1. GENERAL
1.0 This document describes PT. Pratiwi Putri Sulung Scope of Work including but not
limited to survey and soil investigation, Existing facilities assessment, detailed engineering,
procurement, construction, inspection and testing, calibration, certification, training, precommissioning, commissioning, trial operation, and warranty of Upgrading Tangsi Station
Project (CP-11A).
2.0 PT. PRATIWI PUTRI SULUNG

3.0 Except where otherwise expressly stated, all of the requirements expressed

in or to be

reasonably implied from the CONTRACT are to be met by PT. PRATIWI PUTRI SULUNG.
This is so regardless of whether such requirements are expressed in the active voice as
something PT. PRATIWI PUTRI SULUNG must do, e.g. "... PT. Pratiwi Putri Sulung shall
..."or in the passive voice as something which must be done by PT. PRATIWI PUTRI
SULUNG. e.g. "... the Works shall be designed to allow ..." or in the imperative mood as a
direct instruction, e.g. "Provide the following ..."
4.0 Where items of WORK or topics are listed in the CONTRACT as examples of what is to be
done or addressed, such a list does not limit the work to be done solely to those items
listed. Such lists are to illustrate the type of work to be done or the topic to be addressed. not
the full range of what is to be done or addressed.
5.0 Except where otherwise expressly stated, the cost of meeting all of the requirements and
obligations expressed or reasonably implied in the CONTRACT are agreed to be included in
the Accepted Contract Amount.

This includes, in addition to the design, execution and

completion of the WORKS and the management

and administrative

work associated

therewith. such things as the cost of all licence and permits, utilities detection, protection and
relocation. demolition of structures, traffic management and diversions, temporary relocation
and reinstatement of existing facilities. environmental

protection. and implementation of

health and safety measures.


6.0 The EMPLOYER requires that the design and execution of the WORKS take into account the
nature of the environment within which the WORKS will be constructed. It is therefore
essential that PT. PRATIWI PUTRI SULUNG

liaises

effectively

with

all

officially

appointed Environmental Bodies, including Local/Municipal Authorities, Tol Road Authority,

River and Canal Authority, Industrial Area and others having jurisdiction and/or utilities over
the areas in which the Works are located.
7.0 In addition,

8.0 Where PT. PRATIWI PUTRI SULUNG is required to "define" something (for example, an
investigation or survey) then such definition must include everything necessary to ensure that
the investigation or survey generates the information necessary to enable PT. PRATIWI
PUTRI SULUNG to meet the requirements of the EMPLOYER.
9.0 PT. PRATIWI PUTRI SULUNG shall adhere strictly to the requirements is respect of health,
safety and enviromental aspects given in the CONTRACT including the custody and care of the
existing facilities alongside the working areas under CONTRACT PAKAGE NO. 11A. If the
existing facilities are damaged due to the responsibility of the CONTRACTOR, such damage shall
be rectified upon PT. PRATIWI PUTRI SULUNG receipt of the employers acceptance to PT.
PRATIWI PUTRI SULUNG proposed corrective action plan and in accordance with the
conditions of contract.
10.0

All information regarding tie-in, bridge crossing and road crossing locations in these broad

descriptions are approximate, and such things are to be precisely determined by PT. PRATIWI
PUTRI SULUNG during the detail design and execution of the works.

2. DEFINITIONS
For the definition of terms appearing within the documents forming the Dokumen Teknis
that are not specifically given herein, reference should be made to the Conditions of
Contract.
In addition to the definitions given within the Conditions of Contract, the following
definitions SHALL apply:

TRIAL OPERATION

Activities that shall be performed by PT. PRATIWI PUTRI


SULUNG to verify that the facilities can be operated under
stable conditions for the period of 14 (fourteen) days calculated
from the date of the accesptance of commissioning which
include, but not limited to the operation, maintenance, trouble
shooting and rectification of the pipeline, MRS, fire water
system and Diesel Engine Generator Set.

TAKING OVER

Taking Over Certificate (TOC) issued by EMPLOYER in

CERTIFICATE (TOC)

accordance with the provision in the contract Sub-Clouse 8


(Serah Terima) and Su-Clause 9.3 (Berita Acara Serah Terima

requirements specification which have been approved by the
EMPLOYER.

MECHANICAL

Completion of pre-commissioning activity in which all

The permanent works to be executed by PT. PRATIWI PUTRI


SULUNG under the contract.

TEMPORARY WORKS

All temporary works of every kinds (other than PT. Pratiwi


Putri Sulung equipment) required on SITE for the execution and
the completion of the PERMANENT WORKS and remedying
of any defects.

WORKS

The PERMANENT WORKS and TEMPORARY WORKS, or


either of them as appropriate including the responsibility for
undertaking works outside of the SITE if any as indicated in the
SPECIFICATION.

SITE

The places where the PERMANENT WORKS to be executed


and to which the Plant and Materials are to be delivered, and
any other places as may be specified in the CONTRACT as
forming part of the SITE.

The above definitions shall apply for every defined word when it is written with all
capital letters and/or when it is written with only the first letter is capital.

If there is any discrepancy regarding the definitions of the above words between this
Scope of Work and other documents under Bab X. Dokumen Teknis then the prevailing
definitions shall be as mentioned in the Conditions of Contract and in this Scope of Work.

4. SCOPE OF WORK
4.1 GENERAL
PT. PRATIWI PUTRI SULUNG SHALL perform the following activities as requirement
for this PROJECT.
The intended purpose of the PROJECT is to provide gas supply from TS-2 to CL-1 MRS
Stations, Cikarang Listrindo-2 (Future), ENKEI-Hyundai (Future) and to reinforce Bekasi
Distribution pipeline network. PT. PRATIWI PUTRI SULUNG shall be deemed to have
considered and taken due account all working restrictions and constraints that will apply inside
the existing offtake station and in interfacing with such station and other existing pipeline.
Such consideration shall include, as minimum with the existing facilities, such as tie-in works
and integrated commissioning works. The following are the existing facilities to be interfered
with the PROJECT:

Under such existing conditions, PT. PRATIWI PUTRI SULUNG shall perform the WORKS as
follow (See PFD Doc. CP-11A-PTU-3275-PS-DG-002):

Development of Tangsi Offtake Station (TS-2)


Development new tangsi offtake station-2 as upgradaing of existing
Tangsi Offtake Station
Pipeline System Installation
Section-1 :
20 inch upstream pipeline systems (Approximately 200 meters)
including tie-in works by using hot tapping method to the existing 24
inch Rawa Maju Karawang main line.
Section -2 :
20 inch Tangsi Offtake Station-2 (TS-2) downstream pipeline system
(Approximately 2 km) to connect with the 16 inch existing CL-1
pipeline by using hot tapping method including future connection for
Cikarang Listrindo-2 (Future) and ENKE-Hyundai arae (Future).
Section-III :
Jumper line connection the existing 16 future connection at
downstream Tangsi Offtake Station-1 to existing 12 distribution
pipeline Tegal Gede Distribusi Bekasi (Approximately 210 Meters)
Remaining Items/Works
Valve Boxes, pipeline bridges, crossings, pipeline installation at
swampy area and others items/works to be developed by PT. PRATIWI
PUTRI SULUNG to complate the WORKS.

It is planned that each (i) Work will be mechanically completed and commissioned according
to the following sequence:
a) Mechanical Completion of the pipeline, Offtake Station and all tie-ins including PreCommissioning Tests under the CONTRACT (SAT 1, 2 & 3).
b) Commissioning and Trial Operation of the entire gas pipeline system under the
CONTRACT (SAT 4).

4.2

INTENDED PURPOSES OF THE PROJECT


The intended purpose of the project is to provide a safe, robust, reliable, durable and costeffective means of transporting natural gas as follows:
a. Upgrading Tangsi Oftake Station by developing TS-2 and its facility. Development of
TS-2 shall be conducted in the Tangsi Offtake Station and shall be located next to the

existing TS-1 by demolishing the existing regional office of Tangsi Offtake Station and
existing Tangsi warehouse building. Upgrading Tangsi Offtake Station Shall be
including modification some existing facilities.
b. Connection, interface and integration of the new facilities and equipment of TS-2 with
the existing TS-1 facilities.
c. Onshore pipeline distribution system 20 inch diameter, 16 inch diameter and 12 inch
diameter as describes above, including installation of valve box, tapping connection,
connection to future connections, future connection, bridges installation, cathodic
protection systems, etc.

4.3

QUALITY
PT. PRATIWI PUTRI SULUNG obligation is to ensure that the quality of design, materials and
workmanship is fit for purpose and that he/she estabilshes, implements, maintains and improves
a qualtity management system that will ensures and can verify and documents that the WORKS
are, in all respoects, designed, executed, and completed in accordance withh the CONTRACT.

4.4

RISK
PT. Pratiwi Putri Sulung obligation is to ensure that PT. PRATIWI PUTRI SULUNG
establishes implements, maintains and improves a risk managemengt system that will ensure
that the WORKS are designed, executed and completed in such a manner that risk is
competently identified and managed.

5. ESSENTIAL OPERATION REQUIREMENTS


The pipeline system to be provided as part of the WORKS shall be capable of operating nonstop (24 hours per day) from the date of Taking Over and such will provide:
a. Non-interruption of the gas distribution pipeline system operation, and
b. Safe operating condition throughout the entire gas distribution pipeline system and its
environment.

6. PERMANENT WORKS
The permanent WORKS under this contract that required to be designed, executed and
completed by the PT. PRATIWI PUTRI SULUNG, including, as the minimum, the following:

1. Demolishing existing Tangsi regional office and warehouse, modification, addition,


reparation of existing facilities and develop Tangsi Offtake Station and its facilities as
part of the WORKS, include, as minimum (See Layout Drawing Tangsi Offtake Station
Doc. No. CP11A-PTU-3275-GA-DG-001)
2. The demolished equipment such as existing air conditioned units, existing pump units,
existing exhaust fan units and the like shall be hand overed and retruned to
EMPLOYERs designated area, PT. Pratiwi Putri Sulung shall coordinat with
PGN/PMC for the demolishion work to be executed
3. Demolish work and dispose removal materials.
4. A fully operational Offtake Station and its facilities which located within Tangsi Area.
(See Layout Drawing Tangsi Offtake Station Doc. No. CP11A-PTU-3275-GA-DG001)
5. A fully operational onshore gas distribution pipeline to be installed for project,
including pipeline of downstream and upstream TS-2, pipeline between upstream CL-1
and existing Bekasi Distribution Pipeline
6. 3 (three) hot tapping connections method: PT. PRATIWI PUTRI SULUNG shall
arrange and conduct assessment and investigation of the existing points which will be
tapped, including provide process and mechanical data. Based on the result of such
assessment and investigation, PT. PRATIWI PUTRI SULUNG shall provide hot
tapping procedure. The hot tapping activities shall be conducted only after PT.
PRATIWI PUTRI SULUNG received all required permits and approval from the
EMPLOYER for such activities. The hot tapping connections are as follow:
Hot Tapping-1 : 24 x 24 x 20
Hot Tapping at mainline 24 Rawamaju Karawang to connect 20 upstream

Structural Bridge river crossings as follows :
For river crossing indicated by pipe bridge method, PT. PRATIWI PUTRI
SULUNG shall construct the structural bridges and install the pipeline and its
associate accessories. Cikarang kecil river pipe bridge shall be installed for 20
and 12 pipeline crosing side by side 12 pipeline space on pipebridge will be

used by EMPLOYER
The Stuctural bridge shall meet the Employers requirement as per Typical

8. Boring for road crossing as indicated in the list of pipeline crossings and special
construction method.
9. Valve boxes, the location of the new valve boxes shall be determined by PT. PRATIWI
PUTRI SULUNG during detail design subject to the EMPLOYERs approval.
10. Air Instrument System shall be provided to the TS-2 and also lined up to the existing
TS-1 as header connections only.
11. Fire and Gas and Fire Extingusher Systems shall be installed at Tangsi Offtake Station2. New fire and Gas panel convering the tangsi offtake station 2 shall be provided at the
control room and electrical room
12. PABX System including phone, fax, cables and its auxillaries as per telecomunication
and SCADA System.
13. Utility Water & Fire Water System shall be installed in TOS, completed with water
pond, Diesels and Electric Fire Pump, Jockey Pump, Fire Hydrant and Siamese
connections.
14. TS-2 shall be equipeed with Moveable Gantry crane with railway along long side of the
new offtake station.
15. PT. PRATIWI PUTRI SULUNG shall develop noise mapping for existing Tangsi
Offtake Station during detail design. The Noise level of gas pressure regulating process
from TS-2 shall be maximum 55 dB ( measured at 1 meter from the outside of building
wall).
16. All interfacing works to ensure interconnection, compability and interopability of this
new pipeline, offtake and system with the existing and/or future pipeline and systems.
17. All associated instrumentation, Local SCADA and telecommunication for the WORKS
including field instruments, cabling system, instrument grounding, etc.
18. New CCTV System for Tangsi Offtake Station as per closed circuit Television System
(See Specification Instrument Tangsi Offtake Station Doc. No. CP11A-PTU-3275-ICSP-005)
19. New Local SCADA shall be provided cover all Tangsi Offtake Station -2.
20. All associated cathodic protection systems for the pipeline systems. PT. PRATIWI
PUTRI SULUNG shall undertake soil investigation survey for the design purpose of
the cathodic protection system which will be installed for EMPLOYERs approval.
21. Build new buildings and modification existing control building and all associated civil
works for the PROJECT as indicated in the Layout Drawing Tangsi Offtake Station-2
22. All associated electrical works for the PROJECT.
23. New Diesel Engine Generator System for replacing the existing DEG. New Diesel
Engine Generator System shall cover electrical power system for Tangsi Offtake
Station-2 and convering TOS emergency electrical power requirements.
24. All associated piping system for the PROJECT.
25. All anciliary buildings and structures that are inherently necessary to ensure the proper

operation of the WORKS, including addition, replacement and modification for Tangsi
Offtake Station, as required to complete the WORKS
26. All buildings and facilities required, whether new building or modification building for
operation and maintenance, as required in the EMPLOYERs data and drawings.
27. All testing requirements for all material and system equipped in the PROJECT.
28. All pre-commissioning and commissioning requirements to complete the PROJECT.

To ensure that the EMPOYER will be able to make full use of the facilities provided within the
Permanent Works upon taking over and that those Permanent Works fulfill all their functions,
PT. PRATIWI PUTRI SULUNG shall be responsible for Integrating, Pre-commissioning,
Testing, Commissioning, Trial Operation and Staff Training of the EMPLOYERs operational
personnel.
In respect of the distribution pipeline system installed under the Contract Package No. 11A, PT.
PRATIWI PUTRI SULUNG shall coordinate with and support the EMPLOYERs
operation/maintenance division and other PT. Pratiwi Putri Sulungs (if any) to be appointed by
the EMPLOYER, in the above activities.
Certain of PT. Pratiwi Putri Sulung personnel shall remain on-site for a period of 3 months after
Talking-Over in order to advise the operational staff on all operating maintenance aspects in
respect of Contract Package No. 11A and such as will allow them to achieve the intended gas
supply availability requirements.

7. TEMPORARY WORKS
The Temporary Works may depend on choices made by PT. PRATIWI PUTRI SULUNG,
including:

Temporary buildings, including offices, workshops, warehouses, medical and toilet

facilities, canteens, etc,


Temporary roads (including access roads) and associated temporary structures,
Temporary diversion of traffic including signalling and direction guidance

requirements,
Health and safety equipment and related facilities,
Temporary utilities including electric power supply,
Sanitary and drinking water supplies, waste and soil water plumbing and drainage, etc,
Temporary work areas, including that for additional construction space, material
storage, parking areas, fences, etc,

Temporary relocation and/or supports for existing utilities


Temporary communication link along the pipeline route and between the satellite

offices and main offices,

Coffer dams, drainage and dewatering for earthworks,
Temporary scaffolding and false work for construction purposes,
Fire, smoke detection and fire extingusher facilities.

8. PT. PRATIWI PUTRI SULUNG WORK ACTIVITIES


8.1

GENERAL
PT. PRATIWI PUTRI SULUNG is required to provide and/or do whatever is inherently or
indispensably necessary to achieve the design, execution and completion of the WORKS and
the remedying of all defects therein, in full accordance with the requirements of the Contract.
This extends, but is not limited, to arranging detail survey, detail engineering design,
construction, installation, manufacturing, fabrication and such like activities, all of which are
deemed to be encompassed in the term construction/installation work as used hereinafter.
The design and construction/installation work shall follow a design requirements as detailed in
this Scope of Works.
PT. PRATIWI PUTRI SULUNG shall ensure that where necessary:

Full coordination is established with the authorities of existing and planned construction

of utility services,
Public information services, with advice issued in sufficient time, are provided where

disruptions to existing utility services are unavoidable,


Monitoring the environmental and social impacts of the carrying out of the WORKS,
Dealing with antiquities and liaison with relevant authorities,
The provision of power in whatever from necessary for the execution and completion of
the WORKS including power for Tests on Completion and Tests after Completion (if

any),
The provision of water necessary for the execution and completion of the WORKS

including adequate water treatment facilities for disposed water and its permits,
Setting up and running a system to ensure compliance with regulation and permitting
requirements governing the design, execution and completion of the WORKS.

8.2

The SITE
1) Access to and possession, to the degree required, of Work Area shall be as is, which
includes existing structures and vegetation. Unless otherwise specified, the removal of
structures and vegetation and the preparation of the SITE for working, including any
road diversions and the like, shall be responsibility of PT. PRATIWI PUTRI SULUNG.
No existing access may be closed without an alternative access being provided.
2) None of the Work Areas shall be used for purposes other than for the execution of the
WORKS.
3) The EMPLOYER will not provide any working space to PT. PRATIWI PUTRI
SULUNG beyond that comprised within the Pipeline Route identified on the Illstrative
Drawings. PT. PRATIWI PUTRI SULUNG should prepare additional working space for
his own use if necessary, then all such additional working space shall be sourced and
obtained by him, entirely at his own cost.
4) PT. PRATIWI PUTRI SULUNG shall, at his own expense, source any quarries or
borrow pits that may be required, including arranging for and obtaining all necessary
permits where such are still not available. Except where stated otherwise, PT. PRATIWI
PUTRI SULUNG shall at his own expense arrange adequate off-SITE disposal of all
surplus excavated materials and disposal and removal of demolished work (existing
office, existing security guard hause, existing warehause, existing DEG Shelter, etc,
including arranging for and obtaining all necessary permits where such are still not
available.
5) The SITE (including Work Areas) shall be returned to the original neat and tidy
condition on completion of the WORKS. All holes shall be properly backfilled to the
original line and levels, all damages shall be properly repaired snd all evidences of
construction activities shall be removed.
6) The surface of earth slopes shall be shaped to ensure effective drainage.

8.3

Survey and Soil Investigation


1) Surveying all existing facilities and defining the oprational requirements for interfacing
the new facilities to be provided under the Contract with those existing facilities.
2) PT. PRATIWI PUTRI SULUNG may use EMPLOYERs Existing data survey report
which is attached, however PT. PRATIWI PUTRI SULUNG shall be totally responsible
for identifying and performing any and all other additional survey and soil investigation
activities necessary to complete the design. If additional survey and soil investigation

are required, PT. PRATIWI PUTRI SULUNG shall conduct survey prior design work
and verify data survey provided by PGN, which covers, but not limited to the following
items:
Topograhic survey,
Soil test, (sondir, shallow boring & deep boring),
Test pit and utilities survey,
Traffic survey,
Soil resistivity survey,
Bathymetry survey,
Field and route survey,
Permit survey,
Cadastral survey.
3) The work shall be in accordance with the Survey Service Specificatiion and the
Cathodic Protection Construction Specification for Closed Interval Potential Survey
(CIPS). The CIPS survey works shall be done after commissioning.
4) The survey procedure shall be submitted by PT. PRATIWI PUTRI SULUNG to obtain
EMPLOYERs approval before commencing the activities.
5) The survey reports and associated documents/drawings shall be prepared by PT.
PRATIWI PUTRI SULUNG and submitted to EMPLOYER for review and approval.
6) PT. PRATIWI PUTRI SULUNG shall collect survey and soil investigation data which
are necessary to perform pipeline design and installation.
7) PT. PRATIWI PUTRI SULUNG shall be responsible for defining and implementing all
necessary SITE investigations, including a sampling and testing schedule, and crossing
points.
8) The purpose of the SITE investigations shall be to identify and quantify those
characetristics or properties of the materials found on or under the SITE for use in the
design and execution of the WORKS. The defiition of what investigation is required
shall take into account the data provided at bid stage and any assumptions or
conclusions drawn from such data with respect to the characteristics or properties of
materials.
9) Before the start of construction in each area of WORK, PT. PRATIWI PUTRI
SULUNG shall make a condition survey of all structures, utilities and other facilities
within the zone of potential influence of construction (deemed to be not greater than 25
m from the Pipeline Route or Work Area, as the case may be).
10) PT. Pratiwi Putri Sulung shall design the pipelines by considering the plan of PU
(Kementrian Pekerjaan Umum) of 10 (Ten) meters road widening alongside the inspeksi
kali malang and investigate the pipeline sections which will be affected by this road
widening. The design of pipeline construction shall refer to typical ditch details.
11) The condition survey shall include a visual inspection of the existing structures and

facilities, noting the type of construction, the existing condition of the structural
elements, facades, interior finishes and pavement, and any existing damage. The
condition of the existing structures and facilities shall be documented in a written
report, including sketches and photgraphs. Measurements shall be made of the location,
length and width of any cracks, voids, differential settlement, lateral deflection, spilling,
leaks or other observed damage.
12) PT. PRATIWI PUTRI SULUNG shall review and refine the allignment sheet existing
data and survey report provided by the EMPLOYER for the route of the pipeline to a
width sufficient encompass influences of the topographic on the design or construction
of the pipeline and associated structures.
13) PT. PRATIWI PUTRI SULUNG is required to check, confirm and supplement for
necessary existing cadastral surveys of all properties within 25 m of the boundary of the
SITE.
14) PT. PRATIWI PUTRI SULUNG shall be responsible for defining, implementing and
updating as required a survey to idetify all permits that need to be obtained to allow the
WORKS to be designed, executed and completed.
15) PT. PRATIWI PUTRI SULUNG shall be responsible for developing the existing
utilities, taking into account all existing utilities that may be affected by the carrying out
of the WORKS.
16) The survey shall be regularly updated and include interrogation of the responsible
authorities, the study of available drawings, interpretation of known SITE conditions,
the use of utility location equipment and the digging of test pits and trenches. It must
culminate in trial trenches to be excavated at each open cut excavation if needed. The
intended purpose of this investigation is to ensure that all utilities that need to be
supported, protected or relocated by reason of the WORKS are identified in sufficient
time to allow the WORKS to progress as planned.

8.4

Detailed Engineering
1) Certain PT. Pratiwi Putri Sulung Documents as specified in the Contract as being
required by the Employer to review. The submission of such documents and the
subsequent review thereof shall be carried out under the provisions of the Conditions of
Contract Desain Kontraktor.
2) PT. Pratiwi Putri Sulung obligation with respect to the design include the production of
a Design Manual, Plans for the management of the design process and the development
of the detail design and drawings into the detailed design, all such as will enable the
WORKS to be designed, procured, manufactured, constructed, installed, tested and

commissioned in accordance with the Contract and to meet the requirements of the
EMPLOYER in the Scope of Work.
3) The ancillary work associated with those obligations includes planning, programming,
refinement, detailing, specifying, revising, quality control and verification and
documentation of the design and the administrative procedures associated therewith
through to and including production of As-built Drawings.
4) The design of WORKS, as contained in the detailed drawings, specifications and
procedures and all other documents to be prepared by PT. PRATIWI PUTRI SULUNG,
shall ensure that the WORKS are fir for their intended purposes. Inherent in the
intended purpose of the WORKS (and all component parts thereof) is that what is
designed and constructed is intrinsically safe, robust, reliable, durable and cost-effective
in operation.
5) The requirements with respect to the design given herein or elsewhere in the Scope of
Work are minimum requirements. Achievement thereof does not relieve PT. PRATIWI
PUTRI SULUNG of his obligation to comply with the fitness for purpose requirements
of the Contract.
6) The Plant and Materials within the completed Pipeline System shall allow optimum
operation at the given design condition specified in the EMPLOYERs requirements.
7) Adequate control measeures shall be installed to minimize the risks and hazards to
health, safety and the environment as far as is practicable.
8) The definition drawings are to be read as part of Specification and such drawings are
not intended to be used for construction purposes but to show specific Specification in
pictoral form and/or in a large sized tabular form. Such drawings show the minimum
requirements of the WORKS to be developed and carried out by PT. PRATIWI PUTRI
SULUNG for EMPLOYERs approval.
9) The illustrative drawings do not define the Specification, they serve to indicate design
solutions that could be acceptable to the Employer and which PT. PRATIWI PUTRI
SULUNG is free to adopt if he so chooses and adapt to suit the particular
circumstances.
10) It shall be the responsibility of PT. PRATIWI PUTRI SULUNG to determine if other
work beyond that shown on the definition drawings provided by EMPLOYER are
required to fulfill the Intended purpose of Contract Package No. 11 Upgrading Tangsi
Offtake Station and CL-2 Pipeline Project and to design, procure, fabricate, construct
and modificate all such additional facilities as may be rquired, all of which shall be
deemed to have been included in the Contract Proce stated in Surat Penunjukan
Pelaksana Pekerjaan.
11) The chainnages given in the Alignment Sheet provided by EMPLOYER are indicative

only, and PT. PRATIWI PUTRI SULUNG shall determine the exact position of all
required pipeline system components from his own surveys prior to commencing design

12) The suitability of the design to satisfy the Contract and be fit for purpose shall be
deemed to rest entirely with the PT. PRATIWI PUTRI SULUNG, notwithstanding
issuance of any approval notice.

8.4.1

Onshore Distribution Pipeline


1) Detailed Engineering of the PROJECT shall be in accordance with the Engineering
design performed by PT. PRATIWI PUTRI SULUNG and shall include, but not limited
to the followings:
Reviewing and verifying preliminary engineering specified in the Bid

Documents/Contract.
Performing survey as required in Section 8.3.
Reviewing and verifying requirements of pipes and materials excluding free

issue materials supplied by EMPLOYER.


Performing the Process Hazard Analysis (PHA) study.
Perfroming additional engineering required to complete the design.
Preparing calculation for bridge structure, bridge foundation and road crossing.
PT. PRATIWI PUTRI SULUNG shall design the pipeline bridges to withstand
the load of the pipeline. Dead load, live load, wind load, quake load and thermal
stress conditions shall be taken into account for the stress analysis of the bridge,
and weight of hydrostatic test water shall be considered as additional load fro

bridge design.

services that feeds the vital loads.
The load of UPS system shall consist of vital equipment related to SCADA, IT and
Telecom system, Metering & Regulationg instrument system. The unit shall be designed
to include 25% minimum margin applicable for future load growth.
PT. PRATIWI PUTRI SULUNG shall calculate the power requirement, battery and
rectifier sizing.
The design life of Industrial type UPS unit and the batteries shall be minimum 20
(twenty) years.
UPS system shall be designed as back-up power supply for 4 (four) hours of full load
operation.
PT. PRATIWI PUTRI SULUNG shall provide the following design documents during
detail design:

9. INDEPENDENT DESIGN VERIFICATION


Each Design Submission shall be accompanied by a Design Verification Certificate (DVC)
signed by and independent Design Verification Engineer (DVE) to ensure that the
EMPLOYERs entire Pipeline System has been properly designed in accordance with MIGAS
regulations, other Indonesian laws and regulations, and applicable safety-related standards and
codes, prior to the submission to the EMPLOYER. Each DVC shall:
a) Identify the Design Submission to which it relates, including all design calculations,

b) State that the design has been verified conceptually, analytically and arithmetically
c) Either state that the design complies with the relevant data provides by EMPLOYER
and Indonesian regulations and rules.
If the DVE (and/or DVE organization) was nominated at the bid stage, then such nomination
shall be deemed to be acceptable to the EMPLOYER. Where that was not the case, the name of
the proposed person and organization shall be submitted by PT. PRATIWI PUTRI SULUNG in
such time as to ensure that any adverse response thereto does not affect the Programme. If the
EMPLOYER is not satisfied with the proposed DVE, EMPLOYER shall give notice to that
effect to PT. PRATIWI PUTRI SULUNG within 28 days of PT. PRATIWI PUTRI SULUNG
submission stating the reasons. Should the EMPLOYER not give notice of dissatisfaction within
14 days, then EMPLOYER shall be deemed to be satisfied with PT. PRATIWI PUTRI
SULUNG nomination.

10.

PROCUREMENT
10.1

GENERAL

PT. PRATIWI PUTRI SULUNG SHALL be responsible for procurement of all materials and
equipments and for subcontract services including packing, shipping, transportation and
insurance to the site location(s), except free issued material supplied by EMPLOYER in Table1.
Regarding to these responsibilities, PT. PRATIWI PUTRI SULUNG shall perform, but not
limited to, the following procurement activities:

percentage schedule and issue to EMPLOYER for approval.


Coordinate, with SUBCONTRACTOR(s)/ VENDOR(s) /SUPPLIER (s),
the delivery of materials to meet the requirements and control delivery

schedules.
Report procurement status to EMPLOYER on bi-weekly basis.
Advise the EMPLOYER of the progress of material procurement and
provide status of all purchase orders issued, including those to be

prepared in the following month.


Obtain all required documentation, drawings, manuals, etc., from
SUBCONTRACTOR(s)/ VENDOR(s)/ SUPPLIER(s) as required for

Final Documentation and quality control.


Establish QMS (Quality Management System) to maintain quality
control, inspection procedures, schedules and ensure performance of all
purchased items

to the approved project

specifications, including

quality inspection and test witness.


Receive, load, transport and store all materials and equipments in a good

manner to prevent damage.


The rest of Free Issued material after construction shall be returned on

EMPLOYER warehouse by PT. PRATIWI PUTRI SULUNG.


Provide SUBCONTRACTOR/ VENDOR/ SUPPLIER's representatives

to direct, assist and certify proper on-site equipment installation.


At all times, keep and maintain detailed records of the materials and
equipments that have been purchased, received, stored and issued for

PT. Pratiwi Putri Sulung

construction and shall make such records available to the EMPLOYER

immediately on request.
Purchase of materials and equipments with or without the allowance to
proceed from the EMPLOYER will not relieve PT. PRATIWI PUTRI
SULUNG responsibility of liability

Provide materials and equipments with brand new and completed with
manufacturer certificate for each and shall be produced not later than 6

month prior CONTRACT.


Provide all equipments which sahll have local support for maintenance

and other services in Indonesia.


RESPONSIBLE to provide temporary storage of proper condition for

the materials and equipment until installation.


Prepare long lead material list which shall be submitted to EMPLOYER

for review in accordance with the schedule requirements.


Supply pipes, fittings, valves, flanges, gaskets, field joint coating, fiber
optic cable sub duct, liquid epoxy coating, cathodic protection system,
insulation joint, casing spacer & end seal, and other pipeline materials

except "Free Issue Material" listed in Table-1.


Supply all construction materials, bulks materials, and consumables
materials to achieve the requirement set forth in the specifications,

procedures and drawings.


Solely responsible to control and calculate the quantity of those materials

required to be used for the Works to accomplish the PROJECT.


Provide all shipping documents of all materials purchased by the PT.
PRATIWI PUTRI SULUNG. Such shipping documents shall include as a
minimum requirement as follows:

10.2

FREE ISSUED MATERIALS


PT. PRATIWI PUTRI SULUNG SHALL be fully responsible for executing inspection including
test tools and equipments, transportation, loading adn unloading (including lifting equipment,
etc), of the "Free Issue Materials" from EMPLOYER (locations see Table-1) to SITE location
including any insurance for those activities.
All of the EMPLOYER'S Free Issue Materials when first received by PT. PRATIWI PUTRI
SULUNG and being thereafter under effective control of PT. PRATIWI PUTRI SULUNG will
be accounted for by a Material Receiving Report (MRR).
The PT. PRATIWI PUTRI SULUNG SHALL prepare each MRR identifying the Materials
receipt from the EMPLOYER by identification numbers, description and quantity received
by PT. PRATIWI PUTRI SULUNG after joint receiving inspections made by the EMPLOYER
and PT. PRATIWI PUTRI SULUNG for verifying condition of Materials and a physical count

of quantity made. Any discrepancies observed during such joint inspection shall be noted on an

deliver the Free Issue Materials to his stockyard, if any damages found in the beveL coating,
etc., they SHALL be repaired by the PT. PRATIWI PUTRI SULUNG.
PT. PRATIWI PUTRI SULUNG SHALL be fully responsible for loading, transporting,
protecting, temporary storing, installing, inspecting and testing, and insuring all of the
EMPLOYER'S Free-Issue Materials after receipt of those Materials at such stockpile yards from
the EMPLOYER.

10.3

OFFTAKE STATION
1. Metering & Regulating System (MRS) for Permanent MRS Station.
PT. PRATIWI PUTRI SULUNG shall supply Metering & Regulating System
include but not limited to: insulating joints, isolation valves, filters, shutdown
valve, sampling system, straightening vanes, orifice flowmeters, pressure
control valves, shutdown valves, check valves, fire water system, instrument
air system, pipes, fittings, all piping components, and special fittings (if any).
PT. PRATIWI PUTRI SULUNG/SUBCONTRACTOR shall have license as
PERUSAHAAN PERAKIT PEREKAYASA SISTEM METER MINYAK
DAN GAS BUMI issued by DIREKTORAT JENDERAL MINYAK DAN
GAS BUMI.

Equipment for metering shall be listed in DAFTAR ALAT UKUR MINYAK


DAN GAS BUMI issued by DIREKTORAT JENDERAL MINYAK DAN
GAS BUMI.
2. Fire & Gas, Fire extinguisher and Fire Water System
PT. PRATIWI PUTRI SULUNG shall supply for new Fire & Gas and Fire
System for tangsi offtake station-2 and Extinguisher System for Tangsi
Offtake. This shall include but not limited to Smoke detectors, gas detectors,
flame detectors, heat detectors, alarm/control panels, manual push button
alarms,

strobe

lamps,

portable

extinguishers,

wheeled

extinguishers,

horns/sirens.
The Gas Clean Extingushing Agent system shall be completed with gas tanks,
pipes and accessories.
PT. PRATIWI PUTRI SULUNG shall develop and build Fire & Gas and Fire
Water System in accordance to NFPA standard, UL&FM and local regulation
requirement to protect the Tangsi Offtake Station from fire hazard occured at
the outside of the Station.
The Fire Water System shall include but not limited to Diesel fire water
pump(s), jockey pump, siamese connection(s), pipes, fittings, valves, fire
station, fire water pond and all the required construction materials and tools.
In the case the system is new system requirements, the new Fire Water System
for Fire & Gas and Fire Extinguisher, each system shall be originated from
year 1 (one) Manufacturers product/brand only.
3. Instrument Air System
PT. PRATIWI PUTRI SULUNG shall provide Instrument Air for pneumatic
actuated valves and cleaning purposes. The Instrument Air System shall
include but not limited to air compressors, air dryer, instrument air receivers,
pipes, fittings, valves and all the required construction materials and tools.
4. Utility Water; Modification
PT. PRATIWI PUTRI SULUNG shall provide Utility Water for cleaning and
sanitary purposes. The utility water system shall be designed in accordance
with the requirements of Decree of the Minister of Health No.
416/MENKES/PERIIXI 1990 for Clean Water Standard.
The Utility Water System shall include but not limited to deep wall pumps,
deep well, transfer pumps, filters, water metering equipment water tanks, pipes,

5. CCTV Camera; Addition

the existing CCTV cameras.

PT. PRATIWI PUTRI SULUNG shall supply new Local SCADA for Tangsi
Offtake Station-2
7. Power Distribution System
PT. PRATIWI PUTRI SULUNG shall provide new Power Distribution System
for Tangsi Offtake Station-2. This shall include but not limited to main
connection to PLN, main PDBs, lighting panels, power cables, cable
supporting systems, cable accessories, cable tagging system and accessories.
8. Uninterruptible Power Supply (UPS) System
PT. PRATIWI PUTRI SULUNG shall supply new the UPS system for Tangsi 2
Offtake Station included with the battery bank and the distribution unit in
accordance with the approved detail design Specification, Data Sheet and
Drawing.
9. Electrical System
PT. PRATIWI PUTRI SULUNG shall supply new Electrical System for the
Tangsi 2 Offtake Station, include but not limited to:
Grounding system for electrical system, instrument system and
telephony system completed with grounding rods, grounding cables,
spark gap (TEC Transient Earth Clamp), grounding fittings,

grounding bus bars, anti surge protection and accessories;


Lightning protection system completed with air terminals, down

conductors, lightning protection poles, and accessories;


Lighting system completed with flood light, indoor and outdoor
lighting, classiefied area lighting, emergency lighting, panels, lighting

poles, lighting switches and accessories;


Cathodic Protection System

10. Diesel Engine Generator System


PT. PRATIWI PUTRI SULUNG shall supply new Diesel Engine Generator
System for the backup power source of Tangsi Offtake Station for existing

PT. PRATIWI PUTRI SULUNG shall supply new Instrumentation System for
Tangsi Offtake Station-2 and CL-2. This shall include but not limited to: flow
computers, metering station computers, alarm printers, marshalling rack, flow
computers cabinets, junction boxes, instrument wiring, instrument tagging,
cable supporting system, fitting tubing and valves, cable ties, cable lugs and
accessories, transmitters, indicators and gauges.
12. PABX System
PT. Pratiwi Putri Sulung shall supply new PABX system including phones
cables and its auxilliaries
13. Civil Structure
PT. PRATIWI PUTRI SULUNG shall supply Offtake Shelter, MRS shelter,
DEG Shelter, Fire Water Pump Shelter, etc. PT. PRATIWI PUTRI SULUNG
shall perform joint survey to define whether this scope will be modified or
shall be new designed one.
14. Civil
PT. PRATIWI PUTRI SULUNG shall supply civil material for the Offtake and
MRS stations.
Tthis shall include but not limited to: steel structures, shelters, concrete
structures, fences, gates, foundations, supports, brick wall, gravel, raised floors,
roofing, soil for enbankments and all the required construction materials and
tools.
15. Architectural Works
PT. PRATIWI PUTRI SULUNG shall supply Architectural works for the
Offtake and MRS Station. This shall include but not limited to: paintings,
roofing, furniture, outdoor decorations, planting, including any special
materials required to accomplish the WORKS.
16. Building Utilities
PT. PRATIWI PUTRI SULUNG shall supply Building Utilities for the Offtake
and MRS stations. This may include but not limited to: access road, pathway,

canopy, drainage system, plumbing system including toiletries, piping,


ventilation and air conditioning system and accessories. PT. PRATIWI PUTRI
SULUNG shall perform joint survey to define whether this scope will be
modified or shall be new designed one.

11.

CONSTRUCTION WORK
11.1

GENERAL

1. The construction work SHALL be planned and executed so as to ensure that the
disruption to existing utility services is not such as to cause undue inconvenience
or to compromise safety. PT. PRATIWI PUTRI SULUNG shall ensure that where
necessary:
a) full coordination is established with the Toll Road operators and authorities of
existing and planned construction of utility services, and
b) public information services, with advice issued in sufficient time, are provided
where disruptions to existing utility services are unavoidable.
2. PT. PRATIWI PUTRI SULUNG is required to plan the design, execution
and completion of the WORKS in such a manner that the WORKS progress in an
orderly fashion, with due expedition and without delay.

The planning and

associated coordination is to include the identification of all external interfaces


within the design, execution and completion process. These include such diverse
aspects as complying with planning and building regulations, obtaining permits or
consents for operations on or under land or water,

traffic diversion, utility

protection and relocation. and coordination of design and construction with other
CONTRACTOR.
3. The Contract is an EPC contract. The primary motivation of such a contract is
"sole" source responsibility for design. construction and commissioning, and the
principal practical advantage thereof lies in the programming, planning and
coordination aspects of the design, execution and completion of the WORKS. PT.
PRATIWI PUTRI SULUNG planning and coordination obligations are imposed to

ensure that this advantage is realized.


4. PT. PRATIWI PUTRI SULUNG obligation with respect to construction include a
requirement to:
a)

identify, prospect, survey, secure, extract, pay royalties for and transport
as the case may require, all natural materials needed to be brought to Site and
to ensure that they comply with the requirements of the CONTRACT, and

b)

ensure that any area on or in which PT. PRATIWI PUTRI SULUNG has
worked upon or acquired for the extraction of materials is reinstated and
rehabilitated, unless arrangements have been made for the further use of
such land.

5.

Within

the constraints given in

the Employer's Requirements and any

constraints that may be imposed by legislation or national or municipal


regulations, and by the incorporation in the CONTRACT of specific proposals
made by PT. PRATIWI PUTRI SULUNG in his bid (if any), PT. PRATIWI PUTRI
SULUNG is free to use whatever methods he considers to be appropriate to
construct the WORKS.
6.

Unless otherwise stated in the Employer's Requirements, installation and


application procedures for each product are required to be in accordance with the
appropriate manufacturer's

recommendations. PT. PRATIWI PUTRI SULUNG

SHALL, when so requested, furnish the EMPLOYER with printed

copies

of

such recommendations prior to installation or application.


7. PT. PRATIWI PUTRI SULUNG SHALL remedy any damage or defect (which
was attributable to PT. PRATIWI PUTRI SULUNG improper operation and
maintenance for construction related workmanship) within a reasonable time at the
risk and cost of the PT. PRATIWI PUTRI SULUNG.
8. The PT. PRATIWI PUTRI SULUNG shall be solely responsible for any
accident

or incident occurred attributable to PT. PRATIWI PUTRI SULUNG

construction workmanship. In such case, PT. PRATIWI PUTRI SULUNG SHALL


co-operate with the relevant landowner or property-owner in accordance with the

agreed emergency response plan and procedures.


9. PT. PRATIWI PUTRI SULUNG SHALL be RESPONSIBLE for following
construction work. including but not limited to :

Construction I installation of the overall system under the PROJECT.

Supply labors, technicians, and engineer professionals, with sufficient skills and capability for
doing the work.

Provide all tools and special tools to do the work.

Provide spare parts, consumables and required tools during testing (individual and or
integrated), pre-commissioning, commissioning and trial operation.

Bear any taxes or levies to obtain all permits and licenses under this PROJECT.

Negotiating and making free and clear of any illegal houses or obstacles on the pipeline
route. All of the cost SHALL be borne by PT. PRATIWI PUTRI SULUNG.

Undertake and accomplish reinstatement and restoration for any damage of any existing
facilities due to access and work.

Complete installation, tie-in work, testing, pre-commiSSIOning, commissioning and trial


operation of this PROJECT. The work SHALL be performed in accordance with the Contract
Documents, including the approved construction procedures, drawings and specifications by
EMPLOYER.

Complete the work in accordance with the construction schedule submitted in its proposal and
approved by EMPLOYER.

Calculate the quantities of all materials required to accomplish the PROJECT.

Describe the progress of work, and the portion of the work forecasted to be completed and
SHALL be presented to EMPLOYER at regularly scheduled progress meeting.

PT. PRATIWI PUTRI SULUNG SHALL responsible for obtaining a proper Permit to Work
(PTW) from PGN's operating and maintenance team namely Strategic Business Unit (SBU)
before commencing the relevant work within or adjacent to the Site. Such Permit to Work shall
be issued by SBU strictly in accordance with its own Permit to Work System.

Provide security and safety arrangements for the protection of humans and properties during
construction period.

Carry out the proper disposal of liquid and solid wastes generated as a result of the construction
operations.

11.2

WORK SPACE ACQUISITION

PT. PRATIWI PUTRI SULUNG SHALL provide all temporary work space not
specifically provided by the EMPLOYER as required, to survey, install and commission
the facilities as described in this document.
PT. PRATIWI PUTRI SULUNG SHALL provide proof of temporary work space
agreements with land owners to the EMPLOYER prior to commencing work.

11.3

PERMIT, LICENSES, RETRIBUTION AND LEVIES

PT. PRATIWI PUTRI SULUNG shall fully comply with and be totally responsible for
satisfying the requirements of Indonesian laws and regulations with regard to the
implementation of the WORKS, including obtaining permits, licenses and certificates
issued by relevant authorities. Further, insofar as it is within PT. PRATIWI PUTRI
SULUNG ability to do so, it is PT. PRATIWI PUTRI SULUNG responsibility to render
all assistance to the EMPLOYER to obtain operational permits, licenses and approvals
from all relevant authorities.
PT. PRATIWI PUTRI SULUNG shall be responsible to obtain all required permit
to accomplish the PROJECT, including but not limited to: surveying, liaising with
permitting agencies, site visits, photography, drawing preparation,

methodology

description/ procedures, work instructions, hot work permit, cover letters, works
progress schedules and reports, safety and environmental mitigation measures,
emergency response procedures and control procedures.
PT. PRATIWI PUTRI SULUNG SHALL be fully RESPONSIBLE in obtaining
necessary work permits from regulatory authorities for all personnel and equipment
involved in the PROJECT, including permits for performing construction activities,

transporting of equipment and materials, permits and visas for PT. PRATIWI PUTRI
SULUNG Personnel, import and export of Goods, handling radioactive material,
treatment and disposal of liquids and water used for hydrostatic tests, and moving of its
equipment, personnel and PGN's operation.
Specifically, PT. PRATIWI PUTRI SULUNG SHALL be deemed to be fully aware that
compliance with all the requirements of MIGAS is fundamental to the successful
completion of both the WORKS and the PROJECT as a whole.
The EMPLOYER will appoint a third party inspection company certified by MIGAS to
review. inspect and verify whether or not the work undertaken by PT. PRATIWI
PUTRI SULUNG complies with MIGAS regulations and standards. PT. PRATIWI
PUTRI SULUNG shall be RESPONSIBLE for providing any and all services necessary
for obtaining MIGAS approvals and certificates including preparation of all necessary
specifications. procedures. plans and records as required by MIGAS or the third party
inspection company.
When a permit, in accordance with issuing authority regulations. has to be applied
for and issued to the EMPLOYER , PT. PRATIWI PUTRI SULUNG shall identify
the authority responsible for issuing the permit, prepare the application to the extent
possible and provide whatever documentation is required to support the application.
PT. PRATIWI PUTRI SULUNG shall then request the EMPLOYER to complete the
application and submit it to the relevant authority.
The Employer has PARTIALLY initiated the process of obtaining the Permits
for public road, river crossing and other facilities and infrastructures from the relevant
authorities as shown in Attachment-3 of this scope of works. PT. PRATIWI PUTRI
SULUNG shall continue and complete the process of obtaining such Permits under PT.
PRATIWI PUTRI SULUNG own cost. PT. PRATIWI PUTRI SULUNG is
RESPONSIBLE to initiate and proceed the permits that had not yet initiated by
EMPLOYER. When such permit is expired during Project completion period. PT.
PRATIWI PUTRI SULUNG is responsible to renew all permit required.
All cost for permits, licenses retributions and levies required shall be borne by PT.
PRATIWI PUTRI SULUNG.

11.4

PIPELINE CONSTRUCTION

PT. PRATIWI PUTRI SULUNG shall do the works required to complete the overall
pipeline system. The work shall include but not limited to:

Responsible to obtain all permits, levies, retribution and licenses from

regulatory authorities to perform construction work.


Survey and stake the branch-line distribution alignment and SITE boundaries,

including soil investigation and soil resistivity test.


Perform test pit trenching to confirm existing utilities..
Clear the pipeline route from trees, illegal building, if necessary.
Transport and store all materials and equipment as required.
Construct temporary fences and warning marker during construction.
Cutting pavement, trenching, excavation up to the bottom of trench.
Install Soil Erosion control to control traffic during construction
Prepare proper person to control traffic during construction.
Ditch protection shall be installed to prevent the soil failure during

construction.
Opening dicth shall covered by temporary banner with environment picture and
PGN logo to avoid driver gaze on construction activity when drive the vehicle

which makes possibility of accident.


If required, the arrangement of ditch protection shall follow typcal Ditch Detail

Drawing (CP11A-PTU-3275-CV-DG-002).
Apply sand bedding and padding for stringing pipe, as required.
Construct sheeting with temporary support during trenching activity.
Prefrom qualification of welding procedures and welders.
Removing pipe coating (stripping) for above ground pipe installation (i.e; pipe

bridge crossing, piping on stations, etc).


Apply painting for above ground pipe/piping installation.
Cutting and beveling (with removing varnish) pipe prior to welding.
Hauling, stringing, alignment and welding the pipe.
NDT for welding joint by radiographic test, visual test and liquid penetrant

test/magnetic particle inspection for fillet weld and UT for Golden Joint.
Apply coating with heat shrink sleeve to welding joint and fitting.
Perform holiday inspection of completed coating.
Apply external and internal coating for fittings.
Apply external and internal coating for bare spool in the valves boxes.
Lowering pipe into ditch.
Repair damaged coating.
Perform traceability inspection.

Install block valves, venting pipe, and associated piping work including
support, valve box,foundations and vaults, apply liquid epoxy coating for

valves inside valve box for pipeline section.


Maintain temporary surface permanent to keep safety traffic
Insulating Joint as indicated in the piping and instrumentation diagram CP 11A

Tangsi Offtake Station -2 (Doc No. CP11A-PTU-3275-PS-DG-003)


Reinstatement and restoration of all damaged within the work area.
Install gas pipeline marking tape above pipe.
Install signs and markers.
Install accessories, including warning tape for all pipeline and concrete tile if

necessary
Install concrete slab above pipeline for river and road crossing (if required).
Tie-Ins work, including tie-in with existing piping facilities.
Collect and record as-built survey data.

11.5

PIPE BRIDGES CONSTRUCTION

PT. PRATIWI PUTRI SULUNG shall do the works required to complete the pipe
bridges construction. The work shall include but not limited to:

Facbricate & install bridges crossing including safety fence to avoid vehicle

accident.
Strip the external piping coating.
Painting the pipe and the bridge structures as specified.
Pipe installation/erection above the bridge.
Foundation (pilling and pilling test) pile cap work.
Install insulation joints at both end of pipe on bridge.
Construct and install anchor block for each pipeline bridge crossing, based on

stress analysis calculation approved by EMPLOYER.


Install pipe support and insulation material between pipe and supporting steel

structures (telepon sheet, etc).


All construction procedures and drawings shall be reviewed and approved by
EMPLOYER prior to release for construction.

11.6

Reinstatement of all damaged within bridge construction area.

PIPELINE CROSSINGS

PT. PRATIWI PUTRI SULUNG shall do the works required to complete the crossing
construction. The work shall include but not limited to:

Determine the appropriate boring method for crossing, which shall use auger
boring, or better method with enough equipment capacity for pipe and depth
cover of pipe besed on approved calculation. For auger boring method, PT.
PRATIWI PUTRI SULUNG shall protect the external pipe coating by using
double wrapped Poly Ethylene coating or methode / materials approved by
EMPLOYER. PT. PRATIWI PUTRI SULUNG shall investigate the SITE and
soil condition prior to boring, and prepare the pit boring with adequate depth
and equipped with temporary shore structure to prevent soil erosion and land

sliding.
PT. PRATIWI PUTRI SULUNG shall install sacrificial cathodic protection

system at pipe casing with design lifetime 50 years.


PT. PRATIWI PUTRI SULUNG shall protect welding joint using special

shrink sleeve (ex: Dyrax or equivalent) for construction


PT. PRATIWI PUTRI SULUNG shall conduct a close coordination with permit

authorities during construction.


PT. PRATIWI PUTRI SULUNG shall prepare boring procedures, launching pit
and exit pit protection, equipment and facilities, and shall obtain the prior
consent from EMPLOYER before start of the crossing work.

11.7

REINSTATEMENT

PT. PRATIWI PUTRI SULUNG shall be responsible for reinstatement work within or
adjacent to the work areas used by the PT. PRATIWI PUTRI SULUNG.
The reinstatement requirements, including quality of material and workmanship shall
be subject to acceptance of Toll road operator, the EMPLOYER, Landowner, authorities
and other property owners.
Particularly for rigid pavement reinstatement, PT. PRATIWI PUTRI SULUNG shall

replace entire segment of rigid pavement within or adjacent to the pipeline construction
area used by the PT. PRATIWI PUTRI SULUNG. The reinstatement requirements for
such replacement including quality of materials, workmanship and warranty shall be
subject to the acceptance of the local government authoriy or property owner.
PT. PRATIWI PUTRI SULUNG SHALL provide field-engineering services, including
manufacturer's representatives to ensure conformance with contract documents.
All of the above requirements are as detailed in Construction Specification for
Civil Structural (Doc. No. CP11A-PTU-3274-CV-CS-001).
PT. PRATIWI PUTRI SULUNG shall carry out reinstatement of all damaged within
crossing work area.
PT. PRATIWI PUTRI SULUNG shall gardening and planting the area with the proper
plants or crops. PT. PRATIWI PUTRI SULUNG Shall propose to EMPLOYER for the
kind of plants or crops for approval.

11.8

TANGSI OFFTAKE STATIONS

PT. PRATIWI PUTRI SULUNG shall do the works required to complete WORKS for
the upgrading tangsi offtake station . The work shall be but not limited to:
1) Permanent Metering & Regulating System
Fabricate the Offtake station and skid structure
Install all the mechanical and instruments equipments of Offtake
station as per approved P&ID
Install pipe support and steel structure for access and maintenance
Install the complete set of Offtake station to the relevant sites

The foundation type SHALL be in accordance with Soil Investigation
Report performed by PT. PRATIWI PUTRI SULUNG or data provided by

emplyer. The method for piling work shall be approved by Employer.


Construct pipe support, fences around the offtake station.
Construct the cable trench and cable entrance to all buildings.
Construct shelter for Diesel Engine Generators equipments.
Construct all structure and steel structures for new and modification

buildings
Construct walkway/personnel access around and to connect buildings.

12.

INSPECTION AND TESTING


12.1.

ONSHORE DISTRIBUTION PIPELINE

PT. PRATIWI PUTRI SULUNG shall be RESPONSIBLE for the complete all system up
to full and final acceptance of the installed and tested system. The testing shall

include but not be limited to hydrostatic test, NOT, and Holiday Test.

during manufacturing, fabrication and testing of equipment. PT. PRATIWI PUTRI
SULUNG shall refer to QA/QC Specification for the detailed requirements.

PT. PRATIWI PUTRI SULUNG SHALL carry out the

inspection, testing and

pre commissioning of the pipeline facilities as follows:

Preparation of inspection, testing and pre-commissioning procedures of all


pipeline distribution facilities and submit to EMPLOYER for review and

approval.
Perform NDT by using X- ray for each weld joint,
Perform NDT 100% for golden joint (X-ray, Ultrasonic Test, and MT/PT)
Perform holiday test,
PT. PRATIWI PUTRI SULUNG SHALL minimize the number of golden joint.
Perform hydrostatic tests of completed sections of the pipeline
distribution including the supply of test water;

locate and repair leaks;

dewatering, swabbing, drying and purging. The work SHALL be in accordance


with the Specification Hydrostatic Testing Onshore Pipeline, Spool and MRS

(CP11A-PTU-3275-CM-CS-001).
Gauging pig inspection shall be done for each pipeline section to detect any

defect in the pipeline sections.


Caliper pig inspection shall only be performed for 20 inch for the following

pipeline Section-2
Perform commissioning of cathodic protection system. And CIPS
Calibration of instruments to be used in the system/facilities pre -

commissioning and testing.


Stand-by supervisors and labors to cope with damages and unexpected troubles.
Reporting for testing and pre-commissioning to EMPLOYER for obtaining

approval and acceptance.


Supporting EMPLOYER to prepare report for any and all services
necessary for obtaining MIGAS approval and certificate.

12.2.

OFFTAKE STATION

PT. PRATIWI PUTRI SULUNG shall be responsible for the complete all system up to
full and final acceptance of the installed and tested system. The testing SHALL
include but not be limited to hydrostatic test, NDT(by using X-ray), loop test, continuity
test, function test, FAT, and SAT.
PT. PRATIWI PUTRI SULUNG shall submit Inspection and Test Plan (ITP) to
EMPLOYER for review and approval.

EMPLOYER reserves the right to carry out of inspections at any time during the
procuremen construction of PT. PRATIWI PUTRI SULUNG 's work.
When ready, and unless a provision to the contrary is explicitly stated herein, every
system shall undertake a stand-alone Factory Acceptance Test in order to demonstrate
its ability to fulfill its functionalities as per specifications.
PT. PRATIWI PUTRI SULUNG shall provide all calibration, test and simulation
equipments that are required to demonstrate the correct operation of the system.
Certificates of the test equipment shall be traceable to National and International
Standards and shall be provided and included as part of the official test Report.
PT. PRATIWI PUTRI SULUNG shall obtain from the Manufacturer records of all tests
performed as part of the Manufacturers standard factory testing and quality control
procedures. PT. PRATIWI PUTRI SULUNG shall provide Product Certification of
device and equipment, supplied by Manufacturers.
PT. PRATIWI PUTRI SULUNG shall submit copies of the Manufacturers test records
and Product Certification during FAT. They shall be part of the Factory Acceptance Test
Report.
PT. PRATIWI PUTRI SULUNG shall provide EMPLOYER with a complete set of
detailed drawings and procedures, which will be used by EMPLOYER as guidance
during manufacturing, fabrication and testing of equipment.
PT. PRATIWI PUTRI SULUNG shall demonstrate during FAT the standard and
specific, hardware and software functionalities and performance as defined in the
approved detailed functional design of the individual system.
PT. PRATIWI PUTRI SULUNG shall submit to EMPLOYER a complete test schedule
and FAT Procedures for the Factory Acceptance Test (FAT), at least thirty (30) days
prior to the test being performed, for EMPLOYER review and approval.
The original signed copy of the Factory Acceptance Test Report shall be submitted
officially to EMPLOYER no later than seven (7) days after completion of the test,
with two complete copies of the Report with attachments.

If, for any reason, the EMPLOYER waives any part of the inspection, the waiver does
not relieve PT. PRATIWI PUTRI SULUNG from the responsibility to repairs at his
own expense to any defects found later on site within the site commissioning and/or
warranty period.
FAT shall be performed per system and held in PT. PRATIWI PUTRI SULUNG/
SUBCONTRACTOR facilities

as

per

required

in the

each

specification

document.
SAT shall be performed per system and held in site as per required in the each
specification document.
EMPLOYER shall witness for such testing, and PT. PRATIWI PUTRI SULUNG
shall provide access, administration arrangement (VISA assistance), room space for
EMPLOYER's representative during FAT, SAT and SlAT.
PT. PRATIWI PUTRI SULUNG shall refer to QA/QC Specification for the detailed
requirements.
PT. PRATIWI PUTRI SULUNG shall carry out the inspection, testing and precommissioning of the Offtake station facilities as follows:

Preparation of inspection, testing and pre-commissioning procedures of

MRS station facilities and submit to EMPLOYER for review and approval.
Perform NOT for each weld joint on MRS system and skid,
Perform holiday test,
Perform hydrostatic tests of MRS sections including the supply of test
water; locate and repair leaks; dewatering, drying and purging. The work
SHALL be in accordance with the Construction Specification Hydrostatic

Testing (CP11A-3275-TPU-CM-CS-001).
Calibration of instruments to be used in the system/facilities pre

commissioning and testing.

13.

CALIBRATION
13.1

Instrumentation

All field instrumentation SHALL be calibrated by Directorate of Metrology or any


party appointed by Directorate of Metrology. PT. PRATIWI PUTRI SULUNG SHALL
provide the

calibration procedures and SHALL be submitted to EMPLOYER for

review and approval.

13.2

Metering & Regulating System

PT. PRATIWI PUTRI SULUNG shall calibrate the Metering and Regulating System.
The system SHALL include but not limited to orifice meters, transmitters, gauges, flow
computers, flow recorders.
Calibration SHALL be conducted with the presence of and shall be certified and
validated by Directorate of Metrology and with MIGAS.
PT. PRATIWI PUTRI SULUNG shall provide the calibration procedures and shall be
submitted to EMPLOYER for review and approval.

14.

HEALTH, SAFETY AND ENVIRONMENT (HSE)


EMPLOYER is fully committed to maintaining high levels of safety, occupational
health and environmental protection throughout the WORKS. PT. PRATIWI PUTRI
SULUNG shall comply strictly with these requirements PT. PRATIWI PUTRI
SULUNG shall ensure that all provisions of his site safety procedures are being
properly met or exceeded with no unacceptable harm to the environment.
PT. PRATIWI PUTRI SULUNG shall provide and funish the employees with the
proper and necessary Personel Protective Equipment (PPE). The PPE standard
requirement should be in accordance with ANSI/SNI and or an equal, and should be
approved by EMPLOYER/PMC representative prior to commencement.
Nevertheless, PT. PRATIWI PUTRI SULUNG shall also consider HSE aspects within
his design consideration of the permanent plant and facilities of the CP 11A: Upgrading
Tangsi Offtake Station Project.
PT. PRATIWI PUTRI SULUNG shall adhere strictly to the requirements of the
EMPLOYER in respect of health and safety matters as are particularly expressed in the
EMPLOYER's "PGN's Guideline on Safety, Occupational Health and Environmental
Management System ( Pedoman Sistem Keselamatan dan Kesehatan

execution of the WORKS for the control of health and safety that:
a) Comply with acceptable international or national standards for health and
safety applicable to the construction industry in general and the gas industry in
particular. including any specific standards imposed by the EMPLOYER;
b) Encourage the establishment and maintenance of a responsible approach to the
welfare and safety of those employed by PT. PRATIWI PUTRI SULUNG and
the EMPLOYER during the course of the design, execution and completion of
the WORKS;
c) Protect those members of the public that may be affected by the execution of
the WORKS;
d) allow the Employer's Personnel to monitor and audit implementation and
success of the procedures. and
e) ensure a lost time injury and fatality rate that is As Low As Reasonably
Possible (ALARP), with a zero target rate for lost time injuries and fatalities
being the aim, and where the actual number of fatalities per one million man
working hours shall not exceed 0.075.
For the detail requirements on HSE, PT. PRATIWI PUTRI SULUNG shall also refer to
Safety, Health. Environmental and Security Management System Requirements (Doc.
No. CP11-PTU-3275-HS-PR-003).
PT. PRATIWI PUTRI SULUNG shall conduct training for all PT. PRATIWI PUTRI
SULUNG 's supervisors and workers related with safety and environment. The training
shall be witnessed by EMPLOYER.

15.

MIGAS CERTIFICATIONS
PT. PRATIWI PUTRI SULUNG shall be fully RESPONSIBLE in obtaining the
certificate from DITMET and MIGAS for the metering system and other equipment as

required . all cost for such certifications shall be borne by PT. PRATIWI PUTRI
SULUNG.
PT. PRATIWI PUTRI SULUNG shall be fully responsible to provide the required
documents for THIRD PARTY in obtaining the SKPP and SKIP Certificates relesed by
MIGAS (refer to keputusan Dirjen MIGAS No. 84.K/38/DJM/1998)

16.

MECHANICAL COMPLETION
Pre-commissioning tests required to be carried out by PT. PRATIWI PUTRI SULUNG
after completion of all construction/installation work for each work phase for the
Project shall cover appropriate inspections and non-operational tests for the installed
works to verify that the Works are mechanically complete in accordance with the
Specification before starting Commissioning.
Mechanical completion shall be conducted by PT. PRATIWI PUTRI SULUNG
including pre-commissioning test (SAT 1, 2 and 3) as follows:

Preparation of testing and pre-commissioning procedures of all pipeline

distribution facilities and submit to EMPLOYER for approval.


Perform hydrostatic tests of completed sections of the pipeline system
including the supply of test water; locate and repair leaks; dewatering,
swabbing, gauging pig inspection, loacte and test any defects, caliper pig
inspection before and after the hydrostatic test, drying and

purging. The

work shall be in accordance with the Construction Specification Hydrostatic

Testing (Doc. No. CP11A-PTU-3275-CM-CS-001).


Clean-up the line route and construction sites.
Calibration of instruments to be used in the system/facilities pre-

commissioning and testing.


Stand-by supervisors and labors to cope

troubles.
Reporting for testing and pre-commissioning to EMPLOYER for obtaining

COMMISSIONING
Upon the successful of mechanical completion, PT. PRATIWI PUTRI SULUNG shall

EMPLOYER supervision in accordance to commissioning and trial operation
document.
The commissioning activities shall be conducted within 14 days including, but not
limited to the following:

TRIAL OPERATION
PT. PRATIWI PUTRI SULUNG shall

hours under EMPLOYER supervision.
And for diesel engine generator, fire and gas system, fire water system, air instrument
system, local SCADA system, and other system supplied by PT. PRATIWI PUTRI

SULUNG. PT. PRATIWI PUTRI SULUNG SHALL provide operator(s) on call basis
(maximum 3 hours after failure reported) during the Trial Operation period.
During the Trial Operation for pipeline system, PT. PRATIWI PUTRI SULUNG
SHALL provide operators to perform:

Leakage inspection on weekly basis, and


Cathodic Protection inspection on monthly basis

PT. PRATIWI PUTRI SULUNG shall provide the proper equipments and tools to
facilitate the inspection. PT. PRATIWI PUTRI SULUNG

shall

provide

Trial

Operation Procedure for EMPLOYER's review and approval.


PT. PRATIWI PUTRI SULUNG shall be RESPONSIBLE of any trouble shooting and
rectification during this Trial Operation period with no additional cost to EMPLOYER.

19.

WARRANTY AND MAINTENANCE

PT. PRATIWI PUTRI SULUNG shall warrant the supplied equipment and systems
comprised within the PROJECT by remedying any defects (if any) within the
Defects Notification Period for the duration of 365 days after Taking Over
Certificate issued by EMPLOYER. PERFORMANCE CERTIFICATE will be
issued by EMPLOYER under the supervision of the Conditions of Contract Sub-

Clause 9.1 [Perbaikan Cacat Mutu].


PT. PRATIWI PUTRI SULUNG shall execute all works required to remedy defects
or damage to work provided and installed by PT. PRATIWI PUTRI SULUNG
which is attributable to:
a. The design of Works for which PT. PRATIWI PUTRI SULUNG is responsible.
b. Plant, materials or workmanship not being in accordance with the Contract,
including but not limited to:
i.
Parts / equipment changes

due

to factory defect,

improper

transportation, and mishandling,


ii.
Packing, shipping, loading and unloading cost.
iii.
Installation cost
iv.
Transportation cost
c. Improper operation or maintenance which was attributable to matters for which
PT. PRATIWI PUTRI SULUNG is responsible.
d. Failure by PT. PRATIWI PUTRI SULUNG to comply with any other

obligations.

Throughout the entirety of the Defects Notification Period PT. PRATIWI PUTRI
SULUNG shall at his own cost promptly remedy any defects that are found in the
WORKS such that there is no disruption whatsoever to the EMPLOYER's gas
distribution operations. All necessary tools, parts and labor for remedying defects
shall be provided by the PT. PRATIWI PUTRI SULUNG. The parts to be used for
remedial work shall be additional to the spare parts required for operating and
maintaining the EMPLOYER's gas distribution operations for a period of 12

months from the date of Final Taking Over.


During Defects Notification period, PT. PRATIWI PUTRI SULUNG

shall

provide list of personnel of its SUB-CONTRACTOR(s) whom, on behalf of PT.


PRATIWI PUTRI SULUNG, shall be able to be contacted by and provide service

to EMPLOYER for emergency service within 3 hours maximum response time.


PT. PRATIWI PUTRI SULUNG shall develop a Maintenance Concept based on
providing high system availability. A Maintenance Plan shall be prepared which
defines the maintenance requirements, logistics and support, staff skills and
organization necessary for the Engineering and Maintenance systems to achieve the
service availability specified..

20.

SPARE PARTS AND CONSUMABLES


PT. PRATIWI PUTRI SULUNG SHALL supply spare parts, recommended
consumables and required tools during testing (individual and or integrated), precommissioning, commissioning and trial operation.
PT. PRATIWI PUTRI SULUNG SHALL supply spare parts and required tools for
operation and maintenance.
Spare Part and all tools necessary for operating and maintaining the EMPLOYERS
gas distribution operaion for a period 24 mounths (as per attachment 2) from the date of
taking-over must be deposited with the EMPLOYER prior to the issue of the takingover certificate together with all necessary tools to enable the EMPLYER to carry out
work on the palnt and equipment for the design life of the distribution pipeline system .
if it subsequently observed that the deposite spare part are or will be inadequate in

quantity, PT. PRATIWI PUTRI SULUNG sahall ensure that sufficient addition spare
part are provided in adequate time to avoid disruption to the EMPLOYERS gas
distribution operations.

21.

TRAINING
PT. PRATIWI PUTRI SULUNG SHALL provide training for EMPLOYER personnel
for all system under the PROJECT,

including the operation and maintenance of

individual system equipment. The training SHALL assume that operators have no
experience of operating a gas pipeline.
PT. PRATIWI PUTRI SULUNG SHALL provide training at the center of expertise (for
supervisors) and local training (for operator level). The local training SHALL utilize the
installed facilities. PT. PRATIWI PUTRI SULUNG SHALL develop training syllabus
and training module.
The number of man days required for EMPLOYERin each training SHALL be as
follows:

22.

DOCUMENTATION
22.1

General

as will allow the WORKS to progress as planned, taking into account the
EPMLOYER ' s review period and the possible need to resubmit documents

where non compliance with the requirements of the CONTRACT are observed.
PT. Pratiwi Putri Sulung Documents shall be submitted in a manner that allows
for the transmitted data to be stored on a computer server and input into a
database for monitoring the subject and status of submissions. Where the
editorial integrity of the content of the document is of concern, the document
may be provided in a protected for mat.

In such cases, a version of the

document that allows the contents to be accessed and used by the Employer's
personnel is also to be provided.

In addition, paper hardcopies shall be

provided where stipulated.

22.2

Deliverables for Design

All Design Submissions to be submitted to the EMPLOYER for review shall be


presented in 3 (three) hard paper copies and 1 (one) CD-ROM for editable copy.
The Design Submission shall contain all of the design assumptions, loading conditions,
analytical methods, design codes and calculations necessary to determine whether, with
respect the subject matter of the Design Submission, the CONTRACT has been
complied with. At each stage of the design process the documentation to be submitted

shall be the updated versions of the previous issue of the documentation insofar as it is
applicable and required by the EMPLOYER at the relevant design stage
All final or issued for construction documents shall be submitted in 3 (three) sets of
hardcopies, 1(one) original and 2 (two) copies and 2 (two) of softcopies on DVD
(editable format).

22.3

Deliverables for Construction

PT. PRATIWI PUTRI SULUNG shall submit construction report completed with
photographs and video as the evidence.
PT. PRATIWI PUTRI SULUNG shall provide 50 technically perfect, digital color
photographs of the Works each month from the Commencement Date until the issue of
the Final Taking Over Certificate for the whole of Works. The photographs shall be
taken in such locations and at such a time or times as the EMPLOYER shall generally
direct. The photographs shall be taken with a tripod-mounted digital camera and
shall, unless agreed otherwise, be in 35 mm x 35 mm (full frame) format; the resolution
shall be not less than 16 megapixels.
Enlargements of 10 color photographs are also to be provided (5 copies of each). The
photographs for enlargement shall be selected from time to time by the EMPLOYER.
The area of each enlargement shall not exceed 1,000,000 mm2 . Each month, PT.
PRATIWI PUTRI SULUNG shall provide 2 copies of a short edited video (lasting
between 3 and 5 minutes) to demonstrate the progress being made for all major and/or
critical activities (where the content is to be agreed each month in advance with the
EMPLOYER and which shall be of finished quality suitable for distribution to the
news media for immediate showing.
In addition, PT. PRATIWI PUTRI SULUNG shall takes and submits perfect
photographs which are showing but not limited to:

The Site condition before and after construction activities.


Every welded joint condition,
Off-set and depth of pipe,
Backfilling condition of each compaction layer.
Etc.

and which are indicated with project name, date, site address, PT. Pratiwi Putri
Sulung name, supervisor name, etc. on each site on daily basis.
PT. PRATIWI PUTRI SULUNG shall provide digital Video documentation i n HD
1080 format. The Video shall be stored in DVD disc format playable in standard DVD
players.
All rights related to the photographs and videos, including copyright, shall be vested in
EMPLOYER.

22.4

Deliverables for Test

PT. PRATIWI PUTRI SULUNG shall submit documents described below, as a


minimum :

22.5

Deliverables for As Built

All specifications, data sheets, procedures, calculations and drawings being utilized for
purchasing, construction or fabrication shall be reviewed and approved by
EMPLOYER.
As-Built documentation containing all the above specifications, data sheets,
procedures, calculations and drawings shall be assembled as job-books and submitted
to EMPLOYER. PT. PRATIWI PUTRI SULUNG shall submit the As-Built document
list to EMPLOYER for approval prior issuance of the original document.
The As-Built Documents SHALL comprise :
a) Drawings of the Permanent Works as installed (including a 'family tree' index
incorporating all dawings from suppliers and sub PT. Pratiwi Putri Sulungs),
indicating all changes made to the original drawings issued for construction/

installation purposes;
b) Specifications of the Permanent Works as installed, indicating all changes made
to the original specifications issued for constructions/ installations purposes.
c) All variations and change orders issued by the EMPLOYER during the
execution of the WORKS.
d) A full report on all non-conformities identified and corrective measures taken.
e) All construction records and deliverables developed by PT. PRATIWI PUTRI
SULUNG and / or its SUBCONTRACTOR(s) including all test results.
f) Operation and maintenance documentation, including all applicable
product indformation required to operate and maintain the system.
g) All project documentation prepared by PT. PRATIWI PUTRI SULUNG and its
sub PT. Pratiwi Putri Sulung(s) (procurement/ sub-contracting documents), and.
h) All health, safety and environmental reports, records and statstics.
All documents shall be submitted in 4 (four) sets of hardcopies as 1 (one) original,
3(three) paper copies, and 4 (four) sets of editable softcopies (native files) and scanned
hardcopies (PDF format) compiled in CD/DVD.
All bespoke software provided for operating and maintaining the completed WORKS
(that is, software especially written or standard software customized by specialists),
together with all licenses and supporting documentation relating thereto (including
"Helps" files and the likes), shall be provided by PT. PRATIWI PUTRI SULUNG to
complete the As-Built documents submission data.

23.

TEMPORARY FACILITIES
PT. PRATIWI PUTRI SULUNG SHALL provide the following temporary facilities for
EMPLOYER's representatives during the construction period until the Completion of
Whole of the work.
23.1. Office
a) These offices are intended to accommodate all activities for the whole project.
The provision of temporary facilities for EMPLOYERs personnel as required
by EMPLOYER as follows:

of the EMPLOYERs Personnel at every location where PT. PRATIWI

PUTRI SULUNG establishes an administration office for PT. Pratiwi


Putri Sulung own personnel along the route of the pipeline.such office
for the EMPLOYERs Personnel shall be made available for the same

period as PT. PRATIWI PUTRI SULUNG office are available.


The EMPLOYERs Office shall include security guards (24 hours),
office boys and cleaning services in order for the EMPLOYERs
Personnel to adequately perfrom the daily Inspection and examintaion
of the WORK and the auditing of PT. PRATIWI PUTRI SULUNG

activities.
Fitted means fixtures necessary to enable the space provided to

function as an office ready for immediate occupancy.


For each EMPLOYERs office, furnishings include desks with 4
lockable drawers each (including 2 desks for secretaries), swivel chairs,
visitors chairs, conference table (for 20 persons), coat stands, tables

and filling cabinet appropriate to the number of occupants.


For each EMPLOYERs office, equipped means provided with
standard office equipment, specifically: fully equipped PPE (Personal
Protective Equipment) for supervisors (25) and visitors (10), Fire
Extinguisher, first aid kit, safety signs, whiteboards (1 per 2 occupants
space), 2 notice board with drawing-pins, photocopy machine (XEROX
or equivalent) for A3 size including supply of photocopy papers and
reguler maintenance, filling trays (3 per occupant space), drawing file
cabinet (maximum A0 size), paper punches, steples and wastepaper

baskets (1 each occupant space).


For each EMPLOYERs Office, the offices are to include a fully
equipped kitchen suitable for the preparation of hot and cold drinks,
and to be equipped with 1refrigerator, 1 microwave oven, 1 cupboard,
coffe cups and dishware adequate to the number occupants, and the
like. Toilet facilities are to comply with regulatory requirements. A

room with seating and a telephone is to be provided for drivers.


Each private office shall be equipped with a locakbel door with a safe
locking device, a window, 4 wall sockets (2 pin type), fluorescent
lighting fixtures, 3 locakable filing cabinets and the like.

b) Communication Equipment
PT. PRATIWI PUTRI SULUNG shall provide for the use of the
EMPLOYERs personnel during the course of the Contract of the
communication and IT Services, including all necessary ancillary. The
telephones and fax machines shall be restricted to calls within
Indonesia, and PT. PRATIWI PUTRI SULUNG shall pay the telephone

and fax bill for such calls.


PT. PRATIWI PUTRI SULUNG shall also establish Internet
connections and pay the running cost of Internet connections.

c) Drinking Water
Chilled and hot, potable water is to be made available at those
EMPLOYERs offices provided by the PT. PRATIWI PUTRI
SULUNG. Potable water is defined as water which is safe and suitable
for drinking without receiving any further form of treatment. A supply
of potable water bottled by a reputable and registered water supplier is
to be provided.

23.2 Accommodation for EMPLOYERs Personnel


PT. PRATIWI PUTRI SULUNG shall at PT. Pratiwi Putri Sulung own cost provide
comfortable living accommodation, for up to 3 of EMPLOYERs Personnel to the same
standard as four star hotel.

The accommodation shall be located in a convenient position relative to the location of


each EMPLOYERs SITE office in which each respective EMPLOYERs Personnel is
assigned to work.

23.3 Communication System for EMPLOYERs Personnel


a) A Communication System (i.e. Mobile Telephone as shown on Table 4.) shall
be provided for the EMPLOYERs personnel up to a maximum number of 6
users for SITE Office provided that the maximum monthly bills shall not be
more than Rp. 300,000,-/month for each Mobile Telephone. In addition, PT.
PRATIWI PUTRI SULUNG shall provide Mobile Phone Vouchers @ Rp.
100,000,-/month for another 13 (thirteen) Employers personnel for SITE
communication and ccordination.
b) The intended purpose of the Communication System is to provide the
EMPLOYERs personnel with convenient and dedicated means of oral
communication between each other during the construction period. This is to
allow them to discharge their duties and obligations properly from the date of
commencement of mobilization by the PT. PRATIWI PUTRI SULUNG, until
such time as PT. PRATIWI PUTRI SULUNG has completed the Whole of the
Works.

Ancillary Facilities
a) Services to all offices and buildings provided for the use of the EMPLOYERs
personnel shall include signage, car parking, standard voltage electricity,
lighting, telephone lines, Internet connections, air conditioning, sewage
disposal and waste disposal and the like. The buildings shall be cleaned daily
and regularly maintained.
b) Sanitary facilities shall be supplied with consumables such as lavatory paper,
disinfectant, soap, detergent and paper towels.
c) Signage shall clearly identify the offices and buildings and shall match in style,
size colours and materials the signage used on the EMPLOYERs existing
facilities in Jakarta.

23.5

Power
a) Provide all the electrical power required for the execution, testing and
commissioning of the WORKS, including the power required for the temporary
facilities for the EMPLOYERs personnel.
b) Where the provision of electrical power involves arrangements for power to be
supplied in whole or part from any national electrical generating or distribution
company or government organization, then should such a power fail in any
calender month for:
A cummulative period of 10 hours, or
On more than three occasions of duration greater than 30 minutes, then
PT. PRATIWI PUTRI SULUNG shall thereafter, and until the issue of
the Final Taking-Over Certificate, provide standby power-generating
equipment which can be brought on line within 10 minutes.

23.6

Transport
a) Transport shall be provided for the EMPLOYERs Personnel for the proper
monitoring, supervision and auditing of the design, execution and completion
of the WORKS and the discharge of those obligations as may be required under
the Contract that require the transportation of the Engineers assistants.
b) Included in such duties is the inspection and auditing of the design and
execution of the WORKS from 28 days after the Commencement Date or such
other period as may be agreed, until such time as PT. PRATIWI PUTRI
SULUNG has completed the Whole of Work.
c) As a minimum, transport is to include the following types of vehicles:
Type A: Estate car, minimum of 7 seats, 4 passenger-door, engine

capacity not less than 2000cc, automatic transmission.


Type B: Micro Bus, minimum capacity of 10 passengers.
Type C: sport Utility Vehicle, minimum of 5 seats, 5 door, long wheel
base, high and low gear ratios, engine capacity not less than 2500cc,

automatic transmission.
Type D: luxury jeep type, 4-wheel drive, minimum of 5 seats, 4-door,

engine capacity not less than 3000cc.


d) The vehicles are to be provided for the exclusive use of the EMPLOYERs
Personnel, and all vehicles are to be air conditioned and equipped with first aid
kit and portable extingusihers. The vehicles are, unless agreed otherwise, have
no distinguished marks other than the number plate, name of the manufacturer
and model details, and to be new when first porvided. Each vehicle is to be
replaced with a new vehicle when it accumulates 150,000km. Vehicles are to be
provided with fuel, lubricants, and are to be comprehensively insured for any
driver.
e) Vehicles are to maintained in a safe, clean and reliable condition for the
duration of their use in the service of the EMPLOYERs Personnel, and
repaired whenever necessary to do so. In the event that such vehicles are not
available for use by reason of their being under repair, broken down or in for
service, equivalent transport is to be provided by PT. PRATIWI PUTRI
SULUNG until such time as the repairs are complete & the original vehicles
are back in use.
f) Properly licensed, including certified safety driving licensed, drivers are to be
provided for all vehicles.
g) The requirements of Vehicles Months given in Table 4 shall be indicative and

PT. PRATIWI PUTRI SULUNG shall provide such services during the period.
h) Once supplied, vehicles and drivers are to be available for use at all times
during the following periods:
Normal working hours and such other times when PT. PRATIWI
PUTRI SULUNG is working.
When requested by the EMPLOYER for emergency situations, and
When requested by the EMPLOYER for the discharge of the duties of

the EMPLOYERs Personnel outside normal working hours.

Duration of Requirements
The temporary offices and the equipment therein , including all temporary
facilities and services for the EMPOYERs personnel stated herein, are to be
provided and maintened by PT. PRATIWI PUTRI SULUNG until 28 days after
the date of the issuance of the Final Taking-Over Certificate. There after, except
where stated otherwise, all offices and equipment provided for the use of the
EMPLOYERs personnel shall revert to PT. PRATIWI PUTRI SULUNG. When
offices revert to PT. PRATIWI PUTRI SULUNG they shall be removed and the
site there of reisnstated.

24.

ADMINISTRATION
Administrative requirements include provision of PT. Pratiwi Putri Sulung Documents,
attendance at meetings, liaison with authorities, the management of external interfaces,
and the specific requirements with respect to the structure of PT. PRATIWI PUTRI

SULUNGSs organization.
PT. PRATIWI PUTRI SULUNG is required to ibtain permits and approvals necessary
for completing the WORKS including temporary works and facilities from landowners,
property owners, and local governments and communities. PT. PRATIWI PUTRI
SULUNG shall carry out its permit surveys for such purpose.

25.

PROGRAMMING AND PLANNING


PT. PRATIWI PUTRI SULUNG is required to plan the design, execution and
completion of the WORKS in such a manner that the WORKS progress in and orderly
fashion, with due expedition and without delay. The planning and associated
coordination is to include the identification of all external interface within the design,
execution and completion process. These include such diverse aspects as complying
with planning and building regulations, obtaining permits or consents for operations on
or under lan or water, traffic diversion, utility protection and relocation, and
coordination of design and construction with other PT. PRATIWI PUTRI SULUNGs.
PT. PRATIWI PUTRI SULUNG shall be responsible for obtaining at PT. Pratiwi Putri
Sulung own cost all permits necessary for the design, execution and completion of the
WORKS with the exception of the permits to be obtained in sufficient time to allow the
WORKS to progress as planned. In addition, PT. PRATIWI PUTRI SULUNG is
responsible to assist the EMPLOYER in the acquisition of those permits to be obtained
by the EMPLOYER including to bear all associated cost as describes in clause 27,
EMPLOYERs undertakings
PT. PRATIWI PUTRI SULUNG shall be fully responsible for obtaining a proper
Permit to Work (PTW) from EMPLOYERs operating and maintenance team namely
Strategic Business Unit (SBU) before commencing the relevant work within or adjacent
to the SITE. Such Permit to Work shall be issued by SBU strictly in accordance with its
own Permit to Work System.

26.

INTERFACE WITH OTHERS/BATTERY LIMIT


PT. PRATIWI PUTRI SULUNG is required to design and complete all interfaces with
the work being undertaken under the other contractd and with the existing pipeline

systems as is necessary to complete the Works as shown on the Drawings and defined
in the Contract.
The interface shall be undertaken by PT. PRATIWI PUTRI SULUNG as follows:

rectifier station areas and cathodic protection cabling areas).
b) Provide such data for the SITE and the area adjacent to the SITE as may
already be in the EMPLOYERs hands, including, where available, topography
survey

data,

Environmental

Management

and

Monitoring

Procedure

(UKL/UPL) and reports, soil investigation surveys and the like. This data shall
be treated as information only, PT. PRATIWI PUTRI SULUNG shall be
responsible to verify such data and conduct additional survey if they think
necessary for the designing the WORKS.
c) Obtain and maintain the following permits, licenses and certificates:
Land Compesation for Onshore Pipeline Route
Equipment Operational Safety Worthines Certificate (SKPP), e.g.
Pressure Vessel, Rotating Equipment, Storage Tanks, Pipeline, PSV,

Electrical Equipment, and


Supply at the EMPLOYERs cost, all natural gas necessary for
completing the commissioning of the entire Pipeline System, excluding
such natural gas required for PT. PRATIWI PUTRI SULUNG remedy
work where required.

28.

SCHEDULE OF WORK
PT. PRATIWI PUTRI SULUNG shall complete and commision the WORKS according
with the Time for Completion of the Works stated in the Contract and as shown in
Project Contract Master Schedule, Doc. No. CP11A-PTU-3275-GA-SC-001
