This pertains to the overall delayed of the project starting from civil structural works

up to finishing works including mechanical, electrical, plumbing and fire protection


works and other finishing trades.
We would like to highlights all the factors of the delays that we encountered to the
above ongoing project.
The agreed date of start of the project was on August 23, 2013 which was the start
of the structural works performed by POLICOME Construction & Development
Corporation. The first date of concrete pouring was on August 30, 2014 consist of
six (3) combined footing, each with 2 reinforce columns. There are no problem arise
and seen concerning the concreting of the foundation up to the first lift of the
columns during this period of construction. Presence of honeycombs was first
observed during the stripping of forms at ground floor columns up to the second
floor, which was the large volume of honeycombs was seen dated 21 st of November
2013. The presence of honeycombs was repeatedly observed up to 10 th floor level.
Because of the repetitively presence of honeycombs up to the top floor level, Engr.
Tan start hesitating on the structural stability of the building and he first instructed
to stop the CHB laying between the date of 19 th to 21st of March 2014 also to
conduct rebound hammer test of columns at a certain level (Ground, 3 rd, 5th and 6th
floor). The CHB laying was resumed on April 01, 2015 when SY2 give instruction to
continue providing the distance of 1 feet away from column for possible retrofitting
of the affected columns.
Concreting of trellis was also delayed due to the doubt of Engr. Tan of the loose
strength of concrete column, which he stated that the weight of the trellis and
swimming pool is not included to his original design. Concreting of trellis was only
done on 23rd of July 2014 by the approval of Engr. Bernard Cabebe. Which affect the
removal of formworks of entire right side elevations.
Another problem was arise during the investigation of the structural plan by Engr.
Cabebe that he discovered that there is no provision of coupling beams detail on the
structural plans which is supposedly place at top of the core wall opening. The said
detail was found by ELS Consultancy that was issued by Engr. Tan dated October 04,
2013. However, the supplementary detail was not implemented by POLICOME
Construction Corporation. Those result of the provision of the boundary element in
replacement of the coupling beams as recommended by Engr. Bernard Cabebe.
More works are affected of constructing the boundary element from basement to 4 th
floor level, such as electrical work, Fire protection and plumbing works due to the
adjustment of riser and branch distribution.
Next problem was the seepage/water leak on the basement retaining walls. Poor
workmanship on concreting of the said walls and placing blue sacks causing a
honeycombs at almost of entire perimeter and cause of water seepage. Those affect
the schedule of the water proofing works and plastering works.
Another factor that causing the project delays is the low pacing of masonry works
and poor workmanship affecting other items that we enumerated on the letter to

POLICOME Construction Development Corporation dated 15 th of October, 2015. (See


attached Letter)
Including the chipping works of concrete slab at third floor level due to the error on
the elevations during construction that was affecting the tile installation. It include
also the additional amount of materials such as the cement and sand that affect the
man hour of hauling at the typical floor areas of hallways. Grinding of firewall due to
uneven surfaces which affecting the application of water proofing works.
All of the above mentioned was in the liability of POLICOME Construction &
Development Corporation. And lastly is the discovered cracks on basement level.
Which until now there is no report of what is the exact cause of the cracks.
However, in our overall assessment, not the entire number of days delayed can be
shouldered by POLICOME Construction & Development Corporation. To date, there
are a lot of items that cannot be completed due to the delays of the aluminum
windows and door supplier including the ground floor glass partition. At ground
floor, the glass partition affecting the finishes of stairs and ceiling works due to the
temporary fence that cannot be remove unless the glass partition is being installed
for the safety of the materials inside the premises. The installation of vinyl also are
affected which we cannot proceed for the installation unless the units are
completely sealed by the windows and door.
Remaining balance of works at third floor by the fire protection contractor and
ceiling, was just waiting for the detail of BSC office.
Installation of plumbing fixtures at 10th floor could not proceed due to the unfinished
installation of accent wall tiles.
