Dear Mr. Waters,
Thank you for the FBBE 2015-16 proposed budget and September 30, 2014 and 2013 financial
statements..
FLORIDA BOARD OF BAR EXAMINERS
2015-16 Proposed Budget
FLORIDA BOARD OF BAR EXAMINERS
FINANCIAL STATEMENTS
SEPTEMBER 30, 2014 AND 2013
z
Are other years available? This is a request for two additional years, at a minimum, if available.
The FBBE 2015-16 proposed budget mentions a "federal investigation" and a $100,000 increase in
attorneys fees: "This is primarily due to the increase in attorney fees with regard to the federal
investigation by $100K".
And this reference: "Bob Burgoyne of Norton Rose Fulbright has been retained to represent the board m
the federal investigation."

On Monday, March 30, 2015 by email at 1:18 PM you denied my request for records, a December letter
where the DOJ notified Chief Justice Jorge Labarga of the investigation of mental-health screening
imposed by the Fla. Supreme Court on bar applicants.
On March 2, 2016 the DOJ agreed to provide me the record, and wrote on MuckRock,
Subject: RE: Freedom of Information Request: DOJ investigation of mental health screening imposed by
the Florida Supreme Court on bar applicants notice letter December 2014 Chief Justice Jorge Labarga
Good Afternoon Mr. Gillespie:
The Civil Rights Division currently has approximately 183 pending FOIA requests. We received
approximately 109 FOIA requests seeking access prior to your request that are currently pending. In an
effort to be fair to the requesters that filed prior to your request, the Division is responding to these in
the approximate order of receipt. We are making an effort to provide you with a response as soon as
possible.

The DOJ $B!G (Bs response confirms the record exists, which was the basis of your denial, as I
understand, that the letter was confidential. The only issue now is the amount of time it will take
the DOJ to produce the record. I believe Florida can produce the record sooner. Produce the
record now.
Finally, on March 22, 2016 I emailed PK Jameson, State Courts Administrator, Office of the State
Courts Administrator, Dear Ms. Jameson:
"It has come to my attention there are additional public records for Judge Hale Ralph Stancil not
provided by your office, records appointing Judge Stancil to senior status as part of his retirement.
Provide the records immediately."
As of today no records have been provided.
z
Does your office have access to records appointing Judge Stancil to senior status as part of his
retirement? If so, provide a copy. Thank you.
Sincerely,
Neil J. Gillespie
