A license is consumed when a unique user logs into PDM Essentials
A license is released when no new server requests are made 30 minutes after the last request
for that unique user. A unique user can have any number of separate browser instances or
sessions. It is only the accesses by that unique user to the server within a 30 minute period that
constitute access.
