AIRPORT PLANNING AND DEVELOPMENT MANAGER


Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all
duties performed within the job

DEFINITION
To manage and coordinate all planning, design, and development programs at
the Airport including master planning, conceptual design and project
development, the Part 150 study and noise compatibility program, the Airport
Business Park and all commercial real estate development, land use planning
and tenant development plan review.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Aviation Assistant Director, Finance
and Administration.
Exercises direct supervision over professional and clerical staff.
ESSENTIAL FUNCTIONS STATEMENTS Essential responsibilities and duties
may include, but are not limited to, the following:
1. Management of all planning, design, and development programs at the
Airport including the following:
Airport master plans
Part 150 study and noise compatibility program
Airport Business Park and all commercial real estate development
Airport Concept and Development Plan submissions
Land use planning and compatibility studies
2. Coordinate with airport senior management and direct a multi-discipline team
of professional staff and outside professional firms in the planning,
programming, conceptual design, and production of final design documents in
fulfillment of project supporting the Airport Master Plan.
3. Manage and direct allocated resources established for the design and
development of Airport property and facilities in a manner to effectively control
the costs, quality, and timeliness of major improvements at the Airport.
4. Preparation of request for proposals, consultant selection, contract writing,
planning and directing the work of consulting architects, engineers, and
related subcontractors. Establish project schedules, cost estimates, and

submit progress and summary reports to senior Airport and City


management.
5. Direct the establishment of design standards, codes, and criteria for Airport
facilities and responsible for the review and approval of all tenant
development plans prior to submission to City Development Review.
6. Participate in interaction with airlines, airport tenants, the Federal Aviation
Administration, City, State and federal agencies and community interest
representatives concerning airport planning and design activities and related
matters.
7. Direct outreach and coordination with private developers, real estate
brokers/agents, aviation and non-aviation users, and other interested parties
regarding airport development and/or the impact of the Airport operations on
adjacent properties.
8. Manage and participate in the development and implementation of goals,
objectives, policies and priorities for assigned duties; recommend and
administer policies and procedures.
9. Furnish staff support to other Airport units in order to provide input and
constructive review of projects, programs and events related to the
development of real property and airport improvements
10. Prepare complex memorandum, letters, reports and present presentations to
senior management, the Airport Advisory Commission, City Planning
Commission, and City Council related to areas of responsibility.
11. Assist in the preparation and submission of FAA Grant and Passenger Facility
Charge Applications
12. Assist senior Airport management in the development and implementation of
a real property development plan for attracting commercial development
(aviation and non-aviation).
13. Monitor compliance with federal, state, and municipal laws and regulations
related to areas of responsibility
14. Maintain complete knowledge of new developments and trends in the field of
Airport planning and development; incorporate new advancements as
appropriate into programs.
15. Prepare Department budget request and administer approved budget.
16. Perform a variety of duties relative to the assigned area of responsibility

QUALIFICATIONS
Knowledge of:
Advanced principles and practices of Airport Planning
Techniques and procedures associated with large scale planning projects
Advanced principles and practices of project management including
development and implementation
Advanced principles and practices applied in the planning, location, and
design of major engineering projects
Noise and environmental issues related to airport development
Aviation industry knowledge including laws, rules and regulations governing
airport development
Advanced principles and practices of policy and program development,
implementation and administration
Airfield and airport layout plans
General land use planning principles
Concept plan and development review criteria and procedures
Federal, State, and local agency involvement in the development of airport
property
Real estate development and land use practices within and surrounding
airports
Socioeconomic factors likely to effect air transportation demand in the region
FAA regulations and advisory circulars
Basic knowledge of architecture, engineering, planning, and real estate
development
Principles of business letter writing and report preparation
Principles and practices of technical research and analysis
Modern office procedures, methods and computer equipment
Ability to:
Manage complex planning projects with consultants and developers
Recommend and implement goals and objective for the Airport Business Park
Analyze and make recommendations regarding design and engineering plans
from consultants
Administer contracts with outside consultants
Develop request for proposals and develop contracts related to services
provided by consultants
Allocate limited resources in a cost-effective way
Provide facilitation skills and techniques in developing group consensus
Establish and maintain effective working relationships with those contacted in
the course of work including private developers, City officials, airport tenants,
business organizations, and the general public
Prepare and conduct presentations

Review development proposals in order to ensure compliance with Airport


standards and City laws, regulations and policies
Supervise, motivate, and direct professional, technical, and clerical personnel
Communicate clearly and effectively, both orally and in writing
Operate office equipment including computers, project scheduling software,
and spreadsheet and data base applications

Experience and Training Guidelines:


Experience:
Five (5) years of increasingly responsible experience in the Airport planning,
design, and real estate development, including two years of supervisory
experience.
Training:
Bachelors degree from an accredited college or university with major course
work in architecture, engineering, planning, real estate development, project
management or a related field.

WORKING CONDITIONS
Environmental Conditions:
Office environment with frequent visits to project sites.
Physical Conditions:
Essential and other important functions may require maintaining physical
condition necessary for sitting, standing, and walking for extended periods of
time.
