3 May observed as World Press Freedom Day


On 3 May 2016 the World Press Freedom Day was observed across
the world with the theme Access to Information and Fundamental
Freedoms - This Is Your Right!
This day marks an opportunity to;
celebrate the fundamental principles of press freedom,
assess the state of press freedom throughout the world,
defend the media from attacks on their independence and
pay tribute to journalists who have lost their lives in the line of duty.
2016 World Press Freedom Day is significant because it coincides
with three important milestones that is;

250th anniversary of the worlds first freedom of information law,


covering both modern-day Sweden and Finland.
25th anniversary of the adoption of the Windhoek Declaration of
press freedom principles.
First year of the adaptation of new Sustainable Development Goals

Leicester City crowned English Premier

League champions, Jamie Vardy named


FWA Footballer of the Year 2016
On 2 May 2016 Leicester City have won the English Premier League
title for the first time in 132-year history. It was crowned with the title
without playing, as nearest challenger Tottenham Hotspur had 2-2
draw with Chelsea.
Leicester City striker forward Jamie Vardy was named 2015-16
Footballer of the Year by the Football Writers Association (FWA). 19year-old striker became the first Leicester City player to win the
prestigious FWA Footballer of the Year award.

He will be honoured with the prestigious FWA award, which has been
running since 1948, at a gala dinner in London on 12 May 2016.

competition. The league is a corporation in which the 20 member

Supreme Court appointed RM Lodha-panel

to oversee the functions of Medical


Council of India
On 2 May 2016 the Supreme Court of India appointed a three-member
panel headed by former Chief Justice of India (CJI) RM Lodha to
oversee the functions of the Medical Council of India (MCI).
It is the regulator of medical profession and education in India.

Besides Lodha, the panel consists of former Comptroller and Auditor


General (CAG) Vinod Rai and Dr SK Sareen.
The court appointed the panel, as the MCI is often been accused of
indulging in corrupt practices.

The court referred it to reports of a government panel and a


parliamentary standing committee.
The MCI was not able to spearhead any serious reforms in medical
education and neither represented the professional excellence.

Mines and Minerals (Development and

Policies/Initiatives

Regulation) Amendment Bill, 2015


On 2 May 2016 Rajya Sabha passed Mines and Minerals (Development and
Regulation) Amendment Bill, 2015.
The bill amends the Mines and Minerals (Development and Regulation) Act,
1957 in order to regulate the mining sector in the country.
The bill replaces the Mines and Minerals (Development and Regulation)
Amendment Ordinance, 2015 promulgated on 12 January 2015.

Provisions of the Bill are;


It adds 4th Schedule to the Mines and Minerals (Development and
Regulation) Act, 1957 in order to include bauxite, iron ore, limestone and
manganese ore as notified minerals.
It creates a new category of mining license i.e. the prospecting license-cummining lease.
It allows the union government to increase the area limits for mining, instead
of providing additional leases.
It changes the lease period for all minerals other than coal, lignite and atomic
minerals. Mining leases for minerals shall be granted for a period of 50 years.
It provides for the creation of a District Mineral Foundation (DMF) and a
National Mineral Exploration Trust (NMET). The DMF is to be established by
the state government and NMET shall be established by the union
government.
