Subject: Schedule for admission in class-1St under RTE Act-2009 and
admission in class 2nd to 8th under Rule-134-A of Haryana
School Education Rules, 2003 amended in 2013.

In continuation of Directorate of Secondary Education Haryana,

Panchkula letter no. 8/27-2013 PS (3) dated 31.03.2015, the schedule for
admission in class-1St under RTE Act-2009 and admission in class 2 nd to 8th
under Rule-134-A of Haryana School Education Rules, 2003 amended in
2013 for the academic session i.e. 2016-17, vide letter under reference is
hereby issued. However, the reimbursement of to private unaided recognized
schools for the expenditure incurred in providing free education under the
aforesaid Act and Rule shall be subject to the final outcome to the of the SLP
proposed to be filed by the State against the order passed by the Hon'ble
Division Bench in Review Applications No. 24, 39 and 40 of 2016 in CWP
No. 4925 of 2014 and connected matters filed by the Department.
Schedule for Admission in Class 1st under RTE Act 2009.
(i)

Date for submission of application to the concerned DEE022.03.2016 to 31.03.2016.

Applications can be made

online/ offline.
(ii)

For forwarding the application to Govt. Schools for admission:04.04.2016 to 08.04.2016.

(iii)

As per the amended Rule-7 of the Haryana Right of Children to Free

and Compulsory Education Rules, 2011 amended in 2015, the
admission, to the children belonging to weaker section and
disadvantaged groups in 1st class under RTE Act upto 25% of the
strength of students, is to be given preferably in Govt. schools and

Govt. aided private schools. In the event of non-availability of

seats in these schools, the parents of children can apply to
concerned DEE() for admission in a school belonging to specified
category and in an un-aided private recognized school. The names
of the eligible children will be recommended by the concerned
DEEO to the school belonging to specified category and un-aided
private recognized schools on the basis of draw of lots which may be
conducted on 11.04.2016.
Schedule for Admission in Class 2nd to 8th under Rule 134-A of Haryana
School Education Rules, 2003, amended in 2013.
(i)

Advertisement regarding admission in private recognized schools for

EWS and BPL category will be published in leading newspapers
latest by 18th March 2016.

(ii)

Publication of District and Block Level Committees by 28th March,

2016.

(iii)

Display of vacancies by the private recognized schools on the notice

board- 25th March, 2016.

(iv)

Date of application- 29th March to 8thApril 2016. Applications can

be made online/offline.

(v)

Data entry, scrutiny and assessment- 9th to 12thApril 2016.

(vi)

Publication of lists of applicants by school and BE0s-12th April

2016.

(vii)

Draw of lots at Block Level 18th April 2016 and it can continue to
the next day, if necessary.

Admission on the basis of draw of lots 18th to 25th April 2016.

2nd draw of lots for remaining seats- 26th April, 2016.

(x)

Admission on the basis of 2nd draw of lots- 26th to 29thApril 2016.

(xi)

If seats remain vacant even after 2ndround, schools will submit their
list to District Level Committees before 30thApril, 2016.

Grievances Redressal Mechanism:

Schools failing to comply with the provisions of Rule 134-A of
Haryana School Education Rules 2003, amended in 2013 shall be subjected

to withdrawal of recognition by the Department under the relevant rules on

the recommendations of the District Level Committee. Any aggrieved person
can submit his/her complaint either before District Level Committees or
Block Level Committee. It must be ensured that the above instructions are
complied with in letter and spirit by the private schools.

buses or any other such or similar concessions or facilities in any
facilities in any manner whatsoever including allotment of land
on concessional rates etc.
