along. Now, a cooking expert is bringing science to the kitchen to explain how to make better
rice, and he says the key is to minimize evaporationA quick look on the side of a bag of rice will
reveal the recipe commonly used to cook a standard serving two cups of water per one cup of
rice.But, following these seemingly simple instructions doesnt always lead to perfectly cooked
rice.
To get to the bottom of this problem, researchers designed an experiment to determine what the
ratio should really be, Business Insider reports.The team including Dan Souza, senior editor of
Cooks Illustrated from Americas Test Kitchen and one of the authors of The Science of Good
Cooking, placed sealed bags filled with one cup of water and one cup of rice into boiling
water.With this method, it took just a single cup of water to produce a perfectly cooked cup of
rice.

editor of Cooks Illustrated from Americas
Test Kitchen and one of the authors of The
Science of Good Cooking, suggests perfecting
a personalized ratio through trial and error.In
an experiment using a sealed bag containing
one cup of water and one cup of rice (1:1), the
researcher found that this ratio produced a
perfectly cooked cup for all types of rice.This
is because the key to making the best rice all
boils down to evaporation, he explains.When
cooking rice at home, a pot with a tight lid is
ideal as it will reduce the amount of evaporation.Its also important to know the humidity in your
environment, lid tightness, and the diameter of the pot youll be using.These factors all affect the
outcome of your rice, so getting to know how they influence evaporation will help you create the
perfect ratio for the specific conditions of your kitchen.
This held true for long grain, brown rice, white rice, and more.The answer revealed by this small
experiment, according to Souza, lies in the possibility of evaporation.Sealed bags used by the
researchers eliminated evaporation, while the pot you use at home may allow more water vapour
to escape.Evaporation isnt a consistent thing, cook to cook, kitchen to kitchen, Souza told
Business Insider.If you have a pot with not a very good lid, youre going to get more
evaporation. If its really tight, youre going to get less evaporation.An ideal method would
limit evaporation entirely, though not even a rice cooker is capable of doing this.

In order to make the best rice, Souza suggests getting to know the conditions under which it will
be cooked. This means you must consider the diameter of the pot, lid tightness, humidity, and the
number of times you lift the lid. Through trial-and-error, you can perfect a ratio based on your
own kitchenAs you try to cook larger volumes of rice, its especially important to keep
evaporation in mind, Souza explained.Doubling the amount of water to make two cups of rice
may not be the best way if youre using the same pot used for a single cup.If you have a ratio of
1:2 and you double that to 2:4, youre saying youre going to get double evaporating because you
doubled it and thats not true, he told Business Insider.If youre using the same pot with the
same diameter lid and the same heat youre going to have the same amount of evaporation as you
did the first time. So you end up with an extra cup of water in there.So, in order to make the best
rice, Souza suggests getting to know the conditions under which it will be cooked.This means

North Korea's already-low food supply is set to deteriorate this year as dry weather hits crop
yields, the United Nations' Food and Agriculture Organization (FAO) has warned."Given the
tight food supplies in 2015/16, the country's food security situation is expected to deteriorate
from the previous year when most households were already estimated to have poor or borderline
food consumption levels," the agency said in a report on Wednesday.North Korea's total food
production fell 9 percent on-year to 5.4 million tons in 2015, with the harvest of rice a food
staple dropping 26 percent due to poor rains and a lack of irrigation, the FAO said.It was the
country's first decline in total food production since 2010, the agency added. The FAO's country
monitor, Cristina Coslet, said in a video that the agency was concerned about the expected drop

in food production this year, particularly as public rations for 18 million people, or more than
two-thirds of the population, had already "decreased considerably" since July 2015. In recent
years, most households in North Korea have poor or borderline food consumption rates, she
added. In 2015 there were reports of North Koreans, particularly soldiers, crossing the border
into China in search of food.

production, the FAO said.A strong ongoing El Nino weather phenomenon is causing hot, dry weather in

just the weather North Korean's need worry about; in March a North Korean newspaper warned citizens
to prepare for economic hardship ahead, as the rogue nation channeled funding into its weapons program.

NFA chief quits, cites health reasons

THE head of the National Food Authority (NFA) said on Wednesday he is stepping down from
office due to health and personal reasons.NFA Administrator Renan B. Dalisay said he has
already submitted his resignation letter to the Office of the President. His resignation will take
effect on April 30.Dalisay, who was appointed as NFAs administrator in November 2014, said
he continues to wait for the Presidents feedback on his resignation.Im just waiting for the
consideration of the President. But I have to do this now. If I dont do this, it may further cause
more damage to my health and also affect the agency, he said in a phone interview.Despite his
resignation, Dalisay made an assurance that the food agency has already made all the necessary

preparations to ensure that the country will have enough rice stocks during the lean months.We
have already prepared all the possible rice-importation schemes for the 500,000 MT standby
authority given by Malacaang. The next administration can quickly execute these schemes
should they decide to, Dalisay said.
Based on the NFAs sales, Dalisay said the Philippines is projected to have a rice 31-day buffer
stock by June 30.He said the NFA Council was scheduled to meet on Wednesday to discuss
importation schemes and if they should leave the final decision of buying more imported rice to
the next NFA administration.If you ask me, its better to leave the decision to them, since by
then, the next president will have made clear his or her importation policy, he said.
The Philippines imports rice to ensure the stability of supply and price in the domestic market.

Tanzania: Rice Import Permits Suspended

Majaliwa, has ordered security organs to tighten
security in border points and along coastal areas to
curb smuggling and illegal importation of
rice.Winding up debate on his office's budget
estimates, Mr Majaliwa told the National Assembly
here yesterday that the government has suspended
all permits for importation of rice in the country
because of the current increase in local production.
The premier told the National Assembly that the
decision would help local farmers to have good prices of their rice and improve their living
standards.According to him, in the 2014/15 financial year, local rice production stood at 1,936,909
tonnes against the target of 926,096 tonnes. Therefore, he said, there was an excess of 1,010, 813
tonnes which is equivalent to 47.8 per cent.On the other hand, following shortage of sugar in the
country, Mr Majaliwa has said the government will import sugar to tackle the scarcity.According to
the PM, the country has sugar production capacity of 320,000 per year while the required amount of
sugar stood at 420,000 tonnes and that there was a scarcity of 100,000 tonnes.

Responding to queries raised by MPs when debating the 2016/17 budget estimates, Mr Majaliwa
noted that there was a stock of sugar of about 37,000 tonnes in the country, which he said was in
the market.'"The government has already ordered sugar to cover the deficit and a few days from
today it should be in the country," said the PM, adding that the government was avoiding
ordering a huge consignment to avoid crippling local industries.However, Mr Majaliwa added,
the government was putting measures in place to ensure that there was enough production of
sugar in the country to avoid importing the essential commodity.The prime minister asked
traders and major distributors trying to hoard sugar to create artificial shortage to justify price
hikes to release the commodity immediately.

"I hereby direct all business officers in various district councils to make regular follow ups in
different shops to ensure businesspeople don't connive to hoard sugar to justify the price hike so
that people can purchase the product at an indicative price by the government.The prime minister
further said that in implementing the promise delivered during last year's presidential election
campaigns - that of empowering Tanzanians, the government has allocated 59bn/- for village
empowerment in the 2016/17 financial year.
The money, according to the PM, would be provided through revolving fund, which would be
coordinated by the National Economic Empowerment Council.According to the Minister of State
in the Prime Minister's Office (Policy, Parliamentary Affairs, Labour, Employment, Youth and
People living with Disability), Ms Jenister Mhagama, empowerment would be managed by
Regional Administration and Local Government.Mr Majaliwa further defended President John
Magufuli on the claims by the opposition camp that the Fifth Phase government was operating
illegally for what the opposition termed as failure to provide 'instrument' to enable members of
the cabinet to discharge their duties.According to the PM, the delay by the Head of State was
prompted by the fact that he was still putting up his line-up in the executive."Procedures for a
government gazette are afoot because the president signed the instrument since April 20 - and the
ministers are currently working legally under the directives of the president," he said.
Mr Majaliwa also said the government was making efforts to clear the Medical Stores
Department (MSD) 134bn/- debt."The government has started working on the debt by directing
the Controller and Auditor General (CAG) to verify it and as of now the CAG has confirmed
67bn/- and the exercise is still ongoing," he hinted.To reduce backlogs of contracts in the office
of the Attorney General (AG) and fast track procurement in local government authorities, Mr
Majaliwa said contracts that are below 1bn/- will now be signed by lawyers in the respective
district councils."But proper legal procedures should be followed while the government will not
hesitate to take appropriate legal action against officials who will abuse this discretion," he
added.Yesterday, MPs approved 236.8 billion/- budget estimates for the Prime Minister's Office
(PMO) for the fiscal year 2016/2017, out of which 71.6 billion is for recurrent expenditure while
165.2 is for development expenditure

begin to establish by September, according to the Australian Bureau of Meteorology.
The agency sees a 50 per cent chance of La Nina emerging in the East Equatorial Pacific,
prompting it to go into La Nina watch mode.

Six of eight international climate models suggest that the tropical Pacific Ocean will return to
neutral levels during May. Of them, seven indicate that La Nina thresholds may emerge by
September. This is despite individual model outlooks showing a large spread between neutral
and La Nina scenarios, the Australian agency said. The emerging snippets of information with
regard to changing dynamics in the Equatorial Pacific are good news for the Indian monsoon.
La Nina has been associated with a successful Indian monsoon though with exceptions; they do
not strictly have a direct cause-effect relationship.
Overall build-up in India towards May/June as evidenced in the sustained heating of the land
also suggests that the ground is being prepared for a good monsoon this year.
Performance guarantee
Because, despite all its devastating impact on lives and livelihoods, the searing heat and the heat
waves during April, May and June play a big role in the guaranteed performance of the monsoon.
The extent to which the plains heat up determines how far the atmospheric pressure can climb
down over North India, setting up an ideal gradient from the South-West (around Kerala). The
moisture-laden monsoon winds ride this pressure gradient to blow in with full force into the land
and drain down its moisture in the form of heavy rain.
An outlook by India Met Department on Tuesday suggested that the top heat driven by heat
waves to severe heat waves may begin to shift to North-West India from this weekend itself.
This does not mean any respite for East India, which may witness mercury peaking to new highs
in the days to come.
During the 24 hours ending on Tuesday morning, Titlagarh in Odisha, the hottest place for days
together, saw the maximum temperature climb down to 46 deg Celsius from 48.5 deg Celsius the
previous day.

The India Met forecast said that dust storms may continue to hold down mercury over Punjab,
Haryana, Chandigarh, Delhi, Uttar Pradesh and Rajasthan on Tuesday.

Philippines cuts Q1 rice output estimate for second

The Philippines on Thursday lowered its rice output estimate for the first quarter for the second
time due to drought linked to the El Nino weather phenomenon.Unmilled rice output in the
March quarter is estimated at 4.01 million tonnes, 1.5 percent lower than the previous forecast of
4.07 million tonnes, the Philippine Statistics Authority (PSA) said in a report, citing a survey of
standing crops as of March 1. The final figure will be announced next month.That would be 8.1
percent lower than the 4.37 million tonnes production in the same period last year.Production
losses this year due to an El Nino, which usually delays the onset of the rainy season in the
Philippines, had soared to 233,000 tonnes as of mid-April, latest data from the agriculture
department showed.The Southeast Asian nation, one of the world's top rice importers, has
decided to delay its planned additional rice purchases for this year's requirements because of

Rice Tariff Confrontation

The disputes between the South Korean government and those of the United States, Australia,
Vietnam, China and Thailand over the tariff rate to be applied to rice imported by South Korea
are continuing for about a year and four months. Back in September 2014, the South Korean
government decided to impose a 513% tariff on the rice for the first time in two decades.The
South Korean government had remained opposed to tariffication, which means the opening of
the rice market, but changed its mind as the 5% tariff rate quota (TRQ) increased to as much as
409,000 tons, equivalent to 4% of South Koreas rice consumption, as a result of the objection to
tariffication. Then, the five countries resisted, claiming that the tariff rate adopted by the South
Korean government was excessive, and have been engaged in negotiations over the
appropriateness of the tariff rate.

According to a WTO agreement, the tariff rate is to be determined based on the difference
between the prices of domestic and foreign rice in 1986 to 1988. Controversies lie in the fact that
South Korea used the price of imported rice used by China, instead of that of rice it imported, as

the international price.South Korea used Chinas price in the calculation because it did import
some rice at that time but the amount was too small and commercially insignificant, the South
Korean government explained. In response, the five countries are claiming that the price used by
China was inappropriate because China at that time was not a market economy and the Chinese
government might have intervened in the determination of the price.

Vegetable prices spikes, rice remains stable

The price of vegetables including cabbage and radish has surged around the border regions in North
Korea and to a lesser degree, further inland. The sudden spike is believed to be driven by sanctions jitters,
unseasonably cold temperatures, and excessive mobilization for the upcoming Party Congress, but is
being viewed by some as a temporary upswing, given the continual stability in rice prices and foreign
exchange rates. Back in February, cabbage was selling for around 2,500 KPW (per kilogram), but prices
have suddenly jumped to 7,000 KPW. Thats more expensive than rice, a Daily NK source in
Ryanggang Province reported on April 25. Now is usually the time when food supplies are short
(because of the barley hump), but it looks like the hike was triggered by more people mixing in dried
greens with their rice to conserve their rice supplies, in the belief that the food situation may worsen due
to [implications stemming from] the sanctions.

Radish prices in border regions have also surged from 1,200 KPW (per kilogram) in February to 3,100
KPW, leading to concerns that this year may become one of the toughest years in the recent memory. In
some areas of Taehongdan County, people are eating so-called radish noodles, which are made by
coating radish leaves with potato starch, the source explained. According to another source in Pukchong
County, South Hamgyong Province, the food situation has worsened to the extent that an increasing
number of families in farming communities are eating "seaweed rice."Conditions in the central inland
areas are not much different. Individuals who would normally grow their own vegetables have seen their
schedules disrupted by ongoing 70-Day Battle mobilizations. Thanks to the continual mobilizations,
said by many to be turning their hearts into black lumps of coal, ahead of the Party Congress, business
at the markets has lost its vibrancy and the residents are miserable, a source in Pyongyang told Daily
NK.
One key difference offering residents in interior regions (including the capital) some relief is their spinach
harvest, which has not yet occurred in the border regions (due to cooler temperatures). Unfortunately, the
interior regions have also seen cabbage prices climb, fetching around 4,800 KPW to 5,000 KPW per
kilogram. Despite these high prices, movements on the rice and foreign currency front have remained
relatively stable, leading people to believe the spike in vegetables will be short lived. Vegetables are not
export items and therefore their prices are determined by domestic supply and demand, the Pyongyangbased source noted. However strong the sanctions may be, rice prices have nonetheless remained the
same and, under these conditions, not many will choose to eat expensive cabbages over rice, the source
added, suggesting that prices are likely to return to normal as the markets readjust for supply and
demand.

Rice famers demand financing fix

A recent state bank decision to increase loans to rice farmers by 50 percent in the coming
monsoon season has not been well-received, with some paddy farmers calling for the
troubled development bank to be privatised.
Myanma Agricultural Development Bank (MADB) will increase the size of loans available to
rice farmers from K100,000 to K150,000 per acre, after receiving permission from parliament.
The state lender will issue K1.7 trillion of the larger one-year loans over the coming months.The
development bank will contribute K1.2 billion of the funds and the Central Bank will provide
K500 million, managing director U Kyaw Shwe told The Myanmar Times.These loans will be
limited to 10 acres, in line with previous MADB loan policy, said U Soe Tun, vice president of
the Myanmar Rice Federation. But farmers are calling for longer-term loans with no limitation
on acreage.U Thein Aung, chair of the Free Farmers Association, said that the amounts being
made available were not enough to cover cultivation costs. He owns more than 40 acres, and said
that the increase in the maximum loan available K1 million to K1.5 million would not make
much of a difference.
Farming industry figures said a lack of infrastructure, banking and financing are causing
problems for rice farmers trying to cultivate high-quality paddy fields. Farming machinery is
expensive to hire, exchange rate volatility can push up fertiliser prices and paddy farmers are
also exposed to sharp drops in rice prices.Summer rice was priced at up to K600,000 per 100 tins

(each tin is equivalent to 9 gallons) until mid-March but was worth just K450,000 in early April.
Prices began to fall when Indonesian buyers discovered pests in a shipment of rice from
Myanmar, and refused to pay traders.The existing system of MADB loans only allows farmers to
cultivate and produce, but does nothing to improve their lives, said U Thein Aung. His
organisation wants a shift in policy toward larger and longer-term loans, he said.But MADB,
which is funded by state-backed giant Myanma Economic Bank, isbarely profitable as it is. The
agricultural development bank offers loans at much lower interest rates than the private sector
just 5 percent a year, compared to 13pc at commercial banks, and makes just 1pc profit.
Some agricultural industry figures are calling for MADB to be privatised in order to better
support Myanmars agricultural households.U Soe Tun said that his organisation had submitted a
proposal to the Ministry of Agriculture, Livestock and Irrigation in early April, and was still
awaiting a decision. We think it [MADB] should be privatised as it is apparently suffering

loans with the help of regional authorities, he said, adding that farmers could not borrow new

Rice futures continued lower. May failed at the 62% retracement objective of $11.16 on
Tuesday. Weekly exports were only 31,700 metric tons this week, down from 121,300 metric
tons last week. The market will be watching crop progress closely. If farmers plant what they
reported to USDA in the survey, the large crop will limit the upside potential. Currently, USDA
says 62% of the crop in the ground and 38% emerged. In Arkansas, the totals are 75% planted
and 40% emerged, so Arkansas farmers made lots of progress in a weeks time

Drought-hit Telangana: 1000 rice mills down shutters in 2


months
In the state of Telangana, out of 450 mandals, 231 have been declared drought-hit. However, on ground,
the picture may be worse according to various farmers associations. Excerpts from India Business Hour
on CNBC-TV18 Watch the full show Reeling under acute drought conditions, a state mostly dependent
on rain water is now facing an extreme water shortage. As a result, production of food grains and pulses
has fallen drastically. CNBC-TV18's Deepthi Bathini and Arundathi Ramanan bring us a ground report

drastically. For instance, B. Narasimha has two acres of farm land in Kalem village in Jangaon, dedicated
to paddy cultivation.
However, this year with water levels dropping and borewells drying up, Narasimha could sow paddy only
on half acre. He says this is the same story across his village Narasimha says, "I had two acres in which I
used to sow paddy every year. This year with water scarcity, I have sown only half an acre hoping that
will feed my family. It is the same situation everywhere." What is also alarming is the rate at which rice
mills are shutting down in Telangana. The state had 2500 rice mills and 1000 of them have shut down in
just the last two months. These mills are primary suppliers to government for rice under public
distribution systems (PDS). The state requires 18 lakh tonne of rice and mills could supply only 9 lakh
tonnes. With shortage of paddy production and increasing costs to maintain the mills, owners feel they are
better off shutting the mills down. Speaking to CNBC-TV18, President of the Rice Millers Association, P.
Balaiah says, the industry which invests a minimum of Rs 10 crore to set up a mill is now facing an
uncertain future, adding, atleast 75,000 people are directly or indirectly employed through these rice
mills. "There is shortage of paddy and drought isn't helping us either," Balaiah says.
The state had sought Rs 3,064 crore from central government for drought relief but the Centre has only
agreed to Rs 791 crore. Farmers organisations are concerned that this would have an impact on the next
crop as well. While the drought conditions in the state are alarming, the concern on hand is the falling
production of food grains, especially paddy. Being water intensive crop, the government machinery needs
to pull its act together to at least save the next crop

still as no new sales have emerged," a trader at a foreign firm in Ho Chi Minh City said. "A few
companies have gone to Pakistan for rice at cheaper rates."Pakistani 5 percent broken rice was
quoted at $345 a tonne, FOB basis, which has attracted buyers, he said.The Philippines, which
stated it can import 500,000 tonnes to boost state reserve stocks, has not made any moves until
now ahead of an election next month, traders said.
This year's dry weather has damaged at least 1 million tonnes of paddy in Vietnam, and another
400,000 tonnes could be affected from the Mekong Delta's next summer-autumn crop,
Agriculture Minister Cao Duc Phat told a ministry meeting on Tuesday.The total losses would
equal to 700,000 tonnes of milled rice, or 8 percent of Vietnam's export volume in 2016
projected to be 8.7 million tonnes, based on a U.N. Food and Agriculture Organization forecast.
In Thailand, despite a depreciation of the Thai baht over the week, tight supply kept rice prices
stable, a trader in Bangkok said.Thai 5-percent broken rice narrowed to $385-$390 a tonne, FOB
Bangkok, from $382-$390 last week."Domestic prices go up because of low supply, so the
weaker exchange rate balanced that out," said a Bangkok-based trader.Thailand and Vietnam, the
world's second- and third-biggest rice exporter after India, contribute a combined 40 percent of
global rice trade.

SK University of Agriculture Science Technology Kashmir organized a 2-day Participatory


Seed Production of High Yielding Varieties and Revival of Zag Rice of Kashmir Himalayas
on April 26 and April 27, 2016 at Dak Bunglow Tangdhar. MLA Raja Manzoor was also present
on occasion where large number of farmers of the area participated. Tangdhar is a bastion for
traditional variety ZAG variety (LAL CHAWAL) but is losing its area and becoming
extinct. The program was launched on the directives of the Vice-Chancellor Prof. Nazeer Ahmed
in an effort to revive the heritage rice variety ZAG rice in Tangdhar of Kupwara district. The
program was organized by Dr. GA Parray, Associate Director Research, MRCFC, Khudwani,
Officers of the Agriculture Department. On the occasion, interface of the scientists-farmers was
also held.Fifteen quintal seed of high yielding varieties and pure seed of ZAG were distributed
among farmers for up scaling the production. One compact block of 200 kanals of land in the
Agriculture Zone Gabar of Tangdhar was brought under this participatory seed production
programme.
Dr. GA Parray speaking during interface highlighted the role played by the University rice
scientists towards rice research and in addressing the problems faced by farming community of
the valley and that of the particular area. He also advised for measures to be undertaken for
revival of this important variety.MLA Raja Manzoor appreciated the role of the University
scientists and advised the farmers to adopt the farming practices and guidelines framed by the
scientists in revival and enhancement of production and productivity. He also suggested

San Francisco Rice Noodle Maker Shuts Down

SAN FRANCISCO (CBS SF) A San Franciscobased rice noodle manufacturer has agreed to
cease any food preparation services to settle a
complaint brought by federal prosecutors earlier
this month over unsanitary food handling,
according to the U.S. Attorneys Office.Federal
prosecutors brought the complaint in U.S. District
Court in San Francisco at the request of the U.S.
Food and Drug Administration. The FDA found in
an inspection earlier this year that Zi Xing Liu and
Zi Cheng Liu, the proprietors of Kun Wo Food
Products Inc., didnt take necessary precautions to
prevent food contamination.Among the violations,
the FDA found employees used a vat containing
rice to rinse their hands, buckets and rags; that
employees grabbed rice noodles for packaging
with unwashed hands; and that machinery in the
Mission District facility was covered in grease and
grime, exposing the noodles to particulate matter.
Condensation from a hose suspended on the ceiling dripped into the soaking rice, and
condensation from a copper pipe with a green and blacked film dripped into a grinder for rice
processing, according to prosecutors.Swabs of surfaces in the facility found bacterial
contamination, prosecutors said.Under the terms of the settlement, the company owners have to
comply with an injunction ordering them not to work with food in any capacity unless given
permission by the FDA.
