SCOPE
This document describes the functional requirements, together with the test
descriptions of the Optical Fiber Patching Shelf for the Optical Access Network
as described in the ITU-T recommendation L.17.

The FIST Optical Fiber Patching Shelves provide mechanical protection and
storage of fibers, splices, connectors and other passive optical devices in racks in
various locations of the network.

REQUIREMENTS
GENERAL REQUIREMENTS
Dimensions of the parts shall comply with the applicable specification control
drawings provided by the manufacturer.
The components of the kits shall be free of defects which would adversely affect
product performance.
It shall be possible to use various connector standards (SC, FC, ST, E2000) in
the Patch Panel Tray. The assembly of the adapters in the tray shall allow easy
access, installation and replacement of these adapters.
The shelves shall allow the accommodation of the fibers with a minimum bend
radius of 30 mm throughout the whole system.
All device materials which will come into contact with personnel shall be non-toxic
and shall not be a potential environmental hazard.

An incoming fiber is defined as a part of an optical circuit containing the fiber
entering the product, spliced and/or connected to a fiber leaving the product.
One optical circuit can contain many incoming fibers. Light will sequentially
flow through all the incoming fibers.

TEST PROCEDURES
INSTALLED PRODUCT TEST PROCEDURES
General
The construction and configuration of test sample shall be as described in the following
pages, unless otherwise described in a test plan agreed between Tyco Electronics and
the customer.
For each test, minimum 1 shelf shall be used, populated with an active circuit. At least
12 connection shall be checked per test.
All installations shall be performed according to Tyco Electronics standard installation
instructions unless otherwise stated.
All test samples will be installed with ruggedised internal optical pigtail cable of 2.4 mm
outside diameter containing a LSZH jacket and aramid strength member (Kevlar).
Testing is at room temperature4 unless otherwise specified.
When a test is specified at another temperature, samples shall be preconditioned for a
period of 4 hours at that temperature.
Stabilisation periods between:
test set-up and initial measurements, and
after testing and final measurements,
shall be 2 hours ( 10 minutes).
Appearance
Testing shall be performed in accordance with EN 186000 Paragraph 4.4.3.
Installed samples shall be inspected with the naked eye for flaws, defects, cracks or
impurities which could impair functionality.

Addition of Circuits
This is the criterion test to check the influence on the optical signal transmission of
active circuits when circuits are added to the existing active circuits.
Sample description
The Shelf shall be mounted in the FIST-GR Optical Termination Rack.
The optical test sample shall be constructed in the following way:
Three (3) splicing/Patch Panel Trays are made active with 12 splices (between primary
coated fibers from loose tube to 900 m connectorized fibers) and 12 connections to 2.4
mm reinforced patch cords, randomly distributed over the 3 trays. The fibers and patch
cords are spliced and interconnected in such a way that the optical signal runs
sequentially through the selected fibers.

Damp Heat
The purpose of this test is to assess the effect of high humidity on the functional
performance of the product.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.19.
Climatic testing shall be according to IEC 68-2-3, Test Ca.
The optical test sample is constructed in the following way:
Three (3) Splicing/Patching Trays are made active with 12 fibers (from loose tubes)
spliced to 12 connectorized 900 m fiber pigtails. These pigtails are connectorized to
12 2.4 mm pigtail cables. These 12 circuits are randomly distributed over the 3
selected trays. The rest of the trays is loaded to full capacity with non-active
connectorized pigtails and fibers.

Shelf
The optical test sample shall be placed in a climatic test chamber.
The test sample will be connected to optical test equipment as described on p 11.
Special attention shall be paid to the routing of the optical cables to the optical test
equipment, i.e. fibers shall be suitably protected and bending shall be controlled.
Samples shall be supported in racks during testing in such a way that they are thermally
isolated.
There shall be free circulation of air both between specimens and between the
specimens and the chamber surfaces.
Samples shall be subjected to a temperature of 40 2 C at a relative humidity of
93% 3%RH for 96 hours.
During and after the test, change in optical loss shall be checked according to page 11.
After completion of the test specimens shall be examined with the unaided eye for
damage which would impair product functionality.

Reconfiguration of Circuits
This is the criterion test to check the influence on the optical signal transmission of
active circuits when circuits are changed or reconfigured at the patching side.
Sample description
The Shelf shall be mounted in the FIST-GR Optical Termination Rack.

coated fibers from loose tube to 900 m connectorized fibers) and 12 connections to 2.4

connectorized pigtails.

Shelf Endurance
This test checks the mechanical performance of a shelf after several
opening/closing operations.
The Shelf shall be mounted in the FIST-GR Optical Termination Rack.
The optical test sample shall be constructed in the following way:
Three (3) splicing/Patch Panel Trays are made active with 12 splices (between primary
coated fibers from loose tube to 900 m connectorized fibers) and 12 connections to 2.4
mm reinforced patch cords, randomly distributed over the 3 trays. The fibers and patch
cords are spliced and interconnected in such a way that the optical signal runs
sequentially through the selected fibers. The rest of the trays is loaded to full capacity
with non-active fibers or connectorized pigtails.

The optical circuit will be connected to the optical transient test equipment as described
on page 17.
The front cover of the shelf shall be removed and the shelf opened by sliding the drawer
tray with the fiber management system to its extreme position.
The shelf shall then be closed again by sliding the drawer tray into the shelf until it locks.
This sequence shall be repeated 100 times.
The optical signal will be monitored during the test at 1550 nm in the optical circuit.
Transient loss (see page 17) and change in optical loss (see page 11) after the test will
be checked.
After completion of the test specimens shall be examined with the unaided eye for
damage which would impair functionality.

Shock
This test highlights possible problems caused by shocks. The effect on connector
attachment, fiber and fiber routing/storage is checked.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.9.
Shock testing shall be according to IEC 68-2-27, Test Ea.

Transient Loss
This is the criterion test to check the influence on the optical signal transmission of
active circuits while doing typical handling operations that could be performed by the
crafts personnel on the product.
It shall be measured using an optical source and a fast detector operating at 1550 nm
(most sensitive for bending losses).
The optical detector shall have a minimum bandwidth of 0 - 1500 Hz.

Scope
Optical transient loss
Splices to the test sample (DUT) shall be made using good-quality fusion splices.
2 Pigtails shall be spliced to the fibres of the optical link to make external connections to
a light source and an optical power meter.
For practical reasons the trigger level of the oscilloscope is set to a 0.2 dB signal drop.
Lower values can result in frequent triggering by noise.
During the test the optical signal in the fiber circuit shall be monitored for transient
losses. A peak loss of more than 0.5 dB from the initial value constitutes a failure.
After the test the average optical signal in the fiber circuit shall be measured. A change
of more than 0.2 dB from the initial value constitutes a failure.

Vibration
This test is designed to check the mechanical integrity after transport and the optical
performance when exposed to vibration caused by heavy traffic or accidental
shocks. The upper limit of 500 Hz is chosen to include possible resonance effects in
applications near railroads.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.1.
Vibration testing shall be according to IEC 68-2-6, Test Fc.
The optical test sample shall be constructed in the following way:

QUALIFICATION CONFORMANCE
For the purposes of internal qualification, the program shall consist of
examinations and tests to determine conformance with the requirements of this
specification.
It shall be performed on introduction of the product.
Subsequent design changes shall be partially or fully re-qualified depending
upon their area of impact in the context of product functionality.
For qualification testing to this specification for individual customers, the tests
and sample quantities shall be as agreed between Tyco Electronics and the
customer.
Regular requalification testing shall be performed as defined by the Quality
Department (Procedure K3026/01).

MANUFACTURING FOLLOW-UP
Components
Manufacturing in Kessel-Lo, Belgium is an integral part of the overall Quality
System of the Division5.
Customers are encouraged to audit not only manufacturing, but also other
departments.
Statistically based in-process control is practiced on all production lines where
appropriate, and is conducted on all parameters that govern end-product
functionality and performance.
The frequency of such control and follow-up is evaluated during capability
studies on new equipment and shop floor implementation of the results is
determined by the Quality Engineering Department.
In addition, the information is documented and controlled in the computerized
manufacturing specification system.
Sourced Components
All suppliers of materials, components or systems manufactured outside the Tyco
Electronics facilities are included in the Vendor Evaluation and Education
System.
As a consequence of this, Tyco Electronics audits relevant suppliers on a regular
basis in order to ensure conformance TQM progress and conformance to
specification requirements.
Suppliers who do not reach the minimum level of approval are given help to
improve their systems.

If a supplier has not yet reached this minimum level, but is making adequate
progress, outgoing controls at the supplier or incoming controls will be

TEST PROCEDURES
INSTALLED PRODUCT TEST PROCEDURES
General
The construction and configuration of test sample shall be as described in the following
pages, unless otherwise described in a test plan agreed between Tyco Electronics and
the customer.
For each test, minimum 1 shelf shall be used, populated with an active circuit. At least
12 connections shall be checked per test.
All installations shall be performed according to Tyco Electronics standard installation
instructions unless otherwise stated.
All test samples will be installed with ruggedised internal optical pigtail cable of 2.4 mm
outside diameter containing a LSZH jacket and aramid strength member (Kevlar).
Testing is at room temperature4 unless otherwise specified.
When a test is specified at another temperature, samples shall be preconditioned for a
period of 4 hours at that temperature.
Stabilisation periods between:
test set-up and initial measurements, and
after testing and final measurements,
shall be 2 hours ( 10 minutes).
Appearance
Testing shall be performed in accordance with EN 186000 Paragraph 4.4.3.
Installed samples shall be inspected with the naked eye for flaws, defects, cracks or
impurities which could impair functionality.

Addition of Circuits
This is the criterion test to check the influence on the optical signal transmission of
active circuits when circuits are added to the existing active circuits.
Sample description
The Shelf shall be mounted in the FIST-GR Optical Termination Rack.
The optical test sample shall be constructed in the following way:
Three (3) splicing/Patch Panel Trays are made active with 12 splices (between pigtail
cable fibers to the 900 m connectorized fibers) and 12 connections to 2.4 mm
reinforced patch cords, randomly distributed over the 3 trays. The fibers and patch
cords are spliced and interconnected in such a way that the optical signal runs
sequentially through the selected fibers.

Damp Heat
The purpose of this test is to assess the effect of high humidity on the functional
performance of the product.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.19.
Climatic testing shall be according to IEC 68-2-3, Test Ca.
The optical test sample is constructed in the following way:
Three (3) Splicing/Patching Trays are made active with 12 fibers from the incoming
pigtail cable spliced to 12 connectorized 900 m fiber pigtails. These pigtails are
connectorized to 12 2.4 mm pigtail cables. These 12 circuits are randomly distributed
over the 3 selected trays. The rest of the trays is loaded to full capacity with non-active

Shelf
The optical test sample shall be placed in a climatic test chamber.
The test sample will be connected to optical test equipment as described on page 11.
Special attention shall be paid to the routing of the optical cables to the optical test
equipment, i.e. fibers shall be suitably protected and bending shall be controlled.
Samples shall be supported in racks during testing in such a way that they are thermally
isolated.
There shall be free circulation of air both between specimens and between the
specimens and the chamber surfaces.
Samples shall be subjected to a temperature of 40 2 C at a relative humidity of
93%RH 3%RH for 96 hours.
During and after the test, change in optical loss shall be checked according to page 11.
After completion of the test specimens shall be examined with the unaided eye for
damage which would impair product functionality.

Transient Loss
This is the criterion test to check the influence on the optical signal transmission of
active circuits while doing typical handling operations that could be performed by the
crafts personnel on the product.
It shall be measured using an optical source and a fast detector operating at 1550 nm
(most sensitive for bending losses).
The optical detector shall have a minimum bandwidth of 0 - 1500 Hz.

Optical transient loss
Splices to the test sample (DUT) shall be made using good-quality fusion splices.
2 pigtails shall be spliced to the fibres of the optical link to make external connections to
a light source and an optical power meter.
For practical reasons the trigger level of the oscilloscope is set to a 0.2 dB signal drop.
Lower values can result in frequent triggering by noise.
During the test the optical signal in the fiber circuit shall be monitored for transient
losses. A peak loss of more than 0.5 dB from the initial value constitutes a failure.
After the test the average optical signal in the fiber circuit shall be measured. A change
of more than 0.2 dB from the initial value constitutes a failure.

Vibration
This test is designed to check the mechanical integrity after transport and the optical
performance when exposed to vibration caused by heavy traffic or accidental
shocks. The upper limit of 500 Hz is chosen to include possible resonance effects in
applications near railroads.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.1.
Vibration testing shall be according to IEC 68-2-6, Test Fc.

QUALIFICATION CONFORMANCE
For the purposes of internal qualification, the program shall consist of
examinations and tests to determine conformance with the requirements of this
specification.
It shall be performed on introduction of the product.
Subsequent design changes shall be partially or fully re-qualified depending
upon their area of impact in the context of product functionality.
For qualification testing to this specification for individual customers, the tests
and sample quantities shall be as agreed between Tyco Electronics and the
customer.

Components
Manufacturing in Kessel-Lo, Belgium is an integral part of the overall Quality
System of the Division5.
Customers are encouraged to audit not only manufacturing, but also other
departments.
Statistically based in-process control is practiced on all production lines where
appropriate, and is conducted on all parameters that govern end-product
functionality and performance.
The frequency of such control and follow-up is evaluated during capability
studies on new equipment and shop floor implementation of the results is
determined by the Quality Engineering Department.

SCOPE

descriptions of the Optical Fiber Patching Shelf for the Optical Access Network
as described in the ITU-T recommendation L.17.
The FIST Optical Fiber Patching Shelf allows the cross connection of
connectorized fibers or pigtail cords. It also provides storage and protection for
splices and passive optical components.

REQUIREMENTS
GENERAL REQUIREMENTS
Dimensions of the parts shall comply with the applicable specification control
drawings provided by the manufacturer.
The components of the kits shall be free of defects which would adversely affect
product performance.
It shall be possible to use various connector standards (SC, FC, ST, E2000) in
the Patch Panel Tray. The assembly of the adapters in the tray shall allow easy
access, installation and replacement of these adapters.
The shelves shall allow the accommodation of the fibers with a minimum bend
radius of 30 mm throughout the whole system.
Transient losses on active circuits shall be limited to a safe level (0.5 dB @ 1550 nm)
during subsequent patchcord cable additions or patching operation.
All device materials which will come into contact with personnel shall be non-toxic
and shall not be a potential environmental hazard.

Shelf Endurance
This test checks the mechanical performance of a shelf after several
opening/closing operations.
The Shelf shall be mounted in the FIST-GR Optical Termination Rack.
The optical test sample shall be built in the following way:
Three (3) Patch Panel Trays are made active with 12 patch cords, randomly positioned
in the 3 different Patching Trays. The patch cords are routed in such a way that the
optical signal runs sequentially through the 12 fibers. The rest of the trays is loaded to

The front plate of the shelf shall be removed and the shelf opened by sliding the drawer
tray with the fiber management system to its extreme position.
The shelf shall then be closed again by sliding the drawer tray into the shelf until it locks.
This sequence shall be repeated 100 times.
The optical signal will be monitored during the test at 1550 nm in each circuit. Transient
loss (see page 16) and change in optical loss after the test will be checked.
After completion of the test specimens shall be examined with the unaided eye for
damage which would impair functionality.

Shock
This test highlights possible problems caused by shocks. The effect on connector
attachment, fiber and fiber routing/storage is checked.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.9.

Temperature Cycling
This is a lifetime simulation of optical performance.
The temperature range selected covers indoor applications.

Transient Loss
This is the criterion test to check the influence on the optical signal transmission of
active circuits while doing typical handling operations that could be performed by the
crafts personnel on the product.
It shall be measured using an optical source and a fast detector operating at 1550 nm
(most sensitive for bending losses).
The optical detector shall have a minimum bandwidth of 0 - 1500 Hz.

Splices to the test sample (DUT) shall be made using good-quality fusion splices.
2 pigtails shall be spliced to the fibres of the optical link to make external connections to
a light source and an optical power meter.
For practical reasons the trigger level of the oscilloscope is set to a 0.2 dB signal drop.
Lower values can result in frequent triggering by noise.
During the test the optical signal in the fiber circuit shall be monitored for transient
losses. A peak loss of more than 0.5 dB from the initial value constitutes a failure.
After the test the average optical signal in the fiber circuit shall be measured. A change
of more than 0.2 dB from the initial value constitutes a failure.

Vibration
This test is designed to check the mechanical integrity after transport and the optical
performance when exposed to vibration caused by heavy traffic or accidental
shocks. The upper limit of 500 Hz is chosen to include possible resonance effects in
applications near railroads.
Testing shall be performed in accordance with EN 186000 Paragraph 4.5.1.
Vibration testing shall be according to IEC 68-2-6, Test Fc.

QUALIFICATION CONFORMANCE
For the purposes of internal qualification, the program shall consist of
examinations and tests to determine conformance with the requirements of this
specification.
It shall be performed on introduction of the product.
Subsequent design changes shall be partially or fully re-qualified depending
upon their area of impact in the context of product functionality.
For qualification testing to this specification for individual customers, the tests
and sample quantities shall be as agreed between Tyco Electronics and the
customer.
Regular requalification testing shall be performed as defined by the Quality
Department (Procedure K3026/01).

MANUFACTURING FOLLOW-UP
Components
Manufacturing in Kessel-Lo, Belgium is an integral part of the overall Quality
System of the Division5.
Customers are encouraged to audit not only manufacturing, but also other
departments.
Statistically based in-process control is practiced on all production lines where
appropriate, and is conducted on all parameters that govern end-product
functionality and performance.
The frequency of such control and follow-up is evaluated during capability
studies on new equipment and shop floor implementation of the results is
determined by the Quality Engineering Department.
In addition, the information is documented and controlled in the computerized
manufacturing specification system.
Sourced Components
All suppliers of materials, components or systems manufactured outside the Tyco
Electronics facilities are included in the Vendor Evaluation and Education
System.
As a consequence of this, Tyco Electronics audits relevant suppliers on a regular
basis in order to ensure conformance TQM progress and conformance to
specification requirements.
Suppliers who do not reach the minimum level of approval are given help to
improve their systems.
