ACKNOWLEDGEMENT
This is a winter project done on employment and labour development study of district
KHAGARIA.
The project gave me a esteemed opportunity to meet some very high official of my
district and to talk to them to collect information on growth and development.
I would like to stretch my sincere thanks to the accountant of labour
dept. mr.prem kumar and DEO of khagaria mr.swayamdev paswan .
I worked on this project from 25th December to 10th January 2010,and
then collected information by visiting government offices of khagaria.
It was a very good experience , which provided me a great and deep
knowledge about how govt. deals with such a big schemes.

OBJECTIVE OF THE STUDY


:-To analize the growth of NREGA scheme in khagaria district.
To get the full scenrio of labour development in khagaria district.
To collect the information on wages and privileges given to the rural people by the
govt.

LIMITATION OF THE SURVEY


Waiting time to meet the officers.

LOCATION
Bihar is located in the eastern part of the country (between 83°-30' to 88°-00'
longitude). It is an entirely land–locked state, although the outlet to the sea through
the port of Kolkata is not far away. Bihar lies mid-way between the humid West
Bengal in the east and the sub humid Uttar Pradesh in the west which provides it with
a transitional position in respect of climate, economy and culture. It is bounded by
Nepal in the north and by Jharkhand in the south. The Bihar plain is divided into two
unequal halves by the river Ganga which flows through the middle from west to east.

National Rural Employment Guarantee Act(NREGA)
The National Rural Employment Guarantee Act or NREGA is an Indian job guarantee
scheme, enacted by legislation on August 25, 2005. The scheme provides a legal
guarantee for one hundred days of employment in every financial year to adult
members of any rural household willing to do public work-related unskilled manual
work at the statutory minimum wage of Rs.100 per day. The Central government
outlay for scheme is Rs. 39,100 crores ($8 billion) in FY 2009-10.
It has been renamed as Mahatma Gandhi Rural Employment Guarantee Act on 2nd
October, 2009.
History and Funding
The scheme started from February 2, 2006 in 200 districts, was expanded to cover
another 130 districts in 2007-2008 and eventually covered all 593 districts in India in
april 01, 2008. The outlay was Rs. 11,000 crores in 2006-2007, and has been rising
steeply, to Rs. 39,100 crores (140% incresed amount respect of previous 2008-2009
budget) in 2009-2010.
Implementation
The Comptroller and Auditor General (CAG) of India, in its performance audit of the
implementation of NREGA has found "significant deficiencies" in the implementation
of the act.The plan was launched in February 2006 in 200 districts and eventually
extended to cover 593 districts. 4,49,40,870 rural households were provided jobs
under NREGA during 2008-09, with an national average of 48 working days per
household.
Works/Activities
The NREGA achieves twin objectives of rural development and employment. The
NREGA stipulates that works must be targeted towards a set of specific rural
development activities such as: water conservation and harvesting, afforestation, rural
connectivity, flood control and protection such as construction and repair of
embankments, etc. Digging of new tanks/ponds, percolation tanks and construction of
small check dams are also given importance. The employed are given work such as
land leveling, tree plantation, etc.

Allocation of Rozgar Sevaks is a very good step of Government because many of


labourers are illiterare.They usually give this kind of replies onasking anything to
them-
Shramik coupons / Job Cards
I don’t understand what is written on the job card , im illiterate
I don't get paid for the number of days I work.
Total No of days entered are less than what I worked for
Paid less than what shown in the Job card (when paid in cash ) or
Paid less than what I worked for ( when paid through bank account )
The Pradhan provides work to only a section of villagers who voted for him
(some cases more than 100 days ) .
The job card when taken for entering the man days is not returned
CONCLUSION
There are 309 villages under khagaria districtwhich are backward and employmant
was very less so, after nrega people don’t have to go out of district in search of jobs.

Not only the head of the family is getting the employmant rather everybody willing to
work could apply for a job card including ladies
- Femele who are ingaged in work are getting a lot of privileges like they get job
within 1 or 2 killometer near by there place . and even they could give a good care
to there child .

RECCOMENDATION
Working condition of govt. offices are not at all good or feasible to do work over
there
Funds coming from govt. is not properly managed . more menegment students should
be emplyed in this scheme.
The working place is not at all up to the mark. There is no proper furniture or good
working environment
sufficient number of vehicles are not there so as to visit the backward areas of the
district .
SYNOPSIS

NREGA and several other schemes started by govt. to develop the condition of people
of rural area is a very good step taken by govt.
I also went to the labour department on my district which gave me an amazing
knowledge on the availibily of human resource in my district
There is a need of proper management of these kind of schemes.The D.M. of my
district MR. MAYANK WARWADE has done a remarkable job for implementing
this scheme in KHAGARIA district thoroughly.
I have met first time with such a high posted Gov. Officials.They were very keen to
give the reply of quiries.They were very happy that someone is collecting
informations from their office.
Atalast I am very happy to get informeted by the higher officials about the nrega.
