DETAILED SPECIFICATIONS FOR FOAM/ DCP MULTIPURPOSE FIRE TENDER

1.0 SCOPE:
1.1 These specifications cover the requirements regarding design, procurement, fabrication, testing &
supply of Water/ Foam/ DCP Fire Tender, complete in all respects, to be used for the fire fighting. The
scope of supply will be inclusive of but not limited to the following:
Chassis.
A centrifugal type HP/LP fire Pump (2250 LPM @ 7.0 Kg/cm2 and 300 LPM @ 35 Kg/cm2)
Power take off unit (PTO) Unit
Foam Tank. 500 ltrs(SS-304)
Water Tank. 4500 ltrs(SS-304)
DCP Vessel 250 Kg (Cylindrical)
Foam proportioning system.
Foam-cum-water monitor-1800 LPM.
Two high pressure hose reels
DCP Hose reel (25 mm bore and 30 meter length)
Expellant gas system having nitrogen gas in cylinders with spare cylinder
Body Fabrication.
Accessories & spares.
Piping, necessary controls, fire hoses etc. complete in all respects.
Cooling System of Indirect type with open circuit.
Electrical cable winch-6.5 ton.
Telescopic light mast.
1.2 The Fire Tender shall be fabricated with the best material and good workmanship, ensuring
effective and efficient operation of the Tender.
1.3 The Fire Tender shall generally be conforming to BIS: 10460.
2.0 GENERAL:
2.1 The Water/ Foam/ DCP tender including all accessories will be designed, manufactured & tested
as per relevant Indian Standards wherever applicable.
2.2 All the equipments & accessories, as detailed in the following clauses, will be fixed on the
appliance in a compact & neat manner & will be so placed that each part is easily & readily
accessible for operation & maintenance. The centre of gravity of vehicle will be kept as low as
possible.
3.0 CHASSIS:
3.1 The Foam/ DCP tenders will be fabricated on Ashok Leyland 1616il/1 Cowl Chassis.
3.2 The chassis will be capable to take gross vehicle weight of minimum 16 tones.
3.3 The chassis will be supplied with standard tools kit & spare wheel assembly.
3.4 Chassis will be complete with standard features & accessories provided by the manufacturer.
Additional provisions, indicated in these specifications, are also to be installed by the tenderer.
3.5 The tenderer will confirm that the proposed chassis is capable of taking the pay load indicated by
the tenderer and will be able to meet other duty requirements. Any restrictions on performance of
chassis, observed during execution of order due to increase by the tenderer in pay load & other duty
parameters will have to be corrected by the tenderer in consultation with chassis supplier.
3.6 Drag hook or eye of adequate strength and design shall be provided at the rear and front of the
chassis.
4.0 WATER PUMP:
4.1 The centrifugal water pump with automatic priming device will be will be of normal & highpressure type capable of delivering 2250 LPM @ 7 Kg/cm2 and 300 LPM at 35 Kg/ Cm2 mounted on
Single shaft.

4.2 Match pump requirements & other parameter of operation w.r.t engine and chassis with sufficient
safety margins.
4.3 The pump will be capable of taking suction from:
Water tank mounted on chassis. (In normal condition).
Open water source through flexible suction hoses up to suction lift of 7.0 m.
4.4 The pump shall have one suction inlet of 100 mm size on rear side and shall be provided with
strainer, which shall be easily removable. The suction port shall have a 300 drop towards ground to
facilitate easy connection of suction hose.
4.5 The pump shall be fitted with automatic priming system .
4.6 The pump will be rear mounted & will be accessible & readily removable for repairs &
maintenance. It will be driven by the chassis diesel engine through a standard PTO unit & propeller
shaft.
4.7 Pump Casing will be made of Gun Metal. Impeller will be closed type & will be made of bronze.
The impeller & casing wear rings will be renewable type. The pump shaft will be made of SS & will be
fitted with antifriction bearings.
4.8 The pump will have self-adjusting, maintenance free mechanical seal, which will be capable of
running dry for minimum one minute.
4.9 The pump suction inlet will be so sized & oriented to facilitate suction as per 4.3 above.
4.10 The pump discharge will be routed to:
2 Nos. outlets (on rear side of vehicle along with control panel) each fitted with screw down
valves & ending in 63 mm female coupling fitted with end caps.
Foam-cum-water monitor fitted on top of vehicle.
High Pressure Hose reels.
5.0 PUMP PRIMER:
5.1 The pump will be fitted with automatic water ring/reciprocating primer and will be capable of lifting
water up to at least 7.0 metres depth (suction lift) at the rate of 30 cm/s.
6.0 POWER TAKE OF UNITS (PTO):
6.1 The PTO unit for water pump will be of VAS make or equivalent reputed make. The PTO will be
able to meet performance requirement of the pump, having sufficient design margins.
6.2 The drive assembly components (shaft, couplings etc.) will be dynamically balanced & vibration of
any parts would be minimum as per standards.
6.3 Necessary support for PTO Unit, Propeller Shaft and Couplings & Universal Joints etc. will be
provided.
7.0 WATER TANK:
7.1 Capacity: 4500 Ltrs.
7.2 The water tank will be fabricated out of minimum 5 mm (Bottom)/4 mm (top-sides)/3 mm (baffles)
thick SS-304 Sheet.
7.3 The water tank will be of welded construction & will be suitably stiffened with angles/ flats so as to
avoid buckling & distortion.
7.4 The tank will have baffles of minimum 3 mm thickness, so as to avoid water surging due to
movement of vehicle. The tank shall have baffles plates in transverse and longitudinal direction to
avoid surge when the vehicle is braking, accelerating and cornering. All welding area shall be
smoothening with the use of grinder. The baffles shall be arranged in a manner to facilitate the
passage of a man.
7.5 Tank will be provided with anti-vortex device at the nozzle for pump suction.
7.6 An inspection manhole of 450 mm size will be provided on top with a hinged & bolt able cover
with suitable gasket.
7.7 Suitable lifting lugs will be provided on the tank to enable it to be lifted off the vehicle for repairs /
replacement.
7.8 The tank will be fitted with a sludge trap. The bottom of the tank will have a slight slope towards
the sludge trap.
7.9 The tank will have a cleaning hole of 250 mm. The drain hole will be fitted with 50 mm drain
pipe having Gate Valve.

7.10 Tank would be mounted on chassis on a manner, keeping in view the proper load distribution on
the Axles. Tank would be rectangular in shape.
7.11 The tank will be so mounted & bolted as to bring the centre of gravity of the appliance as low as
possible.
7.12 The tank will be fitted with overflow pipes of suitable dia & drain end will appear below the
chassis without reducing the effective ground clearance of the vehicle.
7.13 A suitably protected water level indicator of the graduated glass tube will be provided close to
the control panel. Isolation valve will be provided just after the tap off point near the water tank for the
level indicator.
7.14 The tank will be fitted by means of suitably sized water feeding line from pressurized hydrant
mains. 2 x 63 mm, instantaneous male connectors will be connected to the filling line. The inlet lines
will be provided with suitable NRVs.
7.15 The tank will be fitted with one filling orifice. The filling orifice will be on not less than 250 mm dia
& will be fitted with an inspection manhole on the top of water tank.
7.16 A 100 mm dia pipeline will be taken from the tank to the suction inlet of the pump. Separate
valve(s) for performing different functions will be provided to control the flow of water.
8.0 FOAM TANK:
8.1 A foam tank of 500 litres capacity will be fabricated out of SS 304 plate, 3 mm thickness at
bottom & 2 mm on top-sides. 2% of expansion space will be provided in the tank over & above foam
compound capacity.
8.2 The tank will be of welded construction & will be suitably stiffened with SS angles/flats so as to
avoid bucking & distortion.
8.3 Suitable lifting lugs will be provided on the tank shell.
8.4 The tank will be fitted with a sludge trap. The bottom of the tank will have a slight slope towards
sludge trap.
8.5 The tank will also have a cleaning manhole of 250mm dia & 50mm drain pipe fitted with IS
marked gate valve.
8.6 The tank will be provided with 450mm dia inspection manhole with hinged & bolt able cover with
suitable gasket.
8.7 Breather Valve will be provided for automatic venting of foam compound tank.
8.8 Foam level indicator of graduated glass tube will be provided close to the control panel, Isolation
valve would be provided just after the tap off point.
8.9 A suitable transfer pump rotary type with necessary piping & connections will be provided for
transferring Foam Compound from drums to the foam tank.
9.0 HIGH PRESSURE HOSE REEL:
9.1 Two high pressure hose reels to facilitate operation of the high pressure section of the Fire Pump
will be provided. The hose should be prevented from kinking. Working pressure of hose will not be
less than 40 Kg/cm2.The high pressure Hose reel will hold not less than 30 M of hose in one length,
terminating in a high pressure fog gun. Plumbing between the pump and hose reel will have clean
and unobstructed water way of not less than 25mm throughout with any restriction. The fog gun will
have a provision for jet and fog with a simple change over mechanism (Pistol type).
10.0 FOAM PROPORTIONING SYSTEM:
10.1 Independent round the pump foam proportioning system shall be provided with three settings of
metering device at 1/3/6%.
11.0 MONITOR (WATER/FOAM) : Discharge 1800 LPM @ 7 Kg/cm2.
11.1 Water Foam monitor having Discharge capacity of 1800 LPM @ 7 Kg/cm2 shall be mounted on
the top of the appliance in such a manner that it can be manually operated by a crewmember. The
monitor shall be capable of traversing through 3600 In horizontal plane. Elevating from horizontal to
45 and depressing from horizontal to not less than 15 and fully rotation in both directions. The
monitor shall be capable of projecting the foam discharge to an effective distance of not less than 40
mtr. in still air when operated at design pressure. Monitor shall be provided with Jet-spray type
Nozzle. i..e With 1:8 Expansion Nearly 14000 LPM of Water-Foam
12.0 WATER-FOAM PIPING:

12.1 All piping shall be sized so as to have min. pressure drop & achieve the required pressure & flow
at various locations.
12.2 All pipe fitting & valves (except butterfly valves) shall be C.S. (Except foam piping-SS-304) All
piping shall be designed for 10% over the max. Pressures encountered in the pipe. The piping shall
be flanged for ease of maintenance.
12.3 All lines shall be hydraulically tested at 1.5 times the design pressure however in no case shall
the lines shall be hydraulically tested below 18 Kg/cm2.
13.0 DCP SYSTEM:
13.1 250 Kgs. Dry chemical powder system is to be provided at a suitable place on the chassis.
The powder is to be stored in a cylindrical vessel & should be filled with dry chemical powder.
13.2 Nitrogen gas is to be used as expellant gas for the operation of DCP system.
13.3 One hand line with 30 meter length of 25 mm bore hose fitted with trigger operated pistol gun
type nozzle is to be provided. The discharge from hand line should not be less than 2.5 Kg/ second
and range of Jet shall not be less than 12 meter.
13.4 Necessary filling and cleaning holes of standard size shall be provided.
13.5 High pressure piping connections from the expellant gas containers to the DCP vessel should be
fully protected against accidental damage.
13.6 100% Extra spare cylinders with specific capacity filled with nitrogen gas shall be provided.
14.0 CONTROL PANELS:
Adequate illuminated pump operating control panel shall be provided on the rear side of the Fire
Tender. All controls of the system shall be spaced properly & marked for easy operation.
Following shall be provided on rear side on/ near control panel
Level Indictors for Water Tank and Foam Tank
Compound Gauge, Normal Pressure and High Pressure Gauge
Auxiliary throttle control for the engine.
Cooling water circuit control.
Hydrant connection for water tank filling pipes.
Delivery outlets of the pump along with blank cap with chain.
Suction inlet of pump with blank cap and chain.
Operating instruction plate; and flushing out instruction plate.
Control for water tank to pump valve.
Control for flushing out piping.
Pump to Hose Reel
Pump to Monitor.
Light point for pump panel.
Drain valve.
In addition to the items mentioned above, any other items that may be essential shall also be
provided. Any of these items, which are also required in the drivers cabin, shall be provided at
suitable locations in the drivers cabin.
15.0 BODYWORK :
15.1 Enclosed accommodation for six persons shall be provided in the driver-cum-crew compartment
including the driver and the in-charge of the crew. The cabin shall be double compartment without
partition. The driver seat & Fire officer seat shall be of an adjustable type (free adjustable). All the
seats shall have foam cushion and shall be covered with best quality Rexene.
15.2 Doors shall be fitted with safety glasses and be of horizontally sliding type window. The wind
screen glass shall be toughened glass. The glasses on all the windows and doors shall be fixed in
aluminum sections & shall be fitted on rubber beading including wind screen glass to absorb the extra
pressure/jerks when the fire tender is moving. The sliding glasses shall be provided with spring
loaded locks operated from inside the cabin. Below the crew seat space shall be provided for storage
of equipments like spare cylinders of the BA set of the same capacity, mechanical tool etc. the doors
shall be hinged type opening outwards, hung forward, catch locks and flush type handles. Also six
Hangers for Fire Mans helmets above crewmembers sitting arrangement shall be provided.
15.3 The cab and the lockers should be of composite construction with sufficient rigidity,
reinforcement, and as far as possible 32mm x 32 mm x 2mm thick M.S. square tube of sufficient

strength shall be used for the super structure. 16 gauge aluminum sheets shall be used for exterior
paneling work all over. For inner lockers-walls18 gauge aluminum chequered sheet shall be used.
2 mm thick aluminum checkered plate shall be used on all lockers and cab floors and top roof.
15.4 Lockers shall be provided for secure stowage of all accessories and equipments provided with
Fire Vehicle. All equipment shall be stowed very scientifically and systematically in the lockers and
each pieces of equipment shall have its designated location so that at the time of Emergency the
required equipment can be very easily located and removed for use. Location of equipment (labels)
shall be provided on lockers for immediate identification. Each equipment shall be properly clamped
and strapped in the lockers to prevent shifting of the equipment while the vehicle is in motion. The
lockers shall have smooth operation. Locker doors shall be equipped with electric switch to provide
automatic switch on/off of compartment lights. All the space below the rear body and chassis shall be
utilized for marking lockers for storage of equipment. These lockers shall be covered with flap type
doors opening downwards. Heavy duty chains and hinges shall be provided on these doors so that
these doors when open can be used as climbing steps for access to the lockers above it.
15.5 Suitable arrangement shall be provided to carry four 2.5 m lengths of suction hoses in
convenient location on top of the Vehicle.
OTHER CONSTRUCTION DETAILS:
15.6 Grab rails & non-slips steps of heavy chequered plate shall be provided wherever necessary.
15.7 The entire structure of appliance shall be welded structure made of MS only, square tubes,
angles and channels with Aluminium paneling. Size of the Square tubes used, Angles and Channels
to be specified and mentioned in the offer. The paneling shall be done from 16 SWG aluminium sheet
for outside and 18 SWG aluminium sheet/chequered plate for inside. Complete flooring shall be of 14
SWG Alu. Chequered plate. The vehicle shall be covered from top with 14 SWG chequered plate
having rainwater channel at both side. The openings for equipments shall be sealed properly to
ensure no water goes inside.
15.8 For all water fittings necessary arrangement shall be made to enable the operator to locate the
desired equipment instantly and thereby save valuable time at the time of fire. This arrangement shall
be such that none of the items damage the internal paneling and thereby increase the life of the
vehicle. Suitable clamps, brackets, holders etc. shall be provided for all other items.
16.0 LADDER GALLOWS:
16.1 Gallows shall be provided to carry a 10.5m Conventional Light Type extension ladder. The
design shall be such that the ladder can be released without difficulty from a reasonably accessible
position and shall embody rollers to permit easy withdrawal by one man. Means shall also be
provided for locking the ladder when stowed.
17.0 Accessories:

Fire bell: 250 mm dia fire bell shall be mounted externally and shall be capable le of being
operated from within driving compartment. 1 No.
xi)
A-24 volts DC Operated Grand make blinker light bar (30 length) with P.A. System and
Hooter with multiple tone should be provided on top of the vehicle with firm support and
assembly shall be covered with S.S. grill. Assembly shall be operable from cabin.
18.0 COOLING SYSTEM:
18.1 Indirect cooling system of open circuit type consisting of a special heat exchanger will be
provided to enable full power output during pump operation without any heating of engine & PTO.

19.0 TELESCOPIC LIGHT MAST: An imported Telescopic Light Mast pneumatically operated
through the vehicle air tank should be fixed rigidly on suitable side of the vehicle in such a manner
that it should not be damaged due to any jerks. It should be extendable up to a steady height of
approx. 4-5 mtrs from ground level and fitted with 4 x 50 W LED Lights (20,000 Lumens) through a
Fixed Light Support Head and capable of operating on 12 & 24 volts shall be provided. A handle
shall be provided at the bottom of the mast to rotate the mast to Left or Right. Permanent connections
for taking power supply from a power source set through spiral wire in protective sleeve shall be
provided along with the earthed sockets at the Light Supports. Mast shall be made of extruded
seamless aluminium construction, anodized in natural color.

20.0 ELECTRICALLY OPERATED WINCH: The winch shall be fitted to the front of the vehicle. The
winch shall be electrical type with pulling force of Min.6500 kgs. The rope of minimum of 11 mm dia,
galvanized wire rope with length min.27 m replaceable self locking clevis hook with safety latch shall
be provided. The winch shall be as per EN14492-1 and CE certified.

21.0 PAINTING & MARKING:


21.1 Vehicle shall be painted with 2 (Two) coats of zinc phosphate epoxy primer & two coats of
finished red paint.
21.2 All the lockers/cabins will be provided with name plates with letter etched on it boldly indicating
the content.
21.3 Water line would be painted red & foam line in yellow colour paint.
21.4 Entire appliance will be painted in Asian make, Fire Red paint & thickness of 0.12 to 0.2mm
using double coat spray painting on outside.
21.5 The inside of the lockers will be painted in grey/ pale cream colour.
21.6 The chassis frame will be painted black & wheel arch will be painted white.
21.7 Under frame of chassis will be painted with chlorinated rubber paint.
21.8 The appliance will have the following marks at suitable locations.
Manufacturers name & trade mark
Year of manufacture.
Engine & chassis number.
Pump serial No. & capacity.
Capacities of foam & Water tank.
All instrument control & valves will be identified with properly itched metallic name plates.
22.0 ACCEPTANCE TEST / INSPECTION:
Final acceptance test/ inspection shall be in accordance to IS 10460 where applicable and as per
following performance tests:a) Road test.
b) Stability test.
c) Pump test
d) Primer test.
e) Water Foam Monitor, Hand line, Hose Reel Performance Test
f) DCP Hand line Test
g) Equipments/ accessories test/inspection
