had previously requested reports from all officers from
the Fargo Police Department (FPD), who were involved with the incident surrounding
MARCUS SCHUMACHER on February 10, 2016. S/A
requested officers formally
complete an investigative report due to the mere fact that there were so many officers
involved with this incident and agents from the North Dakota Bureau of Criminal
Investigation (NDBCI) needed to be able to find out all information related to the incident.

was assigned to review all reports and document the individual reports.
It should be noted that S/A
and other agents conducted interviews on members of
the Red River Valley SWAT (Special Weapons and Tactics) Team and those interviews
will be noted in separate supplemental reports. S/A
will briefly document each
report which S/A
reviewed in this supplement report.

A.

S/A
reviewed a four (4) page report from FPD Officer Jordan Michaels.
Officer Jordan Michaels and Officer Scott Normandin were some of the first (1st)
officers dispatched to this domestic disturbance. Officer Jordan Michaels and
Officer Scott Normandin met with Marcus Schumacher Jr. at Sanford to try to
obtain all information related to this incident. Officer Jordan Michaels was able to
learn that MARCUS SCHUMACHER had possibly fired a weapon at MARCUS
SCHUMACHERs wife, Michelle Schumacher, due to an argument that had
started at approximately 5:00 p.m., on February 10, 2016. Officer Jordan

reviewed a one (1) page supplement report from FPD Officer Corey
Arnold, who advised that upon responding to this incident, Officer Corey Arnold
was assigned to set up Officer Corey Arnolds portion of the perimeter at 8th
Avenue and 3rd Street North, Fargo, North Dakota. Sometime after Officer Corey
Arnold set up perimeter at the initial location, Officer Alex (Alexander) Bollman
relieved Officer Corey Arnold of that position. So Officer Corey Arnold then
moved to 8th Avenue North and 4th Street North, which allowed Officer Corey
Arnold to direct traffic out of the area. Officer Corey Arnold also reported that
Officer Corey Arnold heard approximately fifty (50) separate gunshots from what
Officer Corey Arnold believed to be from two (2) different guns. Officer Corey

reviewed a one (1) page supplement report from FPD Officer Samuel
Grandbois related to this incident. Officer Samuel Grandbois was the first (1st) to
arrive on scene and started to set up a perimeter. Officer Samuel Grandbois
staged himself at 9th Avenue North and 5th Street so Officer Samuel Grandbois
was able to see the west side of the target house. Other officers arrived and they
were able to make a full perimeter. Once it was determined that MARCUS
SCHUMACHER was deceased, Officer Samuel Grandbois was instructed by
Lieutenant Christopher Helmick to grab Officer Samuel Grandbois personal
belongings, turn his squad car and lock it and leave the squad car where it was
at 5th Street North and 9th Avenue North. Officer Samuel Grandbois report is

reviewed a two (2) page supplement report from FPD Officer Josh
(Joshua) Horner related to this incident. Officer Josh Horner was assigned to set
up perimeter in the area of the 800 block of 4th Street to the east of the Sanford
parking ramp on the north side of the main campus of Sanford during this
incident. Officer Josh Horner stated that there were many shots fired, sometimes
in bursts of four (4) to five (5) shots. Officer Josh Horner also believed that there
was a large caliber weapon and a small caliber weapon being used due to the
fact of the loudness of the gunfire. Officer Josh Horners report is listed as

reviewed a three (3) page supplement report from FPD Officer
JERROD WAGNER related to this incident. Officer JERROD WAGNER was
assigned to the Immediate Action (IA) Team and assigned to be the sniper within
the BearCat used by the IA Team. At some point, Officer JERROD WAGNER
removed himself from the BearCat and took up a position south of the target
residence with his sniper rifle. Officer JERROD WAGNER was interviewed by
other NDBCI agents so for complete details of Officer JERROD WAGNERs

reviewed a two (2) page supplement report from FPD Officer Adam
Schock documenting that Officer Adam Schock was assigned to set up perimeter
at the 200 block of 9th Avenue North. Officer Adam Schock positioned his squad
car so traffic could not go west on 9th Avenue towards the target location. Officer
Adam Schock estimated that Officer Adam Schock heard approximately fifty (50)
gunshots from two (2) to three (3) different caliber firearms. Officer Adam

Joshua Loos related to this incident. Detective Joshua Loos was assigned to
bring the FPD crime scene bus to the First Lutheran Church parking lot at 6th

(Nicholas) Kjonaas related to this incident. Detective Nick Kjonaas was assigned
to be a liaison between the Negotiations Unit and SWAT Command during this
incident. Detective Nick Kjonaas also was assigned to complete the time log for
the SWAT commander and to communicate any relevant information between

Sanden related to this incident. Officer Michael Sanden advised that Officer
Michael Sanden was assigned to be part of the inner perimeter and tasked to

Michael Mitchell related to this incident. Lieutenant Michael Mitchell, upon
responding to the incident, went to the command post located at the First
Lutheran Church at 7th Avenue and 4th Street. Lieutenant Michael Mitchell was
then assigned to make contact with all perimeter units and periodically check on
their status throughout the incident. Lieutenant Michael Mitchell also assisted
once the scene was secured to establish the initial crime scene area and worked
with NDBCI agents on any assistance that may have been needed. Lieutenant

Jasper related to this incident. Officer Ryan Jasper was directed to assist with the
perimeter during the incident. Officer Ryan Jasper was positioned at the
intersection of 10th Avenue and 4th Street North. While Officer Ryan Jasper was
on perimeter, Officer Ryan Jasper heard multiple shots fired from the MARCUS
SCHUMACHER residence. Officer Ryan Jasper also observed throughout the
incident sparks from bullet ricochets in front of Officer Ryan Jaspers position.
Officer Ryan Jasper was positioned just west of where Officer JASON
MOSZERs squad car had been parked. Officer Ryan Jasper stayed on perimeter
until Officer Ryan Jasper was relieved by a Cass County Sheriffs Office deputy
at approximately 4:30 a.m., on February 11, 2016. Officer Ryan Jaspers report is

Wahl responded to the FPD where Officer Todd Wahl met with a female

Elementary School, where
found a live .223 caliber rifle round on the
sidewalk. According to Officer Todd Wahl, this live .223 caliber round appeared
to be possibly a round that would have been used by police officers for their AR15 rifles, potentially, the night of February 10, 2016. Officer Todd Wahls report is

Lieutenant William Ahlfeldt related to the night of February 10, 2016. Lieutenant
William Ahlfeldt stated that Lieutenant William Ahlfeldt did provide a green light
which is a command to engage the target with rounds to try to eliminate the
threat if SWAT officers saw MARCUS SCHUMACHER. Lieutenant William
Ahlfeldt also gave Negotiation Command to use negotiation tactics that would try
to encourage MARCUS SCHUMACHER to stop the threat himself by committing
