centers. The
University offers 228 certificate, diploma, degree and doctoral programmes with strength of around 573 teachers and
academics at the headquarters and regional centers and about 54,234 academic counsellors and programme coordinators
from conventional institutions of higher learning, professional organisations and industry among others. As a world
leader in distance education, it was conferred the Centre of Excellence Award in Distance Education in 1993 and the
Award of Excellence for Distance Education Materials in 1999 by the Commonwealth of Learning (COL), Canada. In
January, 2010 it was listed 12th in the web metric ranking of Indian universities, based on the caliber of its presence on
the internet.

Organisation Structure

The mandate of the University is to:


Provide access to higher education to all segments of the society;
Offer high-quality, innovative and need-based programmes at different levels, to all those who require them;
Reach out to the disadvantaged by offering programmes in all parts of the country at affordable costs; and
Promote, coordinate and regulate the standards of education offered through open and distance learning in the
country.

Instructional Package
IGNOU method of instruction differs from that of other conventional universities. IGNOU has adopted multiple
media approach. The different components are self instructional material, counselling sessions, practical sessions,
teleconference, interactive radio sessions, audio video and TV telecast. For programmes in medical, nursing and para
medical, arrangements have been made to enable the students to undertake practical sessions at selected hospitals
attached to programme study centres.

School of Health Sciences


The School of Health Science was set up in the year 1991 with the objective of augmenting educational avenues for
medical, nursing and paramedical personnel through distance education mode. The various functions of the school is
planning, developing and launching of degree, diploma and certificate level programmes for various categories of health
professionals; health awareness courses for the general public and conducting research on health issues.
The school is pioneer in developing competency-based programmes in various disciplines. The School adopts an
innovative approach in implementing medical programmes through a diversified approach in which three-tier system
i.e. medical colleges [Programme Study Centers (PSCs)], district hospitals [Skill Development Centers (SDCs)] and
the work places of enrolled doctors provide hands on training. Similarly in the field of Nursing, programmes are being
developed to provide opportunities to nursing personnel for career advancement. Nursing Colleges (PSCs), Hospitals,
Community Health Centers and work places of enrolled nurses provide hands on training.
The school is also collaborating with various National and International organizations like Government Departments,
Ministries, Councils and reputed organizations like WHO, UNICEF, National Board of Examination, NIHFW,
ICMR.

1. Post Graduate Diploma in Maternal and Child Health (PGDMCH)


Post Graduate Diploma in Maternal a Child Health (PGDMCH) Programme is a one-year programme of 36
credits (18 credits in theory and 18 credits in practical) requires 1080 hours of study time.
This programme was launched in 1997 for MBBS doctors and has undergone two revisions. The 2nd revised
programme is being implemented since January 2008. The number of PSCs established till date are 32.
The programme aims at updating the knowledge and skills of practicing doctors and those placed in a peripheral
set up like Primary Health Centre/Community Health Centre. The package would also be beneficial for doctors
at all levels engaged in the MCH care in different capacities.

Objectives
The broad objectives of this programme are to:
imbibe comprehensive knowledge of ongoing Maternal and Child Health Programmes and be able to manage
Health Care Services at different institutional levels;
tackle the disease outbreaks and effectively manage the National Health Programmes especially in relation
to MCH services;
provide antenatal care including those of high risk pregnancy, conduct normal delivery, handle common
emergency care related to pregnancy and its outcome and identify referral situations;
manage common gynaecological morbidity and provide family planning services;
provide newborn care, identify high risk babies, diagnose and manage common childhood morbidity including
emergencies; and
Acquire knowledge on nutritional needs, assess growth and development of children and manage their
respective problems.

2. Post Graduate Diploma in Hospital and Health Management (PGDHHM)


Post Graduate Diploma in Hospital and Health Management (PGDHHM) Programme comprises 32 credits (18
credits in theory and 14 credits in practical) including project work. This programme aims at improving the
managerial skills of practicing Doctors, Health Professionals and Allied Health Care Professionals working in
health care profession for providing effective and efficient hospital and health care services. This programme
was launched in January 2001. Number of Programme Study Centers activated are 26.
Objectives
The broad objectives of this programme are to:

acquire theoretical knowledge and develop practical skills to apply scientific approach to management of
people, materials, finance, communication and for organizing work and managing resources;

learn modern management techniques like inventory control; economic order quantity

Post Graduate Diploma in Geriatric Medicine (PGDGM)

Post Graduate Diploma in Geriatric Medicine (PGDGM) Programme is a one-year Diploma Programme of 32
credits (14 credits in theory and 18 credits in practical). This programme was launched in January, 2004. The
number of Programme Study Centres activated at present are 21. This programme will equip the practicing
Doctors with knowledge and skills in the field of Geriatric Medicine and enable them to deal with the special
problems faced by the elderly. With increased expectancy of life over the years, the proportion of elderly
population is fast increasing. Aging is inevitable and irreversible. The epidemiology and the clinical features
of diseases vary in this age group and drug dosages and interactions also differ. Geriatric management requires
not only medical interventions but also special economic and environmental interventions. This programme aims
at not only enhancing the knowledge but also multi skilling the doctors so as that they can provide primary
level care to the elderly.
Objectives
The broad objectives of this programme are to:
upgrade the knowledge and skills for providing comprehensive health care to elderly;
inculcate the inter-disciplinary approach for diagnosing and management of geriatric health problems; and

5. Post Graduate Diploma in HIV Medicine (PGDHIVM)


India has the third largest number of people living with HIV/AIDS. As per HIV Sentinel Surveillance 2008-09, there
are an estimated 23.9 lakh people living with HIV/AIDS in India in 2009. Currently nearly 9.6 lakh patients registered
for Anti Retroviral Therapy (ART) and 2,70,000 eligible patients are on treatment at 346 ART Centres. National AIDS
Control Organization (NACO), Govt. of India has nearly 346 ART centres with 650 Link ART Centers and 250 Community Care Centres which are being scaled up further.About 2000 trained doctors would be needed to these facilities.
The qualification for Senior Medical Officer (SMO) ART centers is MD while for Medical Officer it is MBBS. It is
planned that MBBS doctors with PG Diploma in HIV Medicine shall be considered for the post of SMO at ART centers.
The PG Diploma in HIV Medicine will help to standardize HIV Medicine training and also help to bridge the gap in
trained man power for ART centre. There are two doctors in each Anti-Retroviral Therapy (ART) facility, One doctor
in each Community Care Centre and one doctor as In-charge of link ART centre (ICTC) are directly involved in patient
care and are potential candidates for one-year training programme in HIV Medicine. For further details please write

Post Doctoral Certificate in Dialysis Medicine (PDCDM)

Indira Gandhi National Open University (lGNOU) in collaboration with Directorate of Health Sciences (DGHS),
Ministry of Health and Family Welfare (MOHFW) has developed a one-year Post Doctoral Certificate in Dialysis
Medicine (PDCDM) programme. The programme is aimed at Post Graduate Doctors. The programme was launched in
July 2012 from ten programme study centres all over the country. Post Doctoral Certificate in Dialysis Medicine is an
innovative programme aiming to provide comprehensive knowledge on basics of nephrology and train the physicians
in managing stand-alone-dialysis Units. This one-year training of physicians in dialysis aims not only at providing
trained manpower at district level, but also expects more dialysis units to come up both in Government and Private
sectors. This will ultimately help to empower accessibility to dialysis facility in various parts of the country including
the northeastern.
Objectives
The broad objectives of this programme are to:
imbibe comprehensive knowledge on basics of nephrology as related to haemodialysis, peritoneal dialysis
and renal transplant;
create temporary vascular access.

Certificate in Health Care Waste Management (CHCWM)

The Certificate in Health Care Waste Management (CHCWM) Programme is a 6 Months Certificate Programme
developed and launched in collaboration with WHO-SEARO for the SEAR countries in January 2006. The
eligibility requirement of the programme is 10+2. It can be taken up by doctors, nurses paramedics, health
managers and other professional workers in health sector. The Programme consists of 14 credits. The programme
is on offer in 24 Programme Study Centres. The concern for bio-medical waste management has been felt
globally with the rise in deadly infections such as AIDS and Hepatitis B. There has also been an increase in
the indiscriminate disposal of health care waste. The main bottleneck to sound health care waste management
practices is lack of training and appropriate skills to manage waste by different health care functionaries.
To cater to the needs of health care functionaries and impart good waste management practices, Programme
in Health Care Waste Management has been developed. The Programme is also offered internationally both
in South East Asia Countries as well as other countries. Partner Institutions (Programme study centre) have
already been established in Bangladesh, Nepal and Mongolia.
Objectives
The broad objectives of this programme are to:
sensitize the learner about health care waste and its impact on our health and environment;
acquaint the learner about the existing legislation, knowledge and practices regarding infection;
control and health care waste management practices in the countries of South- East Asia Region; and
equip the learner with skills to manage health care waste effectively and safely.

The PhD Programme in Nursing has been launched with objective to enable the nursing personnel to develop
advance research skills in nursing and prepare the nurse educators, administrators and practitioners to carry

9. Post Basic Bachelor of Science in Nursing (P.B. B.Sc. N)


The Post Basic B.Sc. Nursing is a three-year degree programme for in-service nurses. The programme was
launched in July 1994 and is recognized by the Indian Nursing Council (INC). The Programme Study Centers
are existing in Colleges of Nursing, which are already conducting Post Basic B.Sc. Nursing Programme or
B.Sc. Nursing Programme. These Colleges of Nursing are recognized by the Indian Nursing Council and State
Nursing Council. Programme Study Centers at Seychelles Doha & Nepal are also established. The programme
has been revised in 2005 based on the revised syllabus of INC (2001).
Objectives
The broad objectives of this programme are to:
provide an opportunity to a large segment of in-service nurses to upgrade their knowledge and skills in
order to respond to the changing health needs of the society;

Diploma in Nursing Administration programme will help in-service nurses working in hospitas, community
setting and education institutions as they are involved in various management/ administrative activities at various
levels. This programme will help them to understand and update their knowledge and skills in basic concepts
of nursing administration, their role at national state and district level in various organizations organizing
nursing services in hospital, community and teaching institutions, keeping in mind administrative principles. This

The programme consists of 14 credits (4 credits in theory and 10 credits in practical) for 10th passed students.
This certificate programme has been developed to prepare manpower in the country with the skills required
to look after elderly persons and people suffering from chronic progressive illnesses /bedridden persons due
to various reasons). The programme study centers are in Manipur, Ghaziabad, Vijaywada , Hyderabad, Delhi
- II, Punjab, Nagpur, and Agartala. The material is available in Hindi and English. There is One Theory and
One Practical course.
Objectives
The broad objectives of this programme are to:
prepare a work force in the country with the skills required to look after elderly and people suffering from
chronic progressive illnesses (sickness).
