Dear Ms. Infante,

Please be informed that this is my __th time to ask for the release of the remaining
professional fee due to me and to Engr. Rey Abiera during the construction of
AlMaCen. We have waited patiently for the release of the fund…

But today, I am very much in need of what was due to me because I am assisting a
patient who was seriously injured due to an accident sustained from my L300 van.

I did not know nor understand why the release of such professional fee seemed to
have fallen on deaf ears or was it hard to understand? I have asked reasons from
your finance persons who took charge of our accounts and I hope this time it is
already clear to you why we still have collectibles from JSF.

To reiterate what they would probably tell you it this: Out of the contract between
EBC and JSF which was worth ____, there was an internal contract between us and
the JSF Management then, that the construction will be done by administration (by
JSF) and that we, the two engineers would be paid as professionals for our
supervision of the construction.

Thus, all the money for construction was already paid to JSF by Intered/AECI. Thus,
our professional fees were already with JSF since 2008. If further studied, our
professional fees have already earned interest since then.

Why were we not paid since then? I understand that in any construction there is a
retention fee in case of any back job. So we were scheduled to be paid in 2009,
after a new and separate water line was installed in AlMaCen last August. When we
were about to be paid, we were affected by the change in JSF Management which
started last October 2009. Thus the delay in our payment.

I hope this would suffice the release of what was due to us as soon as possible.

With the frequent collection efforts of Engr. Ildefonso Coronica and Engr. Rey Abiera, we would like to
endorse the payment of the balance of their professional fees amounting to _____________________.
This money was kept in the general fund in account no.__________ /time deposit no. _______ by
Josefa Segovia Foundation.

To date, the initial fund from their professional fees earned a total interest of ___________

The fund for their professional fees came from the payment of AECI to the Equitable Builders
Cooperative. Their professional fees were retained by JSF in case there would be back jobs to be done in
the period of one year after the construction which was finished in 2008.

We assure you that there was fund for their professional fees which was set aside as in 2008 during the
construction of AlMaCen.

If you have doubts regarding this, please ask the auditors to further explain to you this issue.

We have other important concerns to do, so we would like that this issue will be settled as soon as
possible.
