Union Cabinet approved MoU between India and


Papua New Guinea on cooperation in health care
and medical science
On 27 April 2016 the Union Cabinet chaired by the Prime
Minister Narendra Modi approved for signing a Memorandum
of Understanding (MoU) between India and Papua New Guinea
on cooperation in the fields of Healthcare and Medical Science.
The bilateral MoU will encourage cooperation between the
Ministry of Health & Family Welfare of India and the Ministry of
Health and HIV/AIDS of the Papua New Guinea through joint
initiatives in the health sector.

NITI Aayog launched urban management


programme for capacity building of
states and urban local bodies
On 27 April 2016 NITI Aayog chaired by Vice Chairman Dr Arvind
Panagariya launched the Urban Management Programme in Vigyan
Bhawan, New Delhi.
Secretaries of Urban Development, Municipal Commissioners and
other senior officials of the state government participated in the event.
The Programme is designed by NITI Aayog, Temasek Foundation and
Singapore Cooperation Enterprise (SCE) under the platform of the
Memorandum of Understanding signed between NITI Aayog and the
Singapore Cooperation Enterprise (SCE).

It was to tap the expertise of Singapore in urban sector to build


capacities in State Governments and ULBs to design efficient
solutions to urban problems.

China launched Sounding Rocket


On 27 April 2016 China successfully launched the Kunpeng-1B
sounding rocket at Hainan Province in China.
The rocket reached a maximum height of 316 kilometres (196
miles), with the total flight time coming to 10 minutes.

New materials of flexible carbon fibre were also used in the


rocket to enable easier flight.

This is the first time Kunpeng 1Bs arrow configuration of


altitude control system and carbon fibre stretching rod has
been used on a sounding rocket in China.
China first launched a Kunpeng-1 Sounding Rocket in April
2013.

WADA released Report; India ranked third

On 27 April 2016 the World Anti-Doping Agency (WADA)


published its second annual Anti-Doping Rule Violations
(ADRVs) Report.
With 96 cases of doping violations in 2014, India ranked third
worldwide in the report. Russia ranked first followed by Italy.

New Zealand's $5 bill won Banknote of the Year


Award
On 25 April 2016 the International Bank Note Society (IBNS)
announced that New Zealands five-dollar note won the
Banknote of the Year Award for 2015.

The bill came out as a clear winner among nearly 40 eligible


designs from a record 20 countries.

The face on bill, features New Zealand mountain climber Sir


Edmund Hillary and South Islands Mount Cook (Aoraki), and
features the rare penguin and local flora.

Appointment

Indian academician Radha Kumar appointed to


UN University Council
On 28 April 2016 Indian academician Radha Kumar was appointed to
the United Nations' University Council to formulate its principles and
policies, consider and approve biennial budget and work programme.
She is among 12 people who are appointed by UN Secretary-General
Ban Ki-moon to the council. They will serve for terms of either three or
six years.
About Radha Kumar;
She is the Director General of New Delhi-based think tank Delhi Policy
Group. She is a specialist in ethnic conflicts, peacemaking and peacebuilding.

Formerly Director of the Mandela Centre for Peace and Conflict
Studies at Jamia Millia Islamia University, Kumar has also been a
Senior Fellow in Peace and Conflict Studies at the Council on Foreign
Relations in the city.

Senior IPS officer Surender Kumar Bhagat


appointed as DG of Railways Protection
Force (RPF)
On 28 April 2016 Senior IPS officer Surender Kumar Bhagat
was appointed as the Director General (DG) of Railways
Protection Force (RPF). His appointment was approved by the
Appointments Committee of the Cabinet (ACC).
He is entrusted with responsibility of protecting railway
property and passengers.

Regional

Gujarat government decided to provide 10


percent reservation to EBCs in
general category
On 28 April 2016 Gujarat government announced 10 percent
reservation for economically backward classes (EBCs) in
general category. A notification will be issued on the Gujarat
state formation day on 1 May 2016.
EBCs in the upper castes, include Patidars, with a family
income of 6 lakh rupees annually that is 50000 rupees per
month can avail the benefit.

There will be no change in reservations presently available to


SC, ST and OBCs in the state. The ordinance will be drafted in a
way that constitution provisions regarding reservations would
not be violated.
