The floor was opened to discussions and questions. Other scouts raised their questions and the floor started to
discuss, but the Chairman found that the problems and objectives presented by the Crew unclear. It was then
suggested to review deliberately amongst them and present that in the next day.
Scout Yee, the Majority Floor Leader, called the rapporteurs of the Crew Conservatives, Scout Justin Maratas to
present their topic "RA 8491".
At 11:12pm, the floor decided to adjourn the first plenary session. Scout Muyco moved to approved the motion
and it was seconded by Scout Rubin.
At 9:53
Raised some matters by the Chairman itself. The topic is about the RA8491.
10:03am ES Buenconsejo presented the topic Colonial Mentality.
The discussion was opened at 10:11am by Scout Negroprado through raising a question to discuss.
It was Scout Muyco raised a matter about the Problem stated by the presentors. Scout Christian Yee, defended
but it was mediated by Sir Rey to change the stated problem and the point was taken into consideration by the
presentors.
Some matters had raised to take some consideration such as "downfall of the Economy", Existing Projects and
Agencies involved.
Scout Perdeguero moved a motion to approve the problems stated and Scouts Facon, Rubin, Sarmen and
Negroprado seconded the motion at around 10:29am.
The second topic Juvenile Deliquencies was presented by Scout Trisha Ann Yee at 10:30am.
As the discussin has come to open, there is a motion that the Subject or the Topic must be change from Minorities
to Juvenile Deliquencies by Scout Buenconsejo which was taken by the presentors.

The suggestion to take a deeper research for a clearer presentation and the motion to change the Aids, Action of
Government to Agencies Involved was taken into consideration.
As the 2nd plenary session come to end, at 11:19, the floor decided to adjourn the session by the motion appealed
by Scout Perdeguero and Scouts Tan and Sarmen seconded the motion.

Scout Buenconsejo requested the motion to recess and was seconded by by the Minority Floor leader, Scout
Jerald Rubin.
Resolution No. 4, s. 2016 or the minutes of the Second Plenary Session was moved to approved by Sct.
Buenconsejo and Scouts Facon and Rubin seconded the motion at around 2:58pm. The secretary was requested
to present the resolution.
Exactly 4:00pm the third plenary session resumed. The Majority Floor Leader called upon the rapporteur of
Crew Aristocrats, represented by Scout Sarmen, present their SPEAR.
Discussion followed until Resolution No. 5, s.2016 also known as The Premature Sexual Experimentation was
approved. After the approval, the approval of the Resolution No. 6, s2016 entitled Colonial Mentality, followed
to approved. The said two resolutions was authored by Crew Aristocrats.
Around 4:20pm, the Majority Floor Leader called upon the rapporteur of the Crew Bureaucrats represented by
Scout Jomar Negroprado.
The Chairman appointed the Majority Floor Leader to mediate the further amendments to the subject "School
Rule Problems". Followed by the stand for the re-amendment of the topic by Scout Christian T. Yee, and was
followed by the affirmation of the Minority Floor Leader, Scout Rubin. A full house votation from the floor
followed for the re-amending of the subject "School Rule Problems".
Soon after that, with no further amendments and suggestion, Resolution No. 7, s.2016, entitled "Juvenile
Delinquencies" authored by the Crew Bureaucrats swas hereby approved.
As the clock strikes at around 4:50pm, the Majority Floor Leader, Scout Christian T. Yee, called upon the
rapporteurs of the Crew Conservatives namely Scout Kylle Morala and Scout Joshua Facon.
With no further amendments and suggestion as the ground, Resolution No. 8,s.2016 entitled "Violations of the
Prohibited Acts for RA 8491, authored by the Crew Conservatives was hereby approved.
Another topic was presented by the rapporteurs entitled "Ethnic Discrimination" also know as the Resolution
No. 9, s.2016 was hereby approved as a result of no further comments or suggestion coming from the majority
of the floor.
Then, Resolution No. 10, s.2016 or the resolution to quash the approval of the topic entitled "School Rule
Problems" was hereby approved. Due to lack of information, the floor was divided and to that end, half of the
house voted for amending and the other half voted for quashing. Thereupon, the resolution to quash the
approval was hereby approved.

Finally, around 5:30pm, the third plenary session was moved to adjourn by Scout Joshua V. Tan and the said
motion was seconded by the Minority Floor Leader, Scout Jerald Rubin.

or the mind of minors will be put in these major activities which can help children to avoid some
crimes or delinquencies.

- The youth must be guided to prevent from being juvenile delinquent and rehabilitate the attitude of
juvenile delinquents.

alcohol offenses, disorderly conduct, simple assault or batter, possession of marijuana, Tabaco
