Preamble

The work of Construction of R.C.C Bridge over River Kalnagini Branch Canal near
Nrisingha Ashram of Swami Vivekananda & Sri Ramkrishna Gram Panchayat under
Kakdwip Block in the district of South 24 Paraganas, West Bengal

is to be

constructed to the Specifications for Road and Bridge Works, Fourth Revision, Reprint of March
2006 (MOSRT&H specifications) as supplemented by this Volume wherein some of the clauses
of the MOSRT&H specification have been amended, modified, supplemented, substituted,
deleted and where necessary new clauses added, in order to be better applicable to the
Works. Therefore the MOSRT&H specifications, jointly read with this Volume, will
govern the Works.
In case there is contradiction between the provisions of MOSRT&H specifications and those
detailed in this Volume, the latter shall prevail.

The Clause numbers in MOSRT&H specifications have been followed in this Technical
Specification and amendments, additions, deletions and other changes have been indicated by
referring to the particular clause. Where new clauses have been added, new numbers have
been given to Clauses or Sections. Where no amendment or change is mentioned, the original
Clauses in MOSRT&H specification shall prevail.

Where several types of construction or materials are specified in the MOSRT&H Specification,
the Contractor shall refer to this Technical Specification and/or the other Contract Documents
in applying the definitive types used for the Works.

The contractors shall quote their contract price at item rate basis based on the rates of
different items provided in the priced Bill of Quantities for whole cost of complying with
provisions of contract comprising Instruction to Bidders, the General Conditions of Contract,
the Technical Specifications and other related tender documents.

The Contractors price is deemed to cover all the provisions under the clauses mentioned
hereinafter. Other than what is included in item rate quoted price and BOQ item for running
bills no other measurement of payment shall be done and shall be deemed to be incidental to
the main works and no separate payment will be made for these provisions beyond the
Contract price.

GENERAL

Introduction

This Clause shall remain unchanged as in MOSRT&H specification.


102

Definitions

Wherever the word drawing appears in this volume, it will mean General Arrangement Drawing
and further detailed drawings for permanent works to be furnished by SIDCL.

The following shall be added after at the end of the first paragraph:
The associated definitions of contractual terms are given in Clause 1.1 of the General
Conditions of Contract (Section 4 of Volume I of these Contract Documents).

Materials and Test Standards

The following shall be added after at the end of the first paragraph,Appendix 1 of the MOSRT&H Specification gives the Indian and other standards referred to in
the text of the specifications. Additional standards and testing procedures, as required, are
specified in appropriate places in this Technical Specification.

103.1

Substitution of foreign standards by Indian equivalent

All products materials supplied by the Contractor shall conform to the Specification and shall
be approved by the Engineer. Where specific manufacturers or brand names are mentioned in
the Contract Documents, it shall be deemed that that product or similar approved is required.
It shall not be deemed to indicate that the particular manufacturer is mandatory.

Where any materials or equipment are specified, as being in accordance with non-Indian
Standards it should be understood that these are automatically be substituted by such
equivalent to IS or I.R.C. In case application of IS or I.R.C is found unsuitable from a technical
point of view, the Employer will take appropriate measures based on the recommendation of
the Engineer.

103.2

Applicable edition of Standards

In the Specification materials or tests specified as being in accordance with IS or I.R.C.,


AASHTO or ASTM shall refer to the specifications or method of test prevailing till 28 days prior
to the final date for the submission of Tenders, unless otherwise stated.

Scope of Work

105.1

This shall remain unchanged as in MOSRT&H specification upto sub cl. 105.4.The
following shall be added after sub cl. 105.4

105.5

Composition of Works

The scope of work shall generally comprise of but not necessarily be limited to the following:

(a)

Construction of the Permanent Works, e.g. R.C.C prestressd bridge resting on piles and
pile caps, piers, crossheads, Solid R.C.C. Wall type Abutment, Precast segmental Box
girder, to the lines and levels as specified in the Drawings and Specification.

(b)

Design, provision and subsequent removal of all Temporary Works, staging/scaffolding,


Casting bed, shuttering and Ancillary work required for the construction of the Permanent
Works.

(c)

Design and provision of any ground treatment required for the construction of
foundations and pipe culverts in poor soil strata where required.

(d)

Keeping the Site secure and maintaining of access to and from the Site, in order for the
Works to be carried out in accordance with the Contract

(e)

Provision and delivery of all materials, Contractor's Equipment and manpower required to
construct the Works

(f)

Removal and disposal at a suitable tip of arising from all construction activities. The
transport provided shall be suitable for the nature of the arising and shall not leak or
discharge any of its contents during transportation or during transfer from one means of
transport to another.

(g)

Temporary and permanent reinstatement of roads and footpaths in accordance with

Drawings and Specification and the requirements at site.


(h)

Maintaining all times of a safe traffic movement around the Site in accordance with the
Relevant Authorities.

(i)

Preparation of bar bending schedules for all reinforced concrete structures and all
construction drawings including shop drawings for all structural steel work, Construction
Methodology/ Method statement for Precast Segmental work, Construction methodology
/ Method statement for erection

of precast Box segments including casting, curing

stressing etc. The Contractor shall be responsible for checking the accuracy of bending
dimensions shown on all bending schedules. These schedules are to be submitted to the
Engineer for his approval.
(j)

Preparation of as-built drawings for the completed Works. These shall be submitted to
the Engineer for his review and approval.

105.6

Exclusions from the Contractor's Works

The following works and services shall be excluded from the Contractor's scope of work:
(a)

Provision of right-of-way

(b)

Provision of initial base points/line(s) and bench mark(s) to be referred to for the
contractor's setting out

This Clause shall remain unchanged as in MOSRT&H specification.

Site information

108.1

Site Conditions

The following shall be added to Clause 108.1


The requirements of the Conditions of Contract Clause 11 and 12 shall take precedence.

108.4

Quarry Charts

Clause 108.4 of the MOSRT&H Specification shall be deleted and the following substituted in
its place:
No quarry information is provided under the contract. The Contractor is expected to make his
own arrangements for the availability of all construction material and, rates shall be deemed to
include any associated transportation and all other charges.

109.1

Setting out
Bench Marks

Add the words subject to a minimum two in a project (work location) after the words four
per km in the sixth line.
The following shall be added after the Clause 109.1:
Except where otherwise specified, all levels shall be in metres expressed to three places of
decimals. All levels on Site shall be determined from the temporary benchmark provided at site
with an arbitrary level of 100.000.
This is to be linked with nearest reference bench marks of PW (Roads) or PWD.(Govt. of W.B)
109.3

Manner of Setting Out

Clause 109.3 of the MOSRT&H Specification shall be deleted and the following substituted in
its place:The Works shall be accurately set out and referenced to the satisfaction of the Engineer.
Marking systems shall require the prior approval of the Engineer and full records of setting out
and reference points shall be reported to the Engineer in formats to his approval. All setting
out markings and reference points shall be maintained until their removal is approved by the
Engineer.
109.9

Precision of Instrumentation

Clause 109.9 of the MOSRT&H Specification shall be deleted and the following substituted in
its place:The precision of surveying and measuring instrumentation shall be to the satisfaction of the
Engineer.

Surveying Equipment for the Engineer's Use

The Contractor shall furnish the Engineer for his exclusive use the following instruments,
appliances, surveyor personnel and labour, and materials for the Engineer use in connection
with the Works:
(a) 1 Surveyor and 2 Surveying assistants
(b)

One set of Surveying equipment as listed below or equivalent, as will be approved by the
Engineer. The equipment will be used by crew of 1 Surveyor and 2 surveying Assistants.

All surveying instruments shall be supplied complete including tripods, staffs etc.
109.11 Maintenance
Such survey equipment shall be calibrated prior to use and periodically, and be repaired or
replaced by the Contractor as required by the Engineer.

109.12 Ownership
The surveying equipment will be treated as the property of the Employer during the period of
contract including extension period and will be returned to the Contractor on as is where is
basis within thirty days (30) of the issuance of the Taking Over Certificate.

109.13

Measurement for Payment

The supply of surveying equipment and its maintenance and shall be measured for payment as
follows:
(1) no separate payment for provision of the equipment, including the demonstration,
(2) by time related monthly items for the maintenance of the equipment including the
demonstration.
(The monthly payment should cover activity under item 1 above and item 3 hereunder)
(3) no separate payment for removal of equipment,
(4) by time related monthly items for supply of 1 Surveyor and 2 surveying assistants as a
group to work with the equipments.

109.14

Rates

The Contract rates for time related monthly payment shall include all aspects of the
procurement, delivery, maintenance and removal of the surveying equipment for the
Engineers exclusive use. In other words, the scope is similar to monthly hire charges for the
equipment in working condition. Prorate rate shall be applicable if the equipment is not fit for
use for more than 3 calendar days in a particular month. Rate for Surveyors and surveying
Assistants shall be per shift per month, in units of 1 Surveyor and 2 survey Assistants.

Public utilities

Sub Clause 110.1 of the MOSRT&H Specification is deleted entirely and the following
substituted:
Channelizing the request through SIDCL, the Contractor shall have to collect the information
from the concerned authority(ies) and/or make one trial trenches at 150 metre interval or
closer to

confirm the exact location of utilities at site. Drawing

services like water pipes, sewers,

cables,

scheduling the affected

gas ducts etc. owned by various authorities

including Public Undertakings and Local Authorities shall be prepared by the contractor and
verified by the contractor for accuracy of the information prior to the commencement of any
work close to those services. SIDCL will arrange for their shifting through the owning agencies.
The Contractor shall be asked to render all assistance during the execution of the utility work,
by suitably programming their main work at no extra cost to SIDCL and shall be treated as
incidental to the work.

The Contractor is therefore required to provide drawings showing the exact routes of all the
dry utilities, and underground installation, as located by trial trenches and survey. The above
incidental works shall have to be carried by the Contractor at his own cost.

Sub Clauses 110.2 to 110.7 are unaltered from the MOSRT&H Specification.

Precautions for Safeguarding the Environment

This shall remain unchanged as in MOSRT&H specification

Arrangements for Traffic during Construction

Clause 112 of the MOSRT&H Specification is deleted entirely and the following substituted:
112.1

General

The Contractor shall carry out the Works in a manner creating least interference to the safe
flow of traffic consistent with the execution of the Contract.
The Contractors project planning shall include a traffic control plan for moving traffic through
and around the construction zone in a manner that is conducive to the safety of the travelling
public, pedestrians and workers.

The traffic control plan shall include such items as , methods and devices for delineation and
channelisation, signaling signing, application and removal of pavement markings, placement of
devices; working area lighting, surveillance and inspection.
The Contractor shall submit the Program for approval of the Engineer of the works associated
with the sub-projects (Project Sections) which shall, in principle, be carried out in stages and
sub stages covering various components of the works.
The Contractor shall take prior approval of the Engineer, traffic police and other concerned
authorities regarding traffic arrangement during construction.
No two sequences of work will be taken simultaneously without the prior approval of the
Engineer.
The Contractor shall make the road or footpath available for public use after the completion of
one section of work if blocked temporarily.
The Contractor shall obtain the specific prior permission from traffic police and other
concerned authorities for the transportation of all plant and material to and from the site,
particularly on the public highway.
The Contractor shall maintain two lanes available for traffic in each direction at all times except
when a temporary reduction is approved by the Engineer and granted specific prior permission
from traffic police and other concerned authorities. The existing drainages should not be
affected by contractor's work.
The minimum permissible traffic route widths shall be as follows:
1 lane - 3.5m
2 lane - 6.5m
3 lane - 9.9m
Further temporary reduction shall be allowed subject to the prior approval of the Engineer, the
traffic police and other concerned authorities.
Minimum 1.5m width of footpath of approved hard surfacing shall be kept free during
construction period as a temporary measure, if they are allowed to occupy existing footpath
space for any reason whatsoever for construction activities.

Maintenance of Diversion and Traffic Control Devices

Signs, lights, barriers and other traffic control devices of diversion roads shall be maintained in
a satisfactory condition till such time as they are required as directed by the Engineer. The
temporary traveled way shall be kept free of dust by frequent applications of water, if
necessary.

General rules for the measurement of works for payment

Clause 113 from the MOSRT&H Specification shall be deleted entirely and the following
substituted in its place:113.1

Method of Measurement

All measurements for payment in the Bill of Quantities shall be made net based on the
Drawings, or the actual work done approved by the Engineer. The contractors quoted price
shall include this cost in the Item rate cost. The Bill of Quantities are for monthly/ periodical on
account payments only and this cost will merge in the final amount. Detailed measurements
are to be furnished by contractor to compare with as built drawings.

The sub-section is deleted entirely and the following is substituted:


120.1

A temporary site office of 500 (five hundred) sqft carpet area with facility of toilet,
electricity, water, reasonable furniture for the engineer and his representative,
computer operator and other facilities as will be directed by the Engineer shall be
handed over to the Engineer within 30 days after issue of work order for their use.
They shall remain the property of the contractor and shall be returned to the
contractor within thirty (30) days after issuing taking over certificate for the whole
work.

Payment will be made on the basis of B.O.Q. provision under preliminary subhead.

Field laboratory

121.1

Scope

This shall remain unchanged as in MOSRT&H specification


121.2

Description

Clause 121.2 of MOSRT&H Specifications shall be deleted entirely and the following
paragraphs substituted in its place:
The area for the erection of the field laboratory will not be provided by the Employer, and the
provision of such area shall be the responsibility of the Contractor. The field laboratory shall be
for the exclusive use of this project and should not be shared with any other work even under
another Government agency.

The field laboratory shall preferably be located adjacent to the site and shall be provided with
amenities like water supply, electric supply etc. as well as laboratory tables, cupboards, chairs,
tables and other furniture as necessary.

The floor space of the field laboratory shall be decided by the Contractor, subject to the
approval of the Engineer. Office space shall be provided within the field laboratory for the use
of the Engineer's Materials Engineer.

The laboratory will be operated by the Contractor under the supervision of the Engineer.

All other apparatus and materials necessary for tests required under the Contract shall be
supplied by the Contractor and installed in the laboratory. Not later than 30 days after the
receipt of the Letter of Acceptance, the Contractor shall submit for the Engineer's approval, a
list of all equipment to be procured and details of suppliers.

All equipment used for testing shall be of standard type and approved by the Engineer and
properly housed by the Contractor. An adequate supply of water and electric power shall be
provided at all time.

Every designation of the Indian Standards or other foreign standard specifications shall refer to
the versions of those specifications current 28 days prior to the final date for the submission of
Tenders, except where otherwise stated.

In any case where material or workmanship is specified by one of the above tests, and
alternative test methods are allowed, the method used to determine compliance with the
Specification will be at the absolute discretion of the Engineer.
The Contractor shall provide laboratories fully equipped and furnished at locations approved by
the Engineer in order that the Engineer can control and supervise the material used for (i)
concrete batching and / or (ii) bituminous pavements and operations of bituminous mixing
plants. Only such laboratories can be at a remote place close to the plants at a remote area
from pollution point of view.

121.3

Laboratory equipment

Clause 121.3 of the MOSRT&H Specification shall be deleted entirely and the following
substituted in its place; All necessary laboratory equipment shall be provided, maintained and operated by the
Contractor for the sampling, transporting, storing, curing, preparation of samples and testing
of all materials required for the Works.

All laboratory equipment shall be to the approval of the Engineer.

121.4

Ownership

Clause 121.4 of the MOSRT&H Specification shall be deleted entirely and the following

substituted in its place:


The area for the erection of the laboratories will not be provided by the Employer, and the
provision of such area shall be the responsibility of the Contractor. However where there is
available space the Employer may give permission for the laboratories office to be erected
within Such areas, at payment of ground rent, at rate to be decided by the employer.

The laboratories and equipment as detailed in Sub-clause 121 above shall be provided by the
Contractor for the use of the Employer and/or Engineer. They shall remain the property of the
Contractor and shall be returned to the Contractor within thirty (30) days after issuing the
Taking-Over Certificate.

Maintenance

Clause 121.5 of the MOSRT&H Specification shall be deleted entirely and the following

substituted in its place; The Contractor shall be responsible for all aspects of maintenance and operation of the
laboratories, including all costs associated with purchase, delivery erection calibration of
equipment, operation, including sampling, storage, curing and testing of materials, periodic recalibration of equipment, supply of consumables, recording and submitting test results to the
Engineer, and removal on completion of the Works.

121.6

Measurements for Payment.

The supply of laboratories together with equipment and furniture, their operation, removal

123.1

Providing and maintaining Telecommunication System

Scope

The works shall cover the provision of three sets of mobile phones for the exclusive use of the

123.2

Provision and Ownership

The Contractor shall arrange to provide three sets of mobile phones for a period of 25 months
with one battery, one spare battery and one battery charger per phone for the exclusive use of
Engineer or his Representative and connection to a telephone network (BSNL or Similar). The
mobile phones will remain the property of the Employer and shall be retained by the Engineer
upon the completion of the contract.

123.3

Approval

The Nokia make or equivalent model of the phone and selection of the network and tariff to be
used shall require the prior approval of the Engineer. International and long distance dialing
facilities will not be provided.

123.4

Maintenance

The Contractor shall maintain the phones and carry out repair including provision of
replacement of batteries, chargers or the telephone instrument itself if it cannot be repaired to
provide uninterrupted service.

123.5

Measurement for Payment

Payment for the provision of mobile phones shall be by a unit rate per unit provided. Each unit
shall be procured by initial outright purchase rather than obtained on a lease or similar basis.
Phones procured by purchase at prices subsidized by subsequent line rental and call charge
tariffs will not be acceptable. Each unit shall include the cost of provision of the phone, any
initial lump sum connection fees or related initial charges and deposits. International dialing
facilities shall not be required or provided. The phones provided shall have the facility to be
restricted to local calls only.

123.6

Rates

The Contract unit rate shall include for the supply of mobile phones and shall be deemed to
include all initial charges associated with the outright purchase of the phone, SIM card,
battery, spare battery,

battery charger, suitable protective case, security deposit and any

other items so that the phone is provided to the Engineer in an operating condition.
The telephone monthly rental and call charges, voice mail etc. will also be included in the rate
quoted by the Contractor. Payment in this regard will be made as per rate quoted in the BOQ.

Tolerance

All Works executed under the Contract shall be carried out in accordance with the tolerances
given in the Specification and approved Drawings, and such other tolerances as are given
elsewhere.

129

Temporary Buildings and Site Services

129.1

Maintenance of the Contractor's temporary site buildings

The Contractor shall not erect any structure permanent or temporary for any sort of use
without the prior permission of the Engineer.

The Contractor shall provide and maintain all necessary temporary buildings, ablutions, water
closets, sheds, stores and storage areas, move as required during the construction of the
Works, and remove the same from the Site on completion of the Works. No structure shall be
erected or storage area laid out by the Contractor within the Site without the Engineer's
consent, but such consent will not relieve the Contractor from his responsibility of siting
temporary structures clear of the Works, utility access points and the like. A copy of the plan
showing the extent and position of all offices, ablutions, water closets, sheds, stores and
storage areas shall be given to the Engineer. Temporary buildings, ablutions, water closets,
sheds, stores and storage areas shall be cleaned and maintained on a daily basis, to the
satisfaction of the Engineer.

129.2

Provision of Latrines

The Contractor shall provide efficient and sanitary latrine accommodation (at location
permitted by the Engineer) for the use of the employees on the Works and shall keep the
whole of the Site and the latrines in a clean and sanitary condition to the satisfaction of the
Engineer.

129.3

Site Services

The Contractor shall be responsible for providing at his own cost all Site services including for
the Engineer's use as necessary and appropriate for the construction of the Works, which shall

include, but not necessarily be limited to:


(a)

electricity

(b)

water

(c)

site communication facilities, and

(d)

temporary drainage and sewage disposal.

Such services shall be provided by the Contractor for use solely in connection with the proper
execution of the Works. The Contractor shall be responsible for complying with all regulations
of the Relevant Authorities concerned. The Contractor shall be responsible for the provision
and maintenance of all installations associated with such services and the relation thereto and
shall take all reasonable precautions to safeguard the safety and health of all persons and the
security of the Site. The Engineer may demand the immediate disconnection or alteration of
such installations or portions thereof as he considers to be prejudicial to safety, health or
security. As soon as any or all of the Contractor's installations are no longer required for the
execution of the Works they shall be entirely removed to the satisfaction of the Engineer.

All installations shall comply fully with all appropriate statutory requirements. Pipes, tubes,
ducts or cables crossing roads, footpaths, or right-of-way shall be ramped over, or recessed
below the surface. Specific services shall comply with the following:

129.4

Electricity

The Contractor shall provide all necessary artificial lighting for use on the Works at night,
closed underground work and wherever required.

The Contractor shall provide all temporary cables, mains, sub-mains, wirings, fittings, etc. for
the above, clear away and make good on completion and pay all fees and charges.

129.5

Water

An adequate supply of fresh water shall be provided at the Site, including provision to the
satisfaction of the Relevant Authority of any storage tanks so that sufficient fresh water is
always available for the execution of the works including during any periods of water
restriction. A supply of safe drinking water shall be provided by the Contractor for his own
work people and the Engineer.

129.6

Temporary Drainage and Sewage Disposal

Adequate provision shall be made for the discharge or disposal from the Site of all water,
surplus fluid, sewage and waste products and the method of disposal shall be to the approval
of the Engineer and in accordance with the regulations of the Relevant Authorities. The Site
shall be kept well drained and free from standing water. Where existing channels and gullies
cannot be maintained, temporary drainage arrangements shall be provided at the Contractor's
cost.

129.7

Measurement and Payment

Contractors quoted rates are deemed to cover all the provisions under clause 129 which are
incidental to the work and no separate payment will be made for these provisions.

132.1

Initial Plans etc.

The Contractor shall, within fifteen (15) days from receipt of the Letter of Acceptance, submit
to the Engineer the following documents, data and/or schedules but not be limited to, for the
Engineer's approval:

(a)

Execution plan covering organization chart, resume of all key personnel, mobilization of
supervising force and other indirect staff, labor, construction equipment/vehicles,
material procurement/purchasing plan, temporary work plan, overall construction
programme, quality assurance plan, safety plan, subcontract plan, work sequence plan,
etc.

(b)

Inspection and testing plan

(c)

Working drawings, and detail information on equipment


Field laboratories

(d)

Cash flow schedule

(e)

Other document and information designated by the Engineer at issuing the Letter of

132.2

Regular Reports to the Engineer

In addition to the reports and documentation specified in the Contract other than this Clause,
the Contractor shall submit to the Engineer the following regularly:

Advance monthly construction programmes

(b)

Advance weekly construction programmes

(c)

Advance method statement

(d)

Submission of the line diagram along with the monthly bill showing the exact progress of
the executed work for which the bill has been drawn.

(e)

Inspection applications and reports

132.3

Regular Reviews

Progress review meeting shall be held every week. In addition once each month during the
progress of the Works or at such other intervals as may be required by the Engineer, the
program is to be reviewed and updated by the Contractor taking into account the latest
available information on activities completed, in progress and not yet started, which

information shall be agreed with the Engineer.

Three (3) copies of the program arising from the review shall be submitted to the Engineer
indicating the state of progress of the Works and the revisions necessary to achieve
completion thereof and of individual Sections thereof by the dates specified and to achieve
completion of the whole of the Works by the required date.

The monthly review shall also include, but not necessarily be limited to the provision by the
Contractor of the following:
(a)

Description of the previous month's activities and progress

(b)

Discussion on critical activities and program with particular reference to action taken or
which will be taken to rectify any program slippage

(c)

Any significant movement in labor numbers 01- equipment mobilization / demobilization

(d)

Photographic record of the construction site, in sufficient detail to show the progress of
the major aspects of the Works

(e)

Project financial report including reconciliation of variations, claims and estimates of


future claims

(f)

Project safety report

The Contractor shall submit to the Engineer a daily return of Labour and Contractor's
Equipment, i.e., the statement of the Contractor's Equipment, labour (by discipline) and staff
on Site, major material items received, problems to be solved and as desired by the Engineer.

132.4

Measurement for Payment

The cost for these items of work shall be deemed to be included in the Contractor's unit rates.
No separate payment shall be made for these provisions.

SITE CLEARANCE

201

Clearing and Grubbing

201.1

Scope

Add the following paragraph to the MOSRT&H Specification.


If any vegetation grows after clearing and grubbing before road construction work, the
contractor shall repeat the work to the satisfaction of the Engineer without any extra cost. The
scope of clearing and grubbing shall include all clearance of street furniture, utility apparatus
etc. necessitated by the Works not specifically measured elsewhere.

201.2

Preservation of Property / Amenities

Add the following paragraph to the MOSRT&H Specification.


The Engineer will establish the limits of work and designate all trees, shrubs, plants and other
things to remain. The Contractor shall preserve all items designated to remain.

201.3

Methods, Tools and Equipments

This clause shall remain unchanged as in MOSRT&H specification.


201.4

Disposal of Materials

Clause 201.4 of the MOSRT&H Specification shall be deleted entirely and the following
substituted:All surplus materials arising from the Works (except those arising from private properties) shall
be the property of the Contractor who shall be responsible for their disposal.

201.5 Measurement for Payment

Payment will be made on area basis in hectare regarding site clearance. Cutting of trees upto
300mm in including removal of stumps and roots, and trimming of branches of trees extending
above the roadways shall be considered incidental to the cleaning and grubbing operations,
Removal of stumps left over after trees have been cut by any other agency shall also be
considered incidental to the cleaning and grubbing operations.

Cutting in including removal of stumps and roots of trees of girth above 300mm and backfilling
to required compaction shall be measured in terms of number according to the sizes given
below:Above 300mm to 600mm
Above 600mm to 900mm
Above 900mm to 1800mm
Above 1800mm

For the purpose, the girth shall be measured at a height of 1 meter above the ground or at the
stump if the height of the stump is less than one meter from the ground.

201.6

Rates

The unit price for the work hereof will be deemed to include any precautions or special
working methods necessary to avoid damage to adjacent items designated to remain. Any
such damage shall be rectified by the contractor at his own cost.

The Contract unit rate for the work shall be, payment in full for all labour, material, tools,
equipment and incidental charges necessary to complete the work.

201.7

Clearance of Sludges from the Manholes / Gully pits

All the sludges from the Manhole / Gully pits within the limit of works shall have to be cleared
as per direction of the engineer.

201.8

Measurement for Payment

No separate payment will be made.


202

Dismantling Culverts, Bridges and Other Structures / Pavements

Sub-Clauses 202.1 and 202.2 of the MOSRT&H Specifications are unaltered.


202.3

Dismantling Pavements and Other Structures

Add the following sub-paragraph in between the two sub-paragraphs of Sub-Clause 202.3 of

the MOSRT&H Specification.


For careful scarifying of bituminous layers to specified level and grade, refer to Sub-Clause
501.8.3.2.

Add the following at the end of Sub-Clause 202.3 of the MOSRT&H Specification.
The dismantling operations shall have to be conducted carefully, so as not to damage the
materials which are scheduled to be or may be reused with or without further treatment.

202.5

Disposal of Materials

Sub-Clause 202.5 of the MOSRT&H Specification is deleted and the following substituted:
Unless specifically stated otherwise within the Contract Documents, all surplus materials arising
from the Works (except those arising from private properties) shall be the property of the
Contractor. The disposal of all surplus materials arising from the Works shall be the
responsibility of the Contractor. The Contractor shall be deemed to have allowed in his rates
for all cost associated with such disposal and any salvage value of any materials. Materials
indicated within the Contract Documents as required for reuse shall be the property of the
Employer.

202.6

Measurements for Payment

Delete the Sub-Clause 202.6 of MOSRT&H Specification entirely and substitute the following:
Dismantling required for the Permanent Works will be measured for payment, while
dismantling for haul roads, borrow areas and all the Temporary Works will not be measured
for payment. The work of dismantling structures shall be paid for in units indicated below, by

203.1

removed or which are designated to be compacted, all stumps and roots shall be removed to a
depth of at atleast 50 cm below the original ground surface and at least 50 cm below the
bottom of the lowest pavement layer.
203.2

Protection of Areas Designated to Remain

In areas designated by the Engineer, the Contractor shall be responsible for the protection and
routine maintenance of existing shrubs, trees and grassed areas. On completion of the Works
these areas shall be returned to the Employer in the same condition as before and any
damage due directly or indirectly to the Contractor's operations shall be made good at his own
cost The Contractor may take photos for his recording of the original condition at the time of
work commencement.

203.3

Maintenance of Flows in Culverts to be demolished.

Where the Works include the diversion of existing culverts and subsequent demolition of the
existing sewers and similar services, demolition of such existing services shall not commence
until authorised by the Engineer. Such authorization will be dependant upon availability of the
alternative diversion where appropriate.

203.4

Maintenance of Traffic Flow - Alternative Traffic Routes

No road, bridge, tram track or other structure in use by traffic shall be removed until
authorised by the Engineer. Such authorization will be dependant upon satisfactory alternative
arrangements have been made to accommodate traffic where appropriate.

203.5

Materials for Reuse

Existing kerbs, channels, street furniture and other materials designated for dismantling and
reuse by the contractor in his offer, shall be carefully removed and stockpiled for re-use in the
Works, or shall be disposed of, as directed by the Engineer.

Dismantling of existing items shall be undertaken in such a manner as to avoid damage to


existing pavements and kerbs which are designated to remain.

203.6

Measurement & Payment

Reuse of material except kerbs shall not to be measured and paid and is deemed to be
included in contract price.

SECTION 300 Earthwork, Erosion control and Drainage

Clause 301

301.1

Excavation for Roadway and Drains

Scope

The following shall be added at the end of Clause 301.1:


The scope of this clause does not include excavation of trenches for utilities and excavation for
surface water drainage works, which are governed by Clause 3200 later in this volume.

301.2

Classification of Excavated Material

301.2.2

Authority for classification

The existing clause shall be deleted and following substituted in its place:
The Engineer shall be the sole authority for the classification of the soil in excavation and his
decision shall be final and binding on the Contractor. Soil classification will not be decided on
the basis of the means adopted i.e. use of explosives or hydraulic or pneumatic breakers in
excavation, but by the Engineer who may authorize such use.

301.3

Construction Operations

301.3.1 Setting out

Delete the 2nd sentence of this MOSRT&H Sub-Clause beginning and ending with The
Contractor shall. establishment of bench marks and substitute with the following:The contractor shall set out the works and shall establish bench marks from the initial control
points supplied by the Engineer.

Sub-Clause 301.3.2 is unaltered from the MOSRT&H Specification.

301.3.3

Excavation-General

The following shall be added at the end of the third paragraph of this clause:
Temporary shoring shall be provided by the Contractor to the sides of the excavation wherever
necessary to support the foundations of adjoining structures and road pavement and to
prevent any ground movement. Where temporary supports are required they shall be
designed, provided and removed such that no ground movement occurs on removal.

The Contractor shall submit his proposals for support of excavations to the Engineer for
approval prior to commencement of excavation.

301.3.5

Rock Excavation - Rock

DELETED

301.3.6 Marshy Excavation

This clause shall remain unchanged as in MOSRT&H specification.


301.3.11 Disposal of Excavated Materials

The first paragraph shall be deleted and the following substituted:


All materials arising from excavations required for reuse in the Works shall be the property of
the Employer. No material shall be removed from Site without the permission of the Engineer.
However, all surplus excavated materials shall be the property of the Contractor The material
obtained from the excavation of roadway, shoulders, verges, drains, cross-drainage works etc,
shall be used for filling up of (i) roadway embankment, (ii) the existing pits in the right-of-way
and (iii) for landscaping of the road as directed by the Engineer, including leveling and
spreading with all lifts and leads and no extra payment shall be made for the same.

Where suitable for reuse, existing granular base and sub-base materials removed as part of
the works shall be removed carefully and stockpiled and tested for re-use as granular sub-base
or otherwise as directed by the Engineer.

Delete the words upto 1000m from 3rd line of 2nd paragraph of this Sub-Clause.
Delete the 3rd paragraph of this Sub-Clause and substitute the following:

301.6

Preparation of Cut Formation

This clause shall be deleted and the following clauses 301.6.1 to 301.6.3 substituted in its
place:
301.6.1

Preparation of Cut Formation in Soil Excavation

Unsuitable materials found in the sub-grade shall be removed as directed by the Engineer and
suitable fill material replaced, and compacted in accordance with the requirements of Clause
305, to not less than 95 % of the MDD determined by IS: 2720 (Part 8). Material with a high
moisture content shall be considered as unsuitable only on the basis of one or more of the
conditions stipulated in Clause 305.2.1.1 for unsuitable material.

Unsuitable materials shall be disposed of in accordance with Clause 301.3.11.

The bearing capacity of the sub-grade material (i.e. the in-situ material below the underside of
the granular base course) shall be tested in the laboratory in accordance with IS: 2720 (Part
16) at 97 % of the MDD determined in accordance with IS2720 (Part 8) and soaked for four
days. Where the CBR value is less than 10%, the sub-grade shall be strengthened by
constructing a capping layer and sub-base layer as indicated on the Drawings. Where the CBR
value is greater than 10 % but less than 30% the sub-grade shall be strengthened by
constructing sub-base layer as indicated on the Drawings.

Where indicated on the Drawings or directed by the Engineer, the sub-grade in soil
excavations shall be protected by the capping layer immediately after completion of the
preparatory works.

The cut formation in soil excavation, which serves as a sub-grade, shall be prepared to receive
the capping layer or sub-base immediately after completion of the excavation.

Where a capping layer is to be constructed and the material in the sub-grade that lies within
300 mm of the underside of the capping layer has a density less than 95% of the MDD
determined in accordance with IS: 2720 (Part 8), the same shall be loosened and conditioned
to bring the moisture content to within +2 %/ -3 % of the Optimum Moisture Content and
compacted in layers in accordance with the requirements of Clause 305, to not less than 95%
of the MDD determined by IS: 2720 (Part 8).

Where no capping layer is required and the material in the sub-grade that lies within 500 mm
of the underside of the sub-base has a density less than that specified in Table 300-2, the
same shall be loosened and conditioned to bring the moisture content to within +2/-3 of the
Optimum Moisture Content and compacted in layers in accordance with the requirements of
Clause 305, to not less than 97% of the MDD determined by IS: 2720 (Part 8).

If due to any reason (such as for example weather) the moisture content of the sub-grade
material cannot be reduced as specified by aeration and exposure to the sun, compaction of
the sub-grade shall be suspended and the Contractor shall submit alternative measures to the
Engineer for approval.

After satisfying the density requirements, the cut formation shall be prepared to receive the
capping layer or sub-base in accordance with Clause 310 and 311.

The finished cut formation shall comply with the surface tolerances described in Clause 902.

301.6.2

Preparation of Cut formation in Rock

301.6.3

The Capping Layer

Material for the capping layer shall be suitable fill material complying with Clause 305.2 of the
specification with a minimum CBR value of 15 % when tested in accordance with IS: 2720
(Part 16) at 97 % of the MDD determined in accordance with IS: 2720 (Part 8) after soaking
for four days.

The capping layer shall be constructed to the lines and levels shown on the Drawings in
accordance with Clause 305 of the Specification to not less than 97 % of the MDD determined
in accordance with IS: 2720 (Part 8).

The finished formation of the capping layer shall comply with the surface tolerances for subgrade described in Clause 902.

301.7

Finishing Operations

Paragraph 3 of this clause shall be deleted.

408.1

Scope

The work shall consist of constructing cement concrete kerbs, natural stone kerbs, concrete

drawings. Where specified or indicated on the Drawings, the exposed up-stand face and top
surface of the kerbs shall be painted alternately in black and white, or yellow.

408.2

Cement Concrete Kerbs, Edgings and Channel Blocks

408.2.1

Materials

Unless otherwise described in the Contract, concrete kerbs, edgings, quadrants and channel
blocks shall be hydraulically pressed pre-cast blocks. During manufacture the kerbs/channel
blocks shall be subjected to a pressure of not less than 7 MPa. The method of manufacture
shall prevent the loss of the finer particles of cement during the pressing process.

The method of manufacture and testing shall comply with the requirements of IS: 5758, as
amended here below, and to the cross Clauses shown on the Drawings. All materials shall
conform to the requirements of IS: 5758 and as specified herein.

For all kerbs, and associated works specified in this clause, the cement shall be ordinary
Portland cement conforming with Clause 1006 of the Specifications. Kerbs shall be
manufactured using a concrete mixture containing not less than 350 kg of cement per cu.
metre of mix. The concrete when tested in accordance with IS: 516 shall attain a 28 days
compressive strength of not less than 30 MPa, determined on cubes specimens.

The top edge and front face of individual pre-cast kerb, channel or edging units shall not
deviate by more than 1 mm from the nominal profile when checked with a straight edge.

The Contractor shall submit samples of the various types of concrete kerbs for testing and
approval by the Engineer before commencing the work.

Sand / cement mortar for bedding shall comply with Clause 1304 of the Specification, except
as described below. Class 1 mortar shall be mixed in the proportions 1volume cement to 3
volumes fine aggregate. Water added shall be the least amount which will yield a mix of
suitable consistency for masonry work.

408.2.2 Construction Operations

After preparation and compaction of the granular sub-base pavement layer, the surface shall
be regulated under the line of the kerbs with additional sub-base material trimmed and
compacted to the lines and levels shown in the Drawings to provide the platform for
constructing the kerb or kerb and channel block foundation.

Pre-cast concrete kerbs, edgings and channels shall be laid and bedded in a layer of Class 1

mortar not less than 10 mm and not more than 40 mm thick, on a foundation of concrete
grade M 20. Kerbs shall be backed with grade M 20 concrete.

Joints between kerb stones, other than expansion joints shall be of uniform width not greater
than 4 mm and shall be filled with Class 1 mortar.

Expansion joints shall be provided through the kerbs, kerb foundation and kerb backing at 9
metre spacing along the kerb run. The joint filler shall be formed of 12 mm thick bitumen
impregnated fibre-board complying with IS: 1838 (Part 1).

Any unit of kerb, channel, edging and quadrant deviating more than 3 mm in 3 m from line
and level shall be made good by lifting and relaying.

408.2.3 Measurement

Cement concrete kerbs, edgings and channel blocks shall be measured separately in linear
metres for the complete item of work. No separate item will be made for kerb and/or channel
foundations, concrete backing, joints or expansion joints.

409.3.6.1 Materials

The bricks shall conform with IS: 1077, Class 10. The brick size shall be 230 mm x l00 mm x
70 mm. The Contractor may propose to use alternative brick sizes if local alternative standard
sizes are readily available.

The bricks shall have smooth rectangular faces with sharp edges and comers and emit a clear
ringing sound when struck with a metallic tool.

The laying course shall consist of sharp sand or crushed rock complying with grading Zone I or
Zone II of IS: 383, and shall contain not more than 3 % passing on 0.075mm sieve. The sand
shall be obtained from a single source, allowed to drain before use and shall be covered with
suitable sheeting during storage to minimise moisture changes. Filler sand shall be finer than
1.2 mm and shall contain 5 10% silt material.

409.3.6.2 Construction Operation

Prior to laying the brick panels, the edges of the panel shall be constructed from two rows of
bricks placed side by side on end, to depth of 230 mm. The edging bricks shall be embedded
in concrete grade M20 (nominal mix), as indicated in the Drawings. The brick paving shall be
laid to the required lines and levels on a 30 mm thick sand bedding course over sub-base
material laid and compacted in accordance with Clause 401 of the Specifications.

The bricks shall be laid on their sides to a depth of 100 mm in a herring-bone pattern with
joints at right angles. No panel shall be constructed with bricks having positive and negative
size tolerances. Bricks shall be selected so that bricks with a positive size tolerance shall be
used in the same panel and bricks with a negative tolerance used in other panels.

Bricks shall be laid so that the maximum width of joint is no more than 3 mm. The brick paving
shall be consolidated after placing using a small vibrating plate compactor fitted with rubber
pads or similar approved method in order to ensure the bricks are well bedded. Fine dry sand
with a particle size of less than 1.2 mm shall be brushed into the joints during this process
until no further sand is absorbed.

409.4

Measurements for Payment

Finishing to footpaths, medians, separators and other paved areas shall be measured in plan in
square meters between the inside edge of kerbs, walls and edgings for the complete items of
work. No separate items will be made for base concrete or bedding materials or jointing or
dividing strips or Alkathene sheets. However, for paving with Kota Stone, Granite Stone, or insitu Terrazzo, measurement shall be made separately for (i) over new concrete base and ii)
over existing bedding or concrete base. Separate measurements shall be made for risers of
steps, skirting, walls or dado where specified. No deduction shall be made nor extra paid for
any opening in the paving upto 0.1 square meter. Nothing extra shall be paid for paving the
area at different levels in the same work area.

Construction

502.4.1 Equipment

The bituminous primer shall be applied using a purpose built self-propelled pneumatic tyred
pressure distributor equipped with internal heaters, suitable pump and compressor and reflux
valves. The primer distributor shall be equipped with spray bar and nozzles capable of applying
the material uniformly at the specified coverage. The distributor shall be fitted with a low
speed odometer to control the speed of the distributor.

Spraying by manual methods may be allowed for small areas at the discretion of the Engineer.

The Contractor shall provide spray mats at the start and end of each spray run to prevent
multiple layers of prime coat accumulating at day joints.

502.4.2 Preparation of road surface

This clause shall be deleted and following substituted:


The primer shall be applied to the upper surface of the wet mix macadam granular base layer,
over which the bituminous base course is to be laid or concrete block pavement is to be
constructed. The surface to be primed shall be swept clean, free from dust and shall be
surface dry. Any build up of fine material on the surface of the base which in the opinion of the
Engineer will prevent the proper penetration of the bituminous prime coat shall be removed by
mechanical brushing or other approved methods so that the matrix of the base is exposed.
Power brooms may be supplemented with power blowers and hand brushing as directed by
the Engineer.

Any areas of the surface that are unduly loosened by this operation shall be rectified prior to
spraying the bituminous prime coat.

502.4.3

Application of Bituminous Primer

This clause shall be deleted and following substituted:


The bituminous primer shall be applied over the surface, prepared as Clause 502.4.2 above,
using a pressure distributor complying with Clause 503.4.1, to provide a uniform unbroken
spray of primer.

The surface to be primed shall be substantially surface-dry and free of any visible surface
water. If the surface to be primed has become completely dried, it shall be dampened by a
light spray of water immediately prior to priming. However, the bituminous material shall not
be applied until such time as any areas of excess water have been allowed to dry.

The primer shall be applied at the rate determined in Clause 502.2.

At no time shall the spray bar be opened while the distributor is stationery, other than for
unblocking nozzles into a suitable container.

The temperature of application of the primer need only be high enough to permit the primer to
be effectively sprayed through the jets of the spray bar and to cover the surface of the
granular base uniformly at the desired rate of spray.

The desirable ranges of temperatures at the time of application are:

If the primer has not been absorbed within 36 hours after application, sand shall be spread
over the surface to blot up any excess primer. Care shall be taken to prevent over priming;
any pools of excess primer left on any part of the surface shall be swept out over the adjacent
surface before spreading sand.

502.4.4 Curing of Primer and Opening to Traffic

This clause as in MOSRT&H specifications shall be deleted and following substituted in its
place:
Before opening the primed surface to any kind of traffic, it shall always be ensured that the
primed surface is fully cured and is not tacky so that it is not picked up on the wheels of the
vehicles. Normally, the primed surface shall be allowed to cure for not less than 36 hours and
during this period no traffic of any kind shall be permitted.

502.4.5

Laying of Bituminous Course over Primed Surface

810.2.2 Steel Beam Elements

Delete this Sub-Clause and substitute the following:


After all fabrication and welding has been completed the steel beam elements, terminal
sections and posts shall be thoroughly cleaned and hot dip galvanised in accordance with
IS:2629 with a minimum zinc coaling of 140 microns. The galvanising of all other steel parts
shall conform with galvanised to IS:2629, to provide a minimum thickness of zinc coating of 85
micron.
The galvanised sections shall be treated with an etch primer complying with IS:5666 and
coated with a suitable primer before applying the finishing two coats of approved epoxy paint,
with a minimum dry film thickness of 175 microns.
0All fittings (bolts, nuts, washers) shall conform to IS: 1367 and IS: 1364.
After site erection all nuts are to be spot welded to the ends of the bolts. After removal of slag
the areas damaged by the welding and any other areas of damaged paint shall be rectified by
applying one coat of approved zinc rich paint and two coats of epoxy paint to match the
original paint.

811

Road Traffic Signals

811.1.

General

The following shall be added to Sub-Section 811.1 of the MOST Specification;-

Road Traffic Signal shall consist of furnishing and installing all materials and equipment
necessary to complete traffic signals in accordance with the Drawings, the Specifications or as
instructed by the Engineer.
The location of poles, signals, controllers and appurtenances shown on the Drawings are
approximate and the Engineer will direct the exact location on the Site.
The work shall cover the supply, delivery to site, erection, test and commissioning of all
material and equipment in connection with the Electrical Installation to the extent described
and shown on the Drawings and includes but is not necessarily limited to:
1) Preparation and submission of Shop Drawings
2) Submission of detailed Material Supply Lists
3) All work associated with the removal of sections of the existing systems and the
incorporation of the remaining sections in the permanent works.
4) All other electrical equipment and services required to complete as usable and operable
facility in accordance with the pertinent electric codes and local regulations for Electrical
Installation
The work covered by this Contract shall be carried out in accordance with the regulations
issued by the local Electricity Authority and with the applicable standards and following codes.

standard material manufactured for pole line construction.
Complete Electronic Mechanism

The following shall be added to Sub-Section 811.2 of the MOST Specification;Each unit of traffic signals shall consist of a complete electrical mechanism for controlling the
operations of traffic, including the following :
- Control equipment housing cabinet;
- Timing mechanism;
- Auxiliary equipment for timing control; and
- Poles and signal heads consisting of optical units with brackets and fittings.

811.3

Materials

811.3.1

Signal Foundations

Delete Sub-Clause 811.3.1 of the MOST Specification and substitute the following;Foundations shall be constructed of M20 grade of concrete, unless otherwise noted on the
Drawings. All details shall meet the applicable requirements of the related Specifications. The
Contractor shall submit construction drawings of the foundations for the Engineer's approval.
Anchor bolts shall conform to the specifications of related standard or equal, and each shall be
provided with 2 nuts and washers. Bolts, nuts and washers shall be galvanized.
The bottom of concrete foundations shall rest on firm ground. Foundations shall be poured in
one pour where practicable. The exposed portions shall be formed to present a neat
appearance. The footing shown on the Drawings shall be extended if conditions require
additional depth.
Forms shall be true to line and grade. Tops of footings for poles, except special foundations,
shall be finished to ground line or sidewalk grade, unless otherwise noted on the Drawings or
directed by the Engineer.
Forms shall be rigid and securely braced in place. Conduit ends and anchor bolts shall be
placed in proper position and to proper height, and shall be held in place by means of a
template until concrete sets.
Plumbing of poles shall be accomplished by adjusting leveling nuts. Shims, or other similar
devices for plumbing or raking will not be permitted.
Both forms and ground which will be in contact with the concrete shall be thoroughly
moistened before placing concrete. Forms shall not be removed until the concrete has set at
least 3 days.
A "rubbed surface finish" shall be applied to exposed surfaces of concrete in accordance with
the requirements.
Where obstructions prevent construction of planned foundations, the Contractor shall construct
an effective foundation, satisfactory to the Engineer.

811.3.2

Constructional Requirements

Add the following to Sub-Section 811.3.2 of the MOST Specification;-

811.3.2.1

Signal Poles

Signal poles shall be handled in such a manner that they will not be damaged in loading,
unloading and erecting. Any parts that are damaged due to the Contractor's operations shall
be repaired or replaced at the Contractor's expense, to the satisfaction of the Engineer. Signal
poles shall not be erected on concrete foundations until foundations have set at least 72 hours,
and shall be raked sufficiently to be plumb after all load has been placed, or as otherwise
directed by the Engineer.

Signal pole shall be made of Galvanized Iron pole and painting with red oxide primer and two
coat of traffic yellow paint. The pole shall have junction box and earthing.

811.3.2.2

Feeder Pillar

811.3.2.2.1

Feeder Pillar Construction

Construction: The panel and the door shall be made of fully finished steel iron not less than 4
mm in thickness with necessary frame work. The welding for all outside joints shall be of
smooth finishing.

811.3.2.2.2

Feeder Pillar Factory work:

The panel shall be completely assembled and wired at factory. Main and small wiring shall be
of easy access for maintenance purpose and inspection purpose. Small wiring shall be
effectively isolated from the main wiring. Field work shall be limited to placing cabinets and
equipment and connecting field wiring to field terminal strips.

811.3.2.2.3

Feeder Pillar Name plates:

Each panel one or more name plates for identification. Name plate shall be made of laminated
plastic with white characters to show through a black top layer when cut or engraved,

811.3.2.2.4

Feeder Pillar Panel keys:

Panels shall be fitted with a master key lock.

Feeder Pillar Paint:

Feeder Pillars shall be painted with two coats of approved zinc based paint, plus such finishing
coat as the Engineer may direct. Any exterior surface made of aluminum or galvanized iron
does not require any painting.

811.3.2.2.6

Feeder Pillar Circuit Breakers:

The circuit breakers shall be molded case, rated for 600-volt AC service. The circuit breakers
shall have 3-poles unless otherwise noted.

811.3.2.2.7

Feeder Pillar Switch Boards:

The feeder pillar shall have switch board for operation purpose

811.3.2.2.8

Feeder Pillar Watt Hour Meters:

A watt hour meter approved by CESC shall be provided.

811.3.2.2.9

Feeder Pillar Control Equipment:

Controller equipment is microprocessor type based auto/manual traffic sequence controller,


junction box and other accessories necessary to equip the controller fully. All controller shall
be full equipped to meet method of control specified for intersection and shall be capable of
expansion, up-gradation including synchronization with set of signal on site at future date.
Controller shall be equipped for taking seven phases including Pedestrian phases. Controller
shall be capable of operating in the following modes.
-1. Fixed Time
-2. Demand Dependent as per plan
-3. Manual
-4. Flashing
There should be a provision of 8 Set of Plan a day and to be operated by 230V. AC.

811.3.2.3

Control cable:

Control cable to be used for traffic signal shall be minimum cross sectional area are 1.5mm,
copper PVC insulated armored cable 1100 voltage grade as per IS: 1554. Number of cores is
shown in the drawings shall be required. Power cable incoming to the feeder pillar shall be
aluminum PVC armored cable 1100V grade.

811.3.2.4

Signal Aspect:

All signal aspects shall be installed as shown on the Drawings. Signal aspect shall not be
installed at any intersection until all other signal equipment, including the controller, is in place
and ready for operation at that intersection, except that the signal heads may be mounted if
the faces are covered.
Signal aspect shall have signal head of size 300mm dia including lamps, visor, lenses of
appropriate color, aluminum reflectors, symbols, brackets, frame works, clamping bars, flexible
wires and flexible pipes etc for side mounting, wiring etc. for per aspect of signal head. The
signal head shall be made of fiber glass.

811.3.2.5

Services:

Unless otherwise noted on the Drawings, each service point shall include a meter base
installed in accordance with serving utility requirements, a three wire service breaker of size
noted on the Drawings, the necessary conduit risers and grounding assembly. Cost for service
work is included in respective pay items and not paid separately.
In general, all multiple lighting will be 220 volts, 50 Hz as noted on the Drawings.
The Contractor shall request to the Engineer the arrangement of service connection with
necessary drawings and documentation. The Engineer shall then, upon request of the
Contractor, make arrangements with the serving utility to complete the service connections.
The serving utility connection costs, but not the electrical energy consumption, will be charged
to the Contractor.

811.3.2.6

Quality Assurance

For the actual fabrication, installation, and testing of the work described in this Clause, the
Contractor shall use only thoroughly trained and experienced personnel who are completely
familiar with the requirements for this work and with the installation recommendations of the
manufacturers of the specified items.
In acceptance or rejection of the installed electrical system, no allowance will be made for lack

of skill on the part of installers.


Installers shall hold the relevant valid certificates complying with Indian Regulations. All work
shall comply with the Drawings and this Specification, in addition to complying with the codes
and regulations as indicated in 811.1.7. Standard and regulations.

811.3.2.7

Drawings and Documents

The Contractor shall refer to all relevant drawings to ascertain for himself the location and
routes of all other utility services so as to maintain adequate clearance between electrical and
other services. The supplied drawings indicate the arrangement of the work. The Contractor is
required to provide working drawings showing the exact routes of all underground cables and
ducts, the exact run of all conduits and trunking, the location of manholes, draw-in and
junction boxes, the number and size of wires in each conduit or trunking, the final connection
arrangements at feeder pillar box, the detail of ducts and the method of fixing feeder pillar box
for the approval of the Engineer before commencing any portion of the Works.

All such

working drawings shall be submitted in duplicate and within the periods stipulated below:
Details of ducts and method of fixing feeder pillar box: Working drawings shall be submitted to
the Engineer, for the approval, by the Contractor within two months after the commencement
of works.
All other working drawings shall be submitted within a period of one month from the date of
approval of the feeder pillar box by the Engineer.
Should however the Contractor be obliged to install electrical conduits prior to this period then
he shall submit the relevant working drawings at least four weeks prior to the proposed date
for commencement of the work
The Contractor shall submit a program with the working drawings

811.3.2.8

As Built Drawings and Documents

Upon completion of the work, the Contractor shall submit "As-Built" drawings, or any data
therefor as required by the Engineer, showing in detail all construction changes, especially
location and depth of conduit and completed schematic circuit diagram.
The drawings shall be on sheets conforming to the standard contract Drawings. Corrected
drawings shall be made on full sized sheets and not on reduced size prints.
On completion of testing, the Contractor shall make "as built" drawings of plans and circuit
diagrams, which clearly indicate any modifications, which have been made to the original
design.

811.4

Tests

Add the following to Sub-Section 811.4 of the MOST Specification;Prior to completion of the work, the Contractor shall cause the following tests to be made on
all traffic signal in the presence of the Engineer.
1) Test for continuity of each circuit.
2) Test for grounds in each circuit.
3) A mega test on each circuit between the conductor and ground with all switch boards,
panel boards, fuse holders, switches, socket outlets and over current devices in place and all
readings recorded. The Contractor shall furnish the Engineer with three copies of the test
results identifying observed readings with their respective circuits. The insulation resistance
between conductor and ground shall be not less than 8 mega ohms.
4) Any change in the above stated minimum readings is required to the Engineers approval.
Such approval must be in writing, following written application by the Contractor.
5) A functional test in which it is demonstrated that each and every part of the system
functions as specified or intended herein.
Any fault in any material or in any part of the installation revealed by these tests shall be
replaced or repaired by the Contractor in a manner approved by the Engineer, and the same
test shall be repeated until no fault appears.
On completion of testing, the Contractor shall make "as built" drawings of plans and circuit
diagrams, which clearly indicate any modifications, which have been made to the original
design.

811.5

Maintenance of Traffic Signals

Delete sub-Section 811.5 of the MOST Specification and substitute the following;The Contractor shall furnish to the Employer any guarantee or warranty required as a normal
trade practice in connection with the purchase of any materials or items used in the
construction of road traffic signal system or systems included in this Contract.
Upon completion of the work, and as a condition of its acceptance, the Contractor shall supply
to the Engineer three copies of a Manual for the maintenance and operation of all electrical
installations and a parts list sufficient for the ordering of parts

811.6

The measurement for Road Traffic Signal shall be by Lump Sum for each intersection for
complete work as specified and as per drawings.
Twenty percent (20%) of the Lump Sum price shall be certified for payment on the Engineers
approval of the proposed materials and working drawings. Thirty percent (30%) of the Lump
Sum price shall be certified for payment when the Road Traffic Signal erection work of
corresponding junction is commenced. The other fifty-percent (50%) shall be certified for

tested to the satisfaction of the Engineer.
No payment under Clause 9.0 in General Conditions of Contract with regard to the materials

General

method in due course of the construction, however generally as follows:

High-Strain Dynamic Testing of Bored and Cast-in-Situ Piles

The methodology of carrying out load test shall be as described below:

1113.2.1

Description

High-strain dynamic testing is performed by obtaining and analyzing records of pile force and
velocity under drop weight impacts for evaluations of pile load carrying capacity, structural
integrity and load movement and pile- soil load transfer relationships. The following are
specifications and instructions for high-strain dynamic testing of drilled and cast-in-place
foundation piles.

This work shall consists of furnishing all materials, equipment and labour necessary for
conducting high-strain dynamic tests on bored and cast-in-place piles(hereafter each noted as
test pile). The contractor will be responsible for conducting the test, but will be required to
supply material and labour as hereinafter specified and including prior to, during and after the
load test. High-strain dynamic testing is a non-destructive quick test and it is intended that the
test pile be left in a condition suitable for use in production. Testing procedures shall conform
to the ASTM D 4945 specification unless as otherwise noted below. The pile used for the test
will be instrumented, as approved by the Engineer, meeting requirements outlined in the ASTM
D 4945 specification as well as those outlined below.

1113.2.2

Equipment

The Contractor shall supply all the materials and equipment required to prepare the test pile,
dynamically load the pile, and return the pile to a condition suitable for use in the finished
structure. Equipment required to perform the test includes but is not limited to:

1) If the pile top is not cast with green concrete to a height of one and half times the pile
diameter, then the pie has to rebuilt accordingly. The strength of the concrete in the built-up
portion shall be equal to or higher than the pile concrete in order to withstand the impact of
the falling hammer. This top length, defined as the test area must be exposed and readily
accessible by the testing Engineer at this time of the test. If the pile top is below grade, then
the Contractor must have equipment available to remove surrounding soil (creating a safe
working environment) so as to completely expose a test area of the pile as described above.

2) Means to insure flat, level,(axial to pile) and solid concrete pile top.

3) A drop weight of a minimum of 1 to 2 percent (1 to 2%) of the anticipated pile capacity, or


as determined by the Engineer.

4) At least two strain transducers and two accelerometers to the pile near the pile head during
initial driving or at a convenient location during restrike testing. A cable or wireless
transmission connects the sensors near the pile head with the Pile Driving Analyzer located at
a safe distance from the pile, but not more than 100m from the pile.

5) The dynamic monitoring shall be performed using a Pile Driving Analyzer (Model PAK,PAX or
PAL). All equipment necessary for dynamic monitoring such as sensors, cables or wireless
transmitters, etc. shall be furnished by the Dynamic Testing Consultant. The equipment shall
conform to the requirements of ASTM D 4945.

6) A winch and tripod or crane capable of free falling the hammer with its single line shall be
arranged at site. A guide should be provided for allowing variable drop heights typically
between 1 to 2m, or as determined by the Engineer.

7) A pile top cushion consisting of plywood with total thickness of a minimum of 50mm or
determined by the Engineer.

8) A steel striker plate/steel helmet with a thickness of at least 50mm and not less than the
area of the impacting surface of the drop weight to be placed on top of the plywood cushion.

9) If protruding reinforcing bars are present, the Contractor has the option to incorporate the
reinforcing steel in the test area. Upon successful completion of the dynamic test, the
surrounding concrete can then be removed as to make the pile suitable for use in the
structure. If the Contractor selects not to incorporate the steel in such a manner as described
above, then a steel beam or pipe (cross sectional area approximately 20% of the pile cross
sectional area) shall be supplied with sufficient length such that the ram impact will not
interfere with the reinforcing bars. Steel striker plate/helmet and plywood cushion must also
be sized so that they cover as much of the impact area as possible.

1113.2.3

Dynamic Testing Firm:

The dynamic testing firm must supply/hire the following testing instrumentation in addition to
that outlined in ASTM specification D 4945-00 Section 5 :

1) Pile Driving Analyzer (PDA) manufactured by Pile Dynamics, Inc, Model PAK,PAX or
PAL.
2) Four calibrated strain transducers.
3) Four calibrated accelerometers.

Prior to performing the dynamic test, the Contractor will be provided with soil borings, pile
installation records, concrete properties (strength. etc) and details regarding the anticipated
dynamic loading equipment. The Contractor/the PDA Testing Service provider is required to
perform wave equation analyses(using GRLWEAP or equivalent) to determine the suitability of
the proposed dynamic loading equipment and an acceptable range of ram drop heights so as
not to cause damage in the pile during the test.

1113.2.4 Procedure:

1) The test pile shall be constructed using the approved installation techniques.
2)

Prior to testing time, the Contractor shall make the pile test area length completely

accessible for the PDA Teat.


3)

The Contractor under his direction, shall smooth (by grinding) areas around the pile

circumference such that proper sensor attachment can be accomplished.


4)

Sensors shall be attached by the Contractor/ the PDA Testing Service provider to the

exposed concrete or steel casing in a secure manner as to prevent slippage under impact.
5) Pile top should be examined to insure concrete is flush with or above the casing.
6) Apply plywood cushion and then striker plate/ steel helmet to the pile top. If reinforcing bar
protrudes from the pile top, then the steel beam or pipe(used to transfer the impact to the pile
top,) should be secured in such a manner as not to move under impact.
7) At least two (2) hammer impacts should be applied to the pile top. First drop height should
be minimal to allow the Engineer of the PDA Testing Service provider to assess the testing
equipment, the driving system and pile stresses. Subsequent impacts can then be applied by
utilizing sequentially higher drop heights until either stresses in the pile are excessive or the
pile permanent set for the applied impact exceeds 2.5mm.
8)

Upon completion of the test, it is the Contractors responsibility to return the pile to

acceptable production condition.

1113.2.5

Reporting of Results:

It is the Contractors responsibility to submit a timely report of the testing results. In addition
to the field results, results from at least one (1) CAPWAP analysis (CAse Pile Wave Analysis
Program) shall be submitted. CAPWAP analyses shall be performed by an engineer that has
achieved Advanced Level or better on the Foundation QA Examination for Providers of PDA
Testing Services. The report must also provide the following:

1) Wave Equation analysis results obtained prior to testing


2) CAPWAP analysis results
3) For each impact the maximum measured force, maximum calculated tension force,
transferred energy to the sensor location, corresponding stresses, and the Case Method
bearing capacity.
4) Assessment of the test results both with respect to pile capacity and integrity.

1704.2.4 Proportions and Batch Weights

The following Clause 1704.2.4 shall be added to the MOSRT&H Specification:The Contractor will designate, subject to the approval of the Engineer, the weight in kilograms
of fine and coarse aggregate (in a saturated surface-dry condition) per cubic meter of concrete
for the specified class of concrete and these proportions shall not be changed except as
provided in the paragraphs immediately following. In addition, the Contractor will designate,
subject to the approval of the Engineer, the batch weights of aggregate after he has made

moisture determinations and corrected the saturated surface-dry weights for free moisture.

Unless the Engineer shall give prior approval to the contrary, the proportions of the mix in all

Contractor may substitute approved volumetric measuring devices in lieu of weighing devices.
In such event, weighing will not be required but the volumes of coarse aggregate and fine
aggregate measured into each batch shall be those designated by the Contractor, subject to
the prior approval of the Engineer.

1704.2.5 Adjustment for Workability

The following Clause 1704.2.5 shall be added to the MOSRT&H Specification:


If it is found impossible to obtain concrete of the desired placeability and workability with the
proportions originally designated by the Contractor, he will make such changes in aggregate
weights as are necessary, provided that in no case shall the cement content originally
designated be changed. Any such changes of aggregate proportions will require the prior
approval of the Engineer.

1704.2.6 Adjustment for Water Content

The following Clause 1704.2.6 shall be added to the MOSRT&H Specification:


If, when using the designated cement content, it is impossible to produce concrete having the
required consistency without exceeding the water content specified, the cement shall be
increased at the designation of the Contractor so that the maximum water/cement ratio will
not be exceeded. Any such changes will require the prior approval of the Engineer.

1704.2.7 Adjustment for New Sources

The following Clause 1704.2.7 shall be added to the MOSRT&H Specification:

1707.1 Batching Plant Equipment

General

The batching plant shall include bins, weighing hoppers and scales for the fine aggregate and
for each separated size of coarse aggregate. If cement is used in bulk, a bin, hopper and
scales for the cement shall be included. The container shall be watertight. Provision
satisfactory to the Engineer shall be made for batching other components of the mix at the
batching plant, which may be either stationary or mobile type. It shall be always properly
leveled within the accuracy required for proper weighing

Bins and Hoppers

Bins with adequate separate compartments for fine aggregate and for each required size of
coarse aggregate shall be provided in the batching plant. Each compartment shall discharge
efficiently and freely into the weighing hopper.

Means of control shall be provided so that as the quantity desired in the weighing hopper is
being approached, the material may be added slowly and shut off with precision. A port or
other opening for removing any overload of the several materials from the hopper shall be
provided. Weighing hopper shall be constructed so as to discharge completely.

Scales

The scales for weighing aggregates and cement shall be of either the beam type or the
springless dial type. They shall be accurate within one-half of 1 under operating conditions
throughout the range of use. Ten weights of 25 kilograms each shall be available for checking
accuracy. All exposed fulcrums, clevises and similar working parts of scales shall be kept clean.
When beam-type scales are used, provision shall be made for indicating to the operator that
the required load in the weighing hopper is being approached. The device shall indicate at
least the last 100 kilograms of load and up to 25 kilograms overload.

All weighing and indicating devices shall be in fall view of the operator while charging the
hopper and he shall have convenient access to all controls. Cement may be measured by
weight, or in standard sacks considered to weigh 50 kilograms net. When measured by weight

a separate, satisfactory scale and hopper shall be provided together with a boot or other
approved device to transfer the cement from the weighing hopper. Satisfactory manner of
handling shall be employed. Batching shall be so conducted as to result in the weights of
material required, within tolerances of 1% for cement and 2 % for aggregates.

Concrete Mixing Equipment

Each mixer shall have attached to it in a prominent place a manufacturer's plate showing the
capacity of the drum in terms of volume of mixed concrete and the speed of rotation of mixing
drum.

Mixers at Site

Mixers at the Site shall be approved drum-type capable of combining the aggregates, cement,
water and admixtures into a thoroughly mixed and uniform mass within the specified mixing
period and of discharging the mixture without segregation. The mixer shall be equipped with a
suitable charging hopper, water storage, and a water measuring device, accurate within 1%.
Controls shall be so arranged that the water can be applied only while the mixer is being
charged. The discharge level shall lock automatically until the batch has been mixed the
required time after all materials are in the mixer. Suitable equipment for discharging the
concrete on to the load-bed shall be provided. The mixer shall be cleaned at suitable intervals.
The pick-up and throw-over blades in the drum shall be replaced when they have lost 10 % of
their depth.

Central Plant Mixers

These mixers shall be of approved drum type capable of combining the aggregates, cement,
water and admixtures into the thoroughly mixed and uniform mass within the specified mixing
period and of discharging the mixture without segregation. Central plant mixers shall be
equipped with an acceptable timing device that will not permit the batch to be discharged until
the specified mixing time has elapsed. The water system for a central mixer shall be either a
calibrated measuring tank or a meter and shall not necessarily be an integral part of the mixer.

The mixers shall be cleaned at suitable intervals. They shall be examined daily for changes in
interior condition. The pick-up and throw- over blades in the drum shall be replaced when they
have lost 10 % of their depth.

Concrete Transportation Equipment - Truck or transit mixers

These shall be equipped with electrically actuated counters by which the number of revolutions
of the drum or blades may readily be verified and the counters shall be actuated at the
commencement of mixing operations at designated mixing speeds. The mixer when loaded
shall not be filled to more than 60 of the drum gross volume. The mixer shall be capable of
combining the ingredients of the concrete into a thoroughly mixed and uniform mass and of
discharging the concrete with a satisfactory degree of uniformity.

Except when intended for use exclusively as agitator truck mixers shall be provided with a
water measuring device to measure accurately the quantity of water for each batch. The
delivered amount of water shall be within plus or minus 1% of the indicated amount.

Concrete Compaction Equipment Vibrators

Unless otherwise directed, the concrete shall be consolidated with approved screed vibrator or
mechanical vibrators in the concrete. In addition, external vibrators shall be used at locations
directed by the Engineer. When required, vibrating shall be supplemented by hand spading
with suitable tools to assure proper and adequate compaction.

The vibrators shall be of a type approved by the Engineer, with a minimum frequency of 3500
impulses per minute and shall be capable of visibly affecting a properly designed concrete. The
number of vibrators used shall be sufficient to consolidate the concrete properly within 10
minutes after it is deposited in the forms and in addition spare vibrators shall be available. All
concrete works shall be compacted using vibrators.

Mixing Concrete

The following paragraphs shall be added to Clause 1708 of the MOSRT&H Specification:General

Concrete shall be mixed at central mixing plant. Concrete may mixed at the Site or truck mixer,
or by a combination of central plant and truck mixing prior approval by the Engineer. No
concrete shall be mixed, placed, or finished when the day light is insufficient, unless an
adequate and approved artificial lighting system is operated.

Mixing at Site

Concrete shall be mixed in a batch mixer of the type and capacity approved by the Engineer.
Mixing time shall be as designated by the Contractor, subject to the prior approval of the
Engineer, but the mixing time shall not be less than 1.5 minutes after all the materials have
been introduced into the mixer. Charging of water into the mixer shall begin before the cement
and aggregates enter the drum. During mixing, the drum shall be operated at the speeds
specified by the manufacturer. Pick-up blades in the drum of the mixer which are worn down 2
cm or more at any part must be replaced.

The volume of a batch shall not exceed the manufacturer's rated capacity of the mixer without
written permission of the Engineer. No mixer of which rated capacity is less than a one-bag
batch shall be used.

Concrete shall be mixed only in such quantities as are required for immediate use, and
concrete which is not of the required consistency at the time of placement shall not be used.

Entire content of the mixer shall be removed from the drum before materials for the next
batch are placed therein. Upon cessation of mixing for a considerable length of time, the mixer
shall be cleaned thoroughly. Upon resumption of mixing, the first batch of concrete material
placed in the mixer shall contain sufficient sand, cement, and water to coat the inside surface
of the drum without diminishing the required mortar content of the mix.

Central Plant Mixing

When mixed at a central plant, the mixer and methods used shall be in accordance with the
requirements of this Specification. Mixed concrete shall be transported from the central mixing
plant to the site of work in agitator or non-agitator trucks approved by the Engineer.

Re-tempering Concrete

Re-tempering concrete by adding water or by other means will not be permitted. Concrete that
is not within the specified slump limits at the time of placement shall not be used. Admixtures
for increasing the workability or for accelerating the set will be permitted only with the written
approval of the Engineer.

1709

Transporting, Placing and Compaction of Concrete

The following paragraphs shall be added to Clause 1709 of the MOSRT&H Specification:1709.1

Transporting Materials

1709.1.1 Transporting Aggregate

For mixing at the Site, aggregates shall be transported from the central batching plant and/or
quarries to the mixer in batch boxes, vehicle bodies, or other containers adequate to carry
properly the batch required. Partitions separating batches shall be adequate and effective to
prevent spilling from one compartment to another while in transit or while being dumped.

1709.1.2 Transporting Cement

Cement in original shipping containers may be transported on top of the aggregates. The
number of sacks of cement required for each batch shall be placed on the aggregates for that
batch. Sacked cement shall be emptied into the aggregates prior to dumping into mixer.
Batches shall be delivered to the mixer separately and intact. Each batch container shall be
dumped cleanly into the mixer without loss of cement or mixing or spilling of material from one
batch compartment into another.

1709.1.3 Transporting Concrete

Concrete shall be delivered to the Site and the discharge shall be completed within 45 minutes
after the introduction of the mixing water into cement and aggregates or if admixture is used
at a time to be determined by the Contractor, subject to the prior approval of the Engineer.

1709.2

Placing of Concrete

1709.2.1 General

Concrete shall be placed in such a manner as to avoid segregation and the displacement of
reinforcing bars and shall be spread in horizontal layers where practicable. Concrete shall be
placed where necessary inside forms by hand shovels arid in no instance shall vibrators be so
manipulated to transport concrete inside formwork. Care shall be taken to prevent mortar from
spattering forms and reinforcing steel and from drying ahead of the final covering with
concrete. When spattering has occurred the forms and steel shall be cleaned with wire brushes
or scrapers before concrete is placed around steel or in forms that have been spattered.

All chutes, troughs, and pipes shall be kept clean and free from coating of hardened concrete
or mortar.

Concrete shall be placed continuously throughout each section of the structure or between
indicated joints if shown on the Drawings or as directed by the Engineer

If in an emergency it is necessary to stop placing concrete before a section is completed,


bulkheads shall be placed as the Engineer may direct and the resulting joint shall be deemed a
construction joint, and treated as specified herein below.

Concrete in slab spans shall be placed in one continuous operation and in one layer for each
span, unless otherwise shown on the Drawings.

The construction procedure for the concrete deck slab on steel box girders shall be so
arranged as to eliminate excessive stress in new or latest placed concrete.

Immediately before placing concrete, the top surface of the previously placed concrete shall be
chipped off with a sharp hand tool until the aggregate is exposed and cleaned. The Contractor
shall check all falsework for shrinkage and settlement, and shall tighten all wedges to ensure
minimum deflection of all formwork.

1710

Construction Joints

The following paragraphs shall be added to Clause 1710 of the MOSRT&H Specification:
1710.1

General

Construction joints shall be located where shown on the Drawings or permitted or instructed
by the Engineer. Construction joints shall be perpendicular to the principal lines of stress and
in general shall be located at points of minimum shear.

At horizontal construction joints, details shall be as approved by the Engineer. Before placing
fresh concrete, the surfaces of construction joints shall be sandblasted or washed and
scrubbed with a wire brush to expose clean aggregate, drenched with water until saturated,
and kept saturated until the new concrete is placed. Immediately prior to placing new concrete
the forms shall be drawn tight against the concrete already in place. Concrete in substructures
shall be placed in such a manner that all horizontal construction joints will be truly horizontal.

Where vertical construction joints are necessary, reinforcing bars shall extend across the joint
in such a manner as to make the structure monolithic. Special care shall be taken to avoid
construction joints through paneled wing walls or other large surfaces which are to have an
architectural finish. Necessary dowel, load-transfer devices, and bonding devices shall be
placed as shown on the Drawings or directed by the Engineer.

1710.2

Expansion Joints

Expansion joints shall be the type, and be located and formed as required on the drawings.

1710.3

Open Joints

Open joints shall be constructed where shown on the Drawings by insertion and subsequent
removal of a wooden strip, metal plate, or other approved material. The insertion and removal
of the template shall be accomplished without chipping or breaking the comers of the
concrete. Reinforcement shall not extend across an open joint unless so specified on the
Drawings.

1710.4

Steel joints

The plates, or other structural shapes shall be accurately shaped at the shop to conform to the
section of the concrete floor. The fabrication and painting shall conform to the requirements of
the manufacture's specifications. When called for on the Drawings or in the Specification, the
material shall be galvanized in lieu of painting. Care shall be taken to ensure that the surface
in the finished plane is true and free of warping.

Positive methods shall be employed in placing the joints to keep them in correct position
during the placing of the concrete. The opening at expansion joints shall be that designated on
the Drawings at normal temperature, and care shall be taken to avoid impairment of the
clearance in any manner.

1711

Concreting under Water

The following paragraphs shall be added to Clause 1711 of the MOSRT&H Specification:
Concrete shall not be deposited in water except with the approval of the Engineer and with his
immediate supervision, and by the method described herein.
To prevent segregation, the concrete shall be carefully placed in a compact mass in its final
position by means of a tremie tube or pipe. Concrete shall not be placed in running water. The
method of depositing concrete shall be so regulated as to produce approximately horizontal
surfaces.

Concrete seals shall be placed in one continuous operation. When a tremie tube or pipe is
used, it shall consist of a tube or pipe not less than 25 centimeters in diameter, constructed in
sections having flanged couplings fitted with gaskets. The means of supporting the tremie shall
be such as to permit free movement of the discharge end over the entire top of the concrete
and permit its being lowered rapidly when necessary to choke off or retard the flow. The
tremie shall be filled by a method that will prevent washing of the concrete. The discharge end
shall be completely submerged in concrete at all times and the tremie shall contain sufficient
concrete to prevent any water entry.

Dewatering shall proceed only when the concrete seal is considered strong enough to
withstand any pressures to be exerted upon it. This time will be decided by the Engineer. All
laitance or other unsatisfactory material shall be removed from the exposed surface by

scraping, jetting, chipping or other means which will not unduly injure the seal.

1712

Adverse Weather Conditions

The following shall be added as an introduction to Clause 1712 of the MOSRT&H


Specification:High ambient temperatures, strong sunshine and very high surface temperatures are to be
expected in Kolkata. Heavy rainfall can be expected frequently in Kolkata during the monsoon

1713

Protection and Curing

The following shall be added as an introduction to Clause 1713 of the MOSRT&H Specification.
Immediately after forms have been removed and finishing completed, all concrete shall be
cured by one of the following methods. The Engineer will specify the concrete surface
which may be cured by either method.

1713.1

Water Curing

The following paragraphs shall be added to Clause 1713.1 of the MOSRT&H Specification:The entire exposed surfaces of concrete shall be protected from the sun and the whole
structure shall be covered with wet burlap, cotton mats, or other suitable material approved by
the Engineer for a period of at least fourteen (14) days after placing. These materials shall be
kept thoroughly wet for the entire curing period. Kerbs, walls, and other surfaces requiring a
rubbed finish may have the covering temporarily removed for finishing, but the covering must
be restored as soon as possible.

All concrete slabs shall be covered as soon as possible with wet burlap or other suitable
material and kept thoroughly wet for at least fourteen (14) days. This covering material shall
not be cleared from the surface of the concrete slabs for a period of twenty-one (21) days.

If wood forms are allowed to remain in place during the curing period, they shall be kept moist
at all times to prevent them from shrinking.

1713.2

Steam Curing

This clause shall remain as in MOSRT&H specification, unchanged.

1713.3

Curing Compounds

The following paragraphs shall be added to Clause 1713.3 of the MOSRT&H Specification:
All surfaces shall be given the required surface finish prior to application of the curing
compound. During the finishing period, the concrete shall be protected by the water method of
curing.

Membrane curing compound shall be applied after the removal of forms, or after the
disappearance of surface water. It shall be sprayed on the concrete surface in one or more
coats at the rate recommended by the manufacturer.

Should the membrane seal be broken or damaged before the expiration of the curing period,
the damaged area shall be immediately repaired by the application of additional membrane
material.
The Contractor's proposals for me use of liquid membrane curing compound and its locations
shall be subject to the approval of the Engineer.

1714

Finishing

The following paragraphs shall be added to Clause 1714 of the MOSRT&H Specification:Finishing Concrete Decks

Immediately after placing concrete, concrete decks shall be struck off with templates to
provide proper transverse sections and shall be hand finished smooth to the concrete levels.
Finish shall be slightly, but uniformly roughened by brooming. The finished surface shall not
vary more than 10 millimeters from a 4 m straightedge placed parallel to the centerline of the
roadway and 10 millimeters from a transverse template cut to the true cross section of the
roadway.

Finishing Kerbs and Footpath Surface

Exposed faces of kerbs and footpath shall be fmished true to lines and grades. The kerb
surface shall be wood floated to a smooth but non-slippery finish. Footpath surfaces shall be
slightly but uniformly roughened by brooming across the direction of travel.

Ordinary Finish

An ordinary finish is defined as the finish left on a surface after the removal of the forms when
all holes left by form ties have been filled, and any minor surface defects have been repaired.
The surface shall be true and even, free from depressions or projections and of reasonably
uniform colour.

Repaired surfaces, the appearance of which is not satisfactory, shall be "rubbed" as specified
below.

The concrete in bridge seats, caps, and tops of walls shall be struck off with a straightedge
and floated to true grade. Unless shown on the Drawings the use of mortar topping for
concrete surfaces will not be permitted.

Rubbed Finish

After the removal of forms the rubbing of concrete shall be started as soon as its condition will
permit. Immediately before starting this work the concrete shall be kept thoroughly saturated
with water. Sufficient time shall have elapsed before the wetting down to allow the mortar
used in patching to set thoroughly. Surfaces to be finished shall be rubbed with a medium
coarse carborundum stone, using a small amount of mortar on its face.

The mortar shall be composed of cement and fine sand mixed in the same proportions as
those used in the concrete being finished. Rubbing shall be continued until all form marks,
projections and irregularities have been removed, all voids filled, and a uniform surface has
been obtained. The paste produced by this rubbing shall be left in place.

After all concrete above the surface being treated has been cast, the final finish shall be
obtained by rubbing with a fine carborundum stone and water. This rubbing shall be continued
until the entire surface is of a smooth texture and uniform colour.

After the final rubbing has been completed and the surface has dried, it shall be rubbed with
burlap to remove loose particles and laitance. The final surface shall be free from all unsound
patches, paste, powder and objectionable marks.

Irrespective of the quantity, every day's production of concrete shall be tested both for
strength and for slump and every structure and every component of every structure shall
likewise be so tested for strength and slump. The checking and testing of the concrete shall be
the prerogative of the Engineer, and he may increase the specified strength and condition as

required for the Works. The concrete test specimens shall be tested by the Contractor at a
conveniently located and properly equipped laboratory in accordance with for the Specification.
The Contractor shall take, at his own responsibility, every precaution to prevent damage to the
test specimens during handling, transporting and storing.

1716.8

Strength Requirements

(a)

Specimen Preparation

Test cubes made at the Site shall conform to IS: 1199, and the compression test performed on
cubes shall conform to IS:516.

(b)

Failures

In the event of compressive strength test results not complying with the requirements hereof
or in the event of doubtful results, the Engineer will proceed to check the in-situ compression
strength by means of Schmidt hammer blows or crushing tests performed on specimens taken
with a rotary core borer at suitable points indicated by the Engineer on the structure already
constructed.

Such tests shall be carried out by an authority or independent registered laboratory having
suitable testing facilities and apparatus. If such tests show strength in compliance with the
requirements herein specified, the concrete will be considered satisfactory. If such tests do not
comply with the requirements, the Engineer may direct the Contractor to cut out and make
good the defective work at the Contractor's cost.

(c)

Care of Specimens

The cost of taking specimens and performing the tests including the cost of providing stout,
substantial packing cases and the cost of shipping or transporting the test specimens from the
site to the laboratory shall be included in the Contract Price. The Contractor shall take, on his
own responsibility, every precaution to prevent damages to the test specimens during handling
and transporting.

(d)

Records

The records of all tests shall be kept by the Contractor but results shall be available at all times
to the Engineer. The Contractor shall be responsible for making such adjustments as may be
necessary to produce the specified concrete and the test results shall include whether or not
the concrete is satisfactory.

1717

Measurement for Payment

The following paragraphs shall be added to Clause 1717 of the MOSRT&H Specification:
Concrete shall be measured by the number of cubic meters for each grade complete in place
and accepted. In computing quantities the dimensions used shall be those shown on the
Drawings or ordered in writing by the Engineer but the measurement shall not include any
concrete used for any direct or indirect temporary works. No deduction from the measured
quantity shall be made for the volume occupied by pipes less than 20 cm in diameter nor for
reinforcing steel, anchors, conduits or weep holes except that deductions will be made for the
volume of structural steel encased in concrete.

No pay allowance shall be made for any increased cement content, for any admixtures, nor for
any finishing of any description of concrete or concrete floor.

Concrete used for the Works in section 800 and 2900 and elsewhere where so stated in this
Specification will not be measured separately for payment under this section.

The quantities of reinforcing steel and other Contract items that are included in the completed
and accepted structure shall be measured for payment as described for the separate items
involved.

furnishing and placing all materials, including all labour, tools, equipment, casting bed for

Application of Loading

Traffic or heavy construction equipment shall not be allowed on reinforced concrete structures
until 28 days have elapsed from the last placing of concrete. If it is proposed to use the
structure at an earlier date, extra test specimens shall be cast. The structure may be used,
subject to the prior approval of the Engineer, when tests of these specimens show that the
concrete has attained its specified 28-day strength.

If there is likelihood of water accumulating behind any wall, the backfill shall not be placed
until after the retaining wall, diaphragm, or spandrel walls are 28 days old or until test
specimens indicate the concrete has attained the required 28 day strength. Any such
backfilling shall require the prior approval of the Engineer.

Use of Adhesives

1720.1

Smoothing Treatment of Jointing Surface

The block surface to which adhesive is to be applied shall be wire brushed till

smooth,

removing any sheath ends that may be projecting beyond the jointing surface.

Dust Removal and Degreasing

After treating the jointing surface to a smooth and flat surface, dust and dirt shall be removed
using compressed air or other means. If any form of releasing agent or grease has been
deposited, the surface shall be degreased using an organic solvent.

1720.2

Drying of Bond Surface

After separating the form from the PC block, the surface shall be covered with a sheet cover,
etc., as protection against rainwater, in order to maintain the bonded blocks in a dried
condition. If bonding work must be performed when the PC blocks to be bonded are in a wet
condition, forced drying by means of a torch lamp, gas burner, etc., must be performed.

1720.3

Mixing and Stirring

On completion of surface treatment, the base agent and hardener shall be mixed according to
the specified mix proportion and thoroughly stirred.

1720.4

Application Method

The adhesive is to be applied thoroughly to both bonding surfaces using a rubber, or metallic
spatula. The optimum coat thickness for each concrete surface is about 1 mm and the
adhesive should ooze out beyond the joints when the blocks are jointed and pre-stressing is
introduced.

1720.5

Jointing

The air temperature during block jointing should preferably be in the range from 5 to 350 C
and work should proceed so that the first pre-stressing should be completed at least within the
adhesive's pot life. Since with the introduction of pre-stressing, the adhesive will ooze out
beyond the joints, and at the same time, will be pushed inside the sheath, it is advisable to
leave an uncoated area of 10 to 20 mm around the sheath. Satisfactory results can be
obtained also by covering the sheath holes by means of gum tape, etc.

In case of conflicts between the above referenced specifications and this Technical
Specification, the latter shall govern.

General Rules for Testing and Inspection

Inspection Authority

The Engineer shall appoint an Inspection Authority to inspect, examine and test materials,

workmanship and performance of any part of the works at the manufacturer's works or the
site of fabrication.

All fees and expenses for the inspection work under this clause shall be the Contractors
responsibility. No separate measurement and payment for the provisions of the same shall be
done and will be considered incidental to the works.
The Inspection Authority shall admit the instructions from the Engineer and shall submit
monthly reports to the Engineer, The Inspection Authority will certify that all works up to the
stage of shop painting after trial assemblage, have been carried out in accordance with the
Specification and the approved shop drawings. Certain authority of the Engineer will be
delegated to the Inspection Authority, for the purpose of quality control and testing. The limits
of this Authority will be notified to the Contractor in writing when the Inspection Authority is
appointed. The Inspection Authority's certificates shall not relieve the Contractor from his
obligations under the Contract.

Inspection by the Contractor

Irrespective of the appointment of an Inspection Authority, the Contractor shall himself inspect
or have inspected all materials, shop work and field work to determine that the requirements
of the drawings and Specification are met and that the Works are carried out in a first-class
and workmanlike manner.

The Contractor shall at his own cost provide the necessary assistants, labor, materials,
electricity, fuel, stores, apparatus and instruments and any other materials required to ensure
that all testing and inspection by the Engineer or the Inspection Authority can be carried out
efficiently.

Submittals
(a) Schedules
Before any technical submittals are made, the Contractor shall submit his proposed overall
schedule for documentation e.g. calculations, shop/working drawings, plan / procedures and
records, submission of samples, process of fabrication / delivery / field erection, etc. for the
Engineer's approval. In this schedule, the Contractor shall allow the Engineer four (4) weeks
from receipt of any submittals or re-submittal, for his review.

(b) Necessity of Approvals


The Contractor shall not proceed with any services and activities until the "Hold Points"
specified in the Contractor's inspection and testing plan have been cleared and approved by
the Engineer.

(c) Materials
Prior to the use of any materials, the Contractor shall submit for the Engineer's approval, three
(3) copies of the Manufacture's certificates for bolts, nuts, washers, and filler for welding, and
mill test certificates for structural steel. These certificates shall include the names and locations
of steel mills, analysis of chemical and physical properties, and shall be properly correlated to
the various lots of structural steel to be used in the Works and their grades

(d) Welding Plan


The Contractor shall not proceed with any welding until the Engineer has approved his Welding
Plan which shall include the followings:

All information on welding procedures, equipment, additives and preheating during the
welding operations

Details of non-destructive testing methods to be used for specific typical joints

Precautions with regard to welding shrinkage

Possible treatment of completed welds by grinding with indication of grinding direction,


etc.

Procedures and programme of welding sequence (for each component and for welding
components
together)

The Contractor shall be responsible for confirming the suitability of the details contained in the
Welding Plan, by tests as prescribed in the AWS "Standard Qualification Procedure", and follow
without deviation such welding procedures and sequences.

(e) Painting Plan

The Contractor shall in ample time before the commencement of the surface treatment,
prepare and submit for approval a detailed programme relating to the execution of the works,
in the workshop, at the site, etc., as well as the methods used, and a time schedule for the
individual treatments. The programme shall be subject to approval by the Engineer.

(f) Erection Plan


Prior to the start of prefabrication, the Contractor shall submit for the Engineer's approval a full
description of his proposed erection method including:
-

sequence of erection

use of temporary or permanent stanchions, beams and bracing

connection details

erection camber diagrams to show the vertical position of the structure at each stage of
the

erection process

design calculation to cover the various stages in the erection process,

type of equipment to be used during erection, and

safety measures

The Engineer's approval of the above details shall not relieve the Contractor from his
contractual obligations or of his responsibility for providing proper methods, equipment,
workmanship and safety precautions.

(g) Painting Certification


The Contractor shall submit to the Engineer, three (3) copies of certification stating that
requirements pertaining to prepaint cleaning and painting of steel have been performed in
accordance with the Specification.

(h) Records
The Contractor shall maintain records of shop welding procedures, welders employed with date
of qualification and identification symbol. Records shall also be maintained of all bolts tested
and the corresponding torque values if torque control is used. These records shall freely
available for the use of the Inspection Authority and shall be submitted to the Engineer on
completion of all shop fabrication work.

(i) As-built Drawings


Within four (4) weeks of completion of the related works, the Contractor shall submit 1 sepia
and 2 prints of the as-built drawings. These drawings shall include details of actual camber
achieved, details of temporary bracings left in the works, etc.

Matters to be considered by the Contractor

In the preparation of shop drawings and in the fabrication works the Contractor shall give
careful consideration to the following:

(a)

Need for trial assemblage at the fabrication shop prior to shop painting and the delivery
to site.

(b)

The weight and size limitation of elements in transportation from the fabrication to the
construction site

(c)

Temperature variation between the fabrication yard and the site

(d)

Need for the measurements at site of the as-built dimensions of sub-structures, e.g. pile
caps and

(e)

crossheads, for field correction or replacement if required.

Prohibition of the use of site welding except for fixtures

Concrete / Steel work - avoidance of staining

The Contractor shall be responsible for any damage caused to other components of the
structure including the substructures, by his operations for the duration of the Contract. In
particular he shall take all necessary precautions to minimize concrete splash onto completed
steel work or rust staining of concrete due to erected steel-work, and clean and/or repair all
stains and other damage to completed work prior to the Tests on Completion.

1903

1903.4

Materials

Paints

The following paragraphs shall be added to Clause 1903.4 of the MOSRT&H Specification
Material used in painting of steel structures shall conform to the relevant requirements for the
IS, JIS, or equivalent codes / standards to those of Table.T l900-1 hereof.

Where paints not conforming to such codes / standards are used, they shall be supplied by a
recognized manufacturer, and their samples and technical data/specification shall be submitted
to the Engineer for his approval. In any paint system, (viz. Primer, undercoat, intermediate
coat and finishing coat) each coat of paint shall be compatible with the other, and to ensure
this, all paint shall be obtained from the same approved manufacturer with a guarantee of
compatibility.

The following paragraphs shall be added to Clause 1903 of the MOSRT&H Specification
1903.5

Structural Steel

Structural Steel for use in the Works shall be newly rolled and shall conform to the
requirements of the following specifications or ASTM equivalents:

Carbon and Carbon Manganese Free Cutting Steels

All steel shall be delivered with the certificates after checking by ultra-sound for possible
lamination, and the delivery shall be in accordance with the requirement of the latest edition of
IS 1387-1993: General Requirements for Supply of Metallurgical Materials including the
requirements for material analysis, carbon equivalent, tolerances, inspection, testing, and
marking.

Structural steel shall be stored above the ground upon platforms, skids, or other supports. It
shall be kept free from dirt, grease and other foreign matter, and shall be properly protected in
order to minimize corrosion.

1903.6

Bolts

Bolts shall be high strength bolts, friction type, F10T or S10T conforming to JIS B l186, or
equivalent.

1903.7

Anchor Bolts of Anchor Frame

Anchor bolts of anchor frame shall be "Carbon Steel for Machine Structural Use" conforming to
JIS G 4051-1979, IS 1871 (Part 3)-1987 or equivalent.

1903.8

Filler metal

Filler metal shall conform to IS 914:1991, "Covered electrodes for manual metal arc welding of
carbon manganese steel", (fifth edition)(Amendment 2).

All materials to be used for welding shall be of a recognized manufacture, and the Contractor
shall when requested by the Engineer furnish manufacturer's certificates that the electrodes
and other products used for welding meet the requirements of the Specifications.

1903.9

Headed Studs

Headed studs shall conform to JIS B 1198, minimum yield point of 24 kgf/mm2 and minimum
tensile strength of 41 kgf/mm2, or to the applicable requirements ofAWS D 1.1-98, SECTION
4, part F.

1904

Fabrication

Clauses 1904.1 to 1904.7 of MOSRT&H specifications would be applicable unchanged.

1904.8

Welding

This clause shall remain as in MOSRT&H specification, unchanged from 1904.8.1 to 1904.8.7.
The following paragraphs 1904.8.8 to 1904.8.15 shall be added to clause 1904.8 of MOSRT&H
Specification

1904.8.8

Execution

All welding shall be planned and executed using the most suitable materials and working
methods for the particular purpose. Site welding will only be permitted for fixtures and detail
of any fixture welding proposed by the Contractor must be clearly identified on the shop
drawings and referred to in the accompanying submittal letter.

Welding requirements shall in all respects conform to the following sections of AWS D 1.1-98;
SECTION 2, Design of Welded Connections; SECTION 3, Workmanship; SECTION 4,
Technique; SECTION 5, Qualification; SECTION 6, Inspection; and SECTION 9, Design of New
Bridges.

All welding shall be executed by skilled, experienced welders holding valid welder examination
qualifications based on the qualification tests specified in part C of SECTION 5 of AWS D l.l 98 or similar internationally recognized qualification tests. A welder shall be qualified for each
process used.

Prior to commencement of any welding the joint shall be carefully freed from rust, scale, slag,
and burrs. Where two welds for structural reasons have to cross each other the former has to
be ground flush. Where a flush surface is required, the excess weld metal shall be ground.
During the assembly work, the components shall be held in position and supported in such a
manner that no unfavorable inherent stresses or deformation shall develop. Drilling of holes for
temporary assembly for welding proposes shall not be accepted.

Minimum preheating and inter-pass temperature shall comply with the welding procedure in
question, and shall be approved by the Engineer.

1904.8.9

Welding Tolerances

The members to be connected by welding shall be so prepared that they fit exactly together,
without being forced into position.

The tolerances concerning gap between parts to be welded, eccentricity and departure from
theoretical alignment, dimensions of the cross section groove welded joints, etc. shall conform
to section 3.3, Assembly, of AWS Dl.l-98, except that the gap between parts to be joined by

fillet welds shall not exceed 1mm for fillet welds connecting flange to web in box girder and
5mm for all other fillet welds. Tolerances of weld profiles shall correspond to section 3.6 of
AWS Dl.1-98.

1904.8.10

Trials of Welding Procedures

The Contractor shall perform test welds of the types of welding seams to be applied in the
structure, according to a programme to be agreed upon with the Engineer. The quality of the
test welds shall be approved by the Engineer prior to execution of the welding work in
question. The test welding shall be made from working positions corresponding to the actual
working positions during construction.

1904.8.11

Inspection of Welding

The Contractor shall prepare and submit for the Engineer's approval a detailed programme for
welding control, and the established programme shall not be changed without the Engineer's
consent.

The Contractor shall assure the inspections to satisfy the requirements laid down in AWS Dl.l98, SECTION 9.25, at his own cost. The Contractor's programme shall correspond to the
following schedule:-

Visual inspection of edge preparation


Visual inspection of surface conditions for cracks, gaps and other items that may cause any
defect of welding.

1904.8.13

Visual Inspection before and after welding

All welds shall be visually inspected in accordance with AWS D 1.1-98, SECTION 9.25.1.

1904.8.14

Non-destructive Testing of Welds

Welds that are subject to radiographic or magnetic particle testing in addition to visual

inspection, shall be unacceptable if the radiographic or magnetic particle testing show any of
the types of discontinuities given in AWS Dl.1-98, SECTION 9.25.2.

Welds that are subject to ultrasonic testing, in addition to visual inspection, are acceptable if
they meet the requirements of Table 9.25.3 in AWS Dl.1-98. Welds that are subject to liquid
penetration testing, in addition to visual inspection, shall be evaluated on the basis of the
requirements for visual inspection.

1904.8.15

Scope of Non-destructive Testing of Weld

Fillet welds shall be tested by the most suitable of either the magnetic particle test or liquid
penetration test.. Groove welds shall be tested by the most suitable of either the radiographic
test or ultrasonic test.

The method of non-destructive testing for a specific weld shall be elaborated in consultation
with the Engineer.

1904.9 Tolerances

The following paragraphs shall be added to clause 1904.9 of the MOSRT&H Specification
The Contractor shall, through appropriate planning and continuous measurements in the
workshop and at the erection site, ensure that the tolerances given in the Specification are
strictly observed. The Engineer will require any specific working procedure changed in case
such procedure appears not to afford sufficient security against exceeding the tolerances.

The roadway levels given on the Drawings or defined by the given inclination and curvature,
are the required roadway levels to top of asphalt surfacing of the completed bridge, when
loaded only with the dead loads of the installed and completed structure. In fixing the
geometry of the superstructure, the Contractor shall make compensation for the difference
between workshop temperature and the temperature of the bridge in normal position (average
indicative temperature max. 40 oC and min. 15oC).

The following paragraphs are added to Clause 1904 of the MOSRT&H Specification

1904.10 Camber

The Contractor is fully responsible for the calculation and provision of the necessary camber in
the preassembled elements to obtain the correct levels in the completed bridge, duly
considering the applied erection procedure and the sequence in the installation of the various
dead load components.

1904.11 Typical Work Flow

In preparing this Technical Specification, the typical work flow for structural steel works shown
on Fig T 1900 hereof has been expected from the viewpoint of the source of raw steel
materials, limited working space at Site, and damages on the prefabricated members during
their transport and handling.

Namely, the works shall be divided into three (3) sections, i.e. steel mill, fabrication shop and
construction site, in which the step of painting works is corresponding to each section as
specified in Fig. T 1900

The Contractor may prepare and submit for the Engineer's approval the alternatives
particularly in connection with the painting works, e.g. initial surface preparation, prime
coating at fabrication shop instead of steel mill, intermediate coating on ground prior to
erection instead of after erection, so on.

Temporary Accessories
The Contractor may design, and install at his own cost the accessory steel pieces to be utilised
for temporary working platforms of deck slab construction, painting and the inspection
purposed, of which proposal shall be submitted for the Engineer's approval.

1904.12

Templates and Appliances

The Contractor shall supply all templates, jigs and other appliances necessary to ensure the
accuracy of the work.

1904.13

Cutting

Marking shall be performed accurately and elaborately using full size rules and templates. Prior
to marking, the dimensions and grade of materials shall be checked.

Cutting shall be done automatically. Hand cutting may be used exceptionally, in connection
with the erection, if approved by the Engineer. In such cases the joint edges shall receive a
finishing treatment, with planing and grinding tools.

Cutting by shearing machine may be used for plates not exceeding 1 Omm in thickness
provided that the plate edge be fully enclosed in a weld.

Oxygen cutting may be used provided a smooth and regular surface free from cracks and
notches is secured and provided that the roughness of oxygen cut-surfaces shall be no greater
than 50S according to JIS B 0601 by the use of a mechanical guide.

All cut plate edges shall be ground to the require profile. The edges of all cut plate that will not
be welded shall be rounded to the appropriate radius for painting.

1904.14

Holing

Holes for bolts shall be drilled. Punching of holes shall not be permitted. If not otherwise
indicated on the Drawings, the diameter of bolt holes shall be 1.6mm larger for bolts less than
25mm dia and 2.0mm for more than or equal to 25mm. All holes for field connection of girder,
except stringer and bracket, shall be sub-drilled 1.5mm smaller and during shop assembly
reamed 1.5mm larger than the nominal diameter of the bolts.

1904.15

Bending

Cold processes may be used for the bending of plate, provided that the bending inner radius is
at least 15 times the thickness of the plate.

1904.16

Orientation of Members to Suit Direction of Rolling

Plates in box girders, including longitudinal rib, shall be so oriented that the direction of rolling
shall follow the longitudinal direction of the bridge. For built-up sections the direction of rolling
of the individual components shall follow the axis of the section

1905

Erection

1905.1

General

The following paragraphs shall be added to Clause 1905.1 of the MOSRT&H Specification
Vendor specialist of friction grip bolts may be employed by the Contractor at his cost as
directed by the Engineer to secure the proper workmanship and quality control.

Before any work is commenced, all plates shall be checked for flatness and all bars and
sections checked for straightness and freedom from twist. Any corrective action shall be taken
so that when assembled, adjacent surfaces shall be in close contact throughout. The methods
adopted for the work above shall be such as not to damage, mark or impair the strength of the
material.

The following paragraphs shall be added to Clause 1905 of the MOSRT&H Specification
1905.8

Bolted Connection

Contact surfaces in bolted joints shall not be painted. Prior to assemblage in the field, the rust
on joint surfaces, including those adjacent to bolt head, nut and washer, shall be removed by
power tools and sandpaper. The separation between fraying surfaces of bolted connections shall be not greater than
1mm. If the separation is between 1mm and 3mm, the surface shall be tapered to eliminate
the separation. Over 3mm separation shall be filled with filler plate as required.

High strength bolts shall not be re-used. Re-tightening previously tightened bolts, which may
have been loosened by the tightening of adjacent bolts, shall not be considered for re-use.

All high strength bolts shall be tightened by torque wrenches and their setting shall be such as
to induce a bolt tension 10 % in excess of the above value. These wrenches shall be calibrated
at least once each working day by tightening in a device of the diameter of each bolt to be
installed. Power wrenches shall be adjusted so as to stall or cut-out at the designated tension.
If manual torque wrenches are used the torque indication corresponding to the calibrating
tension shall be recorded and used in the installation of all bolts. The nut shall be turned in the
tightening direction when torque is measured. turn of the nut method may be used for bolts
if the Engineer is satisfied that climatic conditions make the torque control method unsuitable.

1905.9

Trial Assemblage

The Contractor shall to the extent necessary carry out trial assemblage in his regular workshop
and / or in the site workshop depending on the fabrication and erection procedure adopted.

Trail assemblage shall be carried out to examine / control the fitness of pre-fabricated

members by temporarily pre-assembling, to verify that the individual elements have the shape
to fit by temporarily pre-assembling, to verify that the individual elements have the shape to fit
exactly into adjoining elements, and also, to inspect the camber geometry.

The Contractor shall perform measurement of structural members, and the inspection results
shall be recorded and submitted to the Engineer. The Contractor shall inform the Engineer that
the trial assemblage of major components have been completed and measured, and the
structure shall not be dismantled until the trial assemblage has been approved by the
Engineer.

1905.10 Field Erection

The position of field splices as shown on the drawings to be issued by the Engineer is for
information only and the Contractor is free to propose alternative procedures providing they
comply with all the relevant requirements of the Specification. The preparation of the
calculations and detailed design to support the proposed alternative shall be at the
Contractor's responsibility and cost.

The contractor shall provide the working drawings showing the details and installation method
of templates and anchor bolts to be embedded in concrete for the Engineer's approval.

During erection, the members and sections shall be accurately assembled as shown on the
approved shop drawings and any match marks shall be followed. The material shall be
carefully handled so that no sections will be bent, broken or otherwise damaged. Hammering
which will damage or distort the members shall not be done. Bearing surfaces and surfaces to
be in permanent contact shall be cleaned before the members are assembled. Splices and field
connections shall have one half of the holes filled with bolts and cylindrical erection pins (half
bolts and half pins) before bolting with high-strength bolts. Fitting-up bolts shall be of the
same nominal diameter as the high-strength bolts, and cylindrical erection pins shall be 1mm
or larger.

The correction of minor misfits involving harmless amounts of reaming, cutting and chipping
will be considered a legitimate part of the erection. However, any error in the shop fabrication
or deformation resulting from handling and transportation which prevents the proper
assembling and fitting up of parts by the moderate use of drift pins or by a moderate amount
of reaming and slight chipping or cutting, shall be reported immediately to the Engineer and

his approval of the method of correction obtained. The Contractor shall responsible for
correction for all misfits, errors and injuries and shall make the necessary corrections and
replacements.

The straightening of plates, angles, other shapes and built-up members, when permitted by
the Engineer, shall be done by methods that will not produce fracture or other damages.
Distorted members shall be straightened by mechanical means or, if approved by the
Engineer, by the careful planned and supervised application of a limited amount of localized
heat, each application subject to the approval of the Engineer.

1905.11 Transport Handling and Storage

Before the shop assembling is dismantled, all member and sections shall be appropriately
marked with paint or grooved with their identification numbers as detailed on the shop
drawings.

The Contractor shall submit to the Engineer all relevant drawings and lists showing all
identification numbers and match marks of the finished structure steels.

The methods of transporting and handling shall be subject to the approval of the Engineer.
Special care to protect against damage shall be taken in the packing, supporting, lifting
handling and transporting of structural steel.

Immediately following delivery to the Site, the Contractor shall check the material and bring
immediately to the notice of the Engineer any damage or defects therein. He shall also report
in writing to the Engineer any such damage or defects, and give his proposals for the
rectification or replacement or damaged sections.

Material to be stored shall be placed on skids above the ground and shall be kept clean and
properly drained. Girders and beams shall be placed upright and shored.

Long members shall be supported on skids placed near enough together to prevent injury from
deflection.

Any structural steel materials (whether painted or unpainted) shipped to the Site by sea
transport, and positioned on board in such a way as to come into contact with salt water

spray, shall be thoroughly washed with clean fresh water, using pressure hoses and stiff bristle
brushes, prior to erection or application of finish coats of paint, whenever required.

Surface Treatment of Steel

1906.8.1

General

This Clause covers the complete requirements for painting of steel works, including surface
preparation, priming and final protective coatings. Surface treatment of structural steel work
shall be considered in six classes as shown on the Drawings and as described below : From
viewpoint of the durability against environment, long term maintenance free/cost performance
and the structural characteristics of objects, the following painting system has been employed:

The painting details for each system are presented in Table T 1900-1 as a guide, in which the
Contractor shall be responsible for design of the definitive painting programme/specification
subject to the Engineer's approval In preparing the painting plan, the Contractor shall follow
the requirements of Clause 9.4.1, SSPC-PA1, i.e. the last complete coat of paint shall be
applied after structural steel erection and deck slab construction.

1906.8.2

Surface Preparation

Before the application of any paint, the surfaces to be treated shall be thoroughly cleaned and
freed from all scale, loose paint, rust and other deleterious matters. Oil and grease shall be
removed from the surface by washing with solvents or with a detergent solution before any
blast cleaning operation. If any traces of oil or grease remain after blasting, they shall be

removed by solvent cleaning and the area re-blasted. All welding areas shall be given special
attention for removal of weld flux slag, weld metal splatter, welt head oxides, weld flux fumes,
silvers other foreign objects before blasting, If deemed necessary by the Engineer acid
washing and subsequent washing with clean water shall be used. Any rough welding seams
have to be ground and must be inspected and approved by the Engineer before application of
the coatings. All structural steel, which will be painted shall be cleaned by blast cleaning in
accordance with SSPC-SP 10 Near-White Blast cleaning. Mill scale, rust and foreign matter shall
be removed to the extent that the only traces remaining are light stains in the form of spots or
stripes. Finally, the surface is cleaned with a vacuum cleaner or clean, dry compressed air. The
blast cleaning shall produce a surface roughness complying with the one specified by the paint
manufacturer for the primer concerned. If cleaned surfaces rust or are contaminated with
foreign material before painting is accomplished, they shall be re-cleaned by the Contractor at
his expenses.

1906.8.3

Painting Materials

All materials shall comply with the requirements of Clause 1903 hereof. The basic colour of the
intermediate and final coats shall be grey, the exact shade of which shall be designated by the
Engineer.

1906.8.4

Application of Paint

Unless otherwise specified, all painting and protective coaling work shall be done in
accordance with IS: 1477 (Part 1). The execution of the painting works shall be carried out m
the MOSRT&H perfect and workmanlike manner by experienced labor to the satisfaction of the
Engineer. Furthermore, the application of the paints shall be carried out in accordance with the
manufacturer's recommendations.

Planning and execution of the painting work shall be in conformity with the manufacturer's
specifications in respect to minimum and maximum intervals between the application of me
individual coats.

If a coating materials requires the addition of a curing agent, the pot life shall be clearly stated
on the container label, and this pot life shall not be exceeded. When the pot life limit is
reached, the spray equipment shall be emptied, remaining materials discarded, the equipment
cleaned and new material prepared.

Each coat shall be applied uniformly over the entire surface. Skips, runs, sags and drips shall
be avoided. When these occur, they shall be brushed out immediately or the material shall be
removed and the surface recoated. Each coat shall be allowed to dry for the time specified by
the manufacturer or as directed by the Engineer before application of any succeeding coat.

The surface must be completely dry, and its temperature should be at least 5 degrees Celsius
above the dew point. Paint should only be applied in suitable weather conditions and any fresh
paint damaged by weather shall be repaired or replaced at the Contractor's expense. Measure
shall be taken to prevent dust or other extraneous matter from adhering to wet paint.

Brushes, when used, shall have sufficient body and length of bristle to spread the paint in a
uniform film. Paint shall be evenly spread and thoroughly brushed out. On all surfaces which
are inaccessible for painting by regular means, the paint shall be applied by sheepskin
daubers, bottle brushes, or by any other means approved by the Engineer. Rollers, when used,
shall be of a type which do not leave a stippled texture in the paint film.

A water trap acceptable to the Engineer shall be furnished and installed on all equipment used
in spray painting. Mechanical mixers shall be used to mix paint. Prior to applying, the paint
shall be mixed for sufficient time to thoroughly mix the pigment and vehicle together and shall
be kept thoroughly mixed during its application. The dry film thickness of the paint will be
measured in place with an appropriate instrument. The thickness of each application shall be
limited to that specified in the Paint Systems.

1906.8.5 Film-Thickness

The specified film thicknesses for coating materials shall be strictly observed and shall be
checked with appropriate film thickness gauges furnished by the Contractor. The Contractor
shall calibrate the gauges for the thickness range to be checked. Calibration shall generally be
carried out on a ground and polished steel plate of a quality corresponding to the structural
steel to be coated.
The dry film thickness shown on Table T1900-1 are the minimum allowable, measure in
accordance with the requirements of SSPC-PA 2, Measurement of Dry Paint Thickness with
Magnetic Gauges.

When dry film thickness is less than specified value no additional coats shall be compensated

to the Contractor. Particular attention shall be paid to the film thickness on edges, weldings
etc.

1906.8.6

Protection of Paintwork

The Contractor shall provide protective measures as necessary to prevent damage to the work
and to other property or persons from all cleaning and painting operations. Paint or paint
stains which result in an unsightly appearance on surfaces not designated to be painted shall
be removed or obliterated by the Contractor at his cost. All painted surfaces that in the opinion
of the Engineer are marred or damaged in any way, shall be repaired by the Contractor, at his
cost, with materials and to a condition equal to that of the requirements specified in this
Specification.

The Contractor's proposal for retreatment of areas damaged by flame cutting and welding
operations should be clearly stated in the detailed painting plan submitted in accordance with
Clause 1902 hereof.

Upon completion of all painting operations and of any other work that would cause dust,
grease, or other foreign materials to be deposited upon the painted surfaces, the painted
surfaces shall be thoroughly cleaned. At the time of opening the flyover to public traffic, the
painting shall be completed, and the surfaces shall be undamaged and clean.

The areas for high-strength bolts shall be protected by masking tape against undercoats
application at the fabrication shop. Immediately prior to erection any rust in the joint area shall
be removed by power wire brushing to a standard equivalent to SSPC-SP3.

Clause 1907 Test and standard of acceptance

Clause 1908 Measurements for Payment

No additional payment shall be made for trial assemblage, transportation, shop/ field painting
and other incidentals, and such cost is deemed to be included in the Contract Rates.

The mass of the various grades of steel shown on the drawings to be issued by the Engineer

shall be for information only, and the Contractor shall check these figures himself. The figures
given shall make no allowance for permanent or temporary bracing or joints, necessary to suit
the Contractor's fabrication and erection sequence. If the Engineer instructs a design change
involving a change in the mass of the steel shown on the drawings, then the unit cost for the
subject work will be revised. Shear connectors, slab anchors, bolts, nuts, rivets and washers
shall not be measured but are deemed to be included in the Contract Price. Also any
temporary accessories for construction purposes which are welded to the steel members, shall
not be measured separately but are deemed to be included in the Contract Price.

Reinforced concrete for the deck slab, expansion joints, bridge bearings, bridge railings, deck
drains, electrical works and traffic signs shall be measured and paid for the other pay items in

Drain pipe material shall conform to the requirements of IS 4985-1988 (2nd Revision). Deck

2311.1.1 General

All materials, details, and procedures shall be as specified herein or noted on the plans.
Casting of segments shall not begin until review of the shop drawings, required computations,
the post-tensioning system and a concrete mix design, including a hot weather mix design, has
been completed and approved by the Engineer. The segments shall be match-cast.

2311.1.2 Design & Maintenance of forms

The design, engineering and construction of the forms and falsework shall be the responsibility
of the contractor. Forms shall be inspected and approved by the Engineer prior to authorizing
casting operations. Forms which are worn, damaged or otherwise unacceptable to the
Engineer shall be repaired to the Engineers satisfaction before the casting of any segment will
be authorized. Any segment cast in forms unacceptable to the Engineer is subject to rejection.
Forms which will not produce segments complying with the specified casting tolerances shall
not be used until corrections are made. Segments with unacceptable will be rejected.

Forms show damages, due to improper maintenance or handling shall be discarded or


repaired. All repaired forms shall be re-approved by the Engineer prior to authorizing casting
operations.
Forms shall be mortar tight and sufficiently rigid to prevent distortion due to the pressure of
the concrete and other loads incidental to the concrete operations, including vibration. Forms
shall be capable of casting the segments as shown in the plans.
All exposed surfaces of each element of the structure shall be formed with materials which
will produce a similar surface texture, color and appearance for all concrete surfaces. The
form surfaces of casting machines for superstructure shall be made of steel. The metal used
for forms shall be of such thickness that the forms will remain true to shape. All bolt and
rivet heads shall be countersunk. Clamps, pins or other connecting devices shall be designed
to hold the forms rigidly together and to allow form removal without injury to the concrete.
The inside surfaces of forms shall be cleaned of all dirt, mortar and foreign material. Forms
shall be properly coated with form oil prior to each use. The form oil shall be a commercial
quality form oil or other equivalent coating which will permit the ready release of the forms
and will not discolor the concrete. Form oil shall be applied such that none is deposited on
the reinforcement in the forms.
Where sections of forms are to be joined, a maximum offset of 2 mm for flat surfaces and 4

mm for corners and bends will be permitted.


The contractor shall accurately survey forms on a periodic basis for the purpose of monitoring
settlements and distortion in shape.

If any settlements or distortions are of sufficient

magnitude to interfere with achieving the required segment tolerances, casting with these
forms shall be discontinued until the problem is corrected.

2311.1.3

Preparation for casting

Care shall be exercised in setting up forms for casting segments. All materials to be encased
within the concrete of the segment shall be properly positioned and supported. Provisions for
all projections, recesses, notches, openings, block-outs and the like shall be made in
accordance with the approved shop drawings. Extreme care shall be taken in positioning the
match-cast segment in relation to the segment to be poured. The match-cast segment shall
not be twisted. The abutting surface of the bulkhead segment shall be covered with a thin film
of a bond breaker consisting of flax soap and talc, or other material approved by the engineer.
The soap and talc mixture will be approximately five parts flax soap to one part talc. The
mixture may be varied based on job experience and results. The acceptability of a material
other than soap and talc shall be determined by demonstration on a large specimen which has
a facial area of at least 0.4 square meters, prior to its use in casting of the segments.

2311.1.4 Geometry control

2311.1.4.1

General

Before commencing the casting operation, the contractor shall submit to the engineer, for
approval, his proposed method of geometry controls for both the casting and erection
operation. This submittal shall be in the form of a Casting Manual and shall include, but not
be limited to, the following information: a detailed narrative of the geometry control theory, a
detailed narrative of the step-by-step geometry control procedure, detailed calculation forms,
and a set of sample calculations.

This submittal shall include all measuring equipment,

procedures, the locations of the control points to be established on each segment and the
qualifications of personnel who will carry out geometry control.
The casting manual shall cover all geometry control operations necessary for casting and shall
be in agreement with the contractors chosen methods of casting and erection, including
erection survey, elevation and alignment control. Casting shall not commence without the
Engineers approval of the geometry control method.

Instruments used in the casting yard for horizontal geometry control shall be mounted on a
permanent platform independent of any other structure. Instruments used in the casting yard
for vertical geometry control of super-structure segments shall be mounted on a sturdy tripod
set on top of the segments being surveyed. Provision shall be made to protect instruments
from construction activities and to minimize the effects of wind and temperature variations on
the accuracy of readings.
A minimum of two permanent horizontal control points shall be established on line with the
instrument mounting point. Permanent bench marks shall be established at locations where
they will not be disturbed by construction activities. The horizontal control points and bench
marks shall be located so as to be continuously visible from the instruments location.
Immediately after casting of a segment is completed, the length of the segment along the line
of each web shall be measured and recorded and references for horizontal and vertical control
shall be established as follows:
i.

Horizontal control A wire stirrup on the horizontal control line at both ends of the

segment. A line not more than 0.5 millimeter in width shall be scribed in a permanent manner
into each stirrup. Wire stirrups shall be stainless steel.
ii.

Vertical control A flat head bolt, with a pin hole in the head, approximately flush

with the surface of the concrete over each web at both ends of the segment. Bolts shall be
stainless steel.
After a segment is cast, and before bond breaking the positions of the two adjoining segments
shall be checked from established control points.

If the positions are not as required,

corrections to the geometry shall be made in the next segment cast utilizing the established
control points.

2311.1.4.2

Special Requirements for Short cell casting of structures with complex

geometry control

The following additional requirements shall apply to geometry control for short cell casting of
segments, for bridges with horizontal curvature and varying super-elevation and for bridges
which are to be erected using the cantilever method.
i.

The instruments used to measure elevations shall be precision levels equipped with

parallel plate micrometers capable of obtaining first order control and one piece Invar rods
with centering point bases.
ii.

The instruments used to make horizontal measurements shall be one-second

theodolites.
iii.

A micrometer on either the theodolite or the foresight target shall be used for

horizontal measurement readings on segment control points.


iv.

Personnel who directly supervise layout and geometry control measurements shall

have a minimum of four years experience as a party chief.


v.

The positions of two adjacent segments shall be independently determined by the

contractor and the engineer. Horizontal readings shall be taken with the theodolite in both
direct and inverted mode.

Casting shall not begin until these surveys agree within the

following tolerances
Elevation: 0.5 mm on any control point.
Horizontal: 0.5 mm and 2 seconds of arc on any control point.

2311.1.5 Embedded items

Reinforcing steel shall be fabricated and placed in accordance with the plans and as required
herein. No reinforcing steel shall be cut or removed to permit proper alignment of tendon
ducts or other embedded items. Any bar that cannot be fabricated to clear a post-tensioning
tendon shall be replaced by additional bars with adequate lap lengths using a method
approved by the Engineer. In the plane of the steel parallel to the nearest surface of concrete,
bars shall not vary from plan placement by more than 10 mm, or 1/12 of the spacing between
bars, whichever is less.

In the plane of the steel perpendicular to the nearest surface of

concrete, bars shall not vary from plan placement by more than 12 mm. The top and bottom
clear cover of reinforcing steel shall be within 5 mm of the clear cover limits dimensioned on
the plans. The end and edge clear cover of the reinforcing steel shall be within 25 mm of the
clear cover limits dimensioned on the plans.

Embedded ducts for tendons shall be positioned accurately (within 5 mm) in respect to their
vertical, linear and transverse position within each segment. Positive methods shall be utilized
to assure that ducts will not be displaced during casting.

Ducts which act to change the

alignment of tendons shall be marked so that proper positioning is assured prior to casting and
can be verified after casting. The contractor shall indicate on the shop drawings his method of
marking and positioning.

The contractor shall submit to the Engineer, for approval, the

method he proposes to use to align ducts passing from cast-in-place concrete into precast
units.

Methods and spacing of supports for ducts shall be shown on the shop drawings.

After

installation in the forms, the end of the ducts shall at all times be sealed to prevent entry of
water and debris.

Following each pour of concrete, the contractor will be required to

demonstrate that all empty ducts are free of water and are unobstructed and undamaged.
Immediately prior to installation of the prestressing steel, the contractor shall again
demonstrate, to the satisfaction of the Engineer, that all ducts are unobstructed and that they
are free of water and debris.

Lifting devices incorporated in superstructure segments shall be adequate to distribute the


handling and erection stresses so as not to damage the segment.

The anchoring devices for transverse top slab post-tensioning shall be recessed so that the
ends of the prestressing steel and all parts of anchoring devices will be at least 50 mm inside
the end surface of the segment.

Following post-tensioning, the recesses shall be filled in

accordance with the details noted on the plans.

Transverse post-tensioning anchors shall be placed into the form before the concrete is cast.
Temporary block-out for anchors shall not be allowed.

2311.2

Placing Concrete

Placing concrete shall meet the requirements of hereinafter and Section 1700. Concrete shall
not be deposited into forms until the entire set up of the forms, reinforcements, ducts and
anchorage has been thoroughly inspected and checked. The placing of concrete shall not be
permitted until the Engineer is satisfied that the rate of producing and placing concrete will be
sufficient to complete the proposed pour and finishing operations within the scheduled time,
that experienced concrete finishers are available where required for finish work and all

necessary finishing tools and equipment ate on hand at the site of the work and are in
satisfactory condition for use. During conveying, placement, and initial set, the concrete shall
be protected against undue drying or rise in temperature and inclement weather. The placing
of concrete shall also not be permitted until the Engineer is satisfied that adequate measures,
and protection are available to prevent weather damage during conveying and placement.
Special care shall be taken to plan the sequence of placing concrete so as to assure that voids
do not occur within the concrete in areas where air is likely to be entrapped within the forms
or in areas where flow of the plastic concrete is constrained by embedded items.
Concrete shall be placed in horizontal layers not more than 450 mm thick except as hereinafter
provided. When less than a complete layer is placed in one operation, it shall be terminated in
a vertical bulkhead. Each layer shall be placed and compacted before the preceding layer has
taken initial set.

Each layer shall be so consolidated as to avoid the formation of a

construction joint with a preceding layer which has not taken initial set. Bridge deck concrete
on super elevation and/or grade that exceeds 0.02 m per m shall be placed from the low point
upward.

Immediately after the work of placing concrete is halted, all accumulations of mortar splashed
upon the remaining exposed reinforcement and surfaces of forms shall be removed the
concrete takes its initial set. Care shall be taken when cleaning reinforcing steel to prevent
damage to or breakage of the concrete-steel bond.

Placing equipment shall be of a size and design that will permit the placing of concrete within
the time limits set in Section 1700. Placing equipment shall be cleaned as necessary at end of
hardened concrete and foreign materials.

Belt conveyors shall be horizontal or at a slope which will not cause excessive segregation or
loss of ingredients. Concrete shall be protected against undue drying or rise in temperature. An
approved device shall be used at the discharge end of belt conveyor to prevent aggregate
segregation. Mortar shall not be allowed to adhere to the return length of the belt. Concrete
shall be discharged into a hopper to through a baffle.
No construction joints will be permitted within a segment except as detailed on the plans.

Dimensions from segment to segment shall be adjusted so as to compensate for any
deviations within a single segment so that the overall dimensions of the competed structure
will conform to the dimensions shown on the plans.

2311.3

Vibration

All concrete shall be consolidated by means of approved vibrations together with any other
equipment necessary to perform the work s\as specified. Internal vibrations shall have a
minimum frequency of 8,000 vibrations per minute and sufficient amplitude to consolidate the
concrete effectively. At least two standby vibrators in working condition shall be provided for
emergency use in case of malfunction The use of external vibrators for consolidating concrete
will be permitted and may be required when the concrete is inaccessible for adequate
consolidation. When eternal vibration is used, the forms shall be constructed sufficiently rigid
to resist displacement or damage. Vibrating of concrete shall be done with care and is such a
manner as to avoid displacement of reinforcing, ducts, and other embedded items.

2311.4

Test Samples

Additional test samples and testing for compressive strength on each precast and field closure
joints shall be made by the Contractor to control the construction activities and to ensure
adequate strength of these components at various stages of their manufacturer and assembly.
The Contractor shall make test cubes from concrete representative of that used to cast the
structural component. In accordance with the applicable portion Section 1700, cured in the
same manner as the structural components to ensure adequate compressive strength has
been achieved in accordance with the plan requirements for the following conditions:
1.

Prior to form release and / or moving the components to storage

2.

Prior to post-tensioning transverse tendons if the components is less then 28 days


old.

3.

Prior placing a component into position in the structure and or stressing of posttensioning tendon if the component is less the 28 days old.

The test specimens for precast segments shall be stored in or on the segment, in a condition
representative of the curing conditions that the segment is expressed to. The specimen shall
be tested just prior to form removal. The Contractor shall provide sufficient specimen to allow
for additional tests, as required.

2311.5

Curing Concrete

Curing shall be accomplished by the use of steam curing; such curing shall conform to Section
1700 OR as modified by the following:
1

After placement of the concrete, members shall be held for a minimum fourth hour

pre

steaming period. If the ambient air temperature is below 100 C, steam shall be

applied

during the pre steaming period to hold the air surrounding the member at a

temperature

between 100C., the member shall remain undisrupted in the ambient

air for a four-hour pre steaming period.

To prevent moisture loss on exposed surfaces during the pre steaming period,

members shall be covered as soon as finishing is complete or the exposed surfaces shall be
kept wet by fog spray pr wet blankets.
3.

Enclosures for steam curing shall allow free circulation of steam around all surfaces

of the segments wither formed or exposed and shall be constructed to contain the live steam
with a minimum moisture loss. The use of tarpaulins or similar flexible covers will be
permitted, provided they are kept in good repair and secured in such a manner to prevent the
loss of steam and moisture. These enclosures may also provide the required weather
protection if they are substantial enough to prevent wind and rain damage during pouring
operations.
4.

Steam at the jets shall be low pressure and in a saturated condition. Live steam

shall not be directed on the concrete, test cylinders, or forms such as to cause localized high
temperature. During application of the steam the temperature rise within the enclosure exceed
200C per hour. The curing temperature range of 500C to 650 C until the required strength for
segment handling had been obtained. Control cylinders shall be covered to prevent moisture
loss and shall be placed in a location where temperature is representative of the average
temperature of the enclosure.
5.

Temperature recording devices that will provide as accurate continues permanent

record of the curing temperature shall be provided by the Contractor. A minimum of two
temperature recording devices per casting machine will be required for checking temperature.
6.

The steam curing shall include a gradual cooling period during which the rate of

decrease in temperature shall not exceed 200C per hour. The steam curing cycle shall include

the gradual cooling period until the temperature inside the enclosure is within + 100C of he
outside ambient temperature.
7

Curing of precast concrete (except match cast surfaces) after termination of the

steam cycle shall continue by application of an approved curing compound

and meet the

requirement of Section 1713.3 . This membrane shall be applied to all exposed surfaces
including segment exterior (once exposed by removal from the form).

2311.6

Finishing Concrete

All surfaces of segments and precast components except the roadway surface of
superstructure segments shall meet the finish requirements as defined in Section 2035.4.7.
Minor breakage, spalling, or honey comb (not over 25 mm deep) shall be repaired by a
method approved by the Engineer. Major breakage or honeycomb will be subject to review by
the Engineer. These areas may be repaired by a method approved by the Engineer if he
determined that the structural or other functions of the segment will not impaired. For cast-inplace construction, breakage, spalling or honey comb on any mating surface of an in-place
segment otherwise found acceptable, shall be repaired prior to casting the next segment. For
precast segments, no surface finishing or repairs shall be performed on the matching joints
surface until after final erection of the segment.
1.

Finish Roadway Surface of Superstructure Box Girder Segments

As soon as the concrete has been placed and vibrated in a section of sufficient width to permit
working, the surface shall be approximately leveled, struck off and screeded such that a slight
excess of concrete is carried ahead of the screed to insure filling of all low spots. The screed
shall be designed rigid to hold true to shape. A hydraulically driven, bare steel tube : rotating
in the opposite direction of travel may be used if heavy enough to prevent undue distortion.
The longitudinal screed shall be removed back and forth across the concrete while one end
rests on the upper surface of the form (bulkhead) and the other end on the match-cast
segment. The surface of the concrete shall be screeded a sufficient number of items, and at
such intervals to produce a uniform surface, true to grade and free of voids. The screeded
surface shall be worked to a smooth finish with a long handled wood or metal float of the
proper size, or hand floated from bridges over the top slab.
After the water sheen has disappeared from the surface of the top slab surface is being
overworked all hand finishing will be stopped. Only minimal amounts of water will be allowed
to aid in the finishing process when evaporation rates effect the quality of the finish. A fog
spray shall be used to help retard surface evaporation, but shall not change the water-cement
ration at the deck surface. During periods of excessive drying, a cover of wet burlap or plastic

sheeting will be maintained on the slab at all items until final cure cover is placed.
Monomolecular film coatings applied to the surface of the slab to retain moisture may be used,
provided they effectively retard surface evaporation and are adequately maintained throughout
the finishing operation.
The bridge deck and approach slabs shall be subjected to smoothness tests using the Rainhart
Profilograph and a profile Index Value determined in accordance with test method entitled
Determining Profile Index Value using the Rainhart Profilograph. Profiles will be obtained by
the Engineer to within 2 m of the barrier or crb line. The profile index shall not exceed 12 for
each wheel path and individual bumps or depression shall not exceed 3 mm from the 5 mm
blanking band. In addition, the surface shall meet a 5 mm in a 3 m straight edge made
transversely across the deck.
When no other surface treatment is intended deck and approach slabs not meeting the above
requirements shall be corrected at the Contractors expense. The Contractor shall provide the
Engineer a written plan of corrective action for approval before implementation. Approval of
the corrective plan will in no way relieve the Contractor of responsibility for meeting rideability
requirements.

In all cases a minimum of 40 mm of cover over reinforcing steel will be

maintained. After corrective action, all decks and approach slabs will be subject to retesting
with profilograph to insure compliance with specifications.
Expansion joint installation shall be delayed and the joint temporarily bridged to facilitate
operation of the profilograph and corrective equipment across the joint wherever feasible.
It shall be the Contractors responsibility to schedule profilograph testing. Requests for testing
shall be made at least five days prior to need. The Contractor shall insure that the area to be
tested has been cleaned and cleared of all obstructions.

2311.7

Precast Segment Handling, Storage, and Shipment

2311.7.1 General

It is the intent of the Contract that the Contractor shall provide precast segments that are east
and placed into the structure with zero defects.
Care shall be exercised in the handling of segments to prevent damage to them. Handling shall
be done only by using the devices shown on the approved shop drawings for this purpose.
Lifting devices incorporated into any segment shall be adequate to distribute the handling and
erection stresses so as not to damage the segment.
The Contract shall inspect each segment visually for evidence of damage or defect before,
during and after critical operations and as often as necessary to necessary to ensure adequate

quality control. The Contractor shall immediately bring all such evidence of damage or defect
to the attention of the Engineer, The extent and frequency of inspection by the Engineer for
quality assurance is the Engineers prerpgative. Segments may be inspected at any time during
construction as deemed necessary by the Engineer to monitor compliance with this
specification.
Superstructure segments shall be stored level in the deck upright position and shall be firmly
during on a bearing system under the webs at the locations shown on the shop drawings.
Unless otherwise noted on the plans. The storage area of the segments shall be suitable
stability to prevent differential settlement of the segment supports which results in an unstable
storage.

The Contractor may request to vertically stack segments in the deck upright position provided
he submits complete details of his staking procedure and calculations substantiating that the
segments will not be damaged or distressed by such stacking. The submittal shall be signed
and sealed by the Contractors Engineer. In no case will stacking the permitted more than two
high in a system which induces forces in the lower segments. Any evidence of damage or
distress, as determined by the Engineer, resulting form stacking of segments shall be cause for
immediate discontinuance of this practice.
Prior to shipment, each segment shall be inspected for damage. The faces of all match cast
joints shall be thoroughly cleaned of laitance, bond breaking compound and any other foreign
material by wire brushing or light sandblasting. During transport, firm support at the bearing
locations noted above for support during storage shall be provided and the segments shall be
fully secured shifting. Upon arrival from stacking site, each segment shall again the inspected.
If any damage has occurred during shipment, the Contractor shall immediately notify the
Engineer. Erection of such damaged segments into the structure shall not proceed without
authorization from the Engineer.
Damaged or Defective Segments
Isolated defects or damage which occur randomly and infrequently, as determined by the
Engineer.
Recurring defects are defects or damages of the same general type ad nature, which continue
to be found in the same general location of the segment at an unacceptable frequency, as
determine by the Engineer.
As a minimum, the five segments cast and the first five segments erected will be jointly
inspected by the Engineer, the Contractor and the Contractors Engineer after casting, after
moving to storage from the casting machine, and before and after erection. All segment
defects shall be identified and categorized during this inspection. The Contractor and

Contractors Engineer shall examine the defects and propose to the Engineer in Writing.
a.

The measures that the contractor shall take to prevent recurring defects in future

segments.
b.

The method of repair of all defects discovered as a result of the inspection as

required herein.
If recurring defects continue following implementation of the Contractors preventative
measure or as detected at any time during the construction, the Engineer will instruct the
Contractor, in writing to cease operations producing such defective segments. The Contractor
and Contractors Engineer shall examine the defects the propose to the Engineer in writing (1)
the measures the Contractor shall take to recurring defects in future segments, and (2) the
method of repair of all defects discovered as a result of the inspection as required herein.
The Engineer will determine what constitutes damage or defect, whether the damage of defect
is isolated or recurring, and will categorize the damage defects. Three categories of defects are
recognized by the Engineer for this purpose.

a.

Cosmetic: Cosmetic defects or damages are those which do not affect the ability of

the segment to resist construction or service loads or reduce the life expectancy of the
structure. This category of defect includes a superficial discontinuity such as cracks, small
spalls or honeycombed areas or elements of the post-tensioning system.
Cosmetic defects of other types and causes may also be designated by the Engineer.
Repair of cosmetic defects all be made in such a manner that the aesthetics and the structural
integrity of the segments is restored.

b.

Structural: This category of defect shall include any defect which will impair the

ability of the segment to adequately resist construction or service loads or reduce the life
expectancy of the structure. Any defect or damage which extends beyond the centerline of any
reinforcing steel or into any element of the poet-tensioning system or occurs in the deck
portion of the segment is considered a structural defect.
Examples of such defects include, large spalls and honeycombed areas, major segregation or
breakage of concrete however, structural defects of other types and causes may be designated
by the Engineer.
The Contractors Engineer shall be responsible for construction load analysis, service load
analyses and life expectancy determinations.
Repair of structural defects shall be such that the aesthetics and structural integrity of the
segment shall be completely restored to a condition to be expected had the defect or damage
not occurred.

c.

Rejectable:

A rejectable defect is any defect or damage determined by the

Engineer, which will impair the ability of the segment to adequately resist service loads or
construction loads, or will reduce the life expectancy of the structure and which cannot be
successfully repaired such that the structural integrity is completely restored. Any segment
with a rejectable defect will be deemed unacceptable and shall be removed from the work and
replaced at no additional cost.
Damaged or defective segments may also be rejected by the Engineer for the following
reasons:
i.

Failure of the Contractors Engineer to approve proposed repair

procedures.

ii.

Failure of the Contractor to execute the repair according to the Contractors


Engineers approved procedure.

iii.

Rejection of the proposed repair procedure or repair by the Engineer.

iv.

Failure of the Contractor to provide the required certification or demonstration that


the repair was successful and that the defect no longer exists, as required below.

v.

Failure of the Contractor to eliminate recurring defects.

d.

Determination by the Engineer that the work or materials used in the work does not

meet other requirements of the Contract Documents and is not acceptable.

2311.8

Repairs

Cosmetic repairs shall only be made following procedures prepared by the Contractor,
submitted in writing to and approved by the Engineer. The Contractors repair procedure shall
identify those areas required to be prior to post-tensioning and those that must be repaired
aster post-tensioning.

Structural repairs shall be made following procedures prepared by the Contractor. The repair
procedure shall be signed and sealed by the Contractors Engineer, shall be submitted in
writing to the Engineer, and shall include the following minimum information.

1.

A detailed description and sketch of the defect.

2.

The magnitude and type of the most critical construction loading and service life
condition to which the defective area will be subjected.

3.

Detailed reinforcement requirements materials types, surfaces treatments, curing


methods and general repair procedures proposed. The procedure shall clearly
indicated those areas required to be repaired before erection, and those areas to be
repaired after erection.

4.

The specific nondestructive testing method and procedure by which the Contractor
shall demonstrate to Engineer that the defect no longer exists and the segments has
been restored to a condition to be expected had the defect or damage not occurred.

In lieu of physical demonstration, on a case-by-case basis, the Engineer may allow the
Contractor to substitute a written certification by the Contractors Engineer that repair has
been performed satisfactory and that the defect no longer exists.
This work shall not be basis for any request for extension of time or additional compensation.

2311.9

Shear Key Repairs

Repairs to the shear keys along the webs shall be made after the segments have been
erected. When 20 percent or more of the shear keys in a web have been damaged such that
the they cannot effectively transfer the shear across the joint, as determined by the Engineer,
then the damaged shear keys shall be repaired after the segments have been erected and
initially stressed together with no more than 10 percent of the final prestressing force applied
across the joint. After the repair has been completed and obtained a minimum characteristics
compressive strength of 32 Mpa, the final prestressing force mayo be applied across the joint.

2311.10

Erection

2311.10.1 General

An erection scheme for handling and erecting segments, is shown in the plans. The erection
scheme is a concept only, consistent with the over all bridge design. It is presented to aid the
contractor in developing his method of construction which is also to

be consistent with the

overall bridge design. The Contractor shall be solely responsible for design, fabrication,
assembly and operation of all equipment to be used for handling and erecting segments.
Erection of segments shall not begin until the required shop drawings calculations have been
reviewed and approved by the Engineer. No extra payment will be made to the Contractor for
any cost incurred in modifying the permanent structure due to temporary loadings induced by
the Contractors handling and erection equipment of his erection tolerances will be made to the

Contractor for any cost incurred in modifying the permanent structure due to temporary
loading induced by the Contractors handling and erection equipment or his erection scheme.
Elevations and alignment of segments shall be carefully measured at each stage of erection
with instruments capable of providing the degree of accuracy necessary to assure that erection
tolerances will be met. Any deviation from the table of elevations and alignment prepared by
the Contractor shall be corrected so as to prevent accumulation of deviation using a method
submitted by the Contractor and approved by the Engineer.

2311.10.2

Age of Precast Segments at Time of Erection

Precast segments shall not be erected until they have reached the age of 14 days and have
obtained the minimum specified strength in the plans.

2311.10.3 Temperature of Precast Segments with Epoxy Joints

Erection of segments will be permitted only when the substrate temperatures of the mating
surfaces are between 50C and 40oC. Up on approval of the Engineer, an artificial environment
may be provided to maintain the substrate temperature within the permissible limits by
creating an enclosure heated by circulating warm air or by radiant heaters. Localized heating
shall be avoided and the heat shall be avoided and the heat shall be provided in a manner that
prevents surface temperatures greater than 350C during the epoxy hardening period. Direct
flame heating of concrete will not be permitted.

2311.11 Tolerances

The following tolerances shall apply to erection of superstructure segments


1.

The maximum differential between the outside face of adjacent segments in the

erected position shall not exceed 5 mm.


2.

Transversely, the angular deviation from the theoretical slope difference between

two successive segments shall not exceed 0.0003 Rad.


3.

Longitudinally the angular deviation from the theoretical slope difference between

two successive segments shall not exceed 0.003 Rad.


4.

The difference in roadway elevation at the connection of two adjacent segments

(measured perpendicular to the deck surface) and across closure joints shall be no greater
than 3 mm. IF the Contractor fails to meet the tolerance, he shall grind the deck surface to
meet the tolerance and re-groove the deck. All corrective work shall be at the Contractors
expense.
5.

The horizontal and vertical position of a pier segment (superstructure segment

which rests on a pier) shall be within 6 mm of the longitudinal alignment, grade and crossslope required by the approved erection plans. The longitudinal slope shall not vary more than
2 mm in 3 m from that required by the approved erection plans. These to tolerances are for
relative location of control point not absolute location.
Dimension from segment to segment shall be adjusted so as to compensate for any deviations
within a single segment so that overall dimensions shown on the plans such that the

accumulated maximum error should not exceed 1/1000 of the span length for either vertical
profile and / or horizontal alignment. Deviations exceeding the erection tolerance listed above
which are discovered during the match casting operation shall be identified by after cast
surveys at the casting with site

before the matched casting are separated. Corrections for

these deviations shall be submitted to the Engineer prior to casting the next match-cast in
place closure pours.

2311.12 Measurement For Payment

Structural Prestressed Concrete shall be measured in cubic metres. In Prestressed Concrete,


the volume occupied by reinforcement or Prestressing cables and sheathing shall not be
deducted.

2311.13 Rate

In addition to Clause 1718 of Section 1700 of MOSRTH the following shall be added
The contract unit rate for Prestrestressed Structural ( Precast Segmental) shall cover costs of
all Materials labours, tools , plant and equipment, Casting bed, moulds for precasting,
bulkheads, gantries etc for match casting of segments, jigs for reinforcement, gantry cranes
for shifting and stacking of segments , cranes for transportation and erection of segments
including cost of providing fixing and removal of scaffolding.,inclusive of launching , hoisting,
hauling, fitting and fixing in position of precast segments with all necessary arrangement
inclusive of steam curing/ water curing.

2401.5

Depth of Bores

When geotechnical exploration is required other than for determining the actual pile length of
bored cast-in-situ piles, the Contractor shall take test bores at each structure site to get the
exact soil profile or as otherwise directed by the Engineer.

The test bores shall be taken down to the bearing stratum and into it sufficiently to prove its
continuity. Generally this will be five meters into the bearing stratum. When bearing stratum
has not been reached within 50 meters of the surface, the test bore may be stopped after the
approval of the Engineer.

Scope

This work consists of replacement, relocation, diversion to be arranged by the Contractor as


per the directions of the SIDCL & the Engineer as and when required as per site condition and
protection of existing public utilities by contractor, all in accordance with the contractors
Drawings as per Standards, Specifications and Codes specified in this document. The diversion
work will technically have to be carried prior to commencement of the actual project
construction work, with due consideration of the scheme at particular location. The Contractor
would do the protection work for the Utilities at the time of execution of construction work.
However the diversion works for the utilities such as feeder pillar boxes, meter boxes etc.
which may be placed under bridge/viaduct, would take place after the completion of
bridge/viaduct.
