CHANGE TO C63 PROCEDURES
a. The subgroup is responsible for the definitive content of one or more standards and for
responding to views and objections thereon. Such subgroups shall maintain a
membership roster in accordance with A.5.5(a) through A.5.5(g) and shall
comply with
the provisions in A.5.4, A.7.1, and Clause A.8 as applied to voting on the
standard(s);
or
b. The subgroup is responsible for assisting the consensus body (e.g. drafting all or a
portion of a standard, drafting responses to comments, drafting positions on
international
standards, or other purely advisory functions).
A.6.1 Chairperson and members of subgroups
The chair and members of a subgroup shall be appointed by the chair of the consensus body and
confirmed by the consensus body. The scope, duties, and membership of all subgroups shall be
reviewed by the consensus body annually. The officers and members of a subgroup need not be
members of the consensus body.
A.6.2 Approval of standards
Draft standards and any substantive change (see Clause 1.2.9 of the ANSI Procedures) in the
content of a standard proposed by a subgroup shall be referred to the consensus body for
approval.

A6.1.1 - Working Groups and Task Forces formed under Subcommittees will be

of the Subcommittee. Membership of the Working Group or Task Force will be open
(members need not be members of the consensus body) and be approved by the
Subcommittee; their mission and timetable will also be approved by the
Subcommittee.
The membership of the Working Group or Task Force shall be reported to the
Consensus Body for informational purposes only.

Scope Summary or Abstract of Project : Requests have been made for testing of electromagnetic
compatibility between hand-held wireless transmitters (cell phones and radios) and electronic devices
used in manufacturing and industry. The size and limited availability of these devices often make
testing under controlled laboratory conditions unrealistic, and therefore an on-site and ad hoc test
protocol, similar to that drafted for medical-specific devices, is proposed

Title of Project:
Checklists and guidance for Assessors in the Assessment of Calibration Laboratories for EMC related
equipment and antennas.
Scope Summary:
This project will define a set of minimum guidance for assessors involved in the assessment of calibration
laboratories providing calibration services for EMC test labs. The results of this project would be a
checklist that would include a appropriate list of reference material (reference to applicable calibration
standards, accepted methods for determining Measurement Uncertainty and list major contributors of Muc
for Calibration) for the assessors use in the assessment of the calibration laboratory. The checklist will also
include a set of minimum items that the assessor will need to evaluate the technical competence of the lab.

Wireless Communications Devices and Hearing Aids
4. Scope Summary or Abstract of Project : This project proposes to revise ANSI C63.19 to address two
specific issues:
A. To determine whether to bring the GTEM immunity test method, currently contained in an Annex,
into the body of the standard as a normative, alternative test method.
B. To assure that the standard is prepared to address the new frequency bands proposed for use by 3rd
generation cellular telephones.

Title of Project:
Measurement of Magnetic Waves at Frequencies Below 30 M Hz
Scope Summary:
The purpose of this effort is to develop procedures for the measurement of magnetic fields at frequencies
below 30 MHz. As appropriate this effort will either develop a procedure to be included in ANSI C63.4
clause 4 with the necessary appendices to describe the modified procedures necessary to perform these
measurements or develop a new ANSI C63 standard for this purpose and to be referenced in ANSI C63.4
clause 4. This effort will consider the use of the Van Veen loop in accordance with CISPR 16-1 and 2
for devices of less than 1.6 m on its largest dimension. For devices larger 1.6 m, the effort will develop a
near-field procedure which can be used to determine the actual magnetic field intensity which would
actually be observed at the required measurement distance by the FCC or other relevant authority.
