Investigation into the conduct of Vice Chair Andy Petrowski
The Ontario Civilian Police Commission has become aware that on June 25, 2015, you
posted a photograph of a police boat on fire to your Twitter account. Beneath the photo
was a caption that read, Looks like their weekend fishing trips are spoiled for awhile?
The Commission is of the opinion that this communication appears to be a
contravention of sections 8 and 13 of the Members of Police Services Boards Code of
Conduct, Ontario Regulation 421/97 (the Code of Conduct):
8. Board members shall uphold the letter and spirit of the Code of Conduct
set out in this Regulation and shall discharge their duties in a manner that
will inspire public confidence in the abilities and integrity of the board.
13. Board members shall refrain from engaging in conduct that would
discredit or compromise the integrity of the board or the police force.
Please be advised that on December 23, 2015 the Commission on its own motion
initiated an investigation pursuant to section 25(1)(a) of the Police Services Act, 1990, c.
P.15 (the Act) and directed staff to investigate the above-noted allegation as it relates

to your role as a member of the board and whether you have acted in contravention of
the Code of Conduct. You will be contacted shortly by the investigators to provide you
with an opportunity to be interviewed.

Pending the completion of this investigative process, you are prohibited from
participating in any activities of the Board. Subsection 14 (1) of the Code of Conduct
states:
A board member whose conduct or performance is being investigated or
inquired into by the Commission under section 25 of the Act or is the
subject of a hearing before the Commission under that section shall
decline to exercise his or her duties as a member of the board for the
duration of the investigation or inquiry and hearing.
