UPGRADING OF KOTA KINABALU INTERNATIONAL AIRPORT


1. INTRODUCTION
1.1 The Kota Kinabalu International Airport is currently undergoing an upgrading program.
It involves the extension of runway, extension of the parallel taxiway, introduction
of new intersection taxiways and expansion of Main Apron and Low Cost Carrier (LCC)
Apron. The work also includes the relocation of existing and introduction of new visual
and non-visual navigational aids. A new Air Traffic Control Tower, a new LCC Terminal
and expansion of the Main Terminal will also be part of this program.
2. PURPOSE
2.1 The purpose of this temporary chart is to notify the aviation industry of the work
schedule and the changes and the restrictions on the movement areas at Kota Kinabalu
International Airport during this upgrading program. These include partial closures of
the runway, closures to portion[s] of taxiway[s], closures to portion[s] of the apron
and aircraft parking stand as well as taxiing routes provided for arriving aircraft and
departing aircraft at any particular phase of the upgrading program.

4. AVAILABILITY OF MOVEMENT AREAS
4.1 FULL RUNWAY CLOSURE
4.1.1 Full closure of the runway and taxiways will be affected daily between 1710-2210
UTC [0110-0610 local time].
4.2 PARTIAL RUNWAY CLOSURE
4.2.1 Partial closure of the runway will be affected during the work phases.
4.3 TAXIWAY CLOSURES AND TAXIING ROUTES
4.3.1 Certain taxiways will be closed during the work phases. No aircraft movement
through these taxiways is allowed.
4.4 AIRCRAFT PARKING STAND CLOSURES
4.4.1 Certain aircraft parking stands will be closed during the work phases.
5. AVAILABILITY OF VISUAL AIDS
5.1 Visual aids, markings and lighting will be available for portions of the movement
areas and aircraft parking stands which are open to aircraft operations.
5.2 The approach lighting system for Runway 02 and Runway 20 will be downgraded
during certain work phases.
6. AVAILABILITY OF NON-VISUAL AIDS
6.1 The approach and landing non-visual aids for Runway 02 and Runway 20 will be
downgraded during certain work phases.
7. TRAFFIC REGULATION AND RESTRICTIONS
7.1 No aircraft movement is allowed at closed portions of the runway, taxiways and apron.
7.2 The routes to be used by aircraft when taxiing for departure or on arrival will be
specified by air traffic control. The issuance by air traffic control of a taxi route to
an aircraft does not relieve the pilot-in-command of the responsibility to maintain
separation with other aircraft on the movement area or to comply with air traffic
control directions intended to regulate aircraft on the maneuvering area.
8. IMPLEMENTATION
8.1 Trigger NOTAM will be issued notifying the effective dates of the movement area
closures, aircraft parking stand closures and the downgrading of visual and non-visual
aids.

AMENDMENTS: NEW AIRCRAFT PARKING STANDS AT TERMINAL 1 APRON


1. PURPOSE

1.1. The purpose of this chart is to provide notification of amendments regarding the new aircraft
parking stands arrangement at the Terminal 1 Apron of the Kota Kinabalu International Airport
due to B737-800W requirements.
1.2. This chart supersedes all previously published information on this subject.

2. TERMINAL 1 APRON PARKING CONFIGURATION

2.1. The Terminal 1 Apron is designed to provide for the operations of the following aircraft types:
B747 (up to 400 series), B777 (200 series), A319, A320, B737 (800W series), A340 (200 and 300
series), A330 (200 and 300 series), A300-600, B767 (200, 300 and 400 series), B757 (200 and 300
series), Fokker F50, ATR 72 and Twin Otter.
2.2. The new aircraft parking stands are indicated in the table below.
2.3. The Terminal 1 Apron is provided with two sets of aircraft stand parking configurations:
i. Power In - Push Back (PIPB) configuration.
ii. Power In - Power Out (PIPO) configuration.
2.3.1. Power In - Push Back configuration provides for 26 aircraft parking bays. Aircraft parking
stands provided under the Power In - Push Back configuration are designated PIPB in the table.
2.3.2. Power In - Power Out configuration provides for 3 aircraft parking stands for the Twin Otter
and 2 supplementary parking bays for the Fokker F50/ATR 72. Aircraft parking stands provided
under the Power In - Power Out configuration are designated PIPO in the table.

3. AVAILABILITY OF AIRCRAFT PARKING STANDS

3.1. The operational availability of aircraft parking stands at the Terminal 1 Apron will be notified
by trigger NOTAM.

4. PARKING STANDS AND MARSHALLING

4.1. Air Traffic Control is solely responsible for regulating the flow of aircraft into and out of the
Terminal 1 Apron and on the associated apron taxiway.
4.2. For arrivals, ATC will direct arriving aircraft to the Terminal 1 Apron and provide the pilot
with the assigned aircraft parking stand number. Upon entering the apron, the pilot-in-command
shall look out for aircraft marshallers to guide the aircraft to the assigned aircraft parking
stand or be guided by the VDGS (Visual Docking Guidance System).
4.3. For departures, ATC will provide start up and push back approvals. The pilot-in-command and
aircraft marshallers shall be responsible for the safety of the aircraft with respect to all
vehicles, persons and other obstructions during engine start up, push back and taxiing, and also
ensuring the appropriate blast zone behind the aircraft is clear during engine start up.

5. LOCAL TRAFFIC REGULATIONS AND RESTRICTIONS

5.1. Air Traffic Control is only responsible for regulating the flow of aircraft into and out of the
Terminal 1 Apron and on the associated apron taxiway.
5.2. The pilot-in-command and aircraft marshallers shall be responsible for the safety of aircraft
with respect to all other aircraft, vehicles, persons and other obstructions on the apron during
docking, engine start up, push back and taxiing.
5.3. No simultaneous movement of aircraft is allowed at the adjacent parking stands.
5.4. All service vehicles are to enter or exit apron via the designated GSE route.
5.5. All ground support facilities shall be located at the designated staging area.

6. IMPLEMENTATION

6.1. Implementation dates for Aircraft Parking Bays and Taxiways to be triggered by NOTAM.
