1PURPOSE

This document is to clarify the general overview of the method for Fire Detection System,
set in KHABAT THERMAL POWER PLANT Unit 1 & 2 Project located near Erbil City,
KRG/Iraq.
The purpose of this Method Statement is to state the minimum key activities which shall be
carried out properly to execute the project objectives and requirements during Contract
period up to Issue Final Acceptance Certificate(FAC) by Employer for the project.

2SCOPE OF WORK

This method statement describe show to create a complete secure Fire Detection System
work and ensure the system sustainability during the power plant operation in light of the
project related drawings and standards.
Respectively, works will be in accordance to the related Specifications, Codes and
Standards, HSE Procedures and Approved Drawings.

3RESPONSIBILITIES

3.1

Project Manager

To ensure that all the preparation and application works are carried out according to
the Contract Specification.

To ensure that the progressing of works is carried out according to the planned
program and as per the approved method statement.

To ensure that all equipment and material required executing the work are available
according to the planned Construction Programme.

Site Engineer

To ensure that the works are carried out according to the Contract Specifications
approved method statement.

To provide all necessary information and distribute responsibilities to his construction


team.

To monitor the progress of work in relation with the work program and to report to the
Project Manager.

To co-ordinate with the safety officer and to ensure that the works are carried out in
safe practicing methods.

QC Engineer / Inspector
The QC Engineer/ Inspector shall be responsible for verifying that work carried out is complete,
correct and meets the specified requirements.

HSE Engineer:

Ensure the implementation of all the safety measures in accordance with the HSE
plan and everybody aware of it for it's proper implementation.

Ensure all the implemented safety measures are adequate to maintain the safe
working on the site.

Inspect all the site activities and train the persons to prevent accidents and its proper
reporting to the project manager and the client.

Ensure that the site is maintained clean and tidy.

The foreman will carry out his duties by maintaining continuous coordination with the
site engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.

To ensure that his assistant foreman/ charge hands are aware of the job requirements
and they have enough information to carry out their duties properly.

To ensure in consultation with the site engineer that the manpower involved in the
works are moving as agreed and planned for the work.

To ensure that the daily work is progressing as planned and advise the Site Engineer
of any requirement for the additional resources.

To control disposal of waste materials according to the instructions received from the
site engineer.

To ensure full coordination with the safety officer to maintain safe working and proper
house keeping of the site, following the approved safety measures and further ensure
that all his working team are aware of the same to prevent accident and losses.

To inform the QC Engineer and of the areas ready for inspection.

Distribution and the control of materials shall be monitored by foreman and


storekeeper.

8EXECUTION
Storage of the materials, transporting materials to the place where the work activity will
appear, precautions for work safety, preparations before commencing installation and
complete implementation with fulfilling the project specification and regulations shall be
considered as one part during the execution of work.

8.1 Receipt and Storage of Materials


Materials supplied by the contractor shall be kept in designated storage area which is
compatible with the material handling and storage procedures. All necessary precautions
against the outer caused damages shall be taken into consideration and applied with its all
aspects to protect fully.

8.2 Material Inspection and Clearences


Project materials on site shall be re-inspected visually against damages and keep in safe
and good condition. Prior to giving start fire detection system installation works or to other
activities all necessary work clearances shall be completed with other disciplines in
coordination.

9INSTALLATION
9.1

General Requirements

All installation activities shall be checked to confirm that locations, mounting, accessibility
protection, maintenance provisions and installation workmanship is in accordance with the
requirements of the project specifications, standards, schedules and approved construction
drawings.

All installation activities shall be carried out in accordance with manufacturers installation
instruction manual. Instructions for storage, protection during installation shall be strictly
followed.

All cables shall be pulled through on cable tray or in within conduit.

Instrument panels shall be installed as defined in the installation drawings and be aligned
horizontally and vertically by plumb and level.

9.2

Panels shall never be left outside without proper protection.

Precaution During Installation

As most of the fire & gas detectors are sensitive to environmental conditions, manufacturers
recommendation / instructions on storage shall be followed.

Installation of sensors shall only be carried out after completion of mechanical activities like
welding, painting etc. In general, installation of sensors shall be delayed to the latest possible
moment and sensors shall not be left without power supply once installed except during loop
checking.

Sensor heads shall be installed such that they are not adversely affected by strong winds,
sand/ dust, water sprays etc., which can block the sensor heads or cause excessive drift or
reduced output signals.

Sensors heads shall be located in a position that would readily detect hazards and provide
safe access for periodic maintenance and calibration. Power supply and electronic circuit shall
be located in a nonhazardous area, preferably in auxiliary room of control center or field
auxiliary room.

Where required, climatic protection shall be provided e.g. Sunshades/ rain hoods for
detectors, horns, becon etc.

The post installation checks shall include but are not limited to the following: Visibility of
beacons, if provided and proper accessibility of system components.

Inspection for correct polarity of alarms devices, bells, sirens, beacons etc. and all other items
where correctness of polarity is required.

9.3

Equipment Installation
9.3.1 Detectors, Manual Call Points and Devices

Prior to installation, the detectors and manual call points, tag number and type shall be
checked to ensure they are correct according to drawings.

Installation of Detectors and manual call points shall be checked to ensure the positioning and
mounting are as approved for construction drawings and to the approved method and fixing as
detailed in specification.

Particular attention shall be paid to the elevation and orientation of the detectors.

Detectors shall not be mounted where vibration from hydraulics or operating equipment will
affect the operation or cause damage to detector.

Where specified, sunshades shall be inspected to ensure they are as per the detailed
drawings and are securely fixed.
9.3.2 Audible / Visual alarms and Panels

Ensure that supports, stands and brackets installations meet the project specifications.

Confirm that termination of detectors to panels are carried out in accordance with the zone
distribution approved for construction wiring diagram and check that wiring diagram is affixed
to the panel in a weather proof holder.

Ensure that a zones distribution chart and detectors location is installed on panel cover or
nearby and is eligible and correct as shown on the approved for construction drawings.
9.3.3 Wiring and Earthing

Cable terminations and Grounding Connections to detectors shall be checked for cable glands
are the correct type, size and classification.
a- IP (ingress protection) sealing washers and earth tags fitted.
b- Cable core identifications are correct to approved for construction Drawings, cable terminal
pin lugs are correctly crimped to the cable and there is no damage to the cable or cores.

c- Confirm core connections are correct as per approved for construction connection
diagram.
d- Where applicable verify installation of end of line resistor.
e- Earthling shall be in accordance with approved for construction drawings. All equipment
panels, field mounted junction boxes enclosures and mounting steel works shall be
connected to the main grounding system as detailed on approved for construction
drawings.

f- Ensure that end of line resistors (where applicable) are installed as per detailed drawings.

12QUALITY REQUIREMENTS
Subcontractor shall strictly comply with the BUKEM TELEKOM Project QA/QC Plan.
Subcontractor is committed to establish, document, implement, and maintain the project
quality management system (QMS) and continually improve its effectiveness in accordance
with international standards.
Inspection and Test Plan (ITP) for Fire Alarm Detection System shall be followed during the
execution of works. Works and reporting shall be carried out by the Subcontractor in
accordance to the ITP and required documents mentioned on the ITP shall be submitted to
BUKEM TELEKOM for his review.

13HEALTH, SAFETY AND ENVIRONMENTAL REQUIREMENTS


All works shall be in compliance with the local laws and regulations, GAMA HSE Plan,
HSE Procedurs, requirements and instructions.

In addition all employees and GAMA subcontractor employees on site will have through
GAMA Project Safety Induction for site safety, health and environmental prior to work
activities. Other training courses will be attended as required by GAMA or POSCO as
required.
Each work scope or task will have a completed and approved Job Safety Analysis and
Risk Assessment (JSARA) identifying the potential hazards and control measures that will
be implemented to protect people and environment. The JSARA will be used by Supervisor
as the basis of conducting his daily site briefings for the workers.

In addition to the above, all employees conducting the works defined in this Method
Statement will wear basic PPE which is highly visible vest, hardhat, safety shoe, safety
googles. For additional safety requirements for a particular or specific task please refer to
the JSARA prepared for that task.
