Thanks for the visit. I have thought of a few other things for you.

• If a student comes to me and asks to make up an absence failure from 2 or more i semesters back, I require them to get permission from Lance or G~orgeanne'i = far, they have consented to have them make up the absences and give them the] credit retroactively. In the past, we were only allowed to make up absences ~o ! further than 1 semester back unless it was a medical emergency and the committee accepted it.

• When the students were told that TAKS tutorials could be accepted as absente

make up, the number of students attending increased (a good thing). '

• If a student passed a class but absence failed more than one semester back, there have been times when Georgeanne has let the student take CBE to regain credit.

I just really feel we need to tighten up on attendance make up. They figure out the system pretty quickly and know that they can miss a day but then have the opportunity to later make it up.

There were times when Lance would have me remove tardies on a student's attendance because they passed the class but absence failed by tardies (3td tardy = 1 absence) in order for the student to receive the credit. In the past, we have never allowed a student to receive credit, even if they passed, if they failed by absence tardies.

Again, Georgeanne and I have talked about the attendance and she is in agreement with me in that there needs to be more restrictive boundaries.

I hope this sheds light on this issue. I have enclosed a copy of the slip the students fill

out when they go to Wednesday or Saturday absence make up. They fill it out and keep' the pink copy. I put the other two in their file once I have entered it on their attendance.' Also enclosed is a copy of the paper that has about 8 sticky notes on it where the stu~en~s r have made up absences in the front offices. Lance puts these on my desk to be entered. iI copy them and put them in the individuals file.

Dear Mr. Franks,

Mr. Gommesen forwarded your letter to me. I am a current school board member with the Carrollton-Farmers Branch Independent School District (C-FB ISO). On more than one occasion in May I was approached by teachers regarding certain problems regarding several issues at R.L. Turner High School and some of the administrators in that School, most specifically the Principal Lance Campbell. On June 2nd I notified the presiding officer of the Board of these concerns. She and the superintendent were adamant that I not put anything in writing, however, we did meet before a board meeting which I disclosed all the details that I was aware of. The allegations that were made to me involved, moving Limited English Proficiency Students from grade iOta 11, changing the absences for students that were in danger of failing based on absences and changing the grades of some students by the administration without the knowledge or consent of their teacher. In addition, I was given a written grievance list by several teachers (Exhibit A). No teachers wished to come forward as there was a fear of retaliation. With this letter I am providing several emails as well as the grievance letter. It was my understanding that the superintendent would operate appropriately with any requirements under law.

I sent several requests via email about the progression of the investigation, no responses were ever put in writing (Exhibit B). On or about July 6, 2009 I sent an email to both the superintendent and the school board president relaying concerns that were expressed to me by teachers (Exhibit C). This was after Mr. Campbell had resigned to take a position in Burleson ISO (Exhibit D). The response I received from the board president is also attached (Exhibit E).

On August 13th 2009, under the agenda item for "Report from Attorney" the board received a preliminary report of an investigation that was initiated by the superintendent. It was in this preliminary report that the law firm documented that had Mr. Campbell still been employed there would have been grounds for termination. Those reports were taken back ·from the board members by the law firm.

To The Administration and Board Members ofCFBISD:

As a long time citizen of Carrollton, I am writing this letter to you because of a very heavy heart I have in regards to what I am hearing that is taking place at R. 1. Turner.

I have received many phone calls from individuals voicing their concerns with what is going on at Turner since the current Principal and Associate Principal have been in place. Not only am I hearing concerns and complaints from CFB employees, but individuals outside the CFB district. I am being told of "illegal" grade changes, absence removals, : and grade level changes, not to mention all the changes that were made just before T f\KS ' testing. Teachers are pressured to change grades for students who don't come to school;' don't do the work, and if they refuse, the change is made anyway usually without the; ; teachers' knowledge. Students who art: absence failing, have their absences magically disappear.

This all sounds unbelievable! In CFB? What is wrong with the people running the Administration Building? I would have thought that since you buried your heads in the sand or simply decided to look the other way concerning the ordeal with Dr. Griffin, that the people in charge over there would be doing everything possible to mind their p's and q's and make sure our district and its reputation are clean. It appears that is not the case, and you are willing to tread those murky waters again. What a travesty and injustice to the students and teachers. The students of R. L. Turner are the ones who will suffer in the long run because they are being taught that it is okay not to come to school, okay not to work hard, because it doesn't matter at R. L. Turner. What kind of work ethic are these future employees going to have? Will they just be society's problems? What ever happened to accountability and personal responsibility? 'Where are the winners here? Or are the winners the Principal and Associate Principal who can address a crowd and boast that this is the largest graduating class in 3 years, or tell the faculty how much better the discipline statistics are, or show on paper how the tardy policy is so successful. Success with changed grades, no discipline support for stressed and abused teachers, and a tardy: policy that kids love because it is a joke, is it really success?? The statistics look nice, i but numbers can lie.

I sincerely hope you will take a good long look at what is transpiring at Turner and have!

the good sense and the moral fortitude to do something about it. Turner used to be avery , highly respected school throughout the rnetroplex. The people that walked the halls were happy to be there and knew the secret ~ that Turner had something special. That is all gone, just like most of the staff that used to come from afar to be a part of a special place. What was real and shared with all who walked the halls, has been replaced with a shell of a building with numbers on pieces of paper, some real, many not. 920212.2:

Even though I am out of town, I have been inundateded with emails, =20 phone calls, and text messages. So I am sharing with you the angry and =20 hurt feelings people have been reporting. The teachers are angry that =20 warnock seems to be taking over as leader of the school. They feel let =20 down and slapped in the face, because they all believe warnock was so =20 entangled in the mess, intimidtion, and retaliation at turner. I have =20 not responded to the majority of these people, but when I have, I have =20 told them to come to you. Apparently warnock sent out a letter with =20 the subject moving forward. Again the people that work a turner feel =20 unheard and like nothing will really change. I thought you should be =20 aware. There are also 'rumors that warnock is campaigning very hard to =20 dr maher for the principal position. Parents are also starting to =20 rumble. I think you already know that I have strong feelings against =20 the current admin staff at turner and would also be highly =20 dissapointed if we didn't take this- principal position as an =20 opprotunity to show that the people have been heard and we, the =20 district, want what is best for the students. We have a new "picture board" this year that had us tell one interesting th=

Looking under "Lance" as a first name, there is a lance Wayne Campbell. Bu=

t he is about 5 years older than I'd thought our Lance was, and he got his

I am disappointed that SBEC's search tool is not very flexible. I wish it

would give results based upon just middle name, upon just first initial, an=

My concern this time is with R.L Turner High School. It is the school with which I am most familiar, My step-children wmVgo there and my wife and I have tsacher friends on the faculty at the school. OVer the last year I have heard

so me disturbing things about the situatioli at Turner, My wife's kids were attending Turner when there Was a ohange in 'oommaad" at the school. We all loved Mr. Holland and the positive atmosphere he maintained and enhanoed. Anyone would agree, he was well-liked by students and teachers alike because he was personable and took a sincere interest in student succase and treated students and teachers with respect, Although we are not personal friends, he always speaks and calls me by name whether it ba at the sohcol or a ballqarne. ·On the other hand, I have heard some disturbing stories in regard to current prinCipal Mr. Campbell- and they may be "storiesn - but i believe there are some legitil"nate concerns or irregularities that might ouahta be looked in to by someone in authority who Is not involved in "oookln' the books". The teachers that my wife and f know absolutely refuse to step up with information because they fear retaliation - which seems to be a trademark of the prinCipaL. Many teachers were reassigned or let go when Mr, Oampbell came on the scene. The ones to which I refer "survived" the transition. Some clearly outstanding teachers left Turner, I am of the opinion that Turner is a school in crisis,

In general. I think !he following concerns need to be addressed was reported by teacher sources:

1) Principal allowing students to take first sernester exams well into the second semester.

Re-taking exams for quite a number of failing students resulted in all passing after their required second "chance". Credit by exam??

2) Prinoipal allowing a student to leave the TAKS test (being given in the library) to talk on her Gell phone and then return to the library and resume taking the test (among other test-

Another "gripe" I would like to invoke is the fact that the end-of-year awards assemblies are not held during the school day. In my opinion, these assemblies should be conducted for a two-fold purpose: to leach lBDm 9lQ.!!fJ. behavior and to recognize outstanding students in an assembly of their. peers. Using the excuse that many parents are unable to attend a daytime assembly is a cop-out. The administrators cannot controlths students because they have let things get out of hand. It would be entirely too embarrassing. You would ·never see Mr. Holland back away from a teachable moment If not school, where else will these young people learn how to behave? How to behave in a large group? The students are not going to learn it if it is not taught.

As J get toward the end of the page, I hope that a neW school board will shake things up, 1 say "throw the rascals out". We need some. new blood in our administration building. We need leadership at R.L. Turner High Schoof. Of course, the plan has already been devised· according to soma RLT teachers. 8urns gets the superintendent's job, Carnpbell gets Burns' old post and the Woman assoc. principal at Turner gets the principal Job, •. only because tne principal at Creekview isn't ready to retire - that is the school she really wants, Also, I am, in no way, advocating the return of Kfm Holland to Turner. However, he would make a terrifio superintendent. Have no idea if he applied or has been approached regarding

the job. We'd be lucky. .

Why don't we give students a truancy ticket for excessive tardies 1st period? Give them the appropriate number of chances then hit the student and parent where it counts-their wallet.

Response: As you know three tardies is an absence based on district policy, We file truancy on kids who exceed the State mandated requirements, in terms of the Compulsory Attendance Law. The courts determine who receives fines not the campus.

Several of us are concerned about the legality and morality of some of the things being done. For example, kids are being able to make up absences a semester or a year after absence failing, kids are allowed to make up 2 hours for 1 in the bookroom, etc. What does this say to kids about their choices and the consequences? What does the district and TEA say about these policies and procedures?

Response: First, let me address the morality concern. As educators we have an ethical and professional obligation to do whatever it takes to ensure all kids graduate in four years ... once they enter high school at RLT.

As to the legal issue regarding absence make-up, we are certainly in compliance with district and TEA polices. The law is flexible in terms of how you allow students to make up time (local control). The real issue is certifying the student understands the content.

Has there been any progress toward credit for PD periods for CPE's?

Response: If you attended both PD sessions on AVID, please go to the ERO and register using course number 900108 session 890010801 for one hour of CPE credit.

If you attended all four sessions on Ruby Payne, please go to number 900107 session 890010701 for two hours of Cl'E credit..

Withdrawal Procedure

(3-1) A student should be withdrawn from the attendance accounting system on the date the district becomes aware the student is no longer a member of the district. With proof of enrollment in a different district/campus, retroactive withdrawals will be permitted to the day the student enrolled in the other school. AU attendance accounting records affected by this change must be updated.

(3-2) A student who is at least 18 years old and is voluntarily enrolled in school may be withdrawn when they accumulate more than five unexcused absences in a semester. Under this provision a district may revoke the enrollment of such a student for the remainder of the school year. TEe §2S.085(e) Students who are removed from school under this provision will be considered a dropout for accountability purposes.

(3-3) A student who is temporarily absent (i.e., illness, suspension, etc.) but still a member of the district may not be withdrawn.

If the students are simply not "attending, Kathy Hurley needs to file on them for truancy. If they are under the age of 18, they must comply with compulsory attendance laws.

They cannot be withdrawn simply because they do not attend.

June 15, 2009 Building Updates

• Last week's storms caused power outages at Blalack, Good and Rosemeade. There was also minor roof damage in the district with the most damage to Good's roof. (less than $5,000)

• Plans are near completion for the Vivian Middle School expansion.

Construction should begin at the end of the summer.

Media Report

• Matt Peterson, Dallas Morning News reporter, is working on a story about campuses whose ratings were improved because of the Texas Projection Measure (TPM). He has requested a list of C-FB ISD campuses whose ratings were improved through TPM. The ratings of one-third of our campuses improved using this measure.

Good News

• Creekview assistant band director Michael Gipson, who was injured several weeks ago, has moved to a regular room at Parkland. His wife, MarYI is the orchestra director at Vivian Field. I will keep you posted on his recovery.

• The Creekview senior who was injured in a car accident several weeks ago is home and doing well too. The student will be making a full recovery. Principal Cyndi Boyd will be delivering the student's cap and gown to her.

TAKS Preparation

• The district will begin its evening TAKS Preparation for high school students who need tutorials for the Exit-Level TAKS next Monday (June 22). The classes are free and are at the Community Learning Complex (CLC) from 5 to 7 p.rn,

Personnel

• Lance Campbell, RLT Principal informed me that he has accepted an offer from Burleson ISD to open their new High School. The Burleson

Thank you. As Board members, we do need to share those things.

A coaching moment =85

As Board members, we walk a fine line. We are eyes and ears for the Distri= ct and we can bring back valuable insight and intelligence. We are the Dis= trict most committed cheerleaders. (You have no idea how hard it is for me=

to say that I am a cheerleader.)

But our legally mandated responsibility is for setting policy, setting the = budget, setting the tax rate, and hiring the Superintendent. He or she is = responsible for the operation of the district. We are not supposed to micr= o-manage him or her. You are dangerously close to stepping over that line.

You have previously made your feelings about Lance very clear. Your tone b= elow would indicate that you may have personal issues with Georgeanne as we= 11. Would that be the case? And if so, why? Or is she just being painted=

with the some brush as lance?

Things to consider =85

=DB All these teachers that are contacting you =85 are they still at = the school? 00 they know everything that is going on? Or are they reactin= 9 to residual issues?

~08 How many teachers are you hearing from out of the entire populatio= n of teachers at RLT? A vocal 5%? 10%7 25%? How many of them have talk= ed to Dr. 8urns about issues with Georgeanne?

=08 Georgeanne worked *for* Lance. While she had a responsibility to=

not do anything illegal or immoral, that responsibility did not extend to = poor jUdgment. She was not on an equal footing with Lance; he was her dire= ct supervisor and she had an obligation, short of illegal or immoral, to fo= 1101'1 his direction. She had an obligation, as part of the school leadershi= p team, to present a consistent face to the staff. This is also know as "s= hut up and soldier".

=08 There is a good sized grant that has been awarded RLT to help with=

AYP =85 but it requires that training be held this summer or the grant wild 1 be forfeited. I don=92t think losing it is a good idea for the school. Georgeanne and two teachers are currently receiving that training.

=08 Not saying that this is the case here =85 but when there are pers~ nality issues as clearly was the case with the RLT staff & Lance =85 things= that might ordinarily be mere annoyances can be blown out of proportion.

Here=9Zs what I suggest when you feel that you must respond to those that c= ontact you

=D8 Remind them that school starts in a few short weeks and that someo= ne has to take a leadership role, even if it is a temporary one, to keep th= ings moving or the school will not be ready to open. Ask them - What do th= ey think should have happened? 00 they think that the school should just s= it on its respective thumbs and wait for the assignment of a new principal?=

(FYI =96 Don H has appointments this week also.) If, within the next We= ek or so, they still feel like they haven=92t been heard, tell them to gut it up and make an appt with Dr. Burns or quit whining. Tell them if they = feel like there is safety in numbers =85 go as a group.

Not to be shared with anyone else =85 but remember that the plan is to have= a report from Don H in August, hopefully before school starts. We will had ve a much better indication then if this has been anything more than poor j= udgment.

Personally, I appreciate Georgeanne for stepping up to try to fill that void d. It shows leadership and commitment. Both admirable qualities. I would= expect no less from someone that obviously wants to be a principal some da= y.

The application window for the principalship at RLT closes this week. As t= a who Ivin lead the school, that i.s ultimately Or. Burns=9Z decision. When= he makes his recommendations as to principalships, it will be to the Board= If, at that time you feel that you should, you can further voice your COd ncerns.

I had this question from one of my teachers. Could you enlighten us, please?

"One of my students had a meeting with Ms. Smith, and had a question about language credits.

I took Spanish FreAP in 7th grade, but did not continue in 8th grade. o. transcript has credits for Spanish I, II, and III. The counselor told II that since IlImd 3 credits for Spanish, thatlldidn't need any more foreign language. Is this true?"

It was my understanding that a student had to complete both years of Spanish in middle school to get 1 high school credit, unless they took the AP exam and scored a 3 or better on that. We just want to make sure our kids are getting the correct information and that we have the correct info,

I began this series of emalls because_old me how concerned_as about~ather's response to a bad grade in World Geography on. next progress report. ESL teachers are~ for educating ESL parents about the U.S. educationa~cess, and I thought that we could keep~father from being angry at.regarding~Orld Geography grade by making certain that he understand everything about this ~~chedule change. Based on what I have learned today, I have decided not to ask Maria to call --.rather for the following reasons:

I met with this student and_father earlfer this week. He didn't understand abou. "schedule change." I explained that we were trying to prepare_for the test since_'ad had no exposure to the concepts of US History and the TAKS would include thatwrnrormation. He see~satisfied with that explanation.

However, I didn't address the issue of failing the class. r didn't look at the grade atom because his main concern seemed to be the schedule change. He didn't mention that_rades were low. I should have looked. I'm sorry about that.
