Tournament Rules and Regulations


1 LAWS OF THE GAME

The competition shall be conducted in accordance with the existing laws of the game
as approved by the International Floorball Federation (IFF) and adopted by the
Singapore Floorball Association (SFA).

2 REPRESENTATION

(a) Each team may register a maximum number of 23 players, inclusive of


Goalkeepers.The team coach or manager shall submit the finalised name list of
the 23 players (or less) before the start of their respective first match.

(b) Additions to the name list can be made during the course of the tournament
but replacement of players is not allowed.

(c) Teams must be represented by a team manager or official from the institution
concerned during the course of a match.

(d) Each team is to provide a match secretary for each match they are involved in,
teams will concede with a walkover if they fail to do so within fifteen minutes after
the scheduled time of play.

3 ELIGIBILITY

(a) Matriculated/registered students from the universities and polytechnics pursuing


degree or diploma course, full time or part time, are eligible to participate.

(b) Registered students from the Institute of Technical Education pursuing only full-
time certificates courses are eligible to participate.

(c) The release of a student’s final year result shall be used as the cut-off date to
determine his eligibility to play for the institution concerned. Students are
reminded to bring along matriculation cards or any form of identification, which
can certify their eligibility. Failure to do so will disqualify the player from being
fielded in the match.

(d) If an ineligible player was found to be fielded, the matches he/she participated in
will be considered as a loss and the score line of 5-0 will be awarded to the
opposing institution.

(e) Smoking within the competition venue is prohibited. Players found smoking within
the venue will be banned from participating in the remainder of the tournament.

4 COMPETITION RULES

(a) The tournament shall be conducted in accordance with the tournament rules and
regulations of the International Floorball Federation (IFF) and the Singapore
Floorball Association (SFA).

Playing time:
The game shall consist of 3 periods of 15 minutes with a 5-minute interval
between each period.

Stoppage time:
In the group stages, only at the final 2 minutes of the 3rd period of a match would a
2-minute stoppage time be played. (i.e. The game clock will be paused if the ball
goes out of play or if the game is stopped by the referee for any rule
infringement.)
At the knockout stage, the whole 15 minutes of the 3rd period would stoppage time
be played.

Walkover:

(i) Teams shall concede a walkover if they fail to turn up 15 minutes after the
scheduled time of play.

(ii) A walkover will be deemed as a disqualification from the whole tournament


for the team concerned.

Players’ Attendance:
A maximum number of 20 players are allowed to be fielded for each match. A
minimum number of at least 5 outfield players and 1 goalkeeper are required for
the match to start. If the number of players falls below this required minimum, the
institution concerned shall be taken as conceding a walkover and all matches
played by this institution will be null and void.

Sending offs:
If a player has been issued a “match penalty 2 and/or 3” (See rules of the game,
pg 33-34), he shall take no further part in the match and will be suspended from
the following match in the tournament. A disciplinary committee (consisting sports
officers of the participating institutions) will be convened in the quickest time
possible to decide on any further action against the player.

5 TOURNAMENT SYSTEM

Grouping of teams for the preliminary round shall be first based on the previous
year’s IVP result. Previous year’s Champion and 1st Runners-up will be drawn at
random to be the seeded teams for either Group A or Group B.

a. The remaining teams shall be drawn at random (A draw will be conducted).

b. The tournament shall be played in a round robin league system during the group
phase with the points system as follow:

0 point : Awarded to losing team


1 point : Awarded to teams involved in a draw
3 points : Awarded to winner of the match

c. Should there be a tie in league points between 2 teams, the winner of the match
between the 2 teams concerned shall be awarded the higher placing. If the 2
teams played to a draw, the goal difference between the 2 teams during the entire
tournament will be the tie breaker. If more than 2 teams have equal league points,
the positions shall be established by the following sequence:

(i) Goal Difference: (i.e. of only those matches played among the teams)
(ii) Goals Average (by division): with equal points
(iii) Goals average taking into account of all matches played

d. The first and second-place winners of Group A and Group B will enter the semi-
finals whereby the winner of Group A will meet the runner-up of the Group B and the
runner-up of Group A will meet the winner of Group B.

e. The winners of the semi-finals will then meet in the final to determine the
Champion and the Runner-up, while the losers from the semi-finals will compete for
the 3rd and 4th placing.

f. During the knockout stages, if teams play to a draw at the end of regulation time,
sudden death extra time will be played (5 minutes each end). Penalty shots will be
taken by both teams if teams are unable to score after extra time. Shots will be taken
in alternative sequence. If the scores are tied after 3 penalty shots, the sudden death
rule shall apply.

g. In case of postponement due to unforeseen circumstances, ALL of the following


conditions must be met before the remaining time of the match is played at a later
time:

(i) Scores of both teams: both teams must either be in a draw situation OR
with ONE (1) goal difference in scores.
(ii) Time remaining of the match: there must be at least 30 seconds or
more in the LAST period of the match when the match is interrupted.

h. The remaining time of the match will start with a face off. Any institute which
refuses to play the remaining time of the game under the above circumstances will
be deemed to have forfeited the game. The opposing team will be awarded a
walkover and the score line of 5-0 will be awarded to the opposing institution.

6 EQUIPMENT

(a) Goalkeeper: All goalkeepers shall be dressed in proper Floorball Goalkeeper


trousers and wear a facemask approved by the IFF and marked accordingly. The
goalkeeper’s jersey number should be printed clearly on the goalkeeper’s top.

(b) Jerseys: All jerseys shall be numbered clearly on the back. The jerseys may carry
any number between 1 and 99 inclusive but 1 is not allowed for field players.

(c) Team Captain Armlet: The team captain shall wear an armlet on the left arm.
The armlet must be clearly visible. Tape is not allowed as an armlet.

(d) Stick: The stick shall be approved by the IFF and marked accordingly.

Note: Inspection of equipment may take place before and during the match.
Incorrect equipment discovered before the match shall be corrected by the
player concerned, after which he may start the match. All incorrect equipment
discovered during the match shall lead to the prescribed penalty determined by
the referee.

7 VENUE

All games will be played at the Republic Polytechnic Sports Complex Badminton Hall
or Competition Hall. Please refer to the schedule for a detailed venue allocation.

8 STARTING TIME
The match timings will be as follows:

Please refer to “IVP Floorball 09/10 Fixtures” document which will be sent after
confirmation of teams.

Teams are required to report to the tournament venue 20 mins before the start of
their respective match.

9 FIRST AID and MEDICAL COVERAGE

Teams shall be responsible for their basic first aid and medical issues. A certified first
aider will be present to handle any injuries arising from game play.

10 APPEALS

All appeals are to be made with the presiding tournament director no later than the
end of the match concerned.

11 PRIZE PRESENTATION

The prize presentation ceremony will be held immediately after the completion of the
final match. Team managers are to ensure that their teams are present to collect the
prizes.
