Construction of Elevator Shaft at the Administration Building
In accordance with the UPOU Revolving Fund, the UP Open University (UPOU)
through its Bids and Awards Committee (UPOU BAC) intends to apply the sum of One
Million Three Hundred Thousand Pesos (PhP1,300,000.00) only, this being the Approved
Budget for the Contract (ABC) for “Construction of Elevator Shaft at the Administration
Building” (ITB Reference No. 16-06-003). Bids received in excess of the ABC shall be
automatically rejected at bid opening.
UPOU now invites all prospective contractors to submit bids for the project
“Construction of Elevator Shaft at the Administration Building”. Prospective contractors
should possess a valid Philippine Contractors Accreditation Board (PCAB) License Category
“C and D” for General Building and Registration Particular for “Small B” under GB-1
Building or Industrial Plant classification. The project should be completed within one
hundred twenty (120) calendar days, the starting date being seven (7) calendar days from the
issuance of the Notice to Proceed.
Bidders should have completed, within the last five years from the date of submission
and receipt of bids, a contract similar to the project and equivalent to 50% of the approved
budget for this contract. The description of an eligible bidder is contained in the bidding
documents, particularly in Section II. Instructions to Bidders. Bidding is restricted to Filipino
citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent
(75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to
citizens or organizations of a country the laws or regulations of which grant similar rights or
privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Bidding will be conducted through an open competitive bidding procedure using a
non-discretionary “pass/fail” criterion as specified in the Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”.
A complete set of bidding documents may be acquired from the address below and
upon payment of a non-refundable fee for the bidding documents in the amount of One
Thousand Three Hundred Pesos (PhP1,300.00) only. It may also be downloaded from the
website of the Philippine Government Electronic Procurement System (PhilGEPS) provided
that bidders shall pay the non-refundable fee for the bidding documents not later than the
submission of their bids.
A pre-bid conference shall be held on 14 June 2016, 2:00 PM at UPOU Headquarters,
Los Baños, Laguna. Only those who have purchased the bidding documents shall be allowed
to attend and participate in the pre-bid conference.

Bids must be delivered to the address below. All bids must be accompanied by a bid
security in the form and in the amount stated in ITB Clause 18.
Bid opening shall be on 28 June 2016, 2:00 PM at UPOU Headquarters, Los Baños,
Laguna. Bids will be opened in the presence of the bidders’ representatives who choose to
attend at the address below. Late bids shall not be accepted.
The UPOU BAC reserves the right to accept or reject any bid, to annul the bidding
process, and to reject all bids at any time prior to contract award, without thereby incurring
any liability to the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat, Supply
and Property Management Office (SPMO), UPOU Headquarters, Los Baños, Laguna and
inspect the bidding documents from 8:00 AM to 5:00 PM Monday to Friday.
