SigningofGrantAgreementwithMyanmar:Supportingreconstructioninfloodedareas

OnSeptember24andOctober1,theJapanInternationalCooperationAgency(JICA)
signedtwograntagreements(G/As)withtheGovernmentoftheRepublicoftheUnionof
Myanmartoprovidegrantaidofuptoatotalof3.982billionyen.Theprojectsunderthese
grantaidagreementsaredescribedbelow.
LargescalefloodingcausedbytorrentialrainsthathavecontinuedsincemidJulyofthis
yearhascausedmuchhumanlossandphysicaldamageinthetargetprojectregionsof
thesignedG/As.Itisexpectedthattheseprojectswillhelpreconstructthedisasterareas
andpromotestableaccesstosafewater.
(1)ProvisionofEquipmentforRuralWaterSupplyProjectintheCentralDryZonePhaseII
(G/AsignedSeptember24,totalamountofaid:1.242billionyen)
Signingceremony

Approximately30percent(2014)ofthepopulationofMyanmarlivesinthecentraldry
zone,anareainthecenterofthecountrycomprisingMagway,Mandalay,andSagaingRegions.Averagingamere400to880millimetersof
rainfallperyear,thecentraldryzonereceivesadisproportionateamountofprecipitationintherainyseasonfromMaytoOctoberandisthe
hottestandmostaridareaofthecountry.Thereisadependenceonpondsandgroundwatertoobtainwaterfordailyuse,butinthedry
season,pondsandshallowwellscanoftennotbeusedduetodepletionorpoorwaterquality.Residentsarethereforeconfrontedwiththe
difficultyinsecuringsafewater,facingdifficultiesthatmayentailtravelingseveralkilometersfromtheirvillagetothenearestwatersourceto
drawwater.
Thisprojectwillprovidetheequipmentnecessarytoborewells,includingatruckmountedexcavator(capableofdrillingupto200and250
metersdeep)withaccessories,aircompressors,trucksequippedwithcranes,internalloggers,submersiblepumps,casingscreens,and
waterpumpingtestdevices.Itisexpectedthattheequipmenttobuildthedeepwellsfornewwatersourcedevelopmentinthedrycentral
zonewillleadtosafe,stablewaterresourcesinthetargetregion.

Ofapproximately159,000kilometersofroadwaysinMyanmar,onlyabout23percent,or37,000kilometers,ispavedwithasphaltor
concrete.Inits30YearRoadDevelopmentPlanformulatedfor2001to2030,theGovernmentofMyanmarhastakenthesecircumstances
intoaccounttofurtherroadimprovementsthroughoutthecountry,includingroadpavementtargets.
InKachinState(area:89,000squarekilometers,population:1.29million)andChinState(area:36,000squarekilometers,population:

480,000),thepoorestandleastdevelopedareasinthecountry,torrentialrainsfrequentlycausebridgewashoutsandlandrelateddisasters
suchascollapsedroadsandlandslides,andasaresult,theroadinfrastructurelagsbehindotherstatesandregionsinthecountry.Asthe
trunkroadsconnectingthestatecapitalswithregionalcitieshavedeteriorated,buildingroadinfrastructureisapriorityforensuringlocal
residentscanaccesspublicservicesandforsupportingeconomicactivitieswithasecurelogisticsnetwork.
Thisprojectwillprocurenewroadconstructionequipmenttobuildandexpand141kilometersofroadsinKachinStateand109kilometersof
chinState
roadsinChinStatewheredevelopmentlags.Theseimprovementsareexpectedtofurthertheroadinfrastructureandstimulateeconomic
ChinState
activitiesinthetwostates.TechnicallessonswillbeprovidedatoneoftheMinistryofConstructionscentraltrainingcentersinatransferof
technologytoprovidetheknowledgerequiredforroadconstructionandmaintenance.Thiswillimprovethetechnicalcapacityforroad
improvementsandimprovethequalityoftheinfrastructure.
