PETALING JAYA: A large number of pedestrians are getting killed in traffic accidents
each year. The majority of them are children and senior citizens. The deaths were mainly
due to hit-and-run accidents, jaywalking, crossing busy roads and dangerous driving.
562 pedestrians are killed annually mostly in urban areas in the past three years.

Karen Goonting, who heads the Human Factors and Accident Costing Unit at the
Malaysian Institute of Road Safety Research, highlighted other police statistics which
showed that 40% of pedestrian casualties were children, with at least 40% of them killed
or severely injured. Most of the victims were aged six to 10. Pedestrians aged 66 to 70
years made up the highest number of fatalities, according to the statistics. More than
70% of pedestrian casualties happened because people did not use the facilities provided
or they crossed roads at the wrong places. While pedestrian deaths only represented less
than 10% of the total of road accident fatalities each year, the number recorded was a
cause for concern.

Federal Traffic Chief Senior Assistant Commissioner Datuk Abd Aziz Yusofsaid,
Pedestrians ranked third in road fatalities, after motorists and motorcyclists. Thats
quite a high number. Measures to reduce this must be taken as soon as possible,

SAC Aziz said pedestrians were easily one of the most vulnerable people on the
road, so they must take extra precautions and remain vigilant at all times. I advised
pedestrians to always use pedestrian pathways and crossings. The local authorities
should have more facilities for pedestrians, especially sidewalks. It would be good for
everyone if more of such facilities are built.

Motorists too have a role to play in ensuring the safety of pedestrians. They
should be mindful of pedestrians and not bully them. They should be more considerate
towards pedestrians. Mutual respect between the two groups is vital towards reducing
the number of pedestrian deaths.

Drivers and motorcyclists are required by law to provide right of way to pedestrians.
They can be fined up to RM300 per offence, under Section 75 of the Road Transport
Act. The Act subjects pedestrians to the same penalty if they cross a road within 100m
of an overhead bridge or zebra crossing, or if they are caught jaywalking.

Good afternoon, teachers and students of SMK Sungai Bill. I am Inspector Feisal from
the Sungai Bill Police Headquarters. First of all, I would like to express gratitude to your
principal, Mr Abdul Karim, for inviting me to come and present this very important
speech on Keeping Safe to teachers and students. It concerns the well-being of all
students. So, please lend me your ears.

First, I would like to refer to those of you students who walk or cycle to school
and home. You should never cycle or walk alone. Dont take short cuts through isolated
areas or back lanes. If an unfamiliar person or a strange vehicle approaches you, continue
walking or run if you can. Dont loiter or hang around alone in lonely and dark places. If
you see a suspicious person hanging around or near the school or at the entrance, inform
the principal or the security guard immediately.

For students who travel by bus, here are a few rules to observe. Always wait in line
to board the school bus. To avoid accidents, do not push or jostle each other. Always
wait for the bus to stop before you get down. If you try to get down when the bus is still
moving, you might fall and be injured.

Some students are driven to school and fetched by their parents. These students
should observe certain rules to keep safe. Never play on the road while waiting for
your transport. If you see your car approaching, do not run in front of or behind a bus.
Oncoming cars cannot see you. Wait for your car to stop at the place where you are
waiting. If your car is on the opposite side of the road, wait for the bus to move away
before you cross the road. Make sure you look to the left, right and left again before you
cross the road.

Finally to everyone in the audience, whether you walk, cycle or travel by bus or car,
hold on to your personal things tightly. Dont talk on the mobile while walking along
the road. Pay attention to your surroundings. Call your parents and friends if you are
in trouble. Never accept food from strangers. Another big no-no is - avoid talking to
strangers and unknown persons at bus stops and public places.

The demographic shift has moved population from rural to urban and semi-urban
communities. Problems like food security, transportation cost and frequency, heavy
traffic and carbon monoxide emissions would increase carbon footprints and become an
environmental concern.

UPM through Urban Agriculture hopes to encourage urban dwellers to grow their
own food. They can individually plant food in their own houses through vertical farming
on balconies and indoors. They can work with members of their respective communities
to establish mini-urban farms in backyards and home gardens to produce fresh, healthy
vegetables and even fish.

UPM intends to encourage collaboration and co-operation between the residents and
the various local authorities. Modest but usable vacant land within the communities could
be used for planting vegetables and rearing of poultry and livestock.

As urbanites need help, UPM has trained a corps of students from the agriculture
faculty to be volunteers to assist individual households to set up their farms as hydroponics
and aquaculture, teaching them vertical farming and transferring the knowledge. Students
put their knowledge into practice and experience the benefits of volunteerism.
