MITHI-HE Background and Rationale


MITHI-HEproject supports and complements the
implementation of the approved CHED Information
System Strategic Plan (ISSP) 2013-2017
ISSP-5-year ICT plan of the Commission focusing
on the requirements of providing connectivity of higher
education institutions (HEIs) and linkage of systems
and databases to the Commission

MITHI-HE Objectives

The MITHI-HE is envisioned to implement the CHEDNet


and HEMIS that connects all the stakeholders of higher
education in providing citizen centered services and shall
adopt the information and communications technology
through the following strategic concerns:
Improving public service
Office automation
Collection, processing and dissemination of higher
education data and information
Knowledge accumulation, sharing and application

(however may be inputted in the ISSP requirements with

Things to Consider for the

CHED-SUCs ISSP
5. The learning commons of FY 2014 only covers
development of Information Systems. Contents may be
handled by the respective institutions for possible sharing
and integration.
6.eLibrary proposals should be linked with the eLibrary
System of the National Library of the Philippines
7.Use open platform. Proprietary system may be allowed
provided API is fully supported
8.Use CHED Data Element Manual for the data structure as
standard.
